(F&L) is pleased to submit this proposal to the City of Cupertino (City) to provide civil survey engineering services for the City’s owned Blesch property (Property). The City acquired the property back in 2014 and is exploring options to demolished the existing structure and initiate planning for conversion to passive park and recreation uses. The property is currently located within the Federal Emergency Management Agency (FEMA) Flood Zone AE, with more than half of the property situated within the designated floodway. The goal of this effort is to provide a topographic and boundary survey for future use in converting this property into designated park and recreational use. Scope of Services F&L will provide its services in three tasks. Exhibit 1 (attached) denotes the limits of the proposed survey. Task 1 will be the topographic survey which will pick up top of bank, bottom of bank, surface utilities, trees with a six inch caliper or greater. The topographic survey will also pick up grade breaks, perimeter limits of the existing structure, fencing, proximity of the bridge, and visible utility structures (gas meter, wet well, etc.). Task 2 will integrate the boundary and easement information from a title report provided by the City. Task 3 will involve coordination with utility agencies and overlaying that information with the topographic and boundary information onto a base map. Compensation F&L proposes to provide the Scope of Services for Tasks 1-3 on a time and materials basis for a total not to exceed $20,700.
