Notice of SUPPORT Dear Assembly Member Ahrens: On behalf of the City of Cupertino, I am writing to express our support for your Assembly Bill (AB) 1674, which creates the Food Desert Elimination Grant (FDEG) Program within the California Department of Food and Agriculture (CDFA) to support grocery stores and developers in providing healthy food options to underserved communities. AB 1674 addresses a growing crisis in our urban and low-income neighborhoods: the loss of essential grocery stores to high-density redevelopment, which leaves vulnerable residents living in "food deserts." In many California neighborhoods, the closure of a single grocery store can mean the difference between food security and hunger for seniors, low-income families, and individuals without reliable transportation. While increasing housing supply is a vital goal in our state, it should not come at the expense of the basic infrastructure required to sustain those very residents. AB 1674 provides a balanced, common-sense solution by: • Preventing Food Deserts: Ensuring that new developments in low-income areas account for the displacement of grocery capacity. • Protecting Communities and Retail: Requiring mitigations such as the inclusion of a grocery space in new projects or funding for a replacement when a vital food source is closed. • Promoting Health Equity: Ensuring that zip code does not determine a Californian’s ability to access nutritious meals. By requiring developers to preserve or replace grocery capacity, AB 1674 ensures that our neighborhoods remain livable, healthy, and equitable as they grow. For these reasons, the City of Cupertino is pleased to support your AB 1674. Sincerely, Kitty Moore Mayor, City of Cupertino Cc: The Honorable Josh Becker The Honorable Patrick Ahrens The Assembly Housing and Community Development Committee + Members
