RE: SB 1167 (Blakespear) Vehicles: Electric Bicycles. Notice of SUPPORT, (As Amended June 22,
2026)
Dear Senator Blakespear:
On behalf of the City of Cupertino, I am writing to express our support for your Senate Bill (SB)
1167, which seeks to provide important clarity in California's rapidly evolving electric bicycle
marketplace by ensuring that only vehicles meeting California's statutory definition of an
electric bicycle may be marketed and sold as e-bikes.
As the popularity of electric bicycles continues to grow, consumers, law enforcement agencies,
and local governments have faced increasing challenges distinguishing between lawful e-bikes
and higher-powered electric motorcycles or mopeds that are often marketed as e-bikes despite
exceeding legal speed and power limits.
SB 1167 also supports consistent enforcement of existing laws and helps preserve public
confidence in legitimate electric bicycles as a safe and sustainable transportation option. Clear
standards benefit riders, retailers, manufacturers, local agencies, and the public alike.
For these reasons, the City of Cupertino is pleased to support your SB 1167.
