BACKGROUND At its March 16 meeting, the Cupertino City Council voted to waive certain elements of the City's Field Use Policy to accommodate the United States Cricket Association's National Women's Cricket Tournament. The Tournament is currently scheduled for the weekend of June 4 -6, 2010. Council also approved up to $3000 to create a turf wicket pitch at Library Field and up to $5000 for manual maintenance of this pitch. The California Cricket Academy agreed to pay for any additional costs. However, Council's action did not address the field use fees. The staff report stated that the Field Use fees for a non-- resident, adult, non - profit group would be $100 /hour, two hour minimum, $600 base fee /site /seasonal use period and $600 refundable damage deposit. Two Council Members have requested the issue of the field use fees be placed on the April 6 Council agenda. They asked "that the fees be in line with the fees charged for the California Cricket Academy as a gesture of partnership for this upcoming tournament. ANA L: SIS The fee schedule for the California Cricket Academy is for a Cupertino resident and youth non- profit organization. The fee is $11 per participant, per resident, per season and $22 for a non- resident participant per season. 30 -1 If the Women's Cricket Tournament is for an adult group, the fee would be an hourly rate of $50 per hour. The Cupertino resident/adult/volunteer non - profit organization fee is $50/hour /field, two hour minimum, $600 refundable damage deposit. The fee per player, based on 60 participants at the resident rate, would be $660. The fee per hour based on three days at ten hours per day would be $1500 plus a refundable damage deposit of $600. USCAL IMPACT The fiscal impact of either option for this particular tournament is negligible. The fee per player for youth participants would not recover any costs if the field is damaged. The fee per hour recovers costs and addresses the damage to the field. However, the potential fiscal impact of other organizations asking for the same arrangement could be an issue.
