Notice of Opposition (As Amended June 15, 2026) Dear Assemblymember Quirk-Silva: On behalf of the City of Cupertino, I am writing to express our opposition to your Assembly Bill (AB) 956, Accessory Dwelling Units and Junior Accessory Dwelling Units. While the City supports efforts to increase housing opportunities, AB 956 further limits local land use authority by requiring ministerial approval of up to two detached accessory dwelling units (ADUs) on single-family residential lots. Current law already provides substantial opportunities for ADU development through streamlined approval processes. Additionally, AB 956 would increase residential density in established neighborhoods without providing local governments the flexibility to address community-specific concerns, infrastructure capacity, or service impacts. As cities continue to implement numerous housing mandates, preserving some degree of local discretion remains important to ensuring balanced and sustainable growth. For these reasons, the City of Cupertino opposes AB 956. Sincerely, Kitty Moore Mayor, City of Cupertino Cc: The Honorable Josh Becker The Honorable Patrick Ahrens The Senate Local Government Committee
