minutes. Are there any comments or concerns about processing?
6
00:00:41.310 --> 00:00:43.620
Quinlan Conf Room: motion to.
7
00:00:44.370 --> 00:00:45.220
Quinlan Conf Room: Check that.
8
00:00:47.320 --> 00:00:48.100
Quinlan Conf Room: Private.
9
00:00:49.280 --> 00:00:51.120
Quinlan Conf Room: Commissioner Agarwala?
10
00:00:51.390 --> 00:00:54.830
Quinlan Conf Room: I abstain, I wasn't present. Okay.
11
00:00:55.080 --> 00:00:56.970
Quinlan Conf Room: Commissioner Klein. Yes.
12
00:00:57.960 --> 00:00:59.210
Quinlan Conf Room: Commissioner Long.
13
00:00:59.480 --> 00:01:00.270
Quinlan Conf Room: Yes.
14
00:01:01.380 --> 00:01:03.560
Quinlan Conf Room: Vice Chair, Sappho Harm? Yes.
15
00:01:03.670 --> 00:01:08.670
Quinlan Conf Room: Chair. Robert. Yes. Dimensional varies with
Commissioner Agarwala abstaining.
16
00:01:10.120 --> 00:01:12.500
Quinlan Conf Room: Are there any postponements?
17
00:01:13.950 --> 00:01:16.459
Quinlan Conf Room: We have the host of this year.
18
00:01:17.910 --> 00:01:32.590
Quinlan Conf Room: Now, oral communications. So, this portion of the
meeting is reserved for persons wishing to address the Commission on any
matter within the jurisdiction of the Commission, not on the agenda.
There's, like, a time limit of a minute.
19
00:01:33.020 --> 00:01:36.659
Quinlan Conf Room: Do we have any requests to see?
20
00:01:36.950 --> 00:01:38.969
Quinlan Conf Room: to have no support.
21
00:01:41.540 --> 00:01:46.810
Quinlan Conf Room: Yeah, now moving on to old business… There's no old
business.
22
00:01:46.980 --> 00:01:48.120
Quinlan Conf Room: discussed.
23
00:01:48.420 --> 00:01:55.100
Quinlan Conf Room: So yeah, first item of new business, introduction of
new members.
24
00:01:55.320 --> 00:02:09.199
Quinlan Conf Room: So we have, Commissioner Dinesh Agarwala and
Commissioner Stephen Lau. There's an alternate member, Adwe Sakye, so we
can put some introductions. Yeah, go ahead. Okay.
25
00:02:09.570 --> 00:02:13.529
Quinlan Conf Room: So, my name is Umesh Agarwala, and
26
00:02:13.650 --> 00:02:20.800
Quinlan Conf Room: Recently retired after 42 years in tech, and now I
have time to…
27
00:02:21.350 --> 00:02:23.690
Quinlan Conf Room: More time to spend with the community.
28
00:02:24.030 --> 00:02:30.100
Quinlan Conf Room: Been in Cupertino since 2000.
29
00:02:30.360 --> 00:02:32.820
Quinlan Conf Room: and in the valley since 1986.
30
00:02:33.610 --> 00:02:35.090
Quinlan Conf Room: and
31
00:02:35.710 --> 00:02:45.119
Quinlan Conf Room: The closest I've gotten to anything like this, meaning
dealing with the public side things, is I was on the board of a nonprofit
for 5 years.
32
00:02:45.390 --> 00:02:49.860
Quinlan Conf Room: It was a healthcare nonprofit, partly funded by the
county.
33
00:02:50.150 --> 00:02:52.550
Quinlan Conf Room: And so I got a feel for how.
34
00:02:53.130 --> 00:02:54.569
Quinlan Conf Room: Things are different.
35
00:02:55.610 --> 00:02:56.610
Quinlan Conf Room: sector.
36
00:02:57.040 --> 00:03:04.099
Quinlan Conf Room: and then the way I've eased into it is I'm on
emergency communications, both for the city.
37
00:03:04.250 --> 00:03:09.440
Quinlan Conf Room: And for the county, and this weekend for Los Altos,
so… Okay.
38
00:03:09.600 --> 00:03:13.649
Quinlan Conf Room: And then Robbie posted on next door that there was an
opening on this.
39
00:03:13.820 --> 00:03:18.730
Quinlan Conf Room: So I'd like to… also felt that he would be.
40
00:03:18.970 --> 00:03:22.299
Quinlan Conf Room: Good. So, looking forward to learning more.
41
00:03:22.460 --> 00:03:34.070
Quinlan Conf Room: about things like BrownF and how it played out in
practice, and propositions, and so on and so forth. I'm a bit accustomed
to it in the corporate world, but it's not nearly as formal.
42
00:03:34.370 --> 00:03:37.819
Quinlan Conf Room: So I'm very interested in learning.
43
00:03:38.100 --> 00:03:42.170
Quinlan Conf Room: the… flow of meetings, and so on.
44
00:03:42.750 --> 00:03:45.690
Quinlan Conf Room: Glad to be here. Thank you.
45
00:03:46.570 --> 00:03:47.510
Quinlan Conf Room: Alright.
46
00:03:47.670 --> 00:03:51.440
Quinlan Conf Room: So my name is Stephen Lau. I
47
00:03:51.720 --> 00:04:00.799
Quinlan Conf Room: have been also a long time, Cupertino residents. I
moved, to the city, since 1998.
48
00:04:02.470 --> 00:04:22.300
Quinlan Conf Room: So it's about 28 years. I got married there. I have
kids there. So they both went through the the public systems, and as well
as joining the Little League and different activities of the city.
49
00:04:22.510 --> 00:04:32.450
Quinlan Conf Room: I lived in the same house for 28 years, so, so, so
I've been, enjoying the neighborhood, and also, the
50
00:04:32.620 --> 00:04:51.680
Quinlan Conf Room: making some new friends making some good friends and
long term relief friends and neighbors. And I for work. I've been the
chief building official for several local governments, including
51
00:04:51.730 --> 00:04:53.190
Quinlan Conf Room: citizen. Okay.
52
00:04:53.270 --> 00:04:55.430
Quinlan Conf Room: Go away.
53
00:04:55.580 --> 00:05:11.099
Quinlan Conf Room: I am semi retired and I familiar with local government
process procedures public hearing and also working with
54
00:05:11.350 --> 00:05:25.780
Quinlan Conf Room: police and fire, as well as public works and other
city departments to coordinate different events and different activities
responding to emergencies such as earthquakes, fire.
55
00:05:25.830 --> 00:05:37.720
Quinlan Conf Room: So I have a little bit of experience about how how
departments, city departments work with each other as well as with
outside agencies, such as
56
00:05:38.150 --> 00:05:41.360
Quinlan Conf Room: So… Sanitary departments…
57
00:05:42.930 --> 00:05:56.259
Quinlan Conf Room: some state agencies as well. So but I don't pretend to
be know at all. I know that every city wants their their operations
differently. And
58
00:05:56.480 --> 00:06:06.540
Quinlan Conf Room: So I want to learn from each one of you, and I and I
can. So I'm looking forward to share what I know.
59
00:06:06.840 --> 00:06:15.530
Quinlan Conf Room: It's, it's a better single place. I also one thing I
always wanted to make note is
60
00:06:15.850 --> 00:06:23.830
Quinlan Conf Room: I've been enjoying the safe environment, comfortable
environment in the city, but I know that the, it's not…
61
00:06:23.950 --> 00:06:35.540
Quinlan Conf Room: it's not, free. It's, there's a lot of people who work
together behind the scenes, make this place, safe and also enjoyable, so…
so I always keep that in mind.
62
00:06:35.890 --> 00:06:37.800
Quinlan Conf Room: Share that. Thank you.
63
00:06:38.420 --> 00:06:40.489
Quinlan Conf Room: Well, this is, yeah, well.
64
00:06:41.860 --> 00:06:47.019
Quinlan Conf Room: Awesome. Yeah, so I guess that being said, we can now
move to our,
65
00:06:47.470 --> 00:06:58.039
Quinlan Conf Room: item, which is a presentation. The American Foundation
for Suicide Prevention on the Talk Saves Lives program, joined by Adam
Kratz.
66
00:06:58.170 --> 00:07:00.000
Quinlan Conf Room: from Foundation.
67
00:07:04.280 --> 00:07:06.140
Adam Pratt (He/Him): Hello, everyone. Can can everyone hear me?
68
00:07:07.400 --> 00:07:10.329
Quinlan Conf Room: I think it's a little clock on you.
69
00:07:10.540 --> 00:07:11.420
Adam Pratt (He/Him): Little quiet?
70
00:07:12.430 --> 00:07:13.589
Quinlan Conf Room: I think now it's good.
71
00:07:13.590 --> 00:07:14.340
Adam Pratt (He/Him): Okay, cool.
72
00:07:15.020 --> 00:07:16.820
Adam Pratt (He/Him): Let me share my slides real quick.
73
00:07:29.370 --> 00:07:31.250
Adam Pratt (He/Him): Is, everyone able to see my slides?
74
00:07:32.500 --> 00:07:33.950
Quinlan Conf Room: Yes, we can see them.
75
00:07:33.950 --> 00:07:34.530
Adam Pratt (He/Him): Awesome.
76
00:07:35.390 --> 00:07:42.609
Adam Pratt (He/Him): Thank you for inviting me to this, Public Safety
Commission meeting to share information about Talk Saves Lives, an
introduction to suicide prevention.
77
00:07:42.720 --> 00:07:52.920
Adam Pratt (He/Him): My name is Adam. I'm an intern with the local
Greater San Francisco Bay Area chapter of the American Foundation for
Suicide Prevention, as well as a graduate student at UC Berkeley School
of Public Health.
78
00:07:53.360 --> 00:08:03.550
Adam Pratt (He/Him): Today, I'll just tell you a little bit about Talk
Saves Lives, walking you through why the program was created, its
learning objectives, the impact of the program so far, and how you can
bring Talk Saves Live to your community.
79
00:08:07.400 --> 00:08:17.240
Adam Pratt (He/Him): Suicide is a major public health issue in the United
States. Every year, millions of people think about suicide. Over a
million people attempt suicide, and nearly 50,000 people die by suicide.
80
00:08:17.500 --> 00:08:23.709
Adam Pratt (He/Him): The good news is that suicide can be prevented.
Everyone has a role in preventing suicide, and talk can save lives.
81
00:08:24.300 --> 00:08:38.149
Adam Pratt (He/Him): Talk Saves Lives was developed and launched in 2015.
It was then revamped by the organization and redesigned in 2024 with
input from diverse audiences, presenters, volunteers, staff, and those
with lived experiences.
82
00:08:39.490 --> 00:08:59.159
Adam Pratt (He/Him): After attending a presentation, audience members
will be able to describe the impact of suicide, identifying contributors
to suicide and protective factors, understand how suicide may impact
certain communities differently, describe how to recognize suicide
warning signs, provide examples of how to start a conversation about
suicide with somebody you're concerned about.
83
00:08:59.290 --> 00:09:04.600
Adam Pratt (He/Him): and list ways to seek and offer support and crisis
resources for yourself or others.
84
00:09:06.210 --> 00:09:13.169
Adam Pratt (He/Him): The delivery audience members will leave with
handouts and resources to take home and put what they learned into
action.
85
00:09:13.310 --> 00:09:22.949
Adam Pratt (He/Him): The program can be delivered in person or virtually.
It's presented by trained staff and volunteers. It's around one hour, and
the program is free.
86
00:09:25.090 --> 00:09:34.630
Adam Pratt (He/Him): The Talk Save Lives can be presented to anyone over
the age of 18, such as community members, employees. Faith groups,
college students, educators, or business owners.
87
00:09:34.850 --> 00:09:44.339
Adam Pratt (He/Him): Fox Saves Live provides general information, but can
also be customized for specific audiences, such as workplaces, veterans,
LGBTQ+ communities, and more.
88
00:09:45.880 --> 00:09:57.859
Adam Pratt (He/Him): Talk Saves Lives can be presented anywhere where
those over 18 gather, such as workplaces, organizations, faith
communities, college and universities, community centers, mental health
centers, and local businesses.
89
00:09:59.260 --> 00:10:05.949
Adam Pratt (He/Him): Since January 2020, there have been thousands of
presentations reaching over 173,000 people.
90
00:10:06.360 --> 00:10:20.440
Adam Pratt (He/Him): Audience feedback shows us that the program has been
really well received. After attending the presentation, 93% reported
gains in new knowledge. 93% also felt more confident in their ability to
recognize suicide warning signs.
91
00:10:20.440 --> 00:10:26.869
Adam Pratt (He/Him): And 86% felt comfortable in helping a loved one who
might be struggling or having thoughts of suicide.
92
00:10:28.840 --> 00:10:46.220
Adam Pratt (He/Him): Respondents also said they had a greater likelihood
to take action. There's a 29% increase in likelihood to reach out to
crisis services, 18% increase in likelihood to seek help when struggling,
and a 15% likelihood to talk to somebody they're concerned about.
93
00:10:46.450 --> 00:10:54.519
Adam Pratt (He/Him): Respondents share that the program is successful in
showing how easy it is to make a difference to someone suffering, and how
to start a conversation about suicide.
94
00:10:55.900 --> 00:11:10.750
Adam Pratt (He/Him): Talks Lifes Lives is also part of the Suicide
Prevention Resource Center's Best Practices Registry, which means that
it's been reviewed and vetted by experts to ensure it aligns with suicide
prevention best practices, national frameworks, and community-informed
approaches.
95
00:11:11.890 --> 00:11:30.979
Adam Pratt (He/Him): You can reach out to your local chapter at
afsb.org/chapters to request a presentation in person or virtually, or to
inquire about becoming a trained presenter yourself. You can also email
the greater SF chapter directly at sfbayarea@afsb.org, or you can reach
out to me at aprat@afsb.org.
96
00:11:31.220 --> 00:11:37.089
Adam Pratt (He/Him): I really appreciate the invitation, and thank you
for your time. I'm happy to answer any questions anyone may have.
97
00:11:37.540 --> 00:11:38.889
Adam Pratt (He/Him): And again, thank you.
98
00:11:41.990 --> 00:11:44.659
Quinlan Conf Room: Yeah, thank you for the presentation.
99
00:11:45.070 --> 00:11:56.360
Quinlan Conf Room: Yeah, I guess maybe one question that I have is, do
you know if there have been presentations at the local, like, high
schools and colleges here in Pinot?
100
00:11:56.860 --> 00:12:04.959
Adam Pratt (He/Him): I don't know exactly about colleges. Schools aren't
able to do presentations directly towards people under the age of 18.
101
00:12:05.260 --> 00:12:09.190
Adam Pratt (He/Him): We have two separate programs, called It's Real.
102
00:12:09.370 --> 00:12:10.350
Adam Pratt (He/Him): Yeah.
103
00:12:10.520 --> 00:12:25.060
Adam Pratt (He/Him): And More Than Sad. It's Reels for teenagers, and
More Than Sad is for either parents of younger children or educators of
younger children to help them kind of look for the signs in either other
staff or for their young ones.
104
00:12:26.960 --> 00:12:27.610
Quinlan Conf Room: Got it.
105
00:12:32.370 --> 00:12:34.410
Quinlan Conf Room: Hi, I do have a question also, Adam.
106
00:12:34.410 --> 00:12:34.930
Adam Pratt (He/Him): Yeah.
107
00:12:35.540 --> 00:12:36.349
Quinlan Conf Room: Yeah.
108
00:12:37.060 --> 00:12:37.860
Quinlan Conf Room: is…
109
00:12:38.520 --> 00:12:45.730
Quinlan Conf Room: I'm sort of not clear on what talks saves lives is. Is
it an intervention of some kind, or.
110
00:12:46.110 --> 00:12:57.430
Adam Pratt (He/Him): It's a suicide prevention and awareness education
program. It's about an hour long presentation similar to this, but to
expanded format.
111
00:12:58.040 --> 00:12:58.610
Quinlan Conf Room: Okay.
112
00:12:59.090 --> 00:12:59.950
Quinlan Conf Room: Thanks.
113
00:13:13.410 --> 00:13:18.470
Adam Pratt (He/Him): Sounds like no more questions. I really appreciate
everyone's time and feel free to reach out if you have any more
questions.
114
00:13:19.340 --> 00:13:23.500
Quinlan Conf Room: I think there's also a public comment period on this
as well.
115
00:13:23.500 --> 00:13:24.160
Adam Pratt (He/Him): Wonderful.
116
00:13:25.530 --> 00:13:32.389
Quinlan Conf Room: We have no speakers. Chair. Okay, excellent. Awesome.
All right. Thanks so much. Thank you.
117
00:13:32.600 --> 00:13:33.520
Quinlan Conf Room: If you…
118
00:13:38.000 --> 00:13:55.460
Quinlan Conf Room: Yeah, so I guess that closes that, that item. We'll
move on to the next one, which is a presentation from Maytree on domestic
violence awareness and community resources, and we're joined by Niti
Kararuka from Maytree.
119
00:13:57.890 --> 00:14:11.069
Neeti Kataruka: Hello. Thank you. Good evening. Thank you for inviting
Maitri to your meeting. And let me just quickly pull up my slides so I
can just go a little bit about domestic violence.
120
00:14:12.270 --> 00:14:13.899
Neeti Kataruka: Give me one.
121
00:14:22.180 --> 00:14:34.870
Neeti Kataruka: Okay, so, as I said, my name is Niti Kataruka, and I work
across 2 programs in Metri. I work with the helpline program as well as
the legal programs.
122
00:14:35.010 --> 00:14:52.289
Neeti Kataruka: Metri is an organization which is there to support the
survivors of domestic violence, and it was established in the year 1991.
At Metri, our vision is to have a society where all relationships are
built on dignity, equality, and compassion.
123
00:14:52.290 --> 00:15:11.240
Neeti Kataruka: And to achieve this, we wish to empower South Asian
survivors of domestic violence to lead lives of dignity, self-sufficiency
through holistic programs. We want to enable healthy relationships,
gender equality, and through community education, engagement, advocacy,
and of course, awareness.
124
00:15:11.540 --> 00:15:23.830
Neeti Kataruka: So, like I told you, METRI was established in the year
1991. It has been around 35 years of service. Just to give you a basic
background, it started,
125
00:15:23.860 --> 00:15:39.710
Neeti Kataruka: Metri's inception was in someone's kitchen, and it was
just a landline phone, and from there, the journey has just taken off.
And over these 35 years, we have attended to 63,000 helpline calls.
126
00:15:39.760 --> 00:15:55.159
Neeti Kataruka: And we've provided wraparound services to more than 9,300
survivors. When I say we are a South Asian agency, I know it sounds a
little bit of a niche thing, but it is a culturally responsive service.
127
00:15:55.160 --> 00:16:07.830
Neeti Kataruka: Catering to the South Asian community, which is how it
began, and most of our grants work is related to that. Having said that,
we don't turn anyone away. The services are open to all.
128
00:16:08.040 --> 00:16:21.729
Neeti Kataruka: And Metri has been a recipient of many awards, so her
work has been recognized. Yet, one of the constant challenges which we as
an agency and other domestic violence agencies face is the…
129
00:16:21.970 --> 00:16:31.860
Neeti Kataruka: Financial challenges really, arising from budget cuts
and, you know, the current financial restraints that are taking place.
130
00:16:32.090 --> 00:16:42.860
Neeti Kataruka: Now, I have been talking about domestic violence and how,
as an agency, we are working for the survivors of domestic violence. So,
domestic violence is actually an umbrella term.
131
00:16:42.860 --> 00:17:01.780
Neeti Kataruka: which people identify domestic violence to be like
physical violence, or maybe even sexual violence now. However, it extends
beyond. It can be psychological abuse, emotional abuse, financial abuse,
and now technology is coming in, so there is a lot of tech-enabled abuse
as well.
132
00:17:01.990 --> 00:17:14.089
Neeti Kataruka: There was a survey done by the National Network to End
Domestic Violence, which is the NNEDV survey. This was done on the 10th
of September, 2025.
133
00:17:14.829 --> 00:17:21.770
Neeti Kataruka: Across the United States, Across 1700 US domestic
violence programs.
134
00:17:22.680 --> 00:17:33.150
Neeti Kataruka: All the programs in total were able to serve 84,000
victims, survivors, and children of domestic violence. 13,000 needs on
that particular day.
135
00:17:33.800 --> 00:17:41.760
Neeti Kataruka: remained unmet. If we are talking closer home, Santa
Clara County in general, last year.
136
00:17:41.950 --> 00:17:49.579
Neeti Kataruka: Metri, along with four other agencies, we are a part of
the Domestic Violence Advocacy Consortium, which is the DVAC.
137
00:17:49.940 --> 00:17:57.560
Neeti Kataruka: So Metri, along with 5 other agencies, 5 agencies alone
in the Santa Clara County over a period of one year.
138
00:17:57.720 --> 00:18:02.230
Neeti Kataruka: Answered to a total of 23,000 hotline calls.
139
00:18:02.330 --> 00:18:14.160
Neeti Kataruka: When I… and, you know, domestic violence cases are still
largely, not highlighted. People will not reach out for support. It is
seen as a stigma still in society.
140
00:18:14.210 --> 00:18:28.619
Neeti Kataruka: If I come to the services that Metri provides, it can be
under two umbrella terms. So, one is the client-facing sector, of which
also I am a part of. It is the client intervention services, direct
client advocacy, which
141
00:18:28.620 --> 00:18:39.700
Neeti Kataruka: comprises of, you know, people reaching out to us over a
helpline, and then we see the kind of services and the help they need.
Legal advocacy, immigration assistance, peer counseling, and then there
is,
142
00:18:39.860 --> 00:18:58.929
Neeti Kataruka: this way of where we want to take them to self
sufficiency towards independence. So we look into their mental well-
being, providing safe transitional housing, economic empowerment,
housing, stability. We also are culturally responsive in the sense that
we do provide language, support and financial assistance where needed.
143
00:18:59.150 --> 00:19:18.810
Neeti Kataruka: Just to give you an example. So typically, and this is a
client story. So Simi is a client who we had. She reached out to Metrio
on our helpline. She has been a victim of domestic violence, and she was
initially not reaching out. A lot of gaslighting taken place.
144
00:19:19.070 --> 00:19:25.839
Neeti Kataruka: So she reached out to us on our helpline. At the helpline
level, we do the crisis intervention, understand the needs.
145
00:19:25.880 --> 00:19:44.749
Neeti Kataruka: for Simi. She is an Lep client which is limited English
proficiency client. So she knows very little words of English technically
cannot communicate with the services available. So we provided her with
that language help. She Telugu, which is an Indian language, a South
Asian language.
146
00:19:44.750 --> 00:19:55.619
Neeti Kataruka: We provided her one-on-one support in that language, got
her legal help to be able to get a restraining order against her abuser,
and slowly we helped her get back
147
00:19:55.720 --> 00:20:14.239
Neeti Kataruka: her mental health, her lost confidence, helped her with
immigration because she was largely dependent on her spouse for her
immigration, got her into our safe housing, and then slowly, once we were
able to enroll her in ESL classes, provide her with
148
00:20:14.240 --> 00:20:22.439
Neeti Kataruka: you know, training to get a job. We were also able to get
her rental assistance and, you know, get her into housing.
149
00:20:22.590 --> 00:20:41.229
Neeti Kataruka: And then… so this is the client advocacy part of it,
where we are directly working with the client. Not all clients will
require all of our services. Some just require a listening ear and will
not come back. Some only require some level of legal help, right? But
there are others who will require all of these.
150
00:20:41.490 --> 00:20:54.340
Neeti Kataruka: services. And now the other part of METRI, which I think
I'm here today, is to reach out to the community, create awareness, and
also create prep… and make prevention at the…
151
00:20:55.310 --> 00:21:01.070
Neeti Kataruka: We also participate in a lot of policy advocacy programs.
More recently.
152
00:21:01.170 --> 00:21:14.240
Neeti Kataruka: In terms of, we have signed off on a national level,
legislation which aims to stop child marriages, and closer home, we are
supporting a bill that will help
153
00:21:14.650 --> 00:21:32.159
Neeti Kataruka: survivors or people who've been forced into marriages.
Forced marriages will now be eligible to get a domestic violence
restraining order. We have signed off on a bill on that. So, we do, you
know, reach out regularly and support causes associated with domestic
violence.
154
00:21:32.160 --> 00:21:40.129
Neeti Kataruka: We also have an awareness campaign where we work with men
and youth in general to support and build healthy relationships.
155
00:21:40.970 --> 00:21:53.389
Neeti Kataruka: So in the last year alone, this is the data, Metri's
data, last fiscal year, we have been able to serve so many clients, and
this is when a large number of cases are unreported.
156
00:21:54.370 --> 00:21:59.130
Neeti Kataruka: This is all about Metri and the domestic violence.
157
00:21:59.350 --> 00:22:12.309
Neeti Kataruka: which is a pandemic, if you are to ask me. I am open to
questions, and I really thank you for this opportunity to invite me here
and hear me speak.
158
00:22:16.220 --> 00:22:19.310
Quinlan Conf Room: Thank you. Thank you for the presentation.
159
00:22:19.430 --> 00:22:21.560
Quinlan Conf Room: So any questions.
160
00:22:22.300 --> 00:22:26.579
Quinlan Conf Room: Yes, I do have a question. The previous slide.
161
00:22:26.750 --> 00:22:31.320
Quinlan Conf Room: The stats this Santa Clara County.
162
00:22:31.860 --> 00:22:39.639
Neeti Kataruka: No, this, yes, Santa Clara County. Mostly, some of it is
based out of Alameda County as well.
163
00:22:41.220 --> 00:22:45.910
Neeti Kataruka: We do actually also have callers who call us from
different states.
164
00:22:46.270 --> 00:22:59.470
Neeti Kataruka: all along the United States. Of course, our, the ability
to provide them help or direct help is a little bit limited, but we do,
try to give them resources or connect them to resources closer home.
165
00:23:00.560 --> 00:23:10.999
Neeti Kataruka: And if there is something like, say, immigration-related
help, we will help them out, because that is the same, you know, across
the nation.
166
00:23:15.920 --> 00:23:27.769
Quinlan Conf Room: And, those bills that you mentioned, I think one of
them you mentioned is a… is, like, a national bill, but are any of those,
like, state, level bills as well, or…
167
00:23:28.050 --> 00:23:33.499
Neeti Kataruka: So the state-level bill is, the one for… I'm forgetting
the bill number, but it is,
168
00:23:33.620 --> 00:23:46.139
Neeti Kataruka: For the forced marriages that I mentioned, that is the
state-level bill that I'm talking about. Currently, under a domestic
violence restraining order, forced marriages are not included, so we are…
169
00:23:46.380 --> 00:23:52.180
Neeti Kataruka: One of the many agencies and people who are trying to
advocate to include forced marriages under that.
170
00:23:52.340 --> 00:23:57.030
Neeti Kataruka: and, you know, make it eligible to get a restraining
order under those context.
171
00:23:58.590 --> 00:23:59.959
Quinlan Conf Room: Got it. Thank you.
172
00:24:00.500 --> 00:24:01.300
Neeti Kataruka: Thank you.
173
00:24:03.280 --> 00:24:12.019
Quinlan Conf Room: Can we get, like, I understand you're also looking for
some funding as well, right? Can we get, like, some…
174
00:24:12.380 --> 00:24:18.930
Quinlan Conf Room: Like, information, A book or pamphlet kind of thing
that we can share in our community.
175
00:24:19.520 --> 00:24:35.860
Neeti Kataruka: Sure, I will be happy to share that. And otherwise, all
this information is also available on our website, which we regularly
update, which is www.metri.org. We can do that. And also I can be in
touch and get you that information.
176
00:24:36.760 --> 00:24:37.450
Quinlan Conf Room: Thank you.
177
00:24:39.840 --> 00:24:40.650
Quinlan Conf Room: She.
178
00:24:43.160 --> 00:24:50.560
Quinlan Conf Room: Yeah, we can also open the public comment period for
this item as well. We have no speakers here.
179
00:24:51.620 --> 00:25:03.580
Quinlan Conf Room: Great awesome. Well, thank you so much for the
presentation, and thank you to whole organization for the work you guys
are doing. So we'll now close this item.
180
00:25:03.850 --> 00:25:05.960
Neeti Kataruka: Thank you so much. Thank you. Good evening.
181
00:25:07.420 --> 00:25:08.710
Quinlan Conf Room: Thank you. Thank you.
182
00:25:13.790 --> 00:25:24.449
Quinlan Conf Room: Alright, so now we have the staff and commission
reports, so we can start with the report from Chief Strada, from the
Santa Clara County Fire District.
183
00:25:25.890 --> 00:25:27.029
Quinlan Conf Room: Thank you, Chair.
184
00:25:29.230 --> 00:25:38.020
Quinlan Conf Room: to apologize for not having a complete report tonight.
We do have the stats. Usually, I like to try to dig in with the special
messages. It's actually going to be,
185
00:25:38.440 --> 00:25:44.560
Quinlan Conf Room: because of the way this one tracked out. It's hard for
us to make it in a timeframe, but it'll be published expected on the
phone.
186
00:25:44.890 --> 00:25:47.979
Quinlan Conf Room: It won't be available to the public and reposted.
187
00:25:48.150 --> 00:25:59.689
Quinlan Conf Room: But call volume and other stats and questions, we'll
take them at the end. So basically, from more recent service calls, we
had a…
188
00:26:00.110 --> 00:26:09.050
Quinlan Conf Room: pretty typical breakdown, mostly EMS structure, fires,
vegetation, fires are grouped together, but that is, a very,
189
00:26:09.240 --> 00:26:27.900
Quinlan Conf Room: lower frequency, but higher risk things, so those are
the ones that we're trying to be ready for. The fire season, I will
remark, is this. Actually, we've had some, favorable weather. I think
we're going to be getting into some hotter weather now, so we're seeing a
shift in the, in the wildfire seasons, definitely going into the, what we
would normally consider the fall.
190
00:26:28.170 --> 00:26:30.569
Quinlan Conf Room: So… Here it's boss.
191
00:26:30.770 --> 00:26:32.020
Quinlan Conf Room: Jet vegetation.
192
00:26:33.180 --> 00:26:34.180
Quinlan Conf Room: But,
193
00:26:35.020 --> 00:26:41.990
Quinlan Conf Room: vegetation management practices or efforts that
they're going in the last year or 2 years. So hoping for around.
194
00:26:42.240 --> 00:26:52.620
Quinlan Conf Room: some luck, but we are starting to see incidents of
grass and vegetation fires in the South County, Madison, Lexington area.
195
00:26:53.050 --> 00:26:55.820
Quinlan Conf Room: Just trying to be vigilant for those.
196
00:26:55.930 --> 00:27:02.990
Quinlan Conf Room: Time to start paying attention would be the message
significant incidents. We've been lucky in Cupertino for June.
197
00:27:03.120 --> 00:27:11.889
Quinlan Conf Room: No significant incidents, although there were a few
things here and there that basically didn't rise to a level of multi
alarm structure fires or anything significant.
198
00:27:12.010 --> 00:27:23.529
Quinlan Conf Room: We are seeing the period where we see a lot of folks
out there in the community events and in the school. At the end of
school, and then we have station visits happening.
199
00:27:23.530 --> 00:27:32.250
Quinlan Conf Room: Basically, the school-related and/or community events
accounts for more than half of the total attendees that we have.
200
00:27:32.400 --> 00:27:34.630
Quinlan Conf Room: We are looking to refine this a little bit.
201
00:27:34.820 --> 00:27:35.640
Quinlan Conf Room: Krista.
202
00:27:36.490 --> 00:27:43.080
Quinlan Conf Room: Numbers of… I'll tell you, we'll see 2,000 or
something, but that's, like, how many expected of that.
203
00:27:43.190 --> 00:27:44.000
Quinlan Conf Room: Okay.
204
00:27:44.110 --> 00:27:45.649
Quinlan Conf Room: participants that night.
205
00:27:45.840 --> 00:27:56.600
Quinlan Conf Room: So try to get a little bit more digging in to try to
get a better idea of really what kind of penetration we're having with
our events. So we're focusing on making that much more.
206
00:27:57.440 --> 00:28:04.250
Quinlan Conf Room: But, we are out there, we're meeting folks, and we
are, gonna be having an event, Cupertino, for a wildfire.
207
00:28:04.420 --> 00:28:07.290
Quinlan Conf Room: That's coming up. So hopefully we'll have.
208
00:28:07.470 --> 00:28:09.520
Quinlan Conf Room: You're all there.
209
00:28:11.210 --> 00:28:14.079
Quinlan Conf Room: next slide or reset to be.
210
00:28:14.250 --> 00:28:14.930
Quinlan Conf Room: Okay.
211
00:28:15.410 --> 00:28:19.719
Quinlan Conf Room: So this is the average time for fire response. One of
the
212
00:28:19.850 --> 00:28:23.850
Quinlan Conf Room: fortunate things for fire responses. We actually did
have before.
213
00:28:24.260 --> 00:28:30.519
Quinlan Conf Room: smaller numbers. So there were actually… this accounts
for 4, so that's where the… you'll see this… if the numbers are larger,
it will add…
214
00:28:31.460 --> 00:28:38.430
Quinlan Conf Room: detail are meaningful. So what we have here is pay
attention to the blue. That's the annual
215
00:28:38.720 --> 00:28:40.289
Quinlan Conf Room: The, Daniel F.
216
00:28:40.970 --> 00:28:54.399
Quinlan Conf Room: So call processing, turnout, the reflex, total reflex
in the urban, unless that's more than 1,000 per square mile, that rule
would be less than.
217
00:28:54.630 --> 00:29:02.850
Quinlan Conf Room: You'll see that here by selling in and then you start
moving up towards the hills to the urban.
218
00:29:03.280 --> 00:29:04.769
Quinlan Conf Room: Harder to get there.
219
00:29:04.930 --> 00:29:15.389
Quinlan Conf Room: Longer run time, so those things would be expected.
And you can see that we actually didn't have any responses in that for
June that qualified. So, but the average response time
220
00:29:15.610 --> 00:29:33.090
Quinlan Conf Room: out into those urban areas is about 99, which is
somewhat extended, given that we have 3 fire stations in Cupertino,
specifically, that serve this community, as well as those that are coming
in, so some of these are drawn down. We actually have some debt there,
which allows us to keep the response times
221
00:29:33.090 --> 00:29:42.410
Quinlan Conf Room: to those lower averages that you see on the urban
side. So that keeps us below our baseline. So for this one, that red
line, we're under it.
222
00:29:42.600 --> 00:29:43.539
Quinlan Conf Room: I don't know.
223
00:29:44.770 --> 00:29:56.800
Quinlan Conf Room: average response times for medical. So this one that
has a little bit more meaningful comes down to it. It looks like that,
we, as long as we can keep below that, that baseline and that red line,
we're doing well.
224
00:29:56.840 --> 00:30:10.670
Quinlan Conf Room: we actually did a little bit better over, in the short
term, as opposed to the, the annual average. And those, anything between
about that 5 to 6, 6 and a half minute mark, is, as a total response
time.
225
00:30:11.100 --> 00:30:13.649
Quinlan Conf Room: on that. You have the fractal
226
00:30:13.900 --> 00:30:27.519
Quinlan Conf Room: nature of the call processing time. Then you have the
the notification to the station, and that time from the notification to
the time they start rolling. That's the reflex time. There's a overlap.
So
227
00:30:27.530 --> 00:30:34.869
Quinlan Conf Room: The only way to really take a close look at that is to
see it both in the fractals and then also in the totals.
228
00:30:35.240 --> 00:30:40.390
Quinlan Conf Room: and you can turn that one off and then with the urban
229
00:30:40.520 --> 00:30:42.640
Quinlan Conf Room: Doing well in the urban,
230
00:30:43.600 --> 00:30:48.019
Quinlan Conf Room: And in the total reflex once it was actually looked
like it was pretty peaceful in here.
231
00:30:48.460 --> 00:30:50.720
Quinlan Conf Room: Alright, so that's good news.
232
00:30:50.920 --> 00:30:53.500
Quinlan Conf Room: The… let's see…
233
00:30:55.830 --> 00:31:04.259
Quinlan Conf Room: Then number of incidents per type pretty typical
breakdown. Once again, the fire structure or the structure fires,
vegetation fires grouped together.
234
00:31:04.460 --> 00:31:16.510
Quinlan Conf Room: those 46 incidents. The fact that I said that there
was no significant incidents. There were a lot of small things. There's a
garbage can fire next to my house. There's somebody do a cigarette bed
out the window.
235
00:31:16.520 --> 00:31:32.489
Quinlan Conf Room: center of the line. Those types of things started
happening, people working on vegetation, maybe there was a spark and a
small thing, or even, I think there's a fire in my house, and I… there's
some smoke come out, and sometimes those also get classified as a… as a…
236
00:31:32.570 --> 00:31:47.069
Quinlan Conf Room: it can be an extinguished fire, cooking fire, those
types of things. So that's why that number looks higher. But the fact
that there's no actual significant event, or there's no dollar loss
that's significant means that really.
237
00:31:47.230 --> 00:32:01.599
Quinlan Conf Room: a lucky instance for a instance where they will action
either on behalf of the resident or or fire, or even law enforcement. So
so with that fire alarms
238
00:32:01.670 --> 00:32:21.519
Quinlan Conf Room: with the weather pretty typical. These would be pretty
low pulse activations, usually caused by inclement weather water like
that getting into the system and causing shocks. So none of these look
that extraordinary in terms of our normal breakdown.
239
00:32:22.150 --> 00:32:31.570
Quinlan Conf Room: lion's share of over 1,100 over June, over 62% is
very, very typical, and that's something that you would expect to see.
240
00:32:31.690 --> 00:32:36.659
Quinlan Conf Room: And then, finally, there is one thing of note that I
noticed, and that is
241
00:32:36.810 --> 00:32:42.440
Quinlan Conf Room: If you look at the total calls, now this is the total,
this is the year-to-date for June.
242
00:32:42.650 --> 00:32:44.980
Quinlan Conf Room: If you look at last year.
243
00:32:45.290 --> 00:32:51.719
Quinlan Conf Room: versus this year. You got about 800 ish difference.
That's a pretty significant increase.
244
00:32:51.720 --> 00:33:07.369
Quinlan Conf Room: I haven't looked at the data, but I'm interested to
see exactly why you would see a jump like that, because the weather
actually has been good, so it's not going to be traffic accidents. We
haven't had a significant number of fires, it just started to kind of
slowly come up, so I would actually be interested to see
245
00:33:08.840 --> 00:33:25.310
Quinlan Conf Room: what kind of incidents and breakdowns that that would
come up. That's 1 thing that we expect to see about a 3% rise on annual
basis just pretty much kind of tracks that big one. And so with that,
that's an expected growth. This one's a little bit
246
00:33:25.470 --> 00:33:43.270
Quinlan Conf Room: more so looking at what next month looks like would be
something that I'd be kind of interested in seeing. So I'd say for us,
Cupertino's got a pretty respectable call volume at 10,700 calls this
year, and probably on track to break 20.
247
00:33:43.580 --> 00:33:48.100
Quinlan Conf Room: and There's a lot going on here. So the freeways
really play a big part of that
248
00:33:48.370 --> 00:33:55.180
Quinlan Conf Room: just like they always do. And once again, I'll say
that the wildfire events coming up
249
00:33:55.730 --> 00:34:11.930
Quinlan Conf Room: Or something that I really would like to see all of
you attend, if possible. If not, send somebody that you know or trust or
love or anything like that, because there's really good information
there. It's not always new. It's the same message at its core. It's still
valid, and it's actually really important.
250
00:34:11.969 --> 00:34:16.430
Quinlan Conf Room: focal point would be you, and how to prepare yourself
best.
251
00:34:16.550 --> 00:34:18.349
Quinlan Conf Room: Second would be, how do we find it?
252
00:34:19.239 --> 00:34:23.140
Quinlan Conf Room: those 2 things together come up with the full
solution. And
253
00:34:23.620 --> 00:34:30.240
Quinlan Conf Room: about 95% of the effort happens well before the actual
incident which will determine your outcome.
254
00:34:30.989 --> 00:34:35.800
Quinlan Conf Room: but that I will allow for any questions.
255
00:34:36.780 --> 00:34:37.630
Quinlan Conf Room: Okay.
256
00:34:37.780 --> 00:34:39.339
Quinlan Conf Room: Yeah, I have a question.
257
00:34:39.480 --> 00:34:46.490
Quinlan Conf Room: Since, medical dominates your call responses, do you
have a sense of, compared to the other agencies.
258
00:34:47.260 --> 00:34:48.840
Quinlan Conf Room: is fire.
259
00:34:49.060 --> 00:34:49.960
Quinlan Conf Room: you know.
260
00:34:50.260 --> 00:34:53.250
Quinlan Conf Room: Most likely to respond to a medical.
261
00:34:53.670 --> 00:35:08.439
Quinlan Conf Room: Great question. Sure. Yeah. So so all of our response
go through unversed medical. So there's a set of questions. And one of
the what's the nature of your
262
00:35:08.530 --> 00:35:14.409
Quinlan Conf Room: Let me see. 1st question, and I have. I'm not. I have
somebody sick, but there's something going. So
263
00:35:14.550 --> 00:35:22.889
Quinlan Conf Room: The first cut would be, was it in law enforcement or
is it a medical? We have ALS or Advanced Life Support, so we have
paramedically handled.
264
00:35:23.020 --> 00:35:30.020
Quinlan Conf Room: piece of apparatus. So the way the system in Santa
Clara County works is that we are the initial, usually the initial
265
00:35:30.020 --> 00:35:44.270
Quinlan Conf Room: responder. There's a supplemental, and there's the
ambulance. Certain events would require law enforcement, especially if
there was a security concern. Others, like, some of those unfortunate
events that do require law enforcement, so maybe a person had,
266
00:35:44.790 --> 00:36:02.720
Quinlan Conf Room: Basically passed away. So that is really baked into
the system. It's really intended, just like on the fire side, to send the
right people to every single type of incident, depending on what you get
out of that call process. Dispatchers essentially are the first part.
267
00:36:03.020 --> 00:36:16.439
Quinlan Conf Room: At our dispatch center, County Comm, they handle
ambulance, fire, and sheriffs, including Lee Carpentier, so there's this
consolidation of this dispatch for us here in the fire district. And,
yes, we do go to…
268
00:36:16.660 --> 00:36:18.739
Quinlan Conf Room: Every single,
269
00:36:19.210 --> 00:36:33.530
Quinlan Conf Room: medical event with an ambulance that does require,
unless it's for some reason it's called on. You're not requested, or it's
a low acuity call like a request for medical transport.
270
00:36:33.770 --> 00:36:34.989
Quinlan Conf Room: Thank you very much.
271
00:36:36.780 --> 00:36:51.329
Quinlan Conf Room: So, do you reckon, do you realize the, is there,
increase of battery fires with the increased numbers of scooters,
electric bicycles?
272
00:36:51.660 --> 00:36:54.239
Quinlan Conf Room: That's an excellent question. Yes.
273
00:36:54.360 --> 00:36:58.079
Quinlan Conf Room: Because, so I… up until,
274
00:36:58.650 --> 00:37:01.190
Quinlan Conf Room: Last Friday, I was the fire marshal here.
275
00:37:01.300 --> 00:37:19.669
Quinlan Conf Room: So, and I just spent an entire week learning about,
basically, energy storage systems, the mobile energy storage systems, and
one of the things that was really the primary focus was, these,
batteries, so…
276
00:37:19.670 --> 00:37:29.110
Quinlan Conf Room: Aftermarket batteries would be some of those that are
causing the most problems. Anything that has a UL rating is usually the
one that we say make sure to keep continuing with that.
277
00:37:29.130 --> 00:37:37.359
Quinlan Conf Room: so many types of mobile, the personal mobile devices.
Those are the ones that have the most.
278
00:37:38.300 --> 00:37:45.370
Quinlan Conf Room: frequent instance of problems, and they break it up
into those
279
00:37:46.350 --> 00:37:51.810
Quinlan Conf Room: large systems that are meant for structures,
buildings, etc. Those are usually very, very safe.
280
00:37:51.980 --> 00:37:57.839
Quinlan Conf Room: I have a lot of, a lot of different time.
281
00:37:58.560 --> 00:38:00.250
Quinlan Conf Room: Safety part of the book.
282
00:38:00.690 --> 00:38:05.340
Quinlan Conf Room: public for for use on your packs that are
283
00:38:05.520 --> 00:38:18.729
Quinlan Conf Room: used in vehicles are usually very, very safe. They
have, very, stable and, and, resilient, cases that are essentially
packaged within, and most of the time they can be
284
00:38:18.860 --> 00:38:31.380
Quinlan Conf Room: fire to be contained. The one thing about these is
that the most concerning types of fires that we're seeing are the ones
that are from the mobile devices, like wheelchairs.
285
00:38:31.720 --> 00:38:33.790
Quinlan Conf Room: bikes or scooters.
286
00:38:33.980 --> 00:38:45.539
Quinlan Conf Room: when you're in an enclosed space, you haven't been in
your apartment building or your room. That's where things start causing
trouble. Elevate. There's a lot of stuff on Youtube that basically has it
has there's
287
00:38:45.820 --> 00:38:49.840
Quinlan Conf Room: video footage and those types of things, and I think
it was 2…
288
00:38:50.440 --> 00:39:09.019
Quinlan Conf Room: cycles. It was 2 months ago, or we actually had a
battery focus on batteries. The last page of our normal newsletter has
some kind of safety. So I think last month was swimming and summer type.
I think before that we had batteries, and so it's the small batteries,
especially when they're damaged.
289
00:39:09.040 --> 00:39:21.480
Quinlan Conf Room: are the major concern. And if the aftermarket or non
ul rated battery through, say, one that you might go over online, those
would be the ones that have carry that highest risk.
290
00:39:21.690 --> 00:39:24.549
Quinlan Conf Room: So there's a lot we can.
291
00:39:25.040 --> 00:39:27.310
Quinlan Conf Room: We do have some on our website.
292
00:39:27.620 --> 00:39:29.869
Quinlan Conf Room: So, if you're interested in more insurance.
293
00:39:30.240 --> 00:39:37.709
Quinlan Conf Room: Okay, for this commission specifically. Everybody's
out of it.
294
00:39:38.740 --> 00:39:39.709
Quinlan Conf Room: Thank you. Yep.
295
00:39:41.970 --> 00:39:54.640
Quinlan Conf Room: My question was, when or where is it? The library
again for the preparedness or prevention. I'll look it up. Oh, that's
okay. I want you.
296
00:39:54.870 --> 00:40:07.079
Quinlan Conf Room: So we'll look at it. I just remembered you said Monday
last one, next Monday. Oh, okay. But I wanted to confirm the same. It
says next Monday. Okay, great. Okay.
297
00:40:07.400 --> 00:40:15.429
Quinlan Conf Room: Sorry, it's Wednesday, July 15th. Okay. 6pm to 8pm.
But I'm not sure, that's what…
298
00:40:15.920 --> 00:40:22.920
Quinlan Conf Room: Google said. Google so smart. Actually, Gemini.
299
00:40:24.180 --> 00:40:25.429
Quinlan Conf Room: I'll verify that.
300
00:40:25.550 --> 00:40:27.139
Quinlan Conf Room: which I love.
301
00:40:27.260 --> 00:40:34.789
Quinlan Conf Room: I'll verify you right now.
302
00:40:35.060 --> 00:40:36.600
Quinlan Conf Room: Make sure that I'm answering.
303
00:40:37.770 --> 00:40:40.270
Quinlan Conf Room: because I know 5%.
304
00:40:45.400 --> 00:40:49.190
Quinlan Conf Room: about the 15th. That's The community volumes.
305
00:40:49.330 --> 00:40:50.930
Quinlan Conf Room: All right. That's for sure.
306
00:40:51.360 --> 00:40:52.350
Quinlan Conf Room: Thank you, Dean.
307
00:40:53.920 --> 00:40:58.729
Quinlan Conf Room: And it says registration is required, and it's
recommending to sign on.
308
00:40:59.640 --> 00:41:01.910
Quinlan Conf Room: Eventually. Yeah.
309
00:41:03.330 --> 00:41:10.550
Quinlan Conf Room: Yeah, Wildfire Preparedness Workshop, Cupertino 6 to
8, yep.
310
00:41:10.720 --> 00:41:11.740
Quinlan Conf Room: No, no.
311
00:41:13.360 --> 00:41:14.949
Quinlan Conf Room: Yes, really help.
312
00:41:15.060 --> 00:41:21.690
Quinlan Conf Room: Awesome. Yeah. And keep in mind that you can, if you
would like to.
313
00:41:22.540 --> 00:41:34.769
Quinlan Conf Room: CPR training is always available. So go to our
website. There's a lot of opportunities there. I will just go ahead. I
want to plug for our other.
314
00:41:35.130 --> 00:41:41.970
Quinlan Conf Room: Some that are focused on seniors, there are some that
are focused on, there's babysitter.
315
00:41:42.200 --> 00:41:44.329
Quinlan Conf Room: program. There's all sorts of
316
00:41:45.080 --> 00:41:52.300
Quinlan Conf Room: Every person at every stage of their life, get an
alert SEC and Genesis for time.
317
00:41:52.940 --> 00:42:06.200
Quinlan Conf Room: You do not have to be the one that has the cell phone.
If you know somebody, love somebody, care about somebody, and know
somebody who knows somebody, you can monitor another person's location
and be able to keep track of them remotely as well.
318
00:42:09.700 --> 00:42:14.510
Quinlan Conf Room: Perfect. Thank you. Gotta get ourselves.
319
00:42:14.630 --> 00:42:15.640
Quinlan Conf Room: There you go.
320
00:42:18.110 --> 00:42:18.870
Quinlan Conf Room: Awesome.
321
00:42:19.040 --> 00:42:20.149
Quinlan Conf Room: do that report.
322
00:42:20.560 --> 00:42:21.600
Quinlan Conf Room: Perfect.
323
00:42:22.250 --> 00:42:33.550
Quinlan Conf Room: Thank you, Chief Estrada. Yes, I guess we can now move
to the report from Captain Balansui. Oh, sorry about that. Yes, any
public comments?
324
00:42:34.600 --> 00:42:36.910
Quinlan Conf Room: Okay.
325
00:42:37.040 --> 00:42:37.800
Quinlan Conf Room: Okay.
326
00:42:37.990 --> 00:42:41.239
Quinlan Conf Room: So you can now move on to the report from Sharon.
327
00:42:41.860 --> 00:42:44.950
Quinlan Conf Room: All right, thank you, Chair, and welcome to the new
commissioners.
328
00:42:47.770 --> 00:42:58.230
Quinlan Conf Room: For the new commissioners, I'm Captain Neil
Valenzuela. I oversee the, basically police services for the cities of
Cupertino, Saratoga, and Los Altos Hills, as well as the un
329
00:42:59.290 --> 00:43:18.480
Quinlan Conf Room: We'll go to the next page just to start off here.
First of all, glad we got the little snafu that we had a little problem
with the response times fixed finally. So we're back to a good time frame
here, under four minutes, response time to our priority one calls, which
was throwing us off big time.
330
00:43:18.580 --> 00:43:27.600
Quinlan Conf Room: Because it was a problem of changing the call type
from when it was first received, so we got that problem fixed with
Oakland County Comm, and got that sorted out, so…
331
00:43:27.870 --> 00:43:34.379
Quinlan Conf Room: Our response times are still pretty good, even
priority 2 calls are under 7 minutes, and priority 3 calls under 7
minutes as well, too, so…
332
00:43:34.510 --> 00:43:36.270
Quinlan Conf Room: I'll go on to the next slide.
333
00:43:36.920 --> 00:43:47.270
Quinlan Conf Room: This has a lot of the, the crime stats, that we got
going on here. The ones I'd like to point out is the residential
burglaries. We can see we're at 29.
334
00:43:47.300 --> 00:44:01.039
Quinlan Conf Room: At the end of June, we ended with 102 last year, which
was a lot more than than usual, so 29 seems to be a little bit more on
the average, base, but I'd like to have 0, but, you know.
335
00:44:01.070 --> 00:44:10.989
Quinlan Conf Room: we can't always prevent everything. And then, looking
down, the one number that is standing out to me is identity theft and
forgery. We're at 89.
336
00:44:11.110 --> 00:44:26.249
Quinlan Conf Room: we're only halfway through the year, so it looks like
we'll probably be on track for the same amount, if not probably this, you
know, more than where we're at last year. So, looks like we'd have to do
some more education and be out there and continue this neighborhood watch
meeting in about
337
00:44:26.410 --> 00:44:29.370
Quinlan Conf Room: Fraud and, identity theft prevention.
338
00:44:30.470 --> 00:44:37.970
Quinlan Conf Room: Crooks are switching tactics and going to identity
theft versus, you know, your shoplifting or home burglaries now. So.
339
00:44:38.390 --> 00:44:40.609
Quinlan Conf Room: Next slide, please. Or next page.
340
00:44:40.820 --> 00:44:52.010
Quinlan Conf Room: This is just a breakdown for our citations for the
month. As you can see, we gave about a total number of 186 citations for
the month of June.
341
00:44:52.160 --> 00:44:59.630
Quinlan Conf Room: And this kind of breaks it down a little bit. It used
to be better in our old system, but unfortunately we switched
342
00:44:59.630 --> 00:45:21.759
Quinlan Conf Room: Whole bunch of new systems and this is a new RMS
system and this catches the way this captures it at the time. Hopefully
at some point in time we're going to be able to break these down a little
bit better so people can understand what these actually mean, but
hazardous citations mean essentially moving violations or anything that's
like hazardous while it's going, while non-hazardous are more like your
registration, your insurance, things that are.
343
00:45:21.760 --> 00:45:25.600
Quinlan Conf Room: Part of what we call, like, fix-it tickets or non-
moving violations.
344
00:45:25.830 --> 00:45:27.250
Quinlan Conf Room: Next slide.
345
00:45:27.850 --> 00:45:43.020
Quinlan Conf Room: And this just kind of goes over a breakdown over the
month of June with the total of accidents. The month of May will be
online with Cupertino and online with on Cupertino's website, but it just
gives you a breakdown every month of the number of accidents and the
cause of
346
00:45:43.020 --> 00:45:49.879
Quinlan Conf Room: Of the accidents, you can see we had a lot of rear end
issues with 11 out of all the 30 accidents.
347
00:45:50.110 --> 00:46:03.770
Quinlan Conf Room: And that is part of the report. But I do want to
mention a couple of things. So, June 25th capped off our end of our teen
academy, which is a two week class that our school resource officers run.
348
00:46:03.770 --> 00:46:15.590
Quinlan Conf Room: for people under age of 18, juveniles, and we
basically run them through a gambit of showing them the legal system. We
gave them a tour of the jail, the courthouse, the district attorney put
on a little mock trial.
349
00:46:15.610 --> 00:46:31.739
Quinlan Conf Room: Between the public defender and the district
attorney's office. We're providing tours of the sheriff's office, our
sheriff's academy. They go through some of the training. Got a lot of
positive feedback from the community. We typically open it up to, kids
from Cupertino and Saratoga.
350
00:46:31.740 --> 00:46:41.439
Quinlan Conf Room: For a little while. And then if we don't get enough
attendance, we opened up Santa Clara County wide. So we got a lot of
attendance from from kids from all over the county.
351
00:46:41.860 --> 00:46:49.000
Quinlan Conf Room: on the… so it was a great, great thing. If you go on
YouTube, you can see our highlights videos of all our teen academies that
we've posted there.
352
00:46:49.000 --> 00:47:04.570
Quinlan Conf Room: 4th of July, was a success. Nothing, nothing of note.
I did see Commissioner Klein there, part of his, cert, detail, probably.
Good turnout for a lot of people, and went off safely, so that's great.
353
00:47:04.570 --> 00:47:07.320
Quinlan Conf Room: National Night Out is August 5th.
354
00:47:07.410 --> 00:47:20.430
Quinlan Conf Room: We have, locations still to be determined of where
we're gonna start. Normally, we start off at a coffee shop, where we host
a coffee with the sheriff. We have a lot of people that come in,
including, support supervisors that come by.
355
00:47:20.430 --> 00:47:33.800
Quinlan Conf Room: elected officials, and then from there, we disperse
and we go through all the block parties that are occurring within town.
Martha usually gives us a list of all the block parties, and then we'll
just… we'll just divide and conquer. We'll send out two or three deputies
with
356
00:47:33.800 --> 00:47:46.459
Quinlan Conf Room: stickers and stuff that we can hand out to everybody
and hang out for… sometimes the fire department follows us there and we
hang out. They get all the attention for some reason, they don't want to
see the fire truck, they don't…
357
00:47:46.500 --> 00:47:53.650
Quinlan Conf Room: But anyway, so besides the point, we try to work
together. And then the last thing I want to bring up is,
358
00:47:53.890 --> 00:48:09.440
Quinlan Conf Room: The stop senior scams or now the senior fraud
prevention seminar. The next, we just hosted one on June 23rd at the
Sunnyside Retirement Community Center in Saratoga. The next one is on
July 11th from 3 to 5 p.m. at the ends of college.
359
00:48:09.470 --> 00:48:27.760
Quinlan Conf Room: We do have flyers here, and I also have them back at
our substation, too. This is… was something I know that the, Public
Safety Commission talked to us last time, and they wanted us to do a
little bit more. I reached out to our coordinators, so they scheduled a
few more. Like I said, they did one last month in Saratoga. They're doing
this… this…
360
00:48:27.760 --> 00:48:32.680
Quinlan Conf Room: This month they're doing one in Cupertino at De Anza
College, I'll leave this here.
361
00:48:34.560 --> 00:48:39.289
Quinlan Conf Room: Can you post this flyer with tonight's materials? Yes,
perfect. Thank you.
362
00:48:39.780 --> 00:48:43.149
Quinlan Conf Room: With that I'll conclude my report, and I'll open to
any questions.
363
00:48:43.480 --> 00:48:59.510
Quinlan Conf Room: So for that next one is this Saturday, July eleventh.
Yes, yes, sorry. Is there one after that? That's the only one. So the
person that's that's
364
00:48:59.680 --> 00:49:13.910
Quinlan Conf Room: coordinating it and putting it together. He's a
volunteer with the sheriff's office, and he volunteers, and he's really
passionate about stopping senior scams. I leave it up to him and his
group of people that do it, because they do it on a volunteer basis, so…
365
00:49:13.910 --> 00:49:21.549
Quinlan Conf Room: They do schedule some here and there, and when I get
the list of the dates, I do send them to Marta, which I did last time.
366
00:49:21.550 --> 00:49:30.979
Quinlan Conf Room: I let her know that we had one coming up in June and
one in July 11th, and she had posted them online. We will have eventually
some more. These are just the two that are for this period of time,
right?
367
00:49:31.020 --> 00:49:31.950
Quinlan Conf Room: Scheduled.
368
00:49:32.560 --> 00:49:35.150
Quinlan Conf Room: Thank you. We have them periodic most of the time.
369
00:49:36.000 --> 00:49:45.760
Quinlan Conf Room: They go to all over the county, so they did the San
Jose State University. I know they've done a couple of retirement
communities around here, too. Yeah.
370
00:49:45.920 --> 00:49:47.599
Quinlan Conf Room: Thank you. Yep. Thanks. Bye.
371
00:49:47.750 --> 00:49:59.719
Quinlan Conf Room: Yes, I had a question. You showed 29 burglaries, but I
was just wondering, the banks here have started shutting down their safe
deposit box services.
372
00:50:00.330 --> 00:50:04.170
Quinlan Conf Room: I don't know when they started doing that, but do you
expect an uptick?
373
00:50:04.760 --> 00:50:14.600
Quinlan Conf Room: Once the bad days figure out, other people are now
keeping more stuff with the banks. Gosh, I hope not. So, you know,
374
00:50:14.650 --> 00:50:27.810
Quinlan Conf Room: We, you know, we hit a 10 year low with residential
burglaries a couple of years ago, which was awesome. And then the number
started increasing again. And then, you know, we ramped up our.
375
00:50:27.810 --> 00:50:34.780
Quinlan Conf Room: our neighborhood watch program started, you know,
hitting the neighborhood watch meetings and and letting people be aware
of what
376
00:50:35.070 --> 00:50:54.350
Quinlan Conf Room: Steps they can take to prevent from being victimized
for residential burglary. And I'm not saying that's what's probably
causing. There's a lot of factors that go into, you know, into reduction
of residential burglaries. You know, the ALPRs was one. You had all these
different things that happened. So, you know.
377
00:50:54.600 --> 00:51:04.259
Quinlan Conf Room: It's a, it's a hit and miss. I hope that doesn't get
out to crooks. We don't want them to get the information that, you know,
now it's, it's a good time to hit houses.
378
00:51:04.560 --> 00:51:15.509
Quinlan Conf Room: We tell a lot of residents that every time we go to a
neighborhood watch meeting, get your safe out of your master bedroom,
because the crooks tend to go to the master bedroom, and if their safe's
not there, they leave.
379
00:51:15.510 --> 00:51:24.780
Quinlan Conf Room: So put it in another room in the garage or someplace
else where, you know, maybe a little inconvenient for you, but it's also
going to be inconvenient for the crooks. So thank you. Yes.
380
00:51:26.700 --> 00:51:28.949
Quinlan Conf Room: Yes, get an update on the ALPRs.
381
00:51:29.390 --> 00:51:33.350
Quinlan Conf Room: Yes, so, as you know.
382
00:51:33.450 --> 00:51:44.569
Quinlan Conf Room: A couple of months ago, our Board of Supervisors, who
directs basically what we can do since we work for the county, wasn't
liking the political view of Flock.
383
00:51:44.590 --> 00:51:58.239
Quinlan Conf Room: So they, this allowed us from continuing to usage of
flock cameras. They did say that we could still use other ALPRs. We have
explored Axon ALPRs. We've had communications with them.
384
00:51:58.240 --> 00:52:04.899
Quinlan Conf Room: So we're still on the negotiation steps, with Axon. It
is,
385
00:52:06.530 --> 00:52:25.980
Quinlan Conf Room: Our Board of Supervisors is very anti-police or
government oversight or, you know, Big Brother kind of stuff, so it just
takes some time for us to get everything going through and to allow us to
get another vendor approved that we can utilize for ALPRs, so…
386
00:52:25.980 --> 00:52:32.889
Quinlan Conf Room: you know, hopefully we'll get them back, or get
another vendor that can provide, another ALPR service for us.
387
00:52:32.910 --> 00:52:38.040
Quinlan Conf Room: And we're kind of in the works because it's not
necessarily just Cupertino.
388
00:52:38.190 --> 00:52:53.189
Quinlan Conf Room: it's a lot of other moving parts within the county,
because with Axon, we also have the capability of turning on ALP of ours
on our car cameras, and so that's what's kind of holding it up right now,
because once we get Axon ALPR technology.
389
00:52:53.710 --> 00:52:58.539
Quinlan Conf Room: We have it in our cars, basically, all the time, and
so there's a little hurdle we have to cross to allow
390
00:52:58.670 --> 00:53:10.809
Quinlan Conf Room: Door super to allow us to have that, that basically
oversight the government, you know, spying on people, but we're, you
know, it's a, it's a reader that catches license plates, we have to kind
of explain the technology and what it does, so.
391
00:53:12.370 --> 00:53:15.489
Quinlan Conf Room: We'll get there eventually.
392
00:53:16.150 --> 00:53:22.390
Quinlan Conf Room: CLAB, Any other questions Amazing public comment.
393
00:53:23.020 --> 00:53:27.230
Quinlan Conf Room: We have no speakers here. Alright, thank you. Awesome.
394
00:53:27.960 --> 00:53:28.690
Quinlan Conf Room: Good.
395
00:53:28.900 --> 00:53:31.780
Quinlan Conf Room: Alright, so, thanks, Ida.
396
00:53:32.260 --> 00:53:35.790
Quinlan Conf Room: Commissioner's reports. Of course, from.
397
00:53:37.100 --> 00:53:38.520
Quinlan Conf Room: From ourselves.
398
00:53:39.120 --> 00:53:46.639
Quinlan Conf Room: Yeah, I guess like one thing I can share. Yeah. So
basically, I like went about
399
00:53:46.830 --> 00:54:02.319
Quinlan Conf Room: sharing Spencer's Flourish SEC flyers and placards,
that we… that we were kind of given last time. Thinking maybe… maybe this
is for the future agenda setting, but we can probably, like, check in on
that at the next meeting, so that's something.
400
00:54:02.910 --> 00:54:09.390
Quinlan Conf Room: Like, in terms of, like, how we're doing in terms of
the sign-ups and further SEC tests.
401
00:54:09.540 --> 00:54:21.070
Quinlan Conf Room: So, so how we communicate there, then, though? Yeah,
like, basically see, like, what, what… Yeah, what do the percentages look
like? Are there channels that seem to be working better than others?
Like, I…
402
00:54:21.170 --> 00:54:30.689
Quinlan Conf Room: I like… so I basically did, like, a little door-to-
door thing, like, with the placards, basically, like, in my neighborhood,
and then I, like, went to,
403
00:54:31.140 --> 00:54:39.169
Quinlan Conf Room: there's like the South Bay Soaring Society. It's like
the gliders stuff like that. So I like gave it some folks there, but
nothing like
404
00:54:39.510 --> 00:54:55.069
Quinlan Conf Room: no, like, institutional channel, you can say. But this
is something we'll probably check in on. I think that that's a very good
topic, right? Because now we are heading into the city council elections,
so there will be a lot of canvassing, maybe… Oh, sure. I think there
will, like, be groups that…
405
00:54:55.200 --> 00:55:04.540
Quinlan Conf Room: participate in the elections. Maybe we can give it to
all the groups, along with their canvassing, also share this public
safety information. Right.
406
00:55:04.900 --> 00:55:12.139
Quinlan Conf Room: I think it's a good idea. We can reach all the groups
like it's for people. Correct? Right? Yeah.
407
00:55:13.890 --> 00:55:16.419
Quinlan Conf Room: No other commissioner or status.
408
00:55:16.700 --> 00:55:26.659
Quinlan Conf Room: All right, cool. So I guess moving on to the future
agenda setting, are there any items that commissioners would like to
request for the future agenda?
409
00:55:27.340 --> 00:55:33.979
Quinlan Conf Room: So, so there was some, action items, with respect to
last meeting.
410
00:55:34.640 --> 00:55:52.260
Quinlan Conf Room: right where we want to send an official communication.
I don't know if you. Yeah. So I yeah. So I sent a sent an email to like,
I think that was like one of the guidance email council, essentially on 2
2 things. I think the 1st was basically like.
411
00:55:52.370 --> 00:56:04.730
Quinlan Conf Room: and, like, requesting the Council kind of, like, put
their weight behind the Alert SEC and Genesis Outreach. So I sent that,
and then the other one was basically
412
00:56:04.730 --> 00:56:15.959
Quinlan Conf Room: I guess sort of related to this, which was like, can
we increase the awareness on the, like, senior fraud and, like, AI-
related, fraud and stuff like that?
413
00:56:16.060 --> 00:56:23.999
Quinlan Conf Room: I'm not sure if there was like any response yet from
from the Council per se. I mean certainly read in them.
414
00:56:24.830 --> 00:56:35.730
Quinlan Conf Room: yeah, chair of Kirsten's Gorcia. I can follow up with
the Council. I will say that it this.
415
00:56:35.870 --> 00:56:54.649
Quinlan Conf Room: more compliant representatives from the Commission
just about a council meeting, because you have all five of the council in
person. You could speak later. Oral communications. But I'm happy to
follow up as well and see if the mayor would like to explore this on a
future council agenda. Okay. Sounds good.
416
00:56:54.970 --> 00:56:55.999
Quinlan Conf Room: Let me know.
417
00:56:56.290 --> 00:56:57.749
Quinlan Conf Room: Thanks. Follow up further.
418
00:56:58.660 --> 00:57:00.000
Quinlan Conf Room: Okay. At a meeting.
419
00:57:00.190 --> 00:57:04.299
Quinlan Conf Room: Okay, got it. Yeah, I guess we can do that.
420
00:57:04.590 --> 00:57:09.919
Quinlan Conf Room: Show up, take part in the oral communications. Next
meeting.
421
00:57:11.050 --> 00:57:18.380
Quinlan Conf Room: Yes, the next meeting is July 21.st They have a recess
in August, and then they will resume again.
422
00:57:19.520 --> 00:57:22.009
Quinlan Conf Room: First Tuesday of September.
423
00:57:22.610 --> 00:57:24.650
Quinlan Conf Room: And the third Tuesday of September.
424
00:57:25.110 --> 00:57:27.540
Quinlan Conf Room: Okay, person should be.
425
00:57:28.860 --> 00:57:34.940
Quinlan Conf Room: So, I have a question for us. I don't know if it's in
scope for this commission, but…
426
00:57:35.650 --> 00:57:43.790
Quinlan Conf Room: Basically, indirectly, this was, I think, next to a
post about Permanente shutting down, and they're going to demolish stuff.
Is there a…
427
00:57:44.040 --> 00:57:49.250
Quinlan Conf Room: public safety angle.
428
00:57:49.810 --> 00:57:52.499
Quinlan Conf Room: We're downwind of it, and then we… yeah.
429
00:57:53.240 --> 00:57:56.300
Quinlan Conf Room: We were subject to barrages of smud dust.
430
00:57:56.870 --> 00:58:00.960
Quinlan Conf Room: I've been waiting for the entire state of Cupertino
for it to shut down.
431
00:58:01.430 --> 00:58:06.310
Quinlan Conf Room: -Oh. And now it looks like we don't do it, but I don't
know in terms of the commission.
432
00:58:06.940 --> 00:58:11.340
Quinlan Conf Room: Although there's a public safety angle… we explore.
433
00:58:12.090 --> 00:58:22.379
Quinlan Conf Room: Can you be more specific? Is there, like, a feature
that's under this topic here? Yes, yes, it's for that, basically, but I
don't know if the Public Safety Commission covers this kind of thing.
434
00:58:22.490 --> 00:58:24.810
Quinlan Conf Room: If they're going to start demolishing stuff.
435
00:58:25.470 --> 00:58:40.560
Quinlan Conf Room: So, the Commission discusses anything within the scope
of the powers and duties and functions that's listed in the Municipal
Code. I'm happy to forward that to you. So, what… can you repeat the
item, the topic that you wish to discuss here?
436
00:58:40.560 --> 00:58:47.029
Quinlan Conf Room: I'm exploring whether it's an appropriate topic, but
the topic is that the permanent cement plant. Okay.
437
00:58:47.200 --> 00:59:01.320
Quinlan Conf Room: has stopped operating, But basically, hubertino has
asked them or to demolish portions of And so, demolition in…
438
00:59:01.430 --> 00:59:03.589
Quinlan Conf Room: Within the city boundaries.
439
00:59:03.950 --> 00:59:07.819
Quinlan Conf Room: Is there a public safety aspect to it?
440
00:59:08.160 --> 00:59:13.719
Quinlan Conf Room: So, okay, so you're asking if there's a public safety
element to the…
441
00:59:13.890 --> 00:59:22.769
Quinlan Conf Room: operations and demolition of the Lehigh cement. That's
right. So, in what regard would you be interested
442
00:59:23.580 --> 00:59:35.200
Quinlan Conf Room: I'm still trying to… No, so maybe it's out of scope.
You guys have been on the commission longer. Alright, I guess the concern
might be, like, oh, maybe there's, like, aspects of, like, pollution or,
like, dust.
443
00:59:35.250 --> 00:59:54.230
Quinlan Conf Room: things that maybe we want to just kind of, like, get a
read on. Right. What does demolition mean? Is it just windows, or are
they going to dynamite the thing? What are they going to do? I'm happy to
follow up with the city attorney to see if that falls within the scope of
this commission or another commission, and then we'll bring that back to
you. Right. So it was a meta…
444
00:59:54.420 --> 00:59:57.039
Quinlan Conf Room: Question. It's a good topic.
445
00:59:58.090 --> 00:59:58.840
Quinlan Conf Room: Cool.
446
00:59:59.440 --> 01:00:03.550
Quinlan Conf Room: let's see… so yeah, I guess,
447
01:00:04.060 --> 01:00:13.990
Quinlan Conf Room: July 21, st this week that as a our appearance. I'll…
448
01:00:15.130 --> 01:00:20.710
Quinlan Conf Room: Okay, yeah, so I guess that'll be not really a future
agenda item, but more like a…
449
01:00:21.040 --> 01:00:25.790
Quinlan Conf Room: Like, an action item, so to speak, will be showing up
at the 21st
450
01:00:25.920 --> 01:00:30.509
Quinlan Conf Room: City Council meeting to basically speak on.
451
01:00:30.690 --> 01:00:34.239
Quinlan Conf Room: the alert sec. Genesis.
452
01:00:34.390 --> 01:00:38.170
Quinlan Conf Room: Matter. And then I guess, can, like.
453
01:00:38.460 --> 01:00:50.250
Quinlan Conf Room: stack multiple things in one oral commission. Okay? So
I guess the other one just be covering and spreading the word on the
efforts of the sheriff's office as well as just the general
454
01:00:50.430 --> 01:00:55.980
Quinlan Conf Room: safety, eye-watering trends around identity theft and
abroad.
455
01:00:56.530 --> 01:01:07.200
Quinlan Conf Room: Okay, and I, yeah, I guess one future agenda item,
too, would be, checking in on the status of said AlertFCC and Genesis
signups.
456
01:01:07.320 --> 01:01:12.279
Quinlan Conf Room: thing else. Future agenda.
457
01:01:13.770 --> 01:01:19.760
Quinlan Conf Room: I do want to bring something up, and there was… first
of all, we have a new OEM manager.
458
01:01:20.090 --> 01:01:23.990
Quinlan Conf Room: was hired fairly recently, starts July 15th.
459
01:01:24.600 --> 01:01:34.099
Quinlan Conf Room: there is, and there was a disaster council meeting
occurred several weeks back. All the department heads were there. And
there.
460
01:01:35.260 --> 01:01:40.850
Quinlan Conf Room: Don't remember the details exactly, but there's a
commission that is analyzing our response.
461
01:01:41.190 --> 01:01:48.459
Quinlan Conf Room: And we're going to be receiving a report that this
commission is to be receiving a report on emergency response.
462
01:01:48.870 --> 01:01:53.810
Quinlan Conf Room: In conjunction with, as it happens, prodigiously, with
the new manager.
463
01:01:54.230 --> 01:02:03.970
Quinlan Conf Room: been hired. So, did I cover that right, basically? I
think you were referring to the Emergency Operations Plan. Correct.
Which, yes, this will receive a draft.
464
01:02:04.150 --> 01:02:08.510
Quinlan Conf Room: And we'll address for your comments and your review
and comment.
465
01:02:11.740 --> 01:02:12.410
Quinlan Conf Room: Yep.
466
01:02:13.490 --> 01:02:16.099
Quinlan Conf Room: plan to. Yeah, this spells.
467
01:02:20.420 --> 01:02:21.160
Quinlan Conf Room: Okay.
468
01:02:21.290 --> 01:02:22.260
Quinlan Conf Room: Oh.
469
01:02:24.810 --> 01:02:25.560
Quinlan Conf Room: Right.
470
01:02:25.710 --> 01:02:29.609
Quinlan Conf Room: I guess that's that's it for the future agenda
setting.
471
01:02:29.790 --> 01:02:33.189
Quinlan Conf Room: So we can now move on to the adjournment.
472
01:02:34.430 --> 01:02:37.499
Quinlan Conf Room: In other words, this meeting is adjourned.
473
01:02:37.660 --> 01:02:39.639
Quinlan Conf Room: At 7.30 PM.
474
01:02:40.200 --> 01:02:41.340
Quinlan Conf Room: Thank you. Everybody.
