00:00:00.110 --> 00:00:01.509
Quinlan Conf Room: Hello, good evening.
2
00:00:01.510 --> 00:00:04.170
Speaker 1 (Quinlan Conf Room): Today is Thursday, June 4th, 2027.
3
00:00:04.175 --> 00:00:05.895
Quinlan Conf Room: This is the regular meeting after.
4
00:00:05.900 --> 00:00:12.930
Speaker 1 (Quinlan Conf Room): Copatino Parks and Recreation Commission.
This is a hybrid meeting, and this meeting will be recorded.
5
00:00:13.080 --> 00:00:30.770
Speaker 1 (Quinlan Conf Room): So, for members to the public who are
listening through the Zoom calls, this particular application will notify
you when the meeting is recorded, so please make sure that you press
continue to stay on the meeting. Use the raise hand feature in the Zoom
in case you would like to speak on an item.
6
00:00:30.770 --> 00:00:34.010
Speaker 1 (Quinlan Conf Room): And also, lower your hand once you are
done with,
7
00:00:34.010 --> 00:00:39.860
Speaker 1 (Quinlan Conf Room): Please unmute when called to speak, and
mute yourself when you're done speaking.
8
00:00:39.950 --> 00:00:55.560
Speaker 1 (Quinlan Conf Room): And if you're calling in by phone, please
identify yourself by name before speaking on an item, and press star 9 on
the phone to raise and lower your hand. Press star 6 if you are
participating by phone to unmute.
9
00:00:55.820 --> 00:01:00.180
Speaker 1 (Quinlan Conf Room): And again, speakers are limited to 3
minutes, and the staff will track that.
10
00:01:01.110 --> 00:01:11.610
Speaker 1 (Quinlan Conf Room): With that, so welcome to the June 4th,
2026 Coperno Park and Recreation Commission meeting. I now call the
meeting to order 701.
11
00:01:13.120 --> 00:01:18.710
Speaker 1 (Quinlan Conf Room): Roll call, staff? Mr. Bono? Here.
12
00:01:19.030 --> 00:01:25.659
Speaker 1 (Quinlan Conf Room): Bannett? Here. Commissioner Kwame? Here.
Vice Chair Spring? Here. Chair Kamariko? Here.
13
00:01:26.420 --> 00:01:46.020
Speaker 1 (Quinlan Conf Room): Thank you, Sam. And moving on to the first
item of the business, and this is a ceremonial matters and presentation,
but before we move on, there are some requests, for, since there are not
many guests, as well as, there are other folks that are presenting here,
I would like to…
14
00:01:46.020 --> 00:02:05.390
Speaker 1 (Quinlan Conf Room): I will do a formal motion, but I would
like to move the subject number 2, which is a bark and brick department
marketing and communications, to later in the agenda in the new business
area, so that it gives a space for the first presentation, and then we'll
be getting on to oral communication, given that a lot of
15
00:02:05.510 --> 00:02:09.850
Speaker 1 (Quinlan Conf Room): community members that are here. So that's
what I'm thinking of.
16
00:02:09.854 --> 00:02:14.534
Speaker 2 (Quinlan Conf Room): of it, had a discussion with the staff, so
I plan to make a motion.
17
00:02:15.184 --> 00:02:21.224
Speaker 2 (Quinlan Conf Room): I can make a motion, right, Stan? So, I
make a motion to move the item number 2…
18
00:02:21.230 --> 00:02:25.799
Speaker 1 (Quinlan Conf Room): which is the Park and Rec, Department of
Marketing and Communication.
19
00:02:25.940 --> 00:02:26.350
Speaker 2 (Quinlan Conf Room): bite.
20
00:02:26.355 --> 00:02:28.225
Speaker 1 (Quinlan Conf Room): Later in the agenda.
21
00:02:28.230 --> 00:02:34.490
Speaker 2 (Quinlan Conf Room): Especially after the new business, which
is item number four. I second it.
22
00:02:36.950 --> 00:02:43.280
Speaker 1 (Quinlan Conf Room): And the staff are… Boarding on that, right
Yes. Commissioner Bono?
23
00:02:43.740 --> 00:02:53.539
Speaker 1 (Quinlan Conf Room): Aye. Commissioner Sanick? Yes.
Commissioner Swamy? Yes. Vice Chair Truken? Yes. Chair Kamarcom? Yes.
Motion carries unanimously. Thank you.
24
00:02:53.920 --> 00:02:57.970
Speaker 2 (Quinlan Conf Room): Excellent. So with that, so let's move on
to the first,
25
00:02:58.280 --> 00:03:01.610
Speaker 2 (Quinlan Conf Room): item in the ceremonial medicine
presentations.
26
00:03:01.740 --> 00:03:07.150
Speaker 2 (Quinlan Conf Room): grassroots college, and I would like,
please present? Oh, please.
27
00:03:07.390 --> 00:03:16.340
Speaker 2 (Quinlan Conf Room): Thank you. Stage is yours, the pudding is
yours. When we move up to the table and get situated, we will go ahead
and plug in and get things situated.
28
00:03:16.347 --> 00:03:25.757
Speaker 3 (Quinlan Conf Room): While we're plugging in, if you guys would
like to introduce yourself, but we have Alex and Stephanie here, with
Prince Ecology.
29
00:03:25.887 --> 00:03:28.147
Speaker 3 (Quinlan Conf Room): And, they have our presence.
30
00:03:30.987 --> 00:03:33.326
Speaker 3 (Quinlan Conf Room): Yes, thank you for having us.
31
00:03:33.497 --> 00:03:37.597
Speaker 3 (Quinlan Conf Room): Like I said, I'm Alex Von Feldt. I'm one
of the co-executive directors at Grassroots.
32
00:03:37.600 --> 00:03:51.470
Speaker 4 (Quinlan Conf Room): psychology, and, I've been leading the
organization since we were founded, and even before that, when we were
part of a different organization. So I've been, I've been around since
we've been started working with, Cupertino in 2012.
33
00:03:52.460 --> 00:03:59.190
Speaker 4 (Quinlan Conf Room): And I'm Stephanie, I'm the project manager
for our reservation group at the Poly Ranch Nature Preserve.
34
00:03:59.190 --> 00:04:03.479
Speaker 5 (Quinlan Conf Room): Has every… everyone been there, or has
anyone been there before?
35
00:04:03.650 --> 00:04:05.659
Speaker 5 (Quinlan Conf Room): Oh, great, okay.
36
00:04:05.900 --> 00:04:08.939
Speaker 5 (Quinlan Conf Room): Many of you been there? Yes. Oh, perfect.
37
00:04:09.800 --> 00:04:13.730
Quinlan Conf Room: Why do I need to give you a screen?
38
00:04:13.730 --> 00:04:21.640
Speaker 4 (Quinlan Conf Room): still give you a description. I will, I
will, yeah. Okay, well, like I said, I'm the project manager.
39
00:04:21.640 --> 00:04:39.329
Speaker 5 (Quinlan Conf Room): for this restoration site at McClellan
Ranch, and, we're from Grassroots Ecology, so if you're not familiar with
Grassroots, we're an environmental restoration nonprofit with different
sites around the South Bay, and our mission is to engage and educate the
public to restore local ecosystems.
40
00:04:39.330 --> 00:04:48.970
Speaker 5 (Quinlan Conf Room): The main way we do that is by planting
California native plants, and increasing biodiversity and all the
ecosystem benefits that come with it.
41
00:04:49.130 --> 00:05:01.400
Speaker 5 (Quinlan Conf Room): And we make a point to cultivate good
relationships with the community around each site, and that's how we've
built a strong volunteer base to… that are… that's really at the heart of
all the work that we do.
42
00:05:01.460 --> 00:05:18.299
Speaker 5 (Quinlan Conf Room): And we also grow all of the plants that we
use for our restoration in our own native plant nursery, and we source
the seed for, the plants at each project from their respective watersheds
to, to preserve local plant population adaptations.
43
00:05:18.460 --> 00:05:32.560
Speaker 5 (Quinlan Conf Room): You can go to the next one. So, here's
where McClellan Ranch is. It's kind of off of Foothill Boulevard, below
Linda Vista Park, and it's down the street from Monta Vista High School,
so most of you know it.
44
00:05:32.570 --> 00:05:47.389
Speaker 5 (Quinlan Conf Room): And here's an aerial shot of the main
meadow. So the preserve overall is 18 acres, and we're mainly stewarding
the 7-acre meadow that you see here, and Stevens Creek runs around the
edge of the preserve.
45
00:05:47.430 --> 00:05:54.309
Speaker 5 (Quinlan Conf Room): So we're hoping that one day this whole
meadow will be covered with California native plant habitat.
46
00:05:55.160 --> 00:06:08.629
Speaker 5 (Quinlan Conf Room): And this is a ground-level view of the
front of the meadow from the parking lot, and then if you go to the next
slide, here on the nature trail, you'll walk along Stevens Creek and
enjoy this nice riparian habitat that we have.
47
00:06:09.190 --> 00:06:11.450
Speaker 5 (Quinlan Conf Room): Next one,
48
00:06:11.710 --> 00:06:27.370
Speaker 5 (Quinlan Conf Room): Before the city took over the property in
the 1970s, it had been used for different agricultural purposes, and most
recently, as a forest ranch. So, it was a pretty degraded site, the soil
was very compacted, not a lot of plants could grow there other than
leaves.
49
00:06:27.620 --> 00:06:43.619
Speaker 5 (Quinlan Conf Room): There were some mature trees, like coast
live oaks and western sycamores, that are still there, probably well over
100 years old. But in the main meadow, it was just a seed weave, and a
lot of native perennials could go through, those, those dense weeds.
50
00:06:43.840 --> 00:06:51.959
Speaker 5 (Quinlan Conf Room): So today I want to show you how we went
from this meadow filled with thistles and weeds to a healthier, more
biodiverse habitat.
51
00:06:52.840 --> 00:07:07.140
Speaker 5 (Quinlan Conf Room): So at the start, the meadow was completely
composed of non-native grasses, Italian thistle, and some short pod
mustard. And that's still what you'd see if you were looking outside of
our restoration plots. And then in the next picture.
52
00:07:07.140 --> 00:07:24.909
Speaker 5 (Quinlan Conf Room): Do you see those tiny white flags kind of
in the back of the manager? Those are marking thousands of bunch grasses
and native perennials that we started putting in the next year, and then
a few years later, you can see how the plants are starting to fill in,
and getting a little bit taller.
53
00:07:25.360 --> 00:07:33.619
Speaker 5 (Quinlan Conf Room): And then, if you go to the next photo, so
here's the zoomed-in photo of the pre-planting site, and then,
54
00:07:34.170 --> 00:07:46.700
Speaker 5 (Quinlan Conf Room): To now, this is that same perspective, and
you can see it's… there's a variety of colors and flowers and textures,
and there's just a lot of visual diversity that's so different than what
it was before.
55
00:07:48.190 --> 00:08:06.270
Speaker 5 (Quinlan Conf Room): Our work at McClellan is active
restoration, which means we are consistently monitoring and caring for
the preserve as a whole. So at the start of every month, we do a
walkthrough of the whole meadow and of the nature trail to see what
activities, restoration tasks we need to prioritize every week.
56
00:08:06.610 --> 00:08:19.639
Speaker 5 (Quinlan Conf Room): And that shows… it's just… it's a lot more
than just planting, setting, and forgetting. We're there consistently to
see what's going on and what things need, and it's different from
57
00:08:19.680 --> 00:08:31.259
Speaker 5 (Quinlan Conf Room): maybe, like, a mitigation site or a large
agency that might have to cover a lot of different restoration sites, and
maybe doesn't have the staff or the time to monitor everyone very
closely, whereas what we're doing is
58
00:08:31.400 --> 00:08:40.740
Speaker 5 (Quinlan Conf Room): closely following this one site to
maximize the habitat health and the quality of what's there. We're able
to do that because we're continuously involved.
59
00:08:41.820 --> 00:08:56.520
Speaker 5 (Quinlan Conf Room): A big component of our work is invasive
species management. So, the weeds that we're dealing with McClellan are
weeds that are also widespread in the area around here, and seeds can
remain in the soil and stay viable for years after they've been dropped.
60
00:08:56.520 --> 00:09:13.849
Speaker 5 (Quinlan Conf Room): So, this is a picture of, like, a giant
patch of milk thistle, and for scale, my coworker there, Jeremy, he's 6
feet tall. It's such a dramatic picture of what this place could look
like and did look like, without some active stewardship.
61
00:09:15.420 --> 00:09:31.849
Speaker 5 (Quinlan Conf Room): Invasive plants are defined as plants that
are not native to a region, and they've been studied enough to show that
they're having a net negative impact on the ecosystem. So, they have a
lot of characteristics in common, usually. They tend to sprout really
quickly.
62
00:09:31.850 --> 00:09:45.819
Speaker 5 (Quinlan Conf Room): They form really dense monocultures of
dense stands, and they produce many seeds, so it compounds the problem
very quickly. So this is a close-up of milk thistle, that purple flower
there, and you can see it turns into a ball of fluff.
63
00:09:45.820 --> 00:09:54.149
Speaker 5 (Quinlan Conf Room): And all of those little seeds, it's kind
of like dandelion, where it just gets carried by the wind. And a patch
like what you saw behind Jeremy there, that could form within a year.
64
00:09:56.060 --> 00:10:01.780
Speaker 5 (Quinlan Conf Room): We actively manage for dozens of invasive
species, and these are kind of, like, the highest priority ones.
65
00:10:01.820 --> 00:10:16.810
Speaker 5 (Quinlan Conf Room): And our strategies for each vary depending
on the life history and the ecology of each one, so we factor in, like,
where it grows, how it grows, and we prioritize what we're doing with
them based on how much impact we can have and the time of year.
66
00:10:17.490 --> 00:10:33.090
Speaker 5 (Quinlan Conf Room): The realistic goal… oops, sorry, the
realistic goal for invasive species is not to completely eliminate it,
but to create enough space where native plant populations can come back
and establish sustainable patches of their own.
67
00:10:33.180 --> 00:10:46.019
Speaker 5 (Quinlan Conf Room): We don't use herbicide, so it's all manual
removal, and it's pretty straightforward for plants that form one
taproot, kind of like a carrot, so things like… like thistle, mustard,
poison hemlock.
68
00:10:46.350 --> 00:11:04.059
Speaker 5 (Quinlan Conf Room): you have to pull it out somehow, and that
can be really challenging, depending on how big it is, but it is pretty
simple. For a lot of the creek weeds, like what you see on the left
there, so it's my coworker pulling out, like, one long strand of probably
Vinca. A lot of things, like.
69
00:11:04.060 --> 00:11:21.440
Speaker 5 (Quinlan Conf Room): Zinca, Cape Ivy, they're forming, rooting
stems, like, all around, and so you have to pull up as much as you can,
but because it's a dense network, you're never gonna get it all. So the
goal is really to clear as much as we can within, the
70
00:11:21.440 --> 00:11:24.830
Speaker 5 (Quinlan Conf Room): A given time frame, because we don't want
to disturb nesting birds.
71
00:11:24.830 --> 00:11:42.499
Speaker 5 (Quinlan Conf Room): And then, we'll usually have to revisit a
particular patch within, I don't know, 2 to 3 years to start pulling it
again as it's trying to fill back in. But hopefully in that time, we've
created enough space for native plants to come back and establish healthy
populations.
72
00:11:42.500 --> 00:11:47.800
Speaker 5 (Quinlan Conf Room): And then for grasses, we have… we do have
an electric weed whip, so that's our one assist.
73
00:11:47.800 --> 00:12:04.319
Speaker 5 (Quinlan Conf Room): It's otherwise very… all manual, and
again, we're trying to time it carefully, so we're mowing grasses before
the seeds have matured, and we're sort of trying to, like, spot reduce
the number of invasive seeds that are closest to our plants.
74
00:12:05.830 --> 00:12:14.130
Speaker 5 (Quinlan Conf Room): A lot of managing vegetation is also very
helpful for fire mitigation. So, when you have
75
00:12:14.130 --> 00:12:31.049
Speaker 5 (Quinlan Conf Room): tall stands of dead, dry annual grasses,
or dead, woody material, that can be kind of flammable. And sometimes
we'll invite staff to help us do bigger projects, and this is actually
where we needed to get the San Jose Conservation Corps involved, because
76
00:12:31.050 --> 00:12:48.589
Speaker 5 (Quinlan Conf Room): they have power tools. So they helped us
clear this really dense stand of Ketoneaster, which is a tall, woody
species that gets right to the perfect height to start a crown fire, if
that were ever to happen. It's the worst kind of fire to have. So now
that it's all cleared, they chipped it, we've told them which ones to
get.
77
00:12:48.590 --> 00:12:51.079
Speaker 5 (Quinlan Conf Room): It's replanted with native plants.
78
00:12:52.380 --> 00:13:01.579
Speaker 5 (Quinlan Conf Room): And even we're also managing for some of
our native plants that might pose fire risk. So, coyote brush is a
species that we love for its habitat benefits.
79
00:13:01.580 --> 00:13:14.419
Speaker 5 (Quinlan Conf Room): But it can get so large and sprawly that
it can take over a site, and it can accumulate a lot of dead woody
material. So again, we had the Conservation Corps come in, and we marked
specific plants that we wanted them to thin and chip.
80
00:13:14.430 --> 00:13:18.869
Speaker 5 (Quinlan Conf Room): And then we created more space for… for
more biodiversity.
81
00:13:20.520 --> 00:13:31.990
Speaker 5 (Quinlan Conf Room): The next big component of what we do is
revegetation with native plants. So this is where we get to think as
ecologists about where we want to expand our plantings in the meadow and
what species we want to put there.
82
00:13:32.500 --> 00:13:40.529
Speaker 5 (Quinlan Conf Room): We can go to the next one. So this is a
brand new plot that we mulched this last spring, and we're preparing it
for planting this winter.
83
00:13:40.770 --> 00:13:53.580
Speaker 5 (Quinlan Conf Room): So every year, we either… let me go to the
next one. We either start a new plot, or we add plants to an existing
plot, and the goal is that over time, all of these plots will merge
together and create contiguous wildlife habitat.
84
00:13:53.850 --> 00:14:13.359
Speaker 5 (Quinlan Conf Room): We concentrate our planting in the rainy
season, so that way, there's a lot of natural rainfall to help roots get
established, and we're basically following nature's cues, so by the time
they get to the warm season, they're… they're happy and healthy, and
we're not doing a lot of additional watering past that first summer.
85
00:14:14.440 --> 00:14:30.749
Speaker 5 (Quinlan Conf Room): And one of the most exciting things has
been watching wildlife respond to all of the native habitat we created.
So, one of our rangers, Austin, took this amazing picture of a blackened
hummingbird. It's sipping nectar from a sticky monkey flower. And this is
a bird that,
86
00:14:30.820 --> 00:14:46.090
Speaker 5 (Quinlan Conf Room): Santa Clara Valley Bird Alliance, our
neighbors at McClellan, they told me they've never seen it attempt to
nest along the Stevens Creek Trail until a couple of years ago. So I
think the quality habitat that we're building is having real results for
these animals.
87
00:14:47.680 --> 00:15:06.979
Speaker 5 (Quinlan Conf Room): And that's kind of the… the beauty of
native plants. They've co-evolved with the wildlife here, so they provide
higher quality resources than any… than other plants could, so they're
not really interchangeable with just anything you can pick up, from
Summer Winds Nursery. And…
88
00:15:07.230 --> 00:15:25.060
Speaker 5 (Quinlan Conf Room): What we're doing, especially for insects,
which are the base of the food chain, a lot of them aren't very specific
about what plants they're foraging on, so the wider diversity of plants
you have, the more insects you can support, and then you're supporting
everything else that depends on them for food.
89
00:15:27.350 --> 00:15:33.569
Speaker 5 (Quinlan Conf Room): Oh, actually, I wanted to say one more
thing about the milkweed in that picture. So…
90
00:15:33.740 --> 00:15:48.790
Speaker 5 (Quinlan Conf Room): Some of the insects that we're seeing
return, also, they depend on one particular plant. Otherwise, if you
don't… so, example, for milkweed, if you don't have milkweed, you don't
get monarch butterflies. So, some of those relationships, those co-evald
91
00:15:48.790 --> 00:15:55.239
Speaker 5 (Quinlan Conf Room): plant-animal relationships are obligate,
which means that they're essential to each other. And we're seeing.
92
00:15:55.245 --> 00:15:58.245
Speaker 4 (Quinlan Conf Room): in the meadow now. A lot of them, yeah.
93
00:15:59.860 --> 00:16:10.350
Speaker 5 (Quinlan Conf Room): We're also deliberate about selecting
plants that flower in different seasons to maximize the amount of time
that we're providing resources, so everything here flowers.
94
00:16:10.670 --> 00:16:15.970
Speaker 5 (Quinlan Conf Room): And if you come any time of the year,
you'll see something blooming and something foraging on it.
95
00:16:17.390 --> 00:16:29.259
Speaker 5 (Quinlan Conf Room): And what we do in the meadow is also
impacting the health of our aquatic ecosystem. So, a lot of insects,
start their lives in the water, in the Stevens Creek, and then forage as
adults.
96
00:16:29.260 --> 00:16:38.549
Speaker 5 (Quinlan Conf Room): In the meadow. So, like this 8-spotted
skimmer dragonfly here, the fact that we're seeing, a higher predatory
insect like this.
97
00:16:38.680 --> 00:16:45.639
Speaker 5 (Quinlan Conf Room): Indicates that we've got pretty good,
water quality, and then they're finding good foraging grounds in the
meadow.
98
00:16:47.960 --> 00:17:03.880
Speaker 5 (Quinlan Conf Room): Our plants also provide some natural
filtering and protection for Stevens Creek. So, this is a plot at the
edge of the meadow between the community garden and Stevens Creek, and
this… before we planted this a few years ago, it was full of poison
hemlock, and
99
00:17:03.880 --> 00:17:09.480
Speaker 5 (Quinlan Conf Room): Some questionable soil that was dumped
there when they remodeled the community garden.
100
00:17:09.560 --> 00:17:25.479
Speaker 5 (Quinlan Conf Room): And we weren't sure what it could have
been contaminated with, we were a little… and the 4-H kids were worried
about the poisoned hemlock getting into their ranch. So we cleared it, we
sheet mulched over it, and then now, you can go to the next slide.
101
00:17:25.810 --> 00:17:44.699
Speaker 5 (Quinlan Conf Room): this is what it looks like. And, all of
these plants have different root systems, they're growing to different
levels in the ground, so, they're able to take up any potential
pollutants and any… and kind of neutralize things in the ground that
might get to the creek otherwise. So that's called phytoremediation.
102
00:17:44.950 --> 00:17:53.539
Speaker 4 (Quinlan Conf Room): Just real quick, when we say pollutants,
we're talking about some of the runoff from the 4H, so it's like natural
animal manure, but you're cleaning that before it gets to the creek.
103
00:17:54.810 --> 00:17:56.809
Speaker 5 (Quinlan Conf Room): I'm sorry, how much time do I have left?
104
00:17:56.920 --> 00:17:58.309
Speaker 5 (Quinlan Conf Room): I wasn't checking this.
105
00:17:58.315 --> 00:18:02.355
Speaker 3 (Quinlan Conf Room): Another couple minutes. Okay, alright.
There's too much to cover.
106
00:18:02.355 --> 00:18:02.955
Speaker 5 (Quinlan Conf Room): Thank you so much.
107
00:18:02.960 --> 00:18:05.090
Speaker 1 (Quinlan Conf Room): But this is…
108
00:18:05.095 --> 00:18:15.594
Speaker 5 (Quinlan Conf Room): This is our team, it's a team of four, me,
my coworker Maya, and then two college interns. And as amazing as our
team is, we could not do this alone, so…
109
00:18:15.605 --> 00:18:25.604
Speaker 5 (Quinlan Conf Room): like I mentioned, volunteers are at the
heart of our organization, and you can go to the next slide. They help
with every part of the restoration process, from planting to pruning.
110
00:18:25.645 --> 00:18:27.645
Speaker 5 (Quinlan Conf Room): Keep going.
111
00:18:27.825 --> 00:18:40.695
Speaker 5 (Quinlan Conf Room): And so since 2012, we've done 950
volunteer events. We've planted thousands of native plants. I think this
equated to about one volunteer event per week for the last 14 years.
112
00:18:40.825 --> 00:18:43.054
Speaker 5 (Quinlan Conf Room): You can go to the next one.
113
00:18:43.055 --> 00:19:01.824
Speaker 5 (Quinlan Conf Room): And it takes many hands to plant as many
plants as we have, and keep going. We can go a little faster, sorry. I'm
talking too long, but, so the sheet mulching process alone, we need a lot
of people collecting cardboard, pulling off the plastic stickers, and
then to the next one, you can
114
00:19:01.825 --> 00:19:11.694
Speaker 5 (Quinlan Conf Room): See, like, you have to lay it out like a
puzzle, cover it with mulch. That's not something that four people can do
in any reasonable timescale. So, we really do depend on the community.
115
00:19:12.205 --> 00:19:27.215
Speaker 5 (Quinlan Conf Room): And we've also, in addition to doing
public volunteer events once a month, we've created our own in-house
programs to help support the work we do. So we have our high school youth
stewards program twice a year. It's where, kids from this district
116
00:19:27.215 --> 00:19:35.454
Speaker 5 (Quinlan Conf Room): Come for 8 weeks at a time in the spring,
and then in the summer, and they help us with our restoration tasks, and
we do naturalist education.
117
00:19:35.515 --> 00:19:36.805
Speaker 5 (Quinlan Conf Room): And keep going.
118
00:19:36.955 --> 00:19:42.245
Speaker 5 (Quinlan Conf Room): We have our own college internship
program, where they get a California Naturalist certification.
119
00:19:42.495 --> 00:19:47.545
Speaker 5 (Quinlan Conf Room): We have seniors volunteer days that happen
seasonally.
120
00:19:47.705 --> 00:19:48.814
Speaker 5 (Quinlan Conf Room): We're not gonna do it.
121
00:19:49.505 --> 00:20:06.925
Speaker 5 (Quinlan Conf Room): And then we built a lot of ongoing
relationships with local service organizations and schools like Helios,
Monta Vista, Menlo School, they're a little bit further out, but they
love having that. And De Anza College, too.
122
00:20:07.785 --> 00:20:16.014
Speaker 5 (Quinlan Conf Room): It's not just the volunteers that have
really noticed and appreciated all of the hard work that they've done.
123
00:20:16.165 --> 00:20:31.575
Speaker 5 (Quinlan Conf Room): because it's such a public preserve and a
popular walking spot, I've been hearing… I've been getting a lot of good
feedback lately, lately in particular, because of this garden, from the
public. So, I think we're creating something really special here, and…
124
00:20:31.575 --> 00:20:47.054
Speaker 5 (Quinlan Conf Room): It's been so rewarding to become a part of
the community. And you can go to the last one. And this is the best time
to see it, because it's peak spring bloom, so if any of you ever want to
come visit, and I can give you a more in-depth tour, I'd be happy to.
125
00:20:47.700 --> 00:20:49.749
Speaker 1 (Quinlan Conf Room): Thank you, but they're just on it, really.
126
00:20:49.750 --> 00:20:52.559
Speaker 2 (Quinlan Conf Room): like the phone number. Yeah, sure.
127
00:20:53.200 --> 00:21:06.500
Speaker 3 (Quinlan Conf Room): I don't feel like I properly introduced
the group, so I… sorry, we were dealing with a little technology issue
there, but thank you so much. Your passion is just… comes through. It's
been a pleasure communicating with you guys over the last couple months,
preparing for this.
128
00:21:06.630 --> 00:21:24.690
Speaker 3 (Quinlan Conf Room): I just wanted to set the stage a little
bit for why, Grassroots Ecology is here tonight. So, as you know, your
work plan included many items, and one of them was to have our partner
agencies come and present an annual report. So,
129
00:21:25.290 --> 00:21:42.309
Speaker 3 (Quinlan Conf Room): Luck of the draw. Grassroots Ecology is
the first one to come to present this calendar year to the group on just
the partnership that they have with the city, and what the positive,
value they're bringing to the community, in particular at McClellan and
along the watershed.
130
00:21:42.430 --> 00:21:56.650
Speaker 3 (Quinlan Conf Room): There really is no commission action,
although we'll take questions and that sort of thing, but it is truly
just a report out, and an opportunity for you to become more aware of the
different partners that we have and the great work that they're doing,
so…
131
00:21:56.680 --> 00:22:02.770
Speaker 3 (Quinlan Conf Room): Hopefully that's a little bit better
setting of the stage. Sorry, now that we're getting… That's fine, so…
132
00:22:02.775 --> 00:22:03.715
Speaker 1 (Quinlan Conf Room): Okay, that's okay.
133
00:22:03.715 --> 00:22:14.015
Speaker 2 (Quinlan Conf Room): And then I feel that we'll have some
clarification questions and comments, so if you could wait on it, so…
Yeah, yeah. I already see four or five… no, that's only one.
134
00:22:14.015 --> 00:22:15.575
Speaker 1 (Quinlan Conf Room): Oh, dear.
135
00:22:15.575 --> 00:22:34.314
Speaker 2 (Quinlan Conf Room): So that's what it is. Thank you. So,
Commissioner, there's a clarifying, questions section, and then public
comment, and then we'll come for the comments. So, any questions? Yeah.
Commissioner Ball? Thank you for your presentation, first and foremost.
While I will only speak for myself, and not nobody else, but I know how
to.
136
00:22:34.315 --> 00:22:40.184
Speaker 6 (Quinlan Conf Room): plant tomatoes, but that's all I can do. I
forget… I always forget to word them. So,
137
00:22:40.205 --> 00:22:55.685
Speaker 6 (Quinlan Conf Room): It sounds to me, in my clarifying
question, it sounds to me, and again, maybe educate me, because a lot of
people who are listening, wants to know, at the end of the day, if you
took a quiz and a poll for every resident, do you know the difference
between native and non-native? It's hard.
138
00:22:55.685 --> 00:23:02.694
Speaker 6 (Quinlan Conf Room): to identify, because I'm not known, and my
question would be… is a question goes after, it's a clarifying question?
No, clarifying questions.
139
00:23:02.695 --> 00:23:04.715
Speaker 2 (Quinlan Conf Room): Okay. Only comments later. Okay.
140
00:23:04.720 --> 00:23:09.169
Speaker 6 (Quinlan Conf Room): So, that is, when you mention, also, when
141
00:23:09.570 --> 00:23:19.909
Speaker 6 (Quinlan Conf Room): there was some soil that were dumped. Does
that happen often? Is that an issue to consider? Or… because, obviously,
it takes a lot of energy.
142
00:23:20.200 --> 00:23:23.730
Speaker 6 (Quinlan Conf Room): Time, effort, maybe money, in order to…
143
00:23:23.760 --> 00:23:44.510
Speaker 6 (Quinlan Conf Room): sure that the soil at the end is not
contaminated, so it creates more questions than anything else when I hear
these kind of comments. So I'd like to find out if we can clarify that,
so that we can leave them to find out if there is nothing that we can
take action, especially after maybe the council, I don't know. And…
144
00:23:44.510 --> 00:23:49.410
Speaker 6 (Quinlan Conf Room): while you respond to that, I'm going to
look at my other clarifies. Sure, yeah.
145
00:23:49.410 --> 00:24:04.320
Speaker 5 (Quinlan Conf Room): So, when they remodeled or rebuilt the
community garden that was originally there from the 1970s, I think there
were some materials and some of the old soil and the existing beds that
got dumped to the side of
146
00:24:04.410 --> 00:24:13.580
Speaker 5 (Quinlan Conf Room): of where the new garden is now, so it's
kind of the very edge of the meadow. And I… I don't know what was in it.
I'm not… I don't want to…
147
00:24:13.580 --> 00:24:27.249
Speaker 5 (Quinlan Conf Room): say that for sure, you know, that's
contaminated soil. But, you know, it had been fertilized and farmed for a
really long time, so whatever is in there is different from, kind of, the
existing native soil that we would be working with.
148
00:24:27.250 --> 00:24:41.880
Speaker 5 (Quinlan Conf Room): And so, when I… when I'm talking about
phytoremediation, just kind of what… whatever you might not know is in
that soil is going to be taken up at the root system of plants, and
that's kind of the amazing thing about plants, is they can do so much
149
00:24:41.880 --> 00:24:53.190
Speaker 5 (Quinlan Conf Room): to kind of rehabilitate soil just by
growing. So that's what I'm thinking, but I don't… I don't think there's,
like, a concern about toxicity. Yeah.
150
00:24:53.290 --> 00:24:54.000
Speaker 5 (Quinlan Conf Room): Perfect.
151
00:24:54.980 --> 00:24:58.980
Speaker 5 (Quinlan Conf Room): Thank you. We have had so many discussions
on native.
152
00:24:58.985 --> 00:25:03.804
Speaker 4 (Quinlan Conf Room): and non-native plants within the… and I'm
so glad that you guys are actually.
153
00:25:04.280 --> 00:25:20.220
Speaker 7 (Quinlan Conf Room): actively on this. It seems like a rather
large piece of land for four of you. Do you have enough volunteers? Do
you need more volunteers? Where is the gap? And resources, per se?
Because this is amazing work. Thank you.
154
00:25:20.780 --> 00:25:24.999
Speaker 5 (Quinlan Conf Room): We have lots of volunteers. Do we need
more?
155
00:25:25.005 --> 00:25:42.305
Speaker 4 (Quinlan Conf Room): I would say that, you know, for the most
part, our… all of our volunteer events get sold out, meaning that they
get filled up at capacity, and we even have wait lists. So, the most…
most of the feedback we get from people are, why can't you do more
events? And of course, the answer is because it takes…
156
00:25:42.305 --> 00:25:52.025
Speaker 4 (Quinlan Conf Room): staff to make sure that the volunteers are
organized safely, and that they're doing the right things, pulling right
plants and not, so that's what limits us a bit, but…
157
00:25:52.025 --> 00:26:00.024
Speaker 4 (Quinlan Conf Room): I mean, it is amazing how much, community
engagement is at the site. I mean, in addition to, like, what the city.
158
00:26:00.025 --> 00:26:15.244
Speaker 4 (Quinlan Conf Room): gives for us to do this work. We actually…
About 100… a little over $100,000 a year, and then we also, Grassroots
ecology, get some additional grant funding to augment what we're doing,
so that we can plant more plants and do, like, you know…
159
00:26:15.245 --> 00:26:18.264
Speaker 7 (Quinlan Conf Room): They're doing this.
160
00:26:18.265 --> 00:26:32.925
Speaker 4 (Quinlan Conf Room): of different sources. Over the year,
Valley Water has been a good funder of, different restoration throughout
there. Part of it, like we said, to manage the runoff from the 4H before
it gets to the creek, the pollinator garden that Stephanie showed at the
end.
161
00:26:33.005 --> 00:26:51.264
Speaker 4 (Quinlan Conf Room): And then there's also, foundations, and
then grassroots College raises individual, sorry, money from individual
donors to augment all of our educational programs, because that's what a
lot of our donors and family foundations are really interested in,
especially, like, the program that Stephanie mentioned.
162
00:26:51.265 --> 00:26:55.004
Speaker 7 (Quinlan Conf Room): well-resourced financially, and what we
always use more.
163
00:26:55.005 --> 00:27:12.295
Speaker 4 (Quinlan Conf Room): We're a non-profit! And also, we could
always do more, because we have… what's wonderful is we have a nice
partnership with AmeriCorps, and we have so many of them coming through,
and then after the end of their term, they'd like to stay on, so I know.
There's actually… there's a lot… there's more we can do, I'll just say
that.
164
00:27:12.295 --> 00:27:31.264
Speaker 7 (Quinlan Conf Room): I just typed a question. Can I? I just
typed a question on invasive insects, and then I saw your presentation,
said, oh, there's invasive… we have invasive insects, so we have enough
of the local one. Good, good training. But seriously, are you not worried
about invasive insects coming in?
165
00:27:31.755 --> 00:27:34.634
Speaker 7 (Quinlan Conf Room): We don't spend a lot.
166
00:27:34.635 --> 00:27:35.505
Speaker 3 (Quinlan Conf Room): time…
167
00:27:35.510 --> 00:27:48.910
Speaker 4 (Quinlan Conf Room): It's like, just those… the mussels, like,
the mussels in the creek, or what are those ones called that we… they
want us to look at for our valley water, but yeah. Oh, I don't… Yeah, the
insects so much, they're not… They don't have such an issue for you.
168
00:27:48.915 --> 00:27:55.225
Speaker 5 (Quinlan Conf Room): focusing on the plants, and I mean, Yeah,
I, I think.
169
00:27:55.225 --> 00:27:58.964
Speaker 7 (Quinlan Conf Room): you get diseased plants? Like, do your
plants get diseases often?
170
00:27:58.965 --> 00:28:02.134
Speaker 5 (Quinlan Conf Room): From other insects? Not that I've
realized.
171
00:28:02.140 --> 00:28:06.449
Speaker 4 (Quinlan Conf Room): Squirrels love to eat them. Yeah. Go
first.
172
00:28:06.455 --> 00:28:13.464
Speaker 5 (Quinlan Conf Room): These are things like invasive shot hole
borer that we're kind of, like, keeping an eye out for. Valley Water has
given us,
173
00:28:13.585 --> 00:28:26.715
Speaker 5 (Quinlan Conf Room): a little bit of information about that,
but really, we're focused at the plant level and kind of what we're
supporting. I haven't seen anything that's concerned me coming in with
them. Yeah, thank you, yeah.
174
00:28:26.715 --> 00:28:28.585
Speaker 2 (Quinlan Conf Room): So, Commissioner Stanley. Yes, I think I
just.
175
00:28:28.590 --> 00:28:33.869
Speaker 6 (Quinlan Conf Room): I just want to follow on, because you got
to where my question was, what's your business model?
176
00:28:33.870 --> 00:28:42.450
Speaker 8 (Quinlan Conf Room): And is grassroots psychology just here at
McClellan Ranch, or you're much bigger and you're doing other things?
We're not that much bigger, but we.
177
00:28:42.455 --> 00:29:00.934
Speaker 4 (Quinlan Conf Room): We do have about 20 restoration sites
throughout southern San Mateo and northern Santa Clara counties, but it's
all public land and usually parks and open spaces, and so the model is
the same, where we're leveraging the energy of the community to help us
achieve a lot of these habitat goals, and also, you know.
178
00:29:00.935 --> 00:29:14.424
Speaker 4 (Quinlan Conf Room): people get… come out, like, a lot of
people come because they need to get volunteer hours, you know, let's
say, for something, and then they come back because they feel a
connection with the land, a connection with community, they, you know,
enjoy themselves and things like that. So even…
179
00:29:14.425 --> 00:29:31.444
Speaker 4 (Quinlan Conf Room): Like, not only does the city get, the
benefit of some of this other funding that I was talking about, but all
of that volunteer labor. I think the last time I did a presentation, it
came out to, like, you know, the city gets about 2X of what the
investment is because of all these other things in play. Okay, great,
thank you.
180
00:29:31.445 --> 00:29:36.454
Speaker 8 (Quinlan Conf Room): Yeah, I had a feeling that, you know, this
was just a little piece that you're showing us here.
181
00:29:36.455 --> 00:29:41.715
Speaker 4 (Quinlan Conf Room): major one, especially. Especially, you
know, it's, the meadow restoration has been really successful.
182
00:29:41.715 --> 00:29:48.074
Speaker 8 (Quinlan Conf Room): Yeah, I walk there every day, and I see
you guys. Oh, great! Yeah, Koshika.
183
00:29:48.377 --> 00:30:04.206
Speaker 9 (Quinlan Conf Room): I'm not sure if I heard it well. Did you
say grassroots ecology is a non-profit or for-profit? Oh, non-profit.
Non-profit, yes. Okay. Yes, a 501c3 for a non-profit. Awesome. Great job,
thank you so much.
184
00:30:04.215 --> 00:30:06.544
Speaker 7 (Quinlan Conf Room): Take care. If not, I have one for her.
185
00:30:06.880 --> 00:30:08.029
Speaker 2 (Quinlan Conf Room): Okay, so we can…
186
00:30:09.055 --> 00:30:10.214
Speaker 9 (Quinlan Conf Room): You order pickled.
187
00:30:10.215 --> 00:30:14.935
Speaker 6 (Quinlan Conf Room): Because first was clarifying questions.
When do we start questions? That's fine.
188
00:30:14.940 --> 00:30:18.470
Speaker 2 (Quinlan Conf Room): So, dear, do you get one? I have two
questions.
189
00:30:18.475 --> 00:30:34.944
Speaker 6 (Quinlan Conf Room): Okay, we can… Because it's, I want to
learn myself. Yeah. I'm listening to all the native, non-native, and I
see the ongoing battle. For me, I'm asking you, and I know it sounds
dumb, but again, I don't take care of plants in my life. Someone else
does for me.
190
00:30:34.965 --> 00:30:49.724
Speaker 6 (Quinlan Conf Room): Are we… are we going against nature?
Because, like I said, Simta, there's an ongoing effort all the time, and
I understand that we want to keep the native because we want to protect…
blah, blah, blah, blah, but are we going against nature, in a way?
191
00:30:50.350 --> 00:30:52.870
Speaker 5 (Quinlan Conf Room): Oh, like, kind of fighting the inevitable?
Yes.
192
00:30:53.170 --> 00:31:12.760
Speaker 5 (Quinlan Conf Room): I don't think so, because I think the
point of active restoration is to kind of reverse some of the historic
damage that has been done, and kind of, you know, people bringing plants
from other continents and over such huge distances. That's a pretty
recent thing, and it has changed the course
193
00:31:12.760 --> 00:31:22.309
Speaker 5 (Quinlan Conf Room): of our environmental outlook, right? But,
but now that's what we have to work with. So I think going forward,
194
00:31:22.310 --> 00:31:35.920
Speaker 5 (Quinlan Conf Room): this is… this is how we can… we can keep
shifting things a little bit, rather than losing our… our ecosystem
benefits forever, because it definitely is worth keeping. And again,
it's…
195
00:31:36.210 --> 00:31:43.519
Speaker 5 (Quinlan Conf Room): We're at a point in time where we're
really never going to be rid of a plant if it is at the status of being
invasive.
196
00:31:43.520 --> 00:32:03.569
Speaker 5 (Quinlan Conf Room): But you can clear enough of it away to
make space for our native plant populations to come back and compete
well. So that's really… it's like getting them to the point where they're
sort of coexisting and competing, and we're not losing something that is
really critical to thousands of years of essential relationships that
have been built.
197
00:32:03.575 --> 00:32:14.174
Speaker 6 (Quinlan Conf Room): In your response, you almost responded to
my second question, wondering if the non-native plants were planted by
residents, or brought in by
198
00:32:14.175 --> 00:32:26.075
Speaker 6 (Quinlan Conf Room): resident, which questions also, we
obviously are renting to resident area where they can put vegetables and
this and that. Does that come… that stems from there as well? It's from
all…
199
00:32:26.820 --> 00:32:46.139
Speaker 5 (Quinlan Conf Room): ways. Some things were brought in from the
nursery trade, and people didn't realize that it could escape their
garden, and then, like, Vinca, as an example, periwinkle, was a really
popular landscaping plant in the 70s and the 80s, and you still see it
planted on medians a lot, but it's now basically infested every single
waterway in the county.
200
00:32:46.170 --> 00:33:10.109
Speaker 5 (Quinlan Conf Room): And even, I think, maybe the whole state.
Because I remember reading reports from Northern California. So, a lot of
things, yes, were ornamental plants that people didn't realize, you know,
could go out with their compost, or maybe birds pick up seeds and then
drop them somewhere. Some things came in from, like, Spanish settlement
times, or a lot of our invasive grasses, like the Golden Hills of
California.
201
00:33:10.110 --> 00:33:14.280
Speaker 5 (Quinlan Conf Room): They weren't originally like that, because
all of these annual grasses
202
00:33:14.280 --> 00:33:33.260
Speaker 5 (Quinlan Conf Room): came over from Europe because they were
there to feed livestock. All our… most of our California grasses are
bunch grasses, and they're perennials, so they would stay pretty green
throughout the year. So that's, like, more of a… like, a historic
byproduct. So they're all different ways. And sometimes people confuse
plants, like, there was even a disastrous case
203
00:33:33.630 --> 00:33:51.889
Speaker 5 (Quinlan Conf Room): with salt marsh restoration, where, they…
they were bringing in a plant that they thought was a native plant, but
when it was that small, it looked like an invasive relative of that
plant, and then, like, the invasive species got introduced that way. So,
there are a lot of different ways that
204
00:33:51.970 --> 00:33:54.550
Speaker 5 (Quinlan Conf Room): invasive species can come, yeah.
205
00:33:54.555 --> 00:33:55.315
Speaker 9 (Quinlan Conf Room): The last.
206
00:33:55.315 --> 00:33:59.055
Speaker 6 (Quinlan Conf Room): Last but not least, it's not a question…
Yeah, I think you've made this issue.
207
00:33:59.055 --> 00:33:59.815
Speaker 2 (Quinlan Conf Room): Thank you for keeping.
208
00:33:59.815 --> 00:34:02.075
Speaker 6 (Quinlan Conf Room): In the, butterfly chain. Maybe one more
question.
209
00:34:02.075 --> 00:34:06.574
Speaker 2 (Quinlan Conf Room): It's already 40 minutes on this item, so
let's… 34. Yeah, go ahead.
210
00:34:06.575 --> 00:34:10.335
Speaker 9 (Quinlan Conf Room): Yeah, I don't have a question, just to
respond to the machine.
211
00:34:10.335 --> 00:34:15.885
Speaker 2 (Quinlan Conf Room): No, no, no response. We'll come back to
the comment section. I do have a question.
212
00:34:15.885 --> 00:34:18.565
Speaker 7 (Quinlan Conf Room): It's a very important one.
213
00:34:18.695 --> 00:34:25.314
Speaker 7 (Quinlan Conf Room): I don't know if this should be directed to
the city staff for here. I'll just say it, you can tell me where it
should be. Is it a question?
214
00:34:25.315 --> 00:34:26.935
Speaker 2 (Quinlan Conf Room): Comments, and we can do it.
215
00:34:26.935 --> 00:34:50.655
Speaker 7 (Quinlan Conf Room): It's not a comment, this is a question.
So, we, we have a lot of parks within Cupertino, and we also have the
walkway, on Sten, the Lawrence Mitty walkway that we have. So there are
plants over there, some of them are… since you guys have so much
resources and overflowing with volunteers, you know, turning away
volunteers, that would be such a bad idea to just take a quick
216
00:34:50.655 --> 00:34:58.025
Speaker 7 (Quinlan Conf Room): look around and say, and give your
assessment, since you're passionate about this, I pee very strongly about
this.
217
00:34:58.025 --> 00:35:05.025
Speaker 7 (Quinlan Conf Room): Because, for example, to ask the question,
again, Eucalyptus was introduced, it's completely destroyed.
218
00:35:05.025 --> 00:35:21.554
Speaker 7 (Quinlan Conf Room): All the other plants. So, ivy is certainly
one of them, and I do see quite a bit of it on the Lawrence Metis, trail.
So, if that's something to consider, the city staff, I don't know where
that fits, but this is wonderful. What you guys have used is perfect.
Yeah.
219
00:35:21.555 --> 00:35:26.075
Speaker 2 (Quinlan Conf Room): Okay, so thank you, and then… That's it.
Yeah, so…
220
00:35:26.075 --> 00:35:38.815
Speaker 7 (Quinlan Conf Room): The last thing is, can you also do a
program in your own McLaren so you educate people, about their own
gardens? What's native and what's non-native, and what they should
potentially be developing? We do have science.
221
00:35:38.815 --> 00:35:42.165
Speaker 5 (Quinlan Conf Room): for some of our native plants, like, along
the… And you've been doing those presentations.
222
00:35:42.170 --> 00:35:47.229
Speaker 4 (Quinlan Conf Room): presentations at the library. Yeah, that's
true. Okay, thank you.
223
00:35:47.235 --> 00:35:48.235
Speaker 2 (Quinlan Conf Room): Appreciate it.
224
00:35:48.345 --> 00:35:57.834
Speaker 2 (Quinlan Conf Room): There's no more clarifying questions, I
think we need to open this for public comments as well, in case if
anybody raised their hands on the Zoom, or…
225
00:35:58.735 --> 00:36:00.275
Speaker 2 (Quinlan Conf Room): For this particular item.
226
00:36:00.745 --> 00:36:17.105
Speaker 2 (Quinlan Conf Room): We have no speakers soon. Thank you, that
means I'll close the public comment now. It's for the comments, public
comments over, now it's for the commissioners. If you have any comments
on this particular one? Earlier, you asked for clarification questions,
now it's time for making any comments.
227
00:36:18.155 --> 00:36:21.814
Speaker 2 (Quinlan Conf Room): Just a follow-up.
228
00:36:21.815 --> 00:36:25.284
Speaker 8 (Quinlan Conf Room): I walk there every day with my dog, you
know, every day.
229
00:36:25.365 --> 00:36:39.064
Speaker 8 (Quinlan Conf Room): on the dog path. But, you know, I see you
in there with the volunteers, you know, on a particular day or morning
with groups, either Rotary, or schools, or the AmeriCorps, and I hope
230
00:36:39.065 --> 00:36:49.345
Speaker 8 (Quinlan Conf Room): that you can continue to get AmeriCorps,
because I know that program is quite a lot. And, so I just want to thank
you for everything you do, and how you engage
231
00:36:49.365 --> 00:36:52.425
Speaker 8 (Quinlan Conf Room): The community, and are helping us
232
00:36:52.535 --> 00:36:55.094
Speaker 8 (Quinlan Conf Room): I feel very strongly about this thing.
233
00:36:55.100 --> 00:36:57.070
Speaker 2 (Quinlan Conf Room): Commissioner Bonan? Yeah, I'll make a.
234
00:36:57.075 --> 00:37:06.815
Speaker 6 (Quinlan Conf Room): moment to say, first of all, thank you for
your presentation. I think that the word itself always scares people,
because they, oh, I'm not… I don't care about,
235
00:37:06.945 --> 00:37:17.605
Speaker 6 (Quinlan Conf Room): Parks and Recreation or clients, I don't
know anything, but I think education will always remain, maybe a social
media post, what is native, what is non-native, maybe interact with
people.
236
00:37:17.615 --> 00:37:29.395
Speaker 6 (Quinlan Conf Room): educate them non-stop, like Commissioner
mentioned. I think an ongoing education is needed, and hopefully you may
want to consider that, because people would like to be in,
237
00:37:29.465 --> 00:37:37.244
Speaker 6 (Quinlan Conf Room): part of the understanding on why we do
things just sort of. But thank you for your presentation. Thank you.
Commissioner Shaker.
238
00:37:37.555 --> 00:37:46.955
Speaker 9 (Quinlan Conf Room): I just would like to add a comment,
because it was brought up. The, McDonald Ranch community assignments.
239
00:37:47.025 --> 00:37:54.904
Speaker 9 (Quinlan Conf Room): There was a question, we were wondering
if… whether people are planting wrong things. There are… I… I'm a owner
of one of those plots.
240
00:37:54.905 --> 00:38:10.585
Speaker 9 (Quinlan Conf Room): There are very strict rules about what we
can plant and what we cannot plant, and also the city staff, Kayla, is
always watching and catching. You know, even with the weed, you cannot
let it grow, you know, so whether she makes sure that people
241
00:38:10.585 --> 00:38:12.925
Speaker 9 (Quinlan Conf Room): Take care of their own plants, and around.
242
00:38:13.775 --> 00:38:15.615
Speaker 9 (Quinlan Conf Room): Excellent. Thank you.
243
00:38:15.855 --> 00:38:18.845
Speaker 9 (Quinlan Conf Room): Any other comments from Commissioners?
Good.
244
00:38:18.850 --> 00:38:26.310
Speaker 2 (Quinlan Conf Room): No other comment. Thank you so much, Jeff
and yeah, Alex. It's awesome. Fantastic. It's a pleasure.
245
00:38:27.360 --> 00:38:35.289
Speaker 2 (Quinlan Conf Room): So, we'll move to the next item in the
business, but since we made the subject item number 2,
246
00:38:35.590 --> 00:38:40.639
Speaker 2 (Quinlan Conf Room): later. So now, the next item on the agenda
is approval of minutes.
247
00:38:40.990 --> 00:38:46.529
Speaker 2 (Quinlan Conf Room): Item number 3, subject May 7th, 2026, Park
Transit Creation Permission.
248
00:38:47.360 --> 00:38:49.680
Speaker 2 (Quinlan Conf Room): And the action is to uproot them.
249
00:38:49.810 --> 00:38:50.810
Speaker 2 (Quinlan Conf Room): I'll make a.
250
00:38:50.815 --> 00:38:55.694
Speaker 6 (Quinlan Conf Room): Motion to approve the May 7 Parks and
Recreation issue.
251
00:38:57.750 --> 00:38:58.670
Speaker 2 (Quinlan Conf Room): and staff.
252
00:38:59.320 --> 00:39:03.380
Speaker 2 (Quinlan Conf Room): Commissioner Bono? Aye. Commissioner
Sandik? Yes.
253
00:39:03.470 --> 00:39:07.690
Speaker 1 (Quinlan Conf Room): Commissioner Swamy? Yes. Vice Chair
Trumkin? Those absent.
254
00:39:07.880 --> 00:39:11.520
Speaker 1 (Quinlan Conf Room): Okay, so do you have saves? Okay.
255
00:39:11.520 --> 00:39:14.769
Speaker 9 (Quinlan Conf Room): the minutes, I'm fine, no questions? You
will be abstract.
256
00:39:14.775 --> 00:39:15.675
Speaker 2 (Quinlan Conf Room): I mean.
257
00:39:15.675 --> 00:39:18.085
Speaker 10 (Quinlan Conf Room): Yeah, Jared Marcos?
258
00:39:18.090 --> 00:39:23.910
Speaker 1 (Quinlan Conf Room): Oh, yes. The motion carries. The vice
chair should begin abstaining.
259
00:39:23.915 --> 00:39:31.314
Speaker 2 (Quinlan Conf Room): one, even… is this open for public
comments, too? Because after any move on, now the new procedure.
260
00:39:32.185 --> 00:39:34.945
Speaker 2 (Quinlan Conf Room): Let's just a public comment for this item.
261
00:39:35.895 --> 00:39:39.825
Speaker 2 (Quinlan Conf Room): We can do public comment for this item.
It's not traditional, but we can do.
262
00:39:39.830 --> 00:39:40.400
Speaker 1 (Quinlan Conf Room): it.
263
00:39:40.400 --> 00:39:45.479
Speaker 2 (Quinlan Conf Room): Yeah, because it was after the new thing,
it was described as, is there any public comments on each other?
264
00:39:46.100 --> 00:39:49.749
Speaker 2 (Quinlan Conf Room): Is there any public comments, and any
advance rights on that?
265
00:39:49.940 --> 00:39:50.930
Speaker 2 (Quinlan Conf Room): Okay, sweet.
266
00:39:50.935 --> 00:39:52.645
Speaker 1 (Quinlan Conf Room): We have no speakers, Sarah.
267
00:39:52.810 --> 00:39:57.250
Speaker 2 (Quinlan Conf Room): Awesome. If that's the case, let's close
the public comment on this, too.
268
00:39:57.500 --> 00:40:03.209
Speaker 2 (Quinlan Conf Room): This should have been done before the
motion, but I made a mistake, so it's all done good. Thank you.
269
00:40:03.380 --> 00:40:06.239
Speaker 2 (Quinlan Conf Room): Is there any postponements, Stan?
270
00:40:06.540 --> 00:40:09.010
Speaker 2 (Quinlan Conf Room): We have no postponements today.
271
00:40:09.150 --> 00:40:10.120
Speaker 2 (Quinlan Conf Room): Excellent.
272
00:40:10.610 --> 00:40:21.949
Speaker 2 (Quinlan Conf Room): Okay, now let's go to the oral
communications. This portion of the meeting is reserved for persons
wishing to address the Commission on any other
273
00:40:22.260 --> 00:40:27.010
Speaker 2 (Quinlan Conf Room): any matter within the jurisdiction of the
Commissioner not on the agenda item.
274
00:40:27.160 --> 00:40:37.700
Speaker 2 (Quinlan Conf Room): And speakers are limited to 3 minutes. In
most cases, state law will prohibit the Commission from making any
decisions with respect to a matter not on the agenda.
275
00:40:37.860 --> 00:40:48.419
Speaker 2 (Quinlan Conf Room): The Commissioner of Staff may briefly
respond to the statements made or questions posed, and the Commission may
request staff to report back at a subsequent meeting.
276
00:40:49.150 --> 00:41:01.969
Speaker 2 (Quinlan Conf Room): As a reminder, comments can also be
emailed to parkandrecreationcommission at puppetino.gov. If any member of
the public would like to make comments, please fill out… I think you
already fill it out here, I see it.
277
00:41:01.970 --> 00:41:10.819
Speaker 2 (Quinlan Conf Room): Staff, let's go through it. I don't ask
whether we have it. I see a lot of blue cuts on the table, and the people
in the room, so let's listen in.
278
00:41:10.825 --> 00:41:23.535
Speaker 1 (Quinlan Conf Room): We have two speakers in person and one
speaker remotely. Our first speaker is Dina Horith, followed by Marshall,
followed by Minasu. Welcome, Dina. Yes, please.
279
00:41:33.195 --> 00:41:34.515
Speaker 1 (Quinlan Conf Room): Good evening.
280
00:41:34.805 --> 00:41:39.104
Speaker 1 (Quinlan Conf Room): My name is Vina Horath, and I'm a Cooper.
281
00:41:39.110 --> 00:41:40.750
Speaker 11 (Quinlan Conf Room): Latino president.
282
00:41:41.650 --> 00:41:53.449
Speaker 11 (Quinlan Conf Room): I know you're making decisions that will
affect Pickleball at Memorial Park, so I'd like to share my story and
explain why this community is so important to me.
283
00:41:54.050 --> 00:41:56.769
Speaker 11 (Quinlan Conf Room): I'm a self-proclaimed cult.
284
00:41:56.990 --> 00:42:07.879
Speaker 11 (Quinlan Conf Room): I was never athletic. Riding a bike was a
major accomplishment, and going to the gym felt, like, as enjoyable as
having a tooth pulled.
285
00:42:08.050 --> 00:42:16.620
Speaker 11 (Quinlan Conf Room): Then I discovered pickleball. At first, I
played at other courts, but I always had to find a foursome before I
could play.
286
00:42:16.750 --> 00:42:25.790
Speaker 11 (Quinlan Conf Room): As a result, I didn't get on the court
very often. Everything changed when I was introduced to Memorial Park.
287
00:42:25.900 --> 00:42:40.839
Speaker 11 (Quinlan Conf Room): The system there was simple. You put your
paddle down, and when a court opened up, the next four paddles played. I
hardly knew anyone when I started, but it didn't take long before I felt
like I was part of the group.
288
00:42:41.200 --> 00:42:51.560
Speaker 11 (Quinlan Conf Room): Today, those players are some of my
closest friends. Sometimes I feel like Norm from Cheers. I walk up and I
hear, Dina! Dina! Dina!
289
00:42:51.650 --> 00:43:01.210
Speaker 11 (Quinlan Conf Room): We don't just play tickle ball together,
we go to dinner, meet for happy hours, host pop, do crafts, and support
one another.
290
00:43:01.330 --> 00:43:11.299
Speaker 11 (Quinlan Conf Room): For many of us, pickleball was just how
we met. What keeps us coming back are our friendships we've built, and
the people we've come to care about.
291
00:43:11.460 --> 00:43:17.330
Speaker 11 (Quinlan Conf Room): What started as a game has grown into a
community that feels more like family.
292
00:43:17.900 --> 00:43:34.280
Speaker 11 (Quinlan Conf Room): I don't want to imagine what would happen
if too many restrictions were placed on play. It wouldn't just reduce
court time, it would disrupt our relationships and our support network
that means far more than just a place to play.
293
00:43:34.640 --> 00:43:48.949
Speaker 11 (Quinlan Conf Room): And I also want to emphasize that we care
deeply about the neighbors. We understand that the noise can be
frustrating and irritating, and we want a solution that works for
everyone.
294
00:43:49.010 --> 00:44:02.020
Speaker 11 (Quinlan Conf Room): The most effective way to address this
issue is to install the noise barriers as soon as possible. Our neighbors
have been waiting far too long, and they deserve relief.
295
00:44:02.340 --> 00:44:17.250
Speaker 11 (Quinlan Conf Room): We support taking action now so that both
the surrounding residents and the pickleball players can continue to
enjoy Memorial Park and the sense of connection it brings to all of us.
296
00:44:17.690 --> 00:44:20.619
Speaker 11 (Quinlan Conf Room): Thank you. Thank you. Thank you, Dean.
297
00:44:20.625 --> 00:44:25.845
Speaker 1 (Quinlan Conf Room): Marshall, followed by Mina Zhu. Welcome,
Marshall.
298
00:44:25.845 --> 00:44:31.485
Speaker 2 (Quinlan Conf Room): Thank you, and thank you for hearing us
out on this topic. My name's Marshall Maple.
299
00:44:31.490 --> 00:44:41.670
Speaker 12 (Quinlan Conf Room): I'm a Cupertino resident. I've moved to
Cupertino in 94. I moved to California in 81. I moved to Cupertino for
the schools, and my kids went K-12,
300
00:44:41.770 --> 00:45:00.329
Speaker 12 (Quinlan Conf Room): graduated from Monta Vista, and they said
the UCs were easier than high school. So, congratulations to you guys
for, drawing that. You know, I have a very active lifestyle from the very
beginning. I moved here from Ohio because I wanted to ski. The mountains
in Ohio are not distant, right? But, you know, there's
301
00:45:00.760 --> 00:45:13.069
Speaker 12 (Quinlan Conf Room): pickleball, hockey, volleyball, you name
your sport, I need to have some activity. You know, the big thing is, I
started playing pickleball, I took lessons at the Sports Center in
Cupertino.
302
00:45:13.070 --> 00:45:27.570
Speaker 12 (Quinlan Conf Room): Probably a little over 3 years ago, then
I started playing, I watched the transformation of the courts here at
Memorial Park. It was one court, you had your nets, you had to drag them
out. It was good for practicing, not so much for playing, and now it's 8
courts that are really…
303
00:45:27.570 --> 00:45:31.510
Speaker 12 (Quinlan Conf Room): actively pursued with people, and, you
know, I think the whole thing
304
00:45:31.510 --> 00:45:49.869
Speaker 12 (Quinlan Conf Room): is really neat. Dina outlined that, the
whole social aspect. I've gone to Mitchell Park in Palo Alto, McKenzie
Park in Los Altos, Rang'sdorf. I frequented all of them for quite a
while, but I've settled in on coming to Memorial Park because of the
305
00:45:49.870 --> 00:46:03.150
Speaker 12 (Quinlan Conf Room): bench area that lets the people collect
in between the games. There's 8 courts, there's probably 8 courts of
people sitting there, and you get to meet all sorts of people, and I have
formed lots of friendships on it. I think the socialization aspect of it
306
00:46:03.200 --> 00:46:18.220
Speaker 12 (Quinlan Conf Room): can't be, lost in this whole thing, and,
you know, it builds a sense of community here, you know? I guess the big
thing is, there's noise. There's no doubt. There's a pop on the paddle,
you know, so the… the…
307
00:46:18.765 --> 00:46:19.595
Speaker 13 (Quinlan Conf Room): pickleball.
308
00:46:19.600 --> 00:46:29.960
Speaker 12 (Quinlan Conf Room): committee here, CPC as we call them, you
know, actively works with the neighbors. They've talked to them, and they
understand the morning hours were the most offensive to them.
309
00:46:29.960 --> 00:46:46.280
Speaker 12 (Quinlan Conf Room): they implemented, got everyone to use
quiet paddles in the morning hours. I mean, that was proactively, on
their own, just to try and address that. So, we're working with them, you
know, in a good neighbor aspect of it. But what we've learned recently is
there's a proposal to change
310
00:46:46.520 --> 00:47:05.690
Speaker 12 (Quinlan Conf Room): the playtime. Get rid of Monday, force
quiet paddles all the time, there's also… which will break down the whole
ecosystem that you've established with this. And I think the point that
we want to get is we have a proactive group here that will work the
issues, that will meet you, will
311
00:47:05.690 --> 00:47:23.589
Speaker 12 (Quinlan Conf Room): work through the process, but we don't
want to be left out. But we understand the neighbors hadn't heard about
these rules, we hadn't heard about these rules, and these changes will
have a severe impact on the ability to play there. So, with that, I ask
you to keep us involved, and thank you for your hearings.
312
00:47:24.270 --> 00:47:26.029
Speaker 1 (Quinlan Conf Room): Thank you, Marshall.
313
00:47:26.250 --> 00:47:28.990
Speaker 1 (Quinlan Conf Room): And our next speaker is Linda Zhu.
314
00:47:31.520 --> 00:47:32.829
Speaker 1 (Quinlan Conf Room): Hold on, Minam.
315
00:47:34.020 --> 00:47:57.460
Minna Xu: Oh, hello? Hi, my name is Mina, I'm a Cupertino resident, and I
was also a Park and Rec Commissioner from 2018 to 2022, and last year, I
came to this meeting and asked for the Lawrence Meaty Park schedule,
because I remember before I left.
316
00:47:57.460 --> 00:48:04.919
Minna Xu: the Park Commission, in December, 2022, we started the.
317
00:48:04.920 --> 00:48:25.169
Minna Xu: conceptual design for Lawrence Meatty Park, but after that,
seems the website was not updated. So, last year, I asked for the
schedule, and thanks for all the staff, all the commissioners. Now, I see
a very detailed schedule on Cupertino website.
318
00:48:25.170 --> 00:48:28.209
Minna Xu: About the Lawrence Meaty, park.
319
00:48:28.340 --> 00:48:36.580
Minna Xu: And now I just have some questions. I'm wondering if everything
is on schedule now?
320
00:48:36.580 --> 00:48:56.980
Minna Xu: because there are several milestones in this year, in 2026,
that in April, the Lawrence Meaty Park should already got the
environmental permit, and in August, the… it should get the city permit.
So I'm just wondering if it's…
321
00:48:56.980 --> 00:49:07.800
Minna Xu: still on schedule, because I remember at the beginning, we
target the Lawrence Meaty Park will be completed in 2027.
322
00:49:07.820 --> 00:49:22.420
Minna Xu: And so, yeah, a lot of residents around that area, they're
really concerned if this park, yeah, everything is still on schedule. And
thank you for your effort.
323
00:49:22.420 --> 00:49:32.700
Minna Xu: Yeah, and we are very happy to see the detailed schedule, and
so we can see if anything… everything is still on track. Yeah, that's
all. Thanks.
324
00:49:33.750 --> 00:49:38.429
Speaker 1 (Quinlan Conf Room): Thank you, Megan. Thank you. We have no
remaining speakers in person or remotely.
325
00:49:39.010 --> 00:49:46.900
Speaker 2 (Quinlan Conf Room): Awesome. Thank you. Thanks for your
comments. I think Dina, Marshall, and Lena, so appreciate your time, and…
Thank you. Thank you.
326
00:49:46.905 --> 00:49:48.425
Speaker 10 (Quinlan Conf Room): Sure, yeah.
327
00:49:48.425 --> 00:49:53.704
Speaker 7 (Quinlan Conf Room): Would you say that we can just make one
quick clarifying comment or something? There's nothing.
328
00:49:53.705 --> 00:49:58.884
Speaker 2 (Quinlan Conf Room): it's really important that we cannot
maintain this is not an agenda item. No, it's not, because it's.
329
00:49:58.885 --> 00:50:12.555
Speaker 7 (Quinlan Conf Room): That was something you brought up, I think
it is important to… because the issue came up about the timing
restrictions. I don't believe it came in any of the Commission meetings,
is all I'm saying, that even we are in the dark.
330
00:50:13.130 --> 00:50:15.839
Speaker 12 (Quinlan Conf Room): So does that mean it won't go into
effect?
331
00:50:15.845 --> 00:50:30.664
Speaker 2 (Quinlan Conf Room): No, no, we cannot discuss it. Yeah, sorry,
yeah. Yeah, so I think it's, it's under the City Council, as you know, on
June 16th, there will be a discussion on the budget, and this particular
item is on that one on June 16th. That's for your information.
332
00:50:30.675 --> 00:50:37.264
Speaker 2 (Quinlan Conf Room): Just wanted to let you know. Thank you.
Appreciate it. Thank you. Thanks for raising your concerns and sharing
with us. Appreciate it. Thank you.
333
00:50:38.135 --> 00:50:42.854
Speaker 1 (Quinlan Conf Room): We had another person just raise their
hand on Zoom for oral communication.
334
00:50:42.855 --> 00:50:45.775
Speaker 2 (Quinlan Conf Room): Yeah, I haven't closed it yet, so… Okay.
Please.
335
00:50:45.925 --> 00:50:48.764
Speaker 2 (Quinlan Conf Room): So our nextooper's name is Garrett.
336
00:50:50.370 --> 00:50:55.290
Speaker 1 (Quinlan Conf Room): The speaker's name is Eric. Aerif.
337
00:51:10.200 --> 00:51:11.300
Speaker 1 (Quinlan Conf Room): Welcome, Eric.
338
00:51:14.250 --> 00:51:15.690
Aref: Hey there. Thank you.
339
00:51:16.060 --> 00:51:17.500
Aref: I hope you guys can hear me.
340
00:51:18.690 --> 00:51:19.530
Speaker 2 (Quinlan Conf Room): Yes, please.
341
00:51:19.530 --> 00:51:32.330
Aref: Awesome. Good evening, everyone. My name is Araf Sheikh, and I'm a
resident of Cupertino. I wanted to log on tonight just to share my
perspective on our pickleball coach over at Memorial Park.
342
00:51:32.980 --> 00:51:38.340
Aref: When my family and I first started playing, we thought we were just
picking up a fun hobby.
343
00:51:38.630 --> 00:51:41.470
Aref: But it has really become a vital anchor for us.
344
00:51:41.940 --> 00:51:46.999
Aref: Like every family today, our lives are busy with works, school, and
daily schedules.
345
00:51:47.180 --> 00:51:55.029
Aref: While we value our time together at home, the Pickleball Court has
given us a completely unique extra connection point.
346
00:51:55.330 --> 00:52:05.280
Aref: In fact, some weeks, I think we share more deep laughs and high
fives on the court than we even manage around the dinner table or
otherwise.
347
00:52:05.560 --> 00:52:10.120
Aref: It's a dedicated space where we can step away from a daily rush.
348
00:52:10.330 --> 00:52:14.699
Aref: Away from screens, and enjoy being a family.
349
00:52:14.980 --> 00:52:25.749
Aref: It doesn't replace the time we spend together at home, it actually
amplifies it, adding a level of shared fun and energy that has truly
enriched our lives.
350
00:52:26.140 --> 00:52:29.960
Aref: But that's just, that's, just half the story.
351
00:52:30.320 --> 00:52:35.650
Aref: The true magic of these codes is the unique community that we have,
and it's growing.
352
00:52:35.940 --> 00:52:42.219
Aref: It's one of the rare places in our township where age, background,
and ethnicity doesn't matter.
353
00:52:42.650 --> 00:52:46.479
Aref: On any given day, you'll see teenagers partnering with retirees.
354
00:52:46.610 --> 00:52:55.530
Aref: And neighbors who have lived here for decades welcoming people who
just moved to the area. We were the newbies a couple of years back, and I
was welcomed.
355
00:52:56.610 --> 00:53:05.610
Aref: It's become this amazing micro-neighborhood where everyone looks
forward to seeing each other, catching up between games, or having good
time together.
356
00:53:05.980 --> 00:53:12.079
Aref: It's transformed a simple public facility into a vibrant, welcoming
hub.
357
00:53:12.330 --> 00:53:17.630
Aref: That gives everyone who plays there a profound sense of local
belonging.
358
00:53:18.730 --> 00:53:27.729
Aref: Public spaces are meant to bring people together, and I want to
commend the township, because these codes are exactly doing that, and
much more.
359
00:53:28.050 --> 00:53:32.050
Aref: So I really hope you will keep supporting the Bical Codes.
360
00:53:32.250 --> 00:53:38.959
Aref: Specifically by not reducing the playing time, because that will
really be counterproductive to what we have going there.
361
00:53:39.570 --> 00:53:43.940
Aref: I also hope the City Council votes in favor of the sound barrier.
362
00:53:44.070 --> 00:53:45.970
Aref: A win-win solution for all.
363
00:53:46.270 --> 00:53:47.469
Aref: Thank you for your time.
364
00:53:48.830 --> 00:53:49.970
Speaker 2 (Quinlan Conf Room): Thank you, Eric.
365
00:53:50.960 --> 00:53:53.590
Speaker 1 (Quinlan Conf Room): We have no permitting speakers, Chair.
366
00:53:53.595 --> 00:54:01.195
Speaker 2 (Quinlan Conf Room): Thank you, Eric. And so, if there's no
more people on it, so let me close the oral communications. Thank you.
367
00:54:01.565 --> 00:54:02.655
Speaker 2 (Quinlan Conf Room): Thank you.
368
00:54:03.425 --> 00:54:04.425
Speaker 2 (Quinlan Conf Room): Thank you, sir.
369
00:54:05.525 --> 00:54:09.445
Speaker 2 (Quinlan Conf Room): Moving on to the next item, full business.
370
00:54:10.255 --> 00:54:13.245
Speaker 2 (Quinlan Conf Room): Do we have any… know what this means?
Like, stop?
371
00:54:15.465 --> 00:54:18.504
Speaker 2 (Quinlan Conf Room): Okay, turn on to the new business.
372
00:54:18.855 --> 00:54:25.395
Speaker 2 (Quinlan Conf Room): Item number 4, the subject is Santa Clara
County Library District Story Walk in…
373
00:54:26.015 --> 00:54:29.614
Speaker 2 (Quinlan Conf Room): I mean, we're supposed to…
374
00:54:29.615 --> 00:54:30.375
Speaker 6 (Quinlan Conf Room): We've been back.
375
00:54:30.375 --> 00:54:31.055
Speaker 2 (Quinlan Conf Room): So…
376
00:54:31.295 --> 00:54:37.314
Speaker 2 (Quinlan Conf Room): No, we said after the new business. So,
initial motion was to move that, as our staff was making the question on.
377
00:54:37.320 --> 00:54:44.329
Speaker 6 (Quinlan Conf Room): the motion that we added, because my
question is, is the city staff are on the clock?
378
00:54:45.560 --> 00:54:49.180
Speaker 6 (Quinlan Conf Room): Are they paid out… are we paying them to
stay longer?
379
00:54:49.780 --> 00:54:52.809
Speaker 6 (Quinlan Conf Room): No, because as an employer, I would not
want that.
380
00:54:53.000 --> 00:54:57.520
Speaker 6 (Quinlan Conf Room): it would be rude, and it would be under
cost for the city, so… I think you should just ask.
381
00:54:57.525 --> 00:55:00.174
Speaker 7 (Quinlan Conf Room): And we can take this offline at a later
point. Yeah, but I think.
382
00:55:00.175 --> 00:55:04.145
Speaker 2 (Quinlan Conf Room): Because it was the original portion when
we found… I was just gonna say we've already found.
383
00:55:04.150 --> 00:55:06.150
Speaker 3 (Quinlan Conf Room): take an action. Okay, fine.
384
00:55:06.155 --> 00:55:10.844
Speaker 2 (Quinlan Conf Room): I think that's a valid point,
Commissioner, Bono is bringing.
385
00:55:10.845 --> 00:55:14.985
Speaker 3 (Quinlan Conf Room): We have staff presenting in both of the
next two presentations, so…
386
00:55:15.395 --> 00:55:18.294
Speaker 3 (Quinlan Conf Room): We're pretty much in the same situation
with both, so…
387
00:55:18.295 --> 00:55:20.164
Speaker 11 (Quinlan Conf Room): That might help you a bit.
388
00:55:20.170 --> 00:55:20.680
Speaker 6 (Quinlan Conf Room): Got it.
389
00:55:20.680 --> 00:55:31.789
Speaker 2 (Quinlan Conf Room): Okay, okay, but I think it's a very valid
point, Commissioner Bono. We will take that into consideration next time
before we move on, any of those juggling agenda items. Thank you.
390
00:55:31.795 --> 00:55:40.224
Speaker 3 (Quinlan Conf Room): join us at the table really quick and get
comfortable while we get the technology set up. Thank you so much for
being patiently waiting.
391
00:55:42.315 --> 00:55:48.254
Speaker 2 (Quinlan Conf Room): Before we move on, I just want to read out
the recommended action, because I want to make sure Commissioners are
aware.
392
00:55:48.435 --> 00:55:53.985
Speaker 2 (Quinlan Conf Room): So, it's a receiver presentation from the
County Library District, Santa Clara County Library District, and a rank
393
00:55:54.425 --> 00:56:01.274
Speaker 2 (Quinlan Conf Room): the three potential walk locations for
recommendation of the three walk initiatives for recommendation to the
City Council.
394
00:56:01.675 --> 00:56:10.174
Speaker 2 (Quinlan Conf Room): Before we move on, maybe you can outline
on what is that ranking, who ranks what, and what the role we are going
to play. Absolutely.
395
00:56:10.175 --> 00:56:10.705
Speaker 1 (Quinlan Conf Room): A lot of.
396
00:56:10.710 --> 00:56:12.889
Speaker 3 (Quinlan Conf Room): people. Yeah, that's what I'm saying.
397
00:56:12.895 --> 00:56:16.574
Speaker 2 (Quinlan Conf Room): If I have to rank every… oh, it's too
difficult. Yes, we have a lot of people.
398
00:56:16.575 --> 00:56:23.964
Speaker 3 (Quinlan Conf Room): at the table. So, first of all, we have
Diane and Karen here, that are from the library district.
399
00:56:23.965 --> 00:56:40.895
Speaker 3 (Quinlan Conf Room): They're technically the ones making the
proposal and presenting both tonight, but due to the unique relationship
with this program that's being proposed to City Council, we also have
members of the Library Commission here. The Library Commission heard this
item last night.
400
00:56:40.905 --> 00:56:50.954
Speaker 3 (Quinlan Conf Room): And has a recommendation to Council on the
program overall. However, the program overall has a component that
involves parks.
401
00:56:50.955 --> 00:57:06.675
Speaker 3 (Quinlan Conf Room): Right, and that's why this commission is
involved in that element only, not on bringing the program to Cupertino
as much as it is to… if the Council should take action to move forward,
on which location, is
402
00:57:06.785 --> 00:57:23.654
Speaker 3 (Quinlan Conf Room): you know, ranked, and whether they, concur
with the recommendation of the Parks and Rec Commission. So it's a really
unique project that's being, involved, really, four different partners,
the city, the library district, the Library Commission, and the Parks and
Recreation Commission.
403
00:57:23.655 --> 00:57:27.934
Speaker 3 (Quinlan Conf Room): Okay, so I'm gonna, do you have anything
to add? Kind of still…
404
00:57:27.935 --> 00:57:28.635
Speaker 8 (Quinlan Conf Room): Oh, I'm.
405
00:57:28.640 --> 00:57:30.870
Speaker 3 (Quinlan Conf Room): Sorry!
406
00:57:31.705 --> 00:57:33.835
Speaker 8 (Quinlan Conf Room): I'm just gonna introduce everybody, but…
Go for it.
407
00:57:33.835 --> 00:57:39.475
Speaker 4 (Quinlan Conf Room): Hi, nice to see you all. My name's Molly
James, I'm one of the recreation Managers here, and I'm.
408
00:57:39.480 --> 00:57:52.169
Speaker 14 (Quinlan Conf Room): also the liaison to the Library
Commission. So that is the role that I am in tonight. And our wonderful
library commissioners are very excited about this program. They have been
championing… championing… Championing. Yep.
409
00:57:52.720 --> 00:58:03.250
Speaker 14 (Quinlan Conf Room): And, and so excited for it, and so they
have formed a subcommittee, to help with the presentation, from
410
00:58:03.250 --> 00:58:13.950
Speaker 14 (Quinlan Conf Room): And they will help with, the presentation
here, and then also, should it move forward to Council, they will also be
there to answer questions, and things like that, should that move
forward.
411
00:58:13.960 --> 00:58:21.049
Speaker 14 (Quinlan Conf Room): And then we also have Diane Roche, who is
our, the Director of County Library Communication and Marketing.
412
00:58:21.300 --> 00:58:31.599
Speaker 14 (Quinlan Conf Room): And Karen Dixon, who works at our very
own Cuppetino Library, and she is the, sorry, adult supervising
Librarian, or other way around, supervising adult
413
00:58:31.980 --> 00:58:34.560
Speaker 14 (Quinlan Conf Room): Prising Librarian for Adult and Teen
Services.
414
00:58:34.560 --> 00:58:38.520
Speaker 1 (Quinlan Conf Room): It's too close.
415
00:58:39.055 --> 00:58:43.704
Speaker 14 (Quinlan Conf Room): And so they will be doing your
presentation tonight, and our ask is that you rank.
416
00:58:43.855 --> 00:58:49.854
Speaker 14 (Quinlan Conf Room): Should you choose to move forward, you
rank the three locations that the city has selected as possible choices.
417
00:58:50.450 --> 00:58:59.610
Speaker 2 (Quinlan Conf Room): Thank you. So, kind of, before we move on
to the presentation, so when we… I haven't seen… so, maybe we'll listen
to it first, and then I wanted to see
418
00:59:00.310 --> 00:59:03.159
Speaker 2 (Quinlan Conf Room): What the rationals begin, the initial
proposal, and then…
419
00:59:03.670 --> 00:59:11.809
Speaker 2 (Quinlan Conf Room): I assume that we will rank it after the
clarifying questions during the comment section, is it what I think,
right? I think,
420
00:59:11.815 --> 00:59:12.574
Speaker 13 (Quinlan Conf Room): Because there's no…
421
00:59:12.575 --> 00:59:20.734
Speaker 2 (Quinlan Conf Room): banking sheet or anything, no prior, so
I'm not sure. Correct. So maybe we'll listen in first, and then we will
go on to clarifying questions.
422
00:59:20.845 --> 00:59:25.325
Speaker 2 (Quinlan Conf Room): And then, we will come back to the comment
section at the time where we were.
423
00:59:25.575 --> 00:59:28.275
Speaker 2 (Quinlan Conf Room): Figuring out how you're going to help
rank.
424
00:59:28.545 --> 00:59:37.805
Speaker 2 (Quinlan Conf Room): Right? Or help support the initial
ranking, whatever it is. Is that… that we can do that? Okay, so if that
is the case, let's listen in. Explore is yours, please.
425
00:59:38.275 --> 00:59:44.574
Speaker 2 (Quinlan Conf Room): Okay, I think I start, and thank you very
much for your time. I want to be sure that I am.
426
00:59:44.580 --> 00:59:51.070
Speaker 15 (Quinlan Conf Room): starting at the right place, so just a
show of hands, how many of you are familiar with Weppy Story Walk?
427
00:59:52.650 --> 01:00:09.239
Speaker 15 (Quinlan Conf Room): Okay, let me give you a high-level… a
story walk is an opportunity for us to bring a storybook into a public
space. So, in this case, it consists of 17 frames, semi-permanent frames.
428
01:00:09.240 --> 01:00:16.209
Speaker 15 (Quinlan Conf Room): That we would install into a location,
and we put in pages of a children's picture book.
429
01:00:16.210 --> 01:00:26.969
Speaker 15 (Quinlan Conf Room): So it encourages families to be able to
explore, exercise their bodies as well as their minds to introduce
children to stories.
430
01:00:27.580 --> 01:00:29.750
Speaker 15 (Quinlan Conf Room): And so,
431
01:00:30.040 --> 01:00:42.710
Speaker 15 (Quinlan Conf Room): If we go to Y story blocks, the Santa
Clara County Library District, we have 5 story blocks currently installed
in 5 of our different cities.
432
01:00:42.710 --> 01:00:56.179
Speaker 15 (Quinlan Conf Room): And it's a great opportunity for cities
and for the library district to partner. What we have seen is that it
builds a deeper community connection with their, in this case, a city
park.
433
01:00:56.180 --> 01:01:04.580
Speaker 15 (Quinlan Conf Room): is what we would be proposing. It just…
it promotes just this healthy lifestyle, again, exercising your brain and
your body.
434
01:01:04.580 --> 01:01:11.080
Speaker 15 (Quinlan Conf Room): We… love to encourage families with
little ones. Their children's brains are
435
01:01:11.210 --> 01:01:17.670
Speaker 15 (Quinlan Conf Room): 90% developed by the time they're 5 years
old. So the earlier we introduce them to reading.
436
01:01:17.830 --> 01:01:21.480
Speaker 15 (Quinlan Conf Room): The more opportunity they have to become
successful readers.
437
01:01:21.730 --> 01:01:31.349
Speaker 15 (Quinlan Conf Room): And we really want to encourage that
family engagement, getting families to walk around and read with their
children. That's the best way to develop readers.
438
01:01:31.590 --> 01:01:47.470
Speaker 15 (Quinlan Conf Room): And it's just… it's a great opportunity
to introduce children to new words, to concepts, to get them moving and
thinking, you know, because this is… this is how they develop all of the
skills that they're going to need to be successful in school as well.
439
01:01:49.500 --> 01:02:07.210
Speaker 15 (Quinlan Conf Room): And if you want to, I'm gonna kind of
speed through, you can slow me down if you have questions, but just for
sake of timing and respecting your time, I'm gonna move kind of quickly.
So, this map is showing Jack Fisher Park, which is in, in Campbell.
440
01:02:07.540 --> 01:02:14.079
Speaker 15 (Quinlan Conf Room): And the ideal criteria for selecting a
story walk
441
01:02:14.200 --> 01:02:33.419
Speaker 15 (Quinlan Conf Room): a park that is naturally bringing in
young families. These are picture books, so we want to have parks that
bring in the little ones. You know, we're talking the preschoolers, where
they are just really getting introduced to words, books, and stories.
442
01:02:33.990 --> 01:02:37.879
Speaker 15 (Quinlan Conf Room): Starting place, we say, you know, being
in…
443
01:02:38.110 --> 01:02:51.289
Speaker 15 (Quinlan Conf Room): parking lot or main entrance, but really
it's flexible. Because we can design it to start at a playground. The
ideal is to start it somewhere where those young families are going to be
naturally congregating.
444
01:02:51.850 --> 01:03:11.409
Speaker 15 (Quinlan Conf Room): We want to design it around a well-used
path, so that families, especially if you have strollers with the little
ones, they can easily make their way around, and we want to make it in a
loop, so that is an easy start and end point from wherever, wherever they
are.
445
01:03:11.710 --> 01:03:25.129
Speaker 15 (Quinlan Conf Room): Playgrounds are the key. The families are
coming to the parks to visit the playgrounds, so designing these around
parks where the playgrounds are well attended is really key to our
success.
446
01:03:25.220 --> 01:03:44.279
Speaker 15 (Quinlan Conf Room): Again, there's 17 frames. Why 17? Because
most picture books have about 16 spreads. So that is the natural number
to accommodate the most number of picture books. And ideal is about a
third of a mile to a half a mile loop.
447
01:03:44.480 --> 01:04:04.120
Speaker 15 (Quinlan Conf Room): And that's because what we want to do is
to design this so that families can see where the next board is. They can
see where the next frame is, so it's an easy maneuver around, and it
encourages kids to be able to participate directly, to see, to go to the
next frame, and to get involved.
448
01:04:04.120 --> 01:04:07.860
Speaker 15 (Quinlan Conf Room): So that is my quick, high-level
449
01:04:07.870 --> 01:04:19.670
Speaker 15 (Quinlan Conf Room): introduction to story walks and, why we
are proposing, and now I would love to turn it over to the Library
Commission. Okay, thank you. Thanks for, starting out.
450
01:04:19.965 --> 01:04:26.384
Speaker 2 (Quinlan Conf Room): So, I'm… my name is Chandra, I'm a vice
chair for the Library Commission, and thanks for our commission, the
subcommittee.
451
01:04:26.580 --> 01:04:29.510
Speaker 16 (Quinlan Conf Room): And we get a chance to, give our POs.
452
01:04:29.640 --> 01:04:47.719
Speaker 16 (Quinlan Conf Room): And this is prepared based on, we… we
don't have any strong, like, recommendations, or, like, we put the
points, but not the ranking. That's what we were in, like, when we were
getting, like, Molly was assigning that, to the commission, whether it's
interested or not, then that time, we had a discussion.
453
01:04:47.790 --> 01:04:57.329
Speaker 16 (Quinlan Conf Room): should likely come from the ranking, and
I think the recommendation was we were basically put the facts, not the
recommendations. So it's… now it's your job to…
454
01:04:57.480 --> 01:05:16.220
Speaker 16 (Quinlan Conf Room): give a recommendation, maybe. So there is
the three parks. We have, initial proposal, like Jollyman Park, Wilson
Park, and, Varian Park. These three parks were considered, basically, all
those ideal location criterias, which these three parks basically
satisfying those criterias.
455
01:05:16.300 --> 01:05:26.169
Speaker 16 (Quinlan Conf Room): And you look at, like, young family, and
Richard Lube, or Richie didn't want it to own and a mileage, those kind
of requirements is well covered in these choices.
456
01:05:26.350 --> 01:05:36.179
Speaker 16 (Quinlan Conf Room): And then, so our subcommittee, like, we,
Quinn and myself, are basically, part of this subcommittee. We split it
into these park visits, so we went
457
01:05:36.280 --> 01:05:44.500
Speaker 16 (Quinlan Conf Room): Took pictures, we observed the parking
and other facilities, how it looked like, and whether it covers all these
criterias for this report.
458
01:05:45.000 --> 01:06:01.619
Speaker 16 (Quinlan Conf Room): Okay, so it has both pron, like, in terms
of strengths and considerations, what could be, like, considerations that
you may need to go through, and quick facts, so I will give it to Quinn
for the, Jollyman Partsen part, because she went to there, and then put
the facts, so…
459
01:06:03.630 --> 01:06:05.870
Speaker 16 (Quinlan Conf Room): Okay, yeah. Thank you.
460
01:06:05.870 --> 01:06:11.110
Speaker 15 (Quinlan Conf Room): and the library commissioner. Yeah, so
thank you for having me.
461
01:06:11.115 --> 01:06:13.385
Speaker 7 (Quinlan Conf Room): here. I just want to stress one fact.
462
01:06:13.385 --> 01:06:14.155
Speaker 11 (Quinlan Conf Room): is, yes.
463
01:06:14.155 --> 01:06:21.935
Speaker 17 (Quinlan Conf Room): that Sunakara Cupertino Library is the
best among the Sunakara County Library System, and currently.
464
01:06:22.015 --> 01:06:27.125
Speaker 17 (Quinlan Conf Room): Five other cities already installed, only
two more cities yet to install, so…
465
01:06:27.125 --> 01:06:42.674
Speaker 17 (Quinlan Conf Room): I don't want Cupertino to be the last.
So, I'm really passionate to moving this project forward in Cupertino.
So, and I, you know, my job here is just to present you with a quick
fact.
466
01:06:42.675 --> 01:06:45.644
Speaker 17 (Quinlan Conf Room): And so, for the Jollyman Park.
467
01:06:45.645 --> 01:06:49.715
Speaker 17 (Quinlan Conf Room): You know, the quick fact is, the pack,
and…
468
01:06:49.755 --> 01:07:08.165
Speaker 17 (Quinlan Conf Room): For the baseball court field, basketball,
soccer, all-inclusive playground, picnic area, and have a nice long
circle, like a quarter mile to half mile, maybe more even closer to half
mile, walking loop, and the dock off-leash parks.
469
01:07:08.165 --> 01:07:13.565
Speaker 17 (Quinlan Conf Room): It's in an area near mostly single-family
homes and Deanna College.
470
01:07:13.695 --> 01:07:27.124
Speaker 17 (Quinlan Conf Room): And the park is located near a VTA bus,
you know, route, and along with a bike pass, and many parking spaces off
the Sterling Road, Tuscany Place, and many other places.
471
01:07:27.375 --> 01:07:34.645
Speaker 17 (Quinlan Conf Room): So the stress for the Jollyman Park is an
inclusive, very beautiful playground.
472
01:07:35.555 --> 01:07:55.105
Speaker 17 (Quinlan Conf Room): And, the loop, yeah, it's a long, you
know, very, I think, is among the longer one, among the three parks. The
Jollyman Park is the longest, supported the 17, frame. And I have a many
parking space, and the ADA parks, and a strong, you know, existing
weekends, very busy.
473
01:07:55.205 --> 01:08:02.865
Speaker 17 (Quinlan Conf Room): And, some considerations and, you know,
surrounding area mostly are single-family homes in Jollyman Park.
474
01:08:02.915 --> 01:08:15.445
Speaker 17 (Quinlan Conf Room): And, and it's, you know, not that, like,
walkable from other areas to the park for the young children and all
that. Shared youth sports over the weekend.
475
01:08:15.615 --> 01:08:28.355
Speaker 17 (Quinlan Conf Room): And the dog parks, and then, yeah, the
sign placements must avoid the field events, like, what can be seen. And
a weekend tournament could be compete with the…
476
01:08:29.314 --> 01:08:32.564
Speaker 17 (Quinlan Conf Room): tell your attention or partly et cetera,
yeah.
477
01:08:32.915 --> 01:08:43.944
Speaker 17 (Quinlan Conf Room): So that is your footwork. You know, it's
beautiful. All parks, but you're not beautiful. You guys have a good job,
nice job there. So, yeah, next is, Wilson Park.
478
01:08:44.305 --> 01:09:05.895
Speaker 17 (Quinlan Conf Room): So the quick fact about Wilson Park is
there is a community garden, it's a small one, but there is one there,
and I have a baseball field, basketball court, newly built, soccer field,
playground, picnic area, and there's a loop, probably the shortest among
the three parks, is, like, more close to the
479
01:09:05.895 --> 01:09:07.635
Speaker 17 (Quinlan Conf Room): One-third a mile.
480
01:09:07.635 --> 01:09:09.714
Speaker 17 (Quinlan Conf Room): group, and I have a restroom.
481
01:09:09.935 --> 01:09:23.285
Speaker 17 (Quinlan Conf Room): And, it's a very strong walkability from
nearby homes and trails, and, surrounded by apartments and condos. Also,
the future, you know, high density,
482
01:09:23.465 --> 01:09:34.604
Speaker 17 (Quinlan Conf Room): housing nearby. I believe there are many,
you know, several nearby high densities which could, have more small
children.
483
01:09:34.814 --> 01:09:40.514
Speaker 17 (Quinlan Conf Room): Enough parking, you know, off the streets
around the area.
484
01:09:41.444 --> 01:09:53.574
Speaker 17 (Quinlan Conf Room): And the strength is the dense multi-
family and walkable. That's definitely a strength for the Wilson Park.
And one of the boat that I just talked there is actually close
485
01:09:53.575 --> 01:10:02.434
Speaker 17 (Quinlan Conf Room): to the regular trail. So, regular trail,
you know, families walking along, they have a nice detour to the park,
get the…
486
01:10:02.885 --> 01:10:12.295
Speaker 17 (Quinlan Conf Room): walk the story walk, and let's continue
their walk to the Ragina Trail. It's definitely… and, yeah, so,
487
01:10:12.635 --> 01:10:18.164
Speaker 17 (Quinlan Conf Room): Like, as a community garden audience, and
good visibility for frequent walking rod.
488
01:10:18.355 --> 01:10:35.674
Speaker 17 (Quinlan Conf Room): Consideration is, shoulder loop. Like I
mentioned, this one has the shortest, maybe a little bit tight, and a
weekend baseball game, you know, maybe causing parking pressure to the
area, and, less shade.
489
01:10:36.355 --> 01:10:40.495
Speaker 17 (Quinlan Conf Room): So that is with, Wilson Park.
490
01:10:45.870 --> 01:10:54.929
Speaker 16 (Quinlan Conf Room): Okay, so the variant park, which I went
there, and I just started putting packs here, right? Like, especially the
park amenities includes the tennis courts.
491
01:10:55.210 --> 01:11:00.870
Speaker 16 (Quinlan Conf Room): And the playgrounds, also, another group
picnic areas also available at the entrance of the park.
492
01:11:00.990 --> 01:11:16.799
Speaker 16 (Quinlan Conf Room): And it's kind of a large open grass
field. It's almost, like, one-third mile of the paved area, so the loop
is, like, kind of a paved. Then the heritage apricot are also there, and
then, like, you see the benches and other foundation, water foundations.
493
01:11:16.950 --> 01:11:27.549
Speaker 16 (Quinlan Conf Room): Then the, there are multiple park
entrances there, like, there is 3 different ways to enter into the path,
and then the ambulance parking, like, in terms of the ADA spaces as well.
494
01:11:27.660 --> 01:11:40.400
Speaker 16 (Quinlan Conf Room): And it also has the bus connection from
the Sterling Road to… only thing, it's in the, west side of, Monta Vista
side. So, the strength over there is, like, a continuous, payout loop
around the grass.
495
01:11:40.480 --> 01:11:56.100
Speaker 16 (Quinlan Conf Room): So, obviously, it looks very nice in that
perspective. And the shades, like, there is a lot of big canopy tree out
there, so it's basically… it has a mature shade. The heritage Arcad's
also telling the good storytelling backdrop there.
496
01:11:56.620 --> 01:12:09.400
Speaker 16 (Quinlan Conf Room): Then, obviously, the, it's more closer to
the much residential area, like, not like the other, the, high-density
area. It's, it's very, single-family areas.
497
01:12:09.500 --> 01:12:21.870
Speaker 16 (Quinlan Conf Room): The consideration facts that we may need
to consider this park, like, there are a couple of points. One is the
reachability is, like, mostly, when we visit it, it's kind of like,
498
01:12:21.930 --> 01:12:40.169
Speaker 16 (Quinlan Conf Room): neighborhood, right? Neighborhood Park,
not like a Jollyman or a park. So that is one path that we manage to
consider, that vegetation patterns. Obviously, it's very close to that
community, so more often, the people will be, like, known to that path.
So the story walk might be, like, one time interest, right, for them.
499
01:12:40.250 --> 01:12:47.820
Speaker 16 (Quinlan Conf Room): That's a fact, might be. And then the
other part is, like, some parts may meet the sand and docket, right?
That's another fact.
500
01:12:48.040 --> 01:13:03.159
Speaker 16 (Quinlan Conf Room): The… and also the, as I mentioned, tennis
court that also gets peaks activated at some point of time. So these are
the… some of the points on this park. It's kind of very quiet, obviously
the, very, very much like a greenish area of the field out there.
501
01:13:03.860 --> 01:13:05.260
Quinlan Conf Room: So, next.
502
01:13:06.870 --> 01:13:18.600
Speaker 16 (Quinlan Conf Room): So the next steps, what, so before
getting to the next steps, I just want to give a good little background.
So, why these three? We do… I just, maybe I just get to Molly's
permission as well.
503
01:13:18.780 --> 01:13:34.389
Speaker 16 (Quinlan Conf Room): So, we do have, like, a BlackBerry Form
Part 2, but it was because of the criteria didn't fill, then we
basically, dropped that one, and we took the variable park as one of the,
items, right? So, next steps here… Repeat that.
504
01:13:34.720 --> 01:13:35.889
Speaker 8 (Quinlan Conf Room): You had Blackberry Fox?
505
01:13:35.895 --> 01:13:39.425
Speaker 16 (Quinlan Conf Room): But it's not that loop, so we didn't find
it.
506
01:13:39.885 --> 01:13:41.254
Speaker 8 (Quinlan Conf Room): Blackberry Farm was… was…
507
01:13:41.260 --> 01:13:48.719
Speaker 14 (Quinlan Conf Room): originally thrown out as a possible site
from the city, and then when we saw the criteria that it was a continuous
loop, it…
508
01:13:48.725 --> 01:13:53.745
Speaker 8 (Quinlan Conf Room): I just didn't understand, so… Yes. Okay.
So, just to give you a background, so…
509
01:13:54.460 --> 01:14:14.170
Speaker 16 (Quinlan Conf Room): So next steps, the Park and Recreation
Committee, like, now we put very, clean report here, what positive facts
and the consideration aspects, right? So you guys can, maybe rank these
proposed parks, what is the best one for benefit for the community,
especially for the young, young family communities.
510
01:14:14.200 --> 01:14:25.800
Speaker 16 (Quinlan Conf Room): The second item is, like, obviously you
can… this item will go to the city for consideration. Based on these
facts, on the ranks, the ranks should be behind these facts, right?
511
01:14:25.850 --> 01:14:40.470
Speaker 16 (Quinlan Conf Room): Then the third one is, like, if approved,
obviously the Park and Recreation will coordinate with the public works,
and then Santa Clara County Library, and determine the final place for
the parking signage within the selected park.
512
01:14:40.590 --> 01:14:50.340
Speaker 16 (Quinlan Conf Room): And then the last step will be the Santa
Clara County will work with the Foundation, our library foundation, for
funding on the hardware to install. So, these are the ideal next steps.
513
01:14:50.550 --> 01:14:51.900
Speaker 16 (Quinlan Conf Room): that obviously.
514
01:14:52.270 --> 01:15:11.249
Speaker 16 (Quinlan Conf Room): Thanks for this opportunity, and I
especially like to thank Molly and city staff, they were really helpful,
and when they were basically giving an option, we were, like, so excited,
like, okay, let's get this… put our facts, right? And then they were only
suggesting, okay, let's form a subcommittee and then take it forward.
515
01:15:11.250 --> 01:15:16.280
Speaker 16 (Quinlan Conf Room): So, really appreciated all the help we
wasted, and obviously, Quinn was helping a lot.
516
01:15:16.280 --> 01:15:32.970
Speaker 16 (Quinlan Conf Room): guiding us, so… Thank you, yeah, so…
Thank you, it's really appreciated. One more thing, the Santa Clara
County and the Brian is not here, and Cam is here, so they're all
basically… it's a multi-team effort. We should, like, I should give a
credit to everyone. Thanks for… Yeah, this is a…
517
01:15:33.220 --> 01:15:48.590
Speaker 17 (Quinlan Conf Room): truly a team effort presentation,
although it was only a page, but the, you know, like, two staff from
library past Brian, three of us, and the two of us five, and the three
city staff, right? Molly and the…
518
01:15:49.050 --> 01:15:52.629
Speaker 17 (Quinlan Conf Room): the… what else? Carolyn. Oh, yes.
519
01:15:52.630 --> 01:15:53.749
Speaker 10 (Quinlan Conf Room): director or something.
520
01:15:53.755 --> 01:15:59.694
Speaker 17 (Quinlan Conf Room): All reviewed before we bring the final
version here, present to you, yes.
521
01:15:59.695 --> 01:16:13.665
Speaker 2 (Quinlan Conf Room): Thank you, so I really appreciate it. I
think it's really a good collaborating effort. Awesome. So now we'll go
on clarifying questions from the commissioners, and then we'll go for a
public comments and the two comments from the commissioners, so…
522
01:16:14.215 --> 01:16:17.504
Speaker 2 (Quinlan Conf Room): When it comes to Sheikah, that's the first
question, please.
523
01:16:17.510 --> 01:16:26.300
Speaker 9 (Quinlan Conf Room): two short questions. Thank you,
Commissioner Chinpan, and thank you, Library Vice Chair, Committee Vice
Chair Shaktiweh.
524
01:16:26.520 --> 01:16:39.799
Speaker 9 (Quinlan Conf Room): This is really good, and thank you, Molly.
It was a great effort. I have two questions. Question number one, you
proposed, three, parts, of which only one will be picked, right? Yes.
Okay.
525
01:16:39.800 --> 01:16:47.619
Speaker 9 (Quinlan Conf Room): And my second question is, would there be
a change of story frequently, or is it the same story,
526
01:16:47.690 --> 01:16:48.640
Speaker 9 (Quinlan Conf Room): Fives.
527
01:16:48.645 --> 01:16:51.185
Speaker 10 (Quinlan Conf Room): We change the storage 3 times a year.
528
01:16:51.190 --> 01:16:52.579
Speaker 15 (Quinlan Conf Room): I think that's awesome.
529
01:16:52.580 --> 01:16:57.040
Speaker 9 (Quinlan Conf Room): Awesome. Thank you for all your research,
and, Propos 7. Amazing.
530
01:16:58.130 --> 01:17:00.840
Speaker 2 (Quinlan Conf Room): Any other Commissioner? Yeah, Commissioner
Swan.
531
01:17:00.845 --> 01:17:09.084
Speaker 7 (Quinlan Conf Room): funding coming from for this? I mean,
it's… first of all, it's fantastic. I love the idea, hands down. Because
you're involved, that's why I was curious.
532
01:17:09.085 --> 01:17:10.425
Speaker 4 (Quinlan Conf Room): The Library District.
533
01:17:10.425 --> 01:17:24.534
Speaker 15 (Quinlan Conf Room): We, I'll say the, the biggest output for
this project is for the, just for the hardware. So, all the frames, the
installation, and the library district and others.
534
01:17:24.855 --> 01:17:33.255
Speaker 15 (Quinlan Conf Room): And then 3 times a year, we change out
the stories, so there's purchasing, the licensing for the stories, the
materials… The City of Cupertino has no.
535
01:17:33.255 --> 01:17:35.604
Speaker 7 (Quinlan Conf Room): excited. No, no.
536
01:17:35.610 --> 01:17:37.520
Speaker 15 (Quinlan Conf Room): There is no cost to the.
537
01:17:37.525 --> 01:17:38.574
Speaker 10 (Quinlan Conf Room): even better.
538
01:17:41.620 --> 01:17:45.019
Speaker 7 (Quinlan Conf Room): This is just lovely. Thank you so much for
watching. Okay.
539
01:17:45.810 --> 01:17:50.019
Speaker 6 (Quinlan Conf Room): Thanks for following our questions based
on yours. Why do we have to…
540
01:17:50.220 --> 01:17:55.520
Speaker 6 (Quinlan Conf Room): After the ranking, why just one? If it's
three, can we not see them all? I'm just asking.
541
01:17:55.525 --> 01:18:10.404
Speaker 15 (Quinlan Conf Room): I will say that there is a pretty big
expenditure for the library district. Per location, just for the frames
alone, is about $15,000. And then, you know, each story… the prices are
eking up on us, and we're…
542
01:18:11.190 --> 01:18:13.620
Speaker 6 (Quinlan Conf Room): And I have a follow-up question, and then…
543
01:18:13.720 --> 01:18:25.970
Speaker 6 (Quinlan Conf Room): Why does it really need to be 17 visible,
frame if it's cost concern? For example, I'm a resident of Cupertino, and
I always walk my dog at Franco Park.
544
01:18:26.090 --> 01:18:40.550
Speaker 6 (Quinlan Conf Room): It's smaller, but it's also for smaller
kids, and so even though the loop may be super small, the end result of
pushing young kids to read early might work as well, so
545
01:18:40.700 --> 01:18:50.830
Speaker 6 (Quinlan Conf Room): would there be maybe a future
consideration for micro parts to be included that would be also less
expensive, but still good?
546
01:18:50.830 --> 01:19:08.500
Speaker 15 (Quinlan Conf Room): The 17 frames is tied to the average
number of pages in a story, in a picture book, and the average number is
about 16. That's why the number of frames is 17. So even if you had a
smaller park where, you know, you had fewer frames, it really wouldn't
work with a picture book.
547
01:19:08.840 --> 01:19:17.739
Speaker 15 (Quinlan Conf Room): For a story walk, and that's why the 17
frames is what we are providing to all of our cities.
548
01:19:17.990 --> 01:19:23.860
Speaker 15 (Quinlan Conf Room): Because that accommodates the greatest
number of picture books that we can purchase.
549
01:19:24.360 --> 01:19:25.700
Speaker 15 (Quinlan Conf Room): That we can select.
550
01:19:26.110 --> 01:19:29.099
Speaker 15 (Quinlan Conf Room): Okay? Okay. Thank you. Okay, sorry, dear.
551
01:19:29.960 --> 01:19:34.679
Speaker 2 (Quinlan Conf Room): I have one clarification question. So, how
did we come up with these three?
552
01:19:35.370 --> 01:19:42.020
Speaker 2 (Quinlan Conf Room): Compared to all the parts. What analysis
has been done, by whom, and how did you arrive at that?
553
01:19:42.645 --> 01:19:45.784
Speaker 16 (Quinlan Conf Room): So, I think Molly has the answer for
that.
554
01:19:45.785 --> 01:19:48.064
Speaker 2 (Quinlan Conf Room): We'll tell you all the things that are
playing against me.
555
01:19:48.065 --> 01:19:51.784
Speaker 17 (Quinlan Conf Room): It's okay, it's a team effort, you know,
so…
556
01:19:51.785 --> 01:20:01.255
Speaker 14 (Quinlan Conf Room): I believe that these three were
identified, by the Director of Parks and Recreation and the Director of
Public Works, together at the criteria, which is harder than it looks.
557
01:20:02.020 --> 01:20:07.539
Speaker 7 (Quinlan Conf Room): I mean, you have Queenside Park that is
so… there's so many kids, and it's pretty huge.
558
01:20:07.890 --> 01:20:10.030
Speaker 7 (Quinlan Conf Room): It is, and I'm not.
559
01:20:10.030 --> 01:20:23.830
Speaker 14 (Quinlan Conf Room): sure why things weren't selected
necessarily. These were the three that were put forward to us. And I'm
sure that there's a variety… I'm sure that there is a reason why,
especially, I would assume, like, the soccer that happens on Creekside
would be…
560
01:20:23.830 --> 01:20:27.210
Speaker 7 (Quinlan Conf Room): That's what I was thinking. Yeah. That may
be the mitigating side. Yes.
561
01:20:28.110 --> 01:20:31.319
Speaker 2 (Quinlan Conf Room): Okay, so that's the only question I had.
562
01:20:31.530 --> 01:20:44.520
Speaker 2 (Quinlan Conf Room): Any other questions then? Great, so we
should still open this also for public comments. And I think it goes from
previous, I believe, but yeah, Steph, please go ahead, if anybody,
public.
563
01:20:44.520 --> 01:20:49.740
Speaker 1 (Quinlan Conf Room): I have one speaker remotely, Mena. One
moment while I bring up a timer.
564
01:20:51.790 --> 01:21:10.340
Minna Xu: Oh, hello? Hello, my name is Mina, and I'm currently the chair
of Library Commission, but today my speech only represents myself. Yeah,
I believe the story work is a very good project. A lot of people worked
565
01:21:10.340 --> 01:21:25.730
Minna Xu: hard to, yeah, try to make it happen. And, other than the
project itself, it's also aligned with this year's mayor's initiative,
like Move More.
566
01:21:25.730 --> 01:21:43.309
Minna Xu: So, even if you want to read a book, you can go outside and
move more and read the storybook. That's a fantastic thing. You know, we
really hope this project can be launched as soon as possible. And in the
other five.
567
01:21:43.310 --> 01:22:02.270
Minna Xu: cities, you know, the community feedback, yeah, very positive
for this pro… such project. And, I, I heard some, good question by park
commissioner asking about, is it possible we can have more chance? Yeah,
so,
568
01:22:02.610 --> 01:22:25.910
Minna Xu: So, at first, actually, the Santa Clara County Library District
picked Ragna Creek, but the Ragina Creek, turned out, doesn't belong to
Cortino City. We have to deal with the Santa Clara, water, Valley Water
District, so then we have to give up that proposal.
569
01:22:25.910 --> 01:22:31.220
Minna Xu: and switch to the three options of Cupertino Parks.
570
01:22:31.220 --> 01:22:34.620
Minna Xu: And if this project turned
571
01:22:34.620 --> 01:22:49.209
Minna Xu: welcomed by the community. Maybe, possibly, in the future, our
city can find some other location to have a similar project, like, yeah,
just…
572
01:22:49.320 --> 01:23:13.039
Minna Xu: as someone just mentioned the Creekside Park, or maybe by the
trail of the Lawrence Meatty Park, because the trail, the long trail
along Lawrence Meatty Park that belong to our city. And for the current
three locations, so my opinion is, looks… the variant park has the least
foot traffic. And for the Jollyman Park, I remember
573
01:23:13.040 --> 01:23:15.210
Minna Xu: A lot of new projects tipped.
574
01:23:15.210 --> 01:23:18.099
Minna Xu: Going to John Liman Park in past years.
575
01:23:18.220 --> 01:23:27.350
Minna Xu: Yeah, the good thing is it attracts food traffic, but looks
like it keeps having new projects. But Wilson Park.
576
01:23:27.350 --> 01:23:40.640
Minna Xu: Actually, it's close to some high-density housing, and close to
Stevens Creek, the city center, yeah, with a large population. So, yeah,
I…
577
01:23:41.200 --> 01:23:48.599
Minna Xu: looks like, yeah, in my opinion, Wilson Park looks pretty good.
But anyway, it's up to the…
578
01:23:48.600 --> 01:24:04.069
Minna Xu: Parks and Rec Commission and the City Council to make the final
decision. Yeah, I respect your opinion, and thank you so much for, yeah,
also show very… show strong interest in this project. Thanks.
579
01:24:05.580 --> 01:24:09.689
Speaker 1 (Quinlan Conf Room): Thank you, Minna. We have no remaining
speakers, Chair. Thank you.
580
01:24:09.695 --> 01:24:16.004
Speaker 2 (Quinlan Conf Room): Thank you, Amela, for the comment, and
since there's no one, so I'll close the public comment, and we'll open up
581
01:24:16.275 --> 01:24:24.345
Speaker 2 (Quinlan Conf Room): For the Commissioners to make any comments
first, before we understand how the process of voting, in a way.
582
01:24:24.655 --> 01:24:26.894
Speaker 2 (Quinlan Conf Room): And so, can we describe across the how
we're gonna go…
583
01:24:26.900 --> 01:24:27.609
Speaker 10 (Quinlan Conf Room): Yeah, that's what I…
584
01:24:27.610 --> 01:24:29.199
Speaker 2 (Quinlan Conf Room): first? Yeah. Can I ask a quick question?
585
01:24:29.205 --> 01:24:37.344
Speaker 6 (Quinlan Conf Room): If we could please, back to the
presentation for Johnnyman Park fact sheet, if possible. I'm so sorry, I
missed the key.
586
01:24:37.345 --> 01:24:42.384
Speaker 2 (Quinlan Conf Room): That's important for our rankings. 11
acres. Huh? 11 acres. Okay.
587
01:24:42.845 --> 01:24:47.265
Speaker 6 (Quinlan Conf Room): I want to know as far as, the loop. The
loop, the mile loop.
588
01:24:48.775 --> 01:24:58.794
Speaker 6 (Quinlan Conf Room): It says one-third and half a mile. And
that was the goal. So, what does that mean? It's smaller than a third?
No, no, no, it's a lot better than a third.
589
01:24:58.800 --> 01:25:03.130
Speaker 17 (Quinlan Conf Room): So, it's the longer. Yeah, it's the
longest.
590
01:25:03.135 --> 01:25:06.094
Speaker 7 (Quinlan Conf Room): a half mile, all these… Yeah, so only.
591
01:25:06.095 --> 01:25:09.435
Speaker 6 (Quinlan Conf Room): that one shows one-third to a half. It's
true for all three parts.
592
01:25:09.670 --> 01:25:12.550
Speaker 7 (Quinlan Conf Room): So that's… yeah.
593
01:25:12.550 --> 01:25:17.380
Speaker 6 (Quinlan Conf Room): Got it. Okie dokie. Okay. So you got it?
Yes, thank you. Awesome.
594
01:25:17.385 --> 01:25:37.075
Speaker 2 (Quinlan Conf Room): Okay, so, if are there any other comments
or anything, then I think I would like to understand the process, right?
How we are going to… and before… before that, maybe I'll make comments.
So, maybe staff, you said that there was some analysis done by the Public
Works and the Park and Rec,
595
01:25:38.105 --> 01:25:41.074
Speaker 2 (Quinlan Conf Room): staff to come up with these three
596
01:25:41.455 --> 01:25:43.335
Speaker 2 (Quinlan Conf Room): Compared to all of them, right?
597
01:25:43.725 --> 01:25:57.075
Speaker 2 (Quinlan Conf Room): I do not know, so maybe later it'll be
great for the Commission to see that, so that, just for our own
education, how those three got selected, too, right? Because I do not
know, so that's not now, but it'll be good for us to be in a
598
01:25:57.375 --> 01:26:09.665
Speaker 2 (Quinlan Conf Room): In fact, because I'm sure when we go into
the public, when this course rolls out, the public will ask some
questions, and we have no idea how to answer, and I cannot say, I don't
know, it's the…
599
01:26:09.675 --> 01:26:26.474
Speaker 2 (Quinlan Conf Room): park and ride department, others. So it'll
be good for us to be an educational side. I would like to request to the
Carolinas staff, so later, we would like to get that report on how this
got selected, so it's for our own education purpose. So that's number
one. So now.
600
01:26:26.505 --> 01:26:34.955
Speaker 2 (Quinlan Conf Room): we need to go through the process, and I
have no idea where to start. But, yeah, Glenn, I would like to.
Definitely, we need some ideas.
601
01:26:35.105 --> 01:26:37.275
Speaker 2 (Quinlan Conf Room): But before we go there.
602
01:26:37.795 --> 01:26:49.094
Speaker 2 (Quinlan Conf Room): Based on the experience from the Santa
Clara, because you installed at the other five cities, right? And you've
gone through this process many times. This is maybe the sixth time you're
coming to our city.
603
01:26:49.535 --> 01:27:02.224
Speaker 2 (Quinlan Conf Room): So, it'll be good even if you just take a
few minutes, less than 2 or 3 minutes to explain. What has the process
followed? You might have gone through the similar exercise with others,
just for our own educational purpose, if you could just outline
604
01:27:02.385 --> 01:27:06.575
Speaker 2 (Quinlan Conf Room): two to three minutes. What was the
process? What criteria within these three
605
01:27:06.865 --> 01:27:18.495
Speaker 2 (Quinlan Conf Room): they selected it. Is it, like, the loop,
what, like Commissioner Bo asked, or the foot traffic, or the
neighborhood number of houses? We don't know. But it'll be good for us to
know before we get on to
606
01:27:18.635 --> 01:27:22.435
Speaker 2 (Quinlan Conf Room): debate here to really choose the… can you
please?
607
01:27:22.435 --> 01:27:32.085
Speaker 15 (Quinlan Conf Room): I wish I could tell you that there was
the same process by each city. That didn't happen. What I can tell you is
608
01:27:32.695 --> 01:27:35.584
Speaker 15 (Quinlan Conf Room): From our experience of what is working
well.
609
01:27:35.685 --> 01:27:45.294
Speaker 15 (Quinlan Conf Room): And what is not, you know? I do believe
one of our parks, the… the story walk is very long.
610
01:27:45.345 --> 01:27:54.464
Speaker 15 (Quinlan Conf Room): And when you have families with very
little kids, it's challenging. And it's challenging to maintain,
honestly, so I…
611
01:27:54.465 --> 01:28:08.134
Speaker 15 (Quinlan Conf Room): The… I'll say on the flip side, Milpitas,
they chose a very well-trafficked park, but they chose to put their story
walk, to your point about a micropark, they chose to put their story walk
just
612
01:28:08.135 --> 01:28:11.464
Speaker 15 (Quinlan Conf Room): around the circle of the playground. So
it is…
613
01:28:11.985 --> 01:28:31.604
Speaker 15 (Quinlan Conf Room): you know, one minute, and the kids are
done, and, you know, they have completed their story walk. So, the better
solutions, the ones that are more successful, I would say if you want to
go over to some of your neighboring cities in Saratoga and in Campbell.
614
01:28:32.935 --> 01:28:52.825
Speaker 15 (Quinlan Conf Room): Jack Fisher Park in Campbell, and then,
Kevin Moran Park in Saratoga. It's a good distance. It is matching,
really, what your recommended parks are here. It's a good distance for
families with little ones. I'll tell you the feedback from our families.
615
01:28:52.935 --> 01:28:54.135
Speaker 15 (Quinlan Conf Room): Parents.
616
01:28:54.215 --> 01:29:01.765
Speaker 15 (Quinlan Conf Room): We have new families coming to the parks
because of this, because they are introduced to the park because of the
story walk.
617
01:29:01.785 --> 01:29:11.495
Speaker 15 (Quinlan Conf Room): We held in a bag to kind of kick things
off. Families who come to the park really appreciate it, because the kids
beeline it for the playground.
618
01:29:11.495 --> 01:29:25.655
Speaker 15 (Quinlan Conf Room): That's where they want to be. They are
running around, they're having a wonderful time, but it gives the parents
an opportunity to slow the kids down, to take them out of the playground,
to walk. Walk.
619
01:29:25.715 --> 01:29:38.785
Speaker 15 (Quinlan Conf Room): From page to page of the storybook, and
engage with their kids in a different way, and engage their children, you
know, in a different way, where they are thinking, they are acting,
620
01:29:39.185 --> 01:29:42.185
Speaker 15 (Quinlan Conf Room): More calm and more focused.
621
01:29:42.255 --> 01:30:00.195
Speaker 15 (Quinlan Conf Room): And then it gives the parents a chance to
just kind of break that… that cycle. They take them back to the
playground, the kids can play some more, but it also is a great
opportunity for the families to explore the park, right? They come, they
park, they go to the playground, and they leave.
622
01:30:00.295 --> 01:30:09.805
Speaker 15 (Quinlan Conf Room): This is an opportunity to get them to
really engage with the full expanse of the park, wherever we put the
storylines. So…
623
01:30:09.805 --> 01:30:10.764
Speaker 17 (Quinlan Conf Room): Okay, alright.
624
01:30:10.765 --> 01:30:17.495
Speaker 2 (Quinlan Conf Room): I think that's good. Thank you, really
appreciate it. So now, I think, Commissioner Bono, we'd like to hear from
you.
625
01:30:17.500 --> 01:30:27.339
Speaker 6 (Quinlan Conf Room): very pragmatic person, and I don't like to
waste time, and I kind of analyze things very quickly. I'll just tell
you, for me.
626
01:30:27.340 --> 01:30:45.040
Speaker 6 (Quinlan Conf Room): Varian Park is out of the way. Why?
Because of the tennis court. It's hard for kids, for anyone. For me,
noise and this and that bothers me on my concentration, so how can you be
attracted by a story amidst noises? That's my take. That is me, so I
would…
627
01:30:45.045 --> 01:30:51.045
Speaker 2 (Quinlan Conf Room): Sorry, sorry, Commissioner Bono. I think I
would like to understand, is there any process? I know we will go for…
628
01:30:51.045 --> 01:30:54.305
Speaker 6 (Quinlan Conf Room): The process, right?
629
01:30:54.890 --> 01:30:57.040
Speaker 2 (Quinlan Conf Room): Suggest, or let's go with, like…
630
01:30:57.045 --> 01:31:08.905
Speaker 6 (Quinlan Conf Room): And a major question, because, to be
honest with you, in order to select this, my question that I have is, and
maybe you can help out.
631
01:31:09.015 --> 01:31:21.435
Speaker 6 (Quinlan Conf Room): Does the fact that Wilson Park has, near
the Regner Trail, does that… does that… are there many families with
young kids going to that trail? No, but they said that.
632
01:31:21.435 --> 01:31:23.494
Speaker 7 (Quinlan Conf Room): Or the families close to the park.
633
01:31:23.645 --> 01:31:24.155
Speaker 7 (Quinlan Conf Room): Talking.
634
01:31:24.155 --> 01:31:30.854
Speaker 6 (Quinlan Conf Room): I still want to know whether a lot of
families go to the trail. I know it's long, but… No, I, you know.
635
01:31:30.860 --> 01:31:49.509
Speaker 17 (Quinlan Conf Room): live nearby their area, so I do see
families, you know, with kids on the trail wall. And, so if that is the…
and, I'm not sure if it's… It's allowed, you know, I have a small video,
actually, when I visit one of them, I talk for the activity, so for the…
I know…
636
01:31:49.510 --> 01:31:58.110
Speaker 17 (Quinlan Conf Room): If it's not an audience… Yeah, yeah, no,
no, no. It's public to see. Some of them, I, you know…
637
01:31:58.110 --> 01:32:00.930
Speaker 17 (Quinlan Conf Room): So, maybe… I don't know what… Jared.
638
01:32:00.930 --> 01:32:07.549
Speaker 2 (Quinlan Conf Room): Thank you, Chengping. I think… I think
maybe we'll go with the… the elimination. Let me complete this one.
639
01:32:07.555 --> 01:32:08.645
Speaker 10 (Quinlan Conf Room): One other quick comments.
640
01:32:08.645 --> 01:32:19.094
Speaker 7 (Quinlan Conf Room): Just a very quick… if you want to do the
rankings like you did last time for the amount of money, that took a long
time.
641
01:32:19.095 --> 01:32:28.915
Speaker 7 (Quinlan Conf Room): But if you just put these three parts, 5
of us, we'll just 1, 2, 3, 1, 2, 3, 1 to 3, not much discouragement.
It'll be efficient, and it'll… the winners come in.
642
01:32:29.265 --> 01:32:30.264
Speaker 7 (Quinlan Conf Room): Am I right?
643
01:32:30.950 --> 01:32:45.569
Speaker 2 (Quinlan Conf Room): No, no, so I think that's a process you're
proposing. I am proposing that is one of the processes. One of the
processes. Okay, so, and I think I'm sure Bono, you said, we go by
elimination process. Would the rational behind why you're eliminating?
Like you said… sorry, you were about to say…
644
01:32:45.575 --> 01:32:50.794
Speaker 9 (Quinlan Conf Room): With any process we decide, as long as I'm
able to say which one is 1, 2, 3.
645
01:32:50.795 --> 01:32:53.055
Speaker 10 (Quinlan Conf Room): I don't know what I don't know.
646
01:32:53.800 --> 01:33:00.569
Speaker 7 (Quinlan Conf Room): I don't think I want to eliminate
anything, I just want to rank 1 to 3. Right. Yeah, no, but I'm saying.
647
01:33:00.575 --> 01:33:04.314
Speaker 2 (Quinlan Conf Room): It's not eliminated completely, but he's
going on how to…
648
01:33:04.315 --> 01:33:05.795
Speaker 6 (Quinlan Conf Room): Is it the way. Yeah.
649
01:33:05.795 --> 01:33:10.544
Speaker 7 (Quinlan Conf Room): What we can do is each of us use the
ranking with our reason.
650
01:33:10.550 --> 01:33:23.349
Speaker 2 (Quinlan Conf Room): I think that would help. Thank you. I
think that way we can go what you rank as 1, 2, 3, based on whatever
rational it is, and we don't have to go in a deep debate on that one,
because some of the work has been already done.
651
01:33:23.590 --> 01:33:32.789
Speaker 2 (Quinlan Conf Room): We will see how far this ranking goes, and
is there any clear which are coming? Or, again, Ty, let's see if that be?
652
01:33:32.795 --> 01:33:51.584
Speaker 9 (Quinlan Conf Room): But as they were presenting, we all have,
made some assumptions and decided what we want to propose individually.
So I feel that we don't even need to give the reasoning, everyone give
their ranking, and then let's see where we stand in common. Reasoning
will matter, first of all.
653
01:33:51.585 --> 01:34:08.355
Speaker 9 (Quinlan Conf Room): I mean, this is the process proposal, I'm
saying. Let's see where we stand with respect to how they have ranked all
these parts are the ranks. If there is a disagreement, then we can come
up with discussions
654
01:34:08.475 --> 01:34:10.304
Speaker 9 (Quinlan Conf Room): Sure, any, any…
655
01:34:10.305 --> 01:34:26.045
Speaker 7 (Quinlan Conf Room): A brief description of why you're ranking
is also okay. It's not a debate if Commissioner Shika and the
Commissioner of Standard say something and have a different view. It's
not like we're going into hours of debate. We just say that here's why
I'm ranking.
656
01:34:26.045 --> 01:34:34.785
Speaker 2 (Quinlan Conf Room): But I think maybe it can be a two-step
process. It's not going to be such a difficult one. I'm sorry, question,
you were about to say. Yeah, so just like, when you.
657
01:34:34.785 --> 01:34:36.594
Speaker 16 (Quinlan Conf Room): That's the question, right, that,
658
01:34:36.665 --> 01:34:44.705
Speaker 16 (Quinlan Conf Room): what's the criteria that, basically, what
is a successful storytelling thing, right? I think this slide, this comes
from the Santa Clara Library.
659
01:34:44.705 --> 01:34:57.424
Speaker 16 (Quinlan Conf Room): They're all these, like, six factors,
whatever is here, we may need to, like, these are the criterias that they
put. Like, one is the young family park, and second is the start at the
entrance.
660
01:34:57.425 --> 01:34:59.145
Speaker 16 (Quinlan Conf Room): I'm sorry, go slow, little dog.
661
01:34:59.145 --> 01:34:59.874
Speaker 8 (Quinlan Conf Room): I think so.
662
01:34:59.880 --> 01:35:04.969
Speaker 2 (Quinlan Conf Room): So, if you don't mind, can you just flash
that, slide again, Lindsay? That one slide.
663
01:35:05.670 --> 01:35:07.690
Speaker 16 (Quinlan Conf Room): Slash itself, yeah.
664
01:35:07.690 --> 01:35:09.210
Speaker 2 (Quinlan Conf Room): Yeah, you could just make it a little.
665
01:35:09.215 --> 01:35:11.415
Speaker 7 (Quinlan Conf Room): started entrance, okay. Can you zoom it?
666
01:35:11.415 --> 01:35:14.855
Speaker 2 (Quinlan Conf Room): a little bit further. My dad forgot to
bring my glasses. Can I use fat?
667
01:35:17.885 --> 01:35:20.895
Speaker 2 (Quinlan Conf Room): Awesome, thank you. So this is the one…
668
01:35:20.900 --> 01:35:28.689
Speaker 16 (Quinlan Conf Room): We tried to come up with our own score as
well, but we didn't make… we don't want to make you guys buy us, so…
That's okay, thank you.
669
01:35:28.690 --> 01:35:32.109
Speaker 2 (Quinlan Conf Room): Yes. Direct at Influence.
670
01:35:32.115 --> 01:35:32.855
Speaker 10 (Quinlan Conf Room): One is young.
671
01:35:32.860 --> 01:35:42.599
Speaker 7 (Quinlan Conf Room): Family Park, which really resonates with
me. Okay, well… I can still. Yes, absolutely. Know your audience, it's
for the audience, yeah.
672
01:35:42.950 --> 01:35:45.840
Speaker 2 (Quinlan Conf Room): I'm sorry, give me a second, please, I'll
just… That's right, makes it clear.
673
01:35:45.840 --> 01:35:48.960
Speaker 7 (Quinlan Conf Room): what it should be. Okay, 1.30…
674
01:35:48.960 --> 01:35:55.350
Speaker 2 (Quinlan Conf Room): Okay, so, we can go back to Carolyn,
sorry. I think Commissioner Stamps.
675
01:35:56.090 --> 01:36:02.409
Speaker 8 (Quinlan Conf Room): I guess I just wanted to make one comment
on the criteria, the young family parks, and I think
676
01:36:03.250 --> 01:36:04.830
Speaker 8 (Quinlan Conf Room): what I…
677
01:36:05.150 --> 01:36:20.629
Speaker 8 (Quinlan Conf Room): So I'm struggling with that, because I
think it's for everybody. It… I mean, I think it attracts young families,
but especially with Jollyman, where we have our neurodivergent
population, and we're trying to make sure that we have opportunities for
those people, and
678
01:36:20.860 --> 01:36:24.279
Speaker 8 (Quinlan Conf Room): that is at Jollyman. And so, I think…
679
01:36:24.310 --> 01:36:42.829
Speaker 8 (Quinlan Conf Room): with that, I would just expand that, is to
those who can really benefit from it. Yes. And it's not just young
families, it would be… maybe it's an adult with a limited understanding,
and someone who can only, appreciate something at a second or third grade
level, something like that.
680
01:36:43.600 --> 01:36:56.889
Speaker 3 (Quinlan Conf Room): Sometimes we can over-program a park, and
other times we can direct new traffic to a new park, so I'd ask for you
to take those two things into consideration when you're looking at your
ranking as well.
681
01:36:56.895 --> 01:36:59.155
Speaker 2 (Quinlan Conf Room): Can you repeat it again, Carolyn?
682
01:36:59.155 --> 01:37:00.164
Speaker 11 (Quinlan Conf Room): Sometimes we have a tendency to.
683
01:37:00.170 --> 01:37:02.130
Speaker 3 (Quinlan Conf Room): over-program a park, where there's just.
684
01:37:02.135 --> 01:37:04.625
Speaker 11 (Quinlan Conf Room): There's too much going into so many
different things.
685
01:37:04.625 --> 01:37:12.744
Speaker 3 (Quinlan Conf Room): But the other thing I would say is
sometimes a park that has a new element to it then attracts a.
686
01:37:12.750 --> 01:37:13.370
Speaker 10 (Quinlan Conf Room): Gotcha.
687
01:37:13.375 --> 01:37:14.195
Speaker 3 (Quinlan Conf Room): Got it.
688
01:37:14.195 --> 01:37:17.875
Speaker 7 (Quinlan Conf Room): So, I completely conflu. Right, so I
would…
689
01:37:19.415 --> 01:37:20.285
Speaker 13 (Quinlan Conf Room): Consultation.
690
01:37:20.290 --> 01:37:35.209
Speaker 3 (Quinlan Conf Room): I did make an Excel spreadsheet, and I
don't want you to watch my typing, so if you wouldn't mind, we can go one
by one, and you can rank just… I have them listed in alphabetical order,
I have Jollyman first.
691
01:37:35.210 --> 01:37:47.870
Speaker 3 (Quinlan Conf Room): I have Varian, excuse me, Varian second,
Wilson third, so if you can just let me know, 1, 2, and 3, 3, 2, and 1,
2, 3, 1, whatever the case may be. I'm ready.
692
01:37:47.875 --> 01:37:48.655
Speaker 8 (Quinlan Conf Room): Chronicle?
693
01:37:48.655 --> 01:37:50.524
Speaker 11 (Quinlan Conf Room): I mean, it goes on today.
694
01:37:50.530 --> 01:37:51.590
Speaker 6 (Quinlan Conf Room): And Wilson.
695
01:37:51.595 --> 01:37:52.725
Speaker 2 (Quinlan Conf Room): and that started rhyme.
696
01:37:52.725 --> 01:37:53.094
Speaker 16 (Quinlan Conf Room): I don'.
697
01:37:53.100 --> 01:37:53.820
Speaker 2 (Quinlan Conf Room): to go to number one.
698
01:37:54.010 --> 01:37:57.570
Speaker 7 (Quinlan Conf Room): Yes, understaffed. Right. So, if I can…
699
01:37:57.575 --> 01:38:01.294
Speaker 3 (Quinlan Conf Room): Just call on you, so that way I keep it in
the order, and I,
700
01:38:01.295 --> 01:38:02.925
Speaker 4 (Quinlan Conf Room): I think it's not being…
701
01:38:02.925 --> 01:38:03.565
Speaker 7 (Quinlan Conf Room): Donuts.
702
01:38:03.565 --> 01:38:18.145
Speaker 3 (Quinlan Conf Room): I know, that's on purpose. Let me do my
typing, and then we'll go from there. Okay, okay, got it. Okay, so,
Commissioner, Bono, I have you first. It's Jollyman, Varian Wilson, so if
you can give me your ranking for Jollyman? One. Okay, very.
703
01:38:18.145 --> 01:38:18.885
Speaker 13 (Quinlan Conf Room): Marianne?
704
01:38:18.890 --> 01:38:26.079
Speaker 3 (Quinlan Conf Room): 3. Wilson? 2. Okay, it's deduction. Okay,
Commissioner Swamy?
705
01:38:26.085 --> 01:38:30.735
Speaker 7 (Quinlan Conf Room): 3, Wilson 2, sorry, Variant 2, Wilson 1.
706
01:38:30.740 --> 01:38:31.460
Speaker 10 (Quinlan Conf Room): Thank you very much.
707
01:38:31.465 --> 01:38:34.704
Speaker 3 (Quinlan Conf Room): Commissioner Stanek? Gentleman 1.
708
01:38:34.920 --> 01:38:37.449
Speaker 8 (Quinlan Conf Room): Varian 3, Wilson 2.
709
01:38:37.450 --> 01:38:38.950
Speaker 3 (Quinlan Conf Room): Fantastic.
710
01:38:39.090 --> 01:38:40.030
Speaker 3 (Quinlan Conf Room): Sheriff?
711
01:38:40.710 --> 01:38:46.540
Speaker 2 (Quinlan Conf Room): Wilson 1, Charlemagne 2, Variant 3.
712
01:38:47.570 --> 01:38:49.070
Speaker 9 (Quinlan Conf Room): Okay, and vice chair.
713
01:38:49.400 --> 01:38:54.289
Speaker 9 (Quinlan Conf Room): Dollyman won, Wilson II variant link.
714
01:38:55.220 --> 01:39:01.769
Speaker 3 (Quinlan Conf Room): Okay, I think you guys are going to enjoy
this process.
715
01:39:01.775 --> 01:39:05.435
Speaker 2 (Quinlan Conf Room): All three, I heard. That's okay.
716
01:39:08.410 --> 01:39:13.670
Speaker 3 (Quinlan Conf Room): So, the way it went, was we have a tie.
717
01:39:13.670 --> 01:39:15.010
Speaker 10 (Quinlan Conf Room): Oh, this is enough!
718
01:39:15.015 --> 01:39:17.915
Speaker 8 (Quinlan Conf Room): Why don't have a type of number one? Why,
let me…
719
01:39:19.560 --> 01:39:21.850
Speaker 10 (Quinlan Conf Room): No, sorry, I didn't…
720
01:39:21.855 --> 01:39:22.575
Speaker 9 (Quinlan Conf Room): So you have ties.
721
01:39:22.580 --> 01:39:25.130
Speaker 7 (Quinlan Conf Room): 1.6, 1.6… Because she averaged because.
722
01:39:25.130 --> 01:39:30.859
Speaker 8 (Quinlan Conf Room): So it pulled it down. No, but…
723
01:39:30.865 --> 01:39:50.194
Speaker 2 (Quinlan Conf Room): Oh, just a second. So, when we do this,
again, no, maybe let me bring it up again. So, when we do this, it should
be a binary. I'm not sure whether the average node will work, because if
there are three ones, by default, that gets it.
724
01:39:50.195 --> 01:39:53.325
Speaker 9 (Quinlan Conf Room): It should be 3… actually, accounts should
be 3, like, you know.
725
01:39:53.325 --> 01:40:10.914
Speaker 7 (Quinlan Conf Room): No, I think when there are three, it's
called a weighted average, you know, once get weighted more, because what
you're doing now, in terms of surveys also, this is not what you're
calling as a… this is a relative ranking, it is not, interval ranking.
726
01:40:10.965 --> 01:40:32.995
Speaker 7 (Quinlan Conf Room): So what you should be doing at this point
is what, Carolyn has done is exactly right. Now, what I would suggest is…
has clearly gotten eliminated. Now, I think what we can do is talk about
and discuss Jollyman versus Wilson. We can just rank those two. No, what
I'm saying is rank them, but at least talk about one. I see.
727
01:40:32.995 --> 01:40:41.235
Speaker 2 (Quinlan Conf Room): No, it's okay. Okay, if that's what
everybody agrees with it, I don't have anything specific, but I thought
it'll go by a binary one.
728
01:40:41.235 --> 01:40:47.935
Speaker 7 (Quinlan Conf Room): be binary, because it's not binary, it's
3, and so it's not… it's not equal to the same.
729
01:40:47.935 --> 01:40:48.755
Speaker 11 (Quinlan Conf Room): Yeah.
730
01:40:48.755 --> 01:40:57.375
Speaker 9 (Quinlan Conf Room): this is not the right way to touch this
way, we are assuming that one is a point for Jollyman, two is two points
731
01:40:57.375 --> 01:41:14.195
Speaker 9 (Quinlan Conf Room): for the, for variant. 3 is 3 points for
Wilson. We are not… we have not given those points to those parks. It's
the sequencing, it's, like, numbering. So, with that in mind, the way we
should see is how many ones Jollyman got.
732
01:41:14.195 --> 01:41:24.754
Speaker 9 (Quinlan Conf Room): How many ones Varian got? How many ones
Wilson got? Based on that, we should come up with the final. Yeah, I
think… No, I don't think necessarily.
733
01:41:24.755 --> 01:41:27.405
Speaker 7 (Quinlan Conf Room): That is true, because in surveys…
734
01:41:27.405 --> 01:41:46.594
Speaker 7 (Quinlan Conf Room): in Likert scale, you… that's not… you're
talking about weighting one significantly more than waiting two. That's
not true. Because even in elections, when you look at it, sometimes the
distant second or the distant third gets it because of the split voting.
So here, it is not… that argument is not valid, because in
735
01:41:46.595 --> 01:41:54.245
Speaker 7 (Quinlan Conf Room): in surveys, when you rank 1, 2, and 3, it…
what Karen has done is exactly right. So… so, just… okay.
736
01:41:54.640 --> 01:41:59.560
Speaker 2 (Quinlan Conf Room): Let's do… again, my understanding, I
understand you were rated.
737
01:41:59.700 --> 01:42:04.470
Speaker 2 (Quinlan Conf Room): when I say a rank, I thought it's the
stack ranking. That's what I thought. Yeah.
738
01:42:04.475 --> 01:42:18.755
Speaker 6 (Quinlan Conf Room): the chair, I think you guys are making it
way complicated, because we mentioned 3 times Charlamond, that was 3 out
of 5. That tells you the sequencing. If we're going to go through the
mathematics, I can give you also one…
739
01:42:18.755 --> 01:42:21.225
Speaker 8 (Quinlan Conf Room): Let's, let's break.
740
01:42:21.230 --> 01:42:37.759
Speaker 7 (Quinlan Conf Room): to what Commissioner Bono said, let's do
one process of elimination. So, variant clearly got eliminated. Correct.
So, we now have Jollyman and Wilson. Correct. In terms of arguing about
the methodology, let's talk about what is the criteria? That's okay. No,
we should be able to discuss that.
741
01:42:37.760 --> 01:42:42.730
Speaker 7 (Quinlan Conf Room): what should be the criteria? And the
number one criteria that I see is it should be a young family park.
742
01:42:42.730 --> 01:42:51.290
Speaker 7 (Quinlan Conf Room): So, Jollyland already has so many things
going for it, and the other thing I really concur with what staff,
Carolyn was saying is
743
01:42:51.680 --> 01:43:08.900
Speaker 7 (Quinlan Conf Room): Jollyman has inclusivity, it has
basketball, it has a really good play structure. Wilson doesn't have all
of those benefits, so it might be good to try to push some traffic there
as well. But more importantly, think about it. What is the criteria for
them? They want traffic of young kids.
744
01:43:09.150 --> 01:43:19.300
Speaker 7 (Quinlan Conf Room): And, Jollibon is surrounded by single-
family homes, whereas Wilson has this multi-high density, which tends to
be young families going to schools.
745
01:43:19.400 --> 01:43:31.450
Speaker 7 (Quinlan Conf Room): So, if that is the criteria for Santa
Clara to be funding this, then we should at least be respectful, because
they are giving the money to us, and what's the criteria, ultimately?
Yeah.
746
01:43:31.455 --> 01:43:48.515
Speaker 2 (Quinlan Conf Room): Commissioner Swami, I agree with you all.
Even when I voted, I voted Wilson as the number one, Jollyman as two. You
disagree with that? No, sorry, let's go to Swami. The reason I put in
asphalt is to, see
747
01:43:48.515 --> 01:44:02.244
Speaker 2 (Quinlan Conf Room): okay, can I bring in a new item to a park
which is deprived of many others? Exactly. So, that's the reason I voted.
When I say that, I voted Wilson number one, Jolly number 2, very.
748
01:44:02.245 --> 01:44:08.384
Speaker 2 (Quinlan Conf Room): But I still… I… when I go through the…
that's my individual work, right? When I run it collectively, when it
comes.
749
01:44:08.475 --> 01:44:11.995
Speaker 2 (Quinlan Conf Room): I thought we were doing a stack ranking of
1, 2, 3, that's right.
750
01:44:11.995 --> 01:44:14.154
Speaker 7 (Quinlan Conf Room): Discuss, at least, because,
751
01:44:14.155 --> 01:44:26.175
Speaker 2 (Quinlan Conf Room): It's okay, so we can discuss, I don't want
to disagree, but I'm trying to find out, is it a stack ranking or
averaging? So, maybe remove the variant now, so assuming that… so now
Jollyman Chair…
752
01:44:26.175 --> 01:44:42.695
Speaker 6 (Quinlan Conf Room): through the chair, the reason why I was
saying earlier the way we… about the trail for Wilson, because at the end
of the day, the traffic is the most important component here on the
decision maker. Where do we have the most babies? Or younger?
753
01:44:42.695 --> 01:44:44.315
Speaker 10 (Quinlan Conf Room): Good. Full Senate.
754
01:44:44.315 --> 01:44:48.715
Speaker 6 (Quinlan Conf Room): Originally, per day does. No, it's
because, currently.
755
01:44:48.715 --> 01:45:05.994
Speaker 17 (Quinlan Conf Room): But they have an apartment complex. It's
right there between, you know, and a future high-density housing. It's
built also within walking distance to the Wilson Park. Yeah, correct.
Mainly, like, currently the United Furniture Store and, you know, not to
mention the high-rise.
756
01:45:06.235 --> 01:45:09.734
Speaker 17 (Quinlan Conf Room): It's all within walking distance.
757
01:45:09.735 --> 01:45:19.524
Speaker 2 (Quinlan Conf Room): Maybe to answer to that one, just to
respond to the one I voted, the reason another one is that now there is a
bridge connecting between the
758
01:45:19.525 --> 01:45:22.105
Speaker 2 (Quinlan Conf Room): The track… the… the walk…
759
01:45:22.105 --> 01:45:43.214
Speaker 2 (Quinlan Conf Room): And to the parks that I see that kids, I
mean, people come around, because it's through a long walk, they come and
spend time with the kids and go, so this could be an attractive, and
there is not much. That's one of the reasons, the rational behind me
picking a bullseye over Jollyman. Again, I'm not saying that you should
not the other way.
760
01:45:43.525 --> 01:45:56.275
Speaker 7 (Quinlan Conf Room): getting the most usage, right? And there
are kids over there. That's why I just felt that with all these criteria,
and the fact that Wilson has pretty much nothing compared to Jollyman
Park… Got it. Okay.
761
01:45:56.275 --> 01:46:03.025
Speaker 2 (Quinlan Conf Room): I want to hear from Commissioner Stan.
Please, everyone gets an opportunity. Thank you. Thank you. As I…
762
01:46:03.025 --> 01:46:04.605
Speaker 8 (Quinlan Conf Room): Look at what…
763
01:46:04.705 --> 01:46:23.694
Speaker 8 (Quinlan Conf Room): you had for Wilson under the
considerations. You said it's tight to fit 17 cranes, so that's a
concern. Baseball causes a parking issue. That's a concern. I don't think
that's an issue as much at Jollyman. That's okay. I think… Yeah, yeah.
764
01:46:23.700 --> 01:46:24.890
Speaker 7 (Quinlan Conf Room): He's fine.
765
01:46:25.570 --> 01:46:36.559
Speaker 8 (Quinlan Conf Room): On the plus side, you had the community
gardens, which is very limited. How many spots do we have at community
gardens there? 8. 15? Okay, and those are mostly adults.
766
01:46:36.570 --> 01:46:55.440
Speaker 8 (Quinlan Conf Room): I just think, you know, Jollyman, because
we've made a commitment to be inclusive, and I understand, you know, I
don't think, you know, the way you had it, young families is good, and
young families are coming to Jollyman, but again, to provide something to
the inclusive populations.
767
01:46:55.650 --> 01:47:01.870
Speaker 8 (Quinlan Conf Room): I think is just so important, and as we
look at other programming later, we can
768
01:47:02.180 --> 01:47:12.039
Speaker 8 (Quinlan Conf Room): we can look at Wilson for that. But I
really think this is an opportunity for us to enhance what we've done.
769
01:47:12.040 --> 01:47:27.050
Speaker 8 (Quinlan Conf Room): with the inclusive, and this is just so
important for those people who don't have that opportunity. And that's
why I put Jollyman number one, even though it has a lot of things going
on there, but I think,
770
01:47:28.070 --> 01:47:30.319
Speaker 8 (Quinlan Conf Room): You know, just a second.
771
01:47:30.325 --> 01:47:35.554
Speaker 2 (Quinlan Conf Room): I'll go away, I'll come to you. So,
Commissioner Sheikh, please. She was amazing.
772
01:47:35.555 --> 01:47:48.815
Speaker 9 (Quinlan Conf Room): I've been a frequent visitor to Jollyman,
and Commissioner… I'm sorry, Chair Marupan and myself, we were there at
the inaugural function as well when they upgraded it, and you were there
too.
773
01:47:48.935 --> 01:48:06.315
Speaker 9 (Quinlan Conf Room): We see that so many kids and families and
adults, they come from outside of that area. So all of… all Cupertino
residents go to Jollyman, because it's easily accessible, and also it has
the inclusive park.
774
01:48:06.315 --> 01:48:16.605
Speaker 9 (Quinlan Conf Room): And it is newly upgraded, and there are
lots of community gatherings happen in that park. So that park attracts a
lot of Copatino residents.
775
01:48:16.605 --> 01:48:29.514
Speaker 9 (Quinlan Conf Room): Even people from Wilson Parkside or the
other parks, they come to Jollyman Park these days. So, from that angle,
Jollyman Park would serve more Cupertino residents than any other park.
But that's also the reason.
776
01:48:29.515 --> 01:48:31.035
Speaker 7 (Quinlan Conf Room): Oh, just a second.
777
01:48:31.815 --> 01:48:32.545
Speaker 2 (Quinlan Conf Room): moving the chain.
778
01:48:32.550 --> 01:48:44.570
Speaker 7 (Quinlan Conf Room): on one park, having all the facilities,
and you're ignoring the other park, so that's all the more reason to make
it more egalitarian, so more people will go to other parks rather than
everybody… Johnson is a small park, relatively.
779
01:48:44.575 --> 01:48:56.534
Speaker 2 (Quinlan Conf Room): I think it's better you have to fund all
three. We don't have to fight on this one. At least two. Not three. We
are so greedy. We're not so greedy.
780
01:48:56.540 --> 01:48:59.130
Speaker 7 (Quinlan Conf Room): On my other proposals?
781
01:48:59.130 --> 01:49:04.990
Speaker 2 (Quinlan Conf Room): So let's go to Council. Commission that,
782
01:49:04.990 --> 01:49:14.549
Speaker 3 (Quinlan Conf Room): Lindsey's trying to state notes, so… no,
no, no, that's fine. If we can just keep to one speaker at a time, that
would be helpful. We're already at 10 to 9.
783
01:49:14.555 --> 01:49:17.515
Speaker 2 (Quinlan Conf Room): Yeah, we need to close it in, like, 5
minutes. Let's go ahead.
784
01:49:17.515 --> 01:49:30.774
Speaker 6 (Quinlan Conf Room): I'll just throw you all a curveball,
because at the end of the day, yes, Joelman was upgraded, updated, and
all of that. That's actually maybe a reason why Wilson should get it, so
that…
785
01:49:30.775 --> 01:49:46.624
Speaker 6 (Quinlan Conf Room): if one is super successful on his own, why
do we have to bring this Land there? We need to bring it to the second
one to keep each park a little bit more… I understand everything you're
saying about inclusivity, but I don't want to go into exclusivity.
786
01:49:46.695 --> 01:50:06.314
Speaker 6 (Quinlan Conf Room): It has to be a little bit everywhere, so
that offers different parts, opportunities for everyone to survive or to
be known for. Therefore, I respectfully changed my vote for Wilson number
1, Jollyman number 2, and Varian number 3. Thank you. No, no, I mean,
it's…
787
01:50:06.315 --> 01:50:09.614
Speaker 7 (Quinlan Conf Room): Because I have the free visiting. Okay,
so… I think I agree.
788
01:50:09.620 --> 01:50:26.790
Speaker 2 (Quinlan Conf Room): I know, it's… no, I'm not changing it, so
I just went with the same… my original comment on why I picked the Wilson
is that, okay, we have given… I was part of the Jolly Man Inclusive, it's
all great, it's fantastic, they have enough things to explore for the
next one year or two, because too many… Wilson is dry.
789
01:50:26.810 --> 01:50:34.219
Speaker 2 (Quinlan Conf Room): And I wanted to see how it was to help.
That's the rational behind my voting, to bring something towards them to
do it, and just to make…
790
01:50:34.220 --> 01:50:50.980
Speaker 2 (Quinlan Conf Room): A lot of people from Wilson will not go to
John Liman, except for that one, because it's far away for the little one
kids to go from there. That's the rational behind my voting, but I still
go with the process. I don't want to influence anything, I just want to
state my rational. But now, with this, irrespective of
791
01:50:50.980 --> 01:50:54.830
Speaker 2 (Quinlan Conf Room): in your new process. Looks like… Wilson…
792
01:50:55.080 --> 01:51:00.550
Speaker 2 (Quinlan Conf Room): Oh, the lower is the better.
793
01:51:00.555 --> 01:51:08.114
Speaker 3 (Quinlan Conf Room): Wilson, Jollyman, then Varian, which I
believe we've kind of ruled Varian out at this point.
794
01:51:08.120 --> 01:51:08.720
Speaker 10 (Quinlan Conf Room): Okay.
795
01:51:08.725 --> 01:51:15.615
Speaker 2 (Quinlan Conf Room): So, I think, unless otherwise there are
any comments… oh, sorry, go ahead, Commissioner Spanak. So…
796
01:51:15.620 --> 01:51:23.730
Speaker 8 (Quinlan Conf Room): Could we give our recommendation to the
Council that… that Wilson is our first and Jollyman is our second? Yes,
absolutely.
797
01:51:23.735 --> 01:51:24.374
Speaker 10 (Quinlan Conf Room): Because you never.
798
01:51:24.375 --> 01:51:32.184
Speaker 2 (Quinlan Conf Room): know some, around 15,000, you get it for
us, or we get it too. They're trying to persuade.
799
01:51:32.190 --> 01:51:33.710
Speaker 8 (Quinlan Conf Room): recommending variant. Correct.
800
01:51:33.710 --> 01:51:49.029
Speaker 2 (Quinlan Conf Room): We are not recommending variant, and we
are going with the recommendation… I'm just summarizing it, we're going
with the recommendation of Wilson being the first one we picked out of
the three, and if we have more funding, either the city provides, or
Santa Clara County provides, we'll go second as John.
801
01:51:49.035 --> 01:51:54.344
Speaker 13 (Quinlan Conf Room): could decide something different. Yeah,
it's a recommendation. It's a recommendation.
802
01:51:54.345 --> 01:51:58.855
Speaker 8 (Quinlan Conf Room): I know that there was support from the
Commission for Jollyman as well.
803
01:51:58.855 --> 01:52:01.815
Speaker 2 (Quinlan Conf Room): Totally, I wanted to make sure. That's a
ranking.
804
01:52:01.815 --> 01:52:04.795
Speaker 3 (Quinlan Conf Room): But we do need a motion. Motion. Second.
805
01:52:04.795 --> 01:52:15.904
Speaker 6 (Quinlan Conf Room): I'll make a motion to approve Wilson Park
as the number 1, Jollyman Park as the number 2, and Varian as number 3.
And I will second.
806
01:52:16.405 --> 01:52:19.694
Speaker 6 (Quinlan Conf Room): Commissioner Bonnet. Thank you.
Commissioner Schreman.
807
01:52:19.845 --> 01:52:23.364
Speaker 6 (Quinlan Conf Room): Stop. I'd like to.
808
01:52:23.530 --> 01:52:32.699
Speaker 2 (Quinlan Conf Room): Okay, I think we need to do a second, and
then you'll do another, right? She seconded it. So now, looks like there
is a substitute motion.
809
01:52:33.050 --> 01:52:35.229
Speaker 2 (Quinlan Conf Room): So, please, finish your time.
810
01:52:35.235 --> 01:52:42.125
Speaker 8 (Quinlan Conf Room): I would like to make a motion that the
Commission had the most support for Wilson, had…
811
01:52:42.485 --> 01:52:46.394
Speaker 8 (Quinlan Conf Room): also support for Jollyman, but not as
much, and did not support.
812
01:52:47.495 --> 01:52:50.605
Speaker 8 (Quinlan Conf Room): As… as the location for this event.
813
01:52:50.605 --> 01:52:55.675
Speaker 2 (Quinlan Conf Room): Okay, so the only… maybe let me rephrase
it. So the only correction…
814
01:52:55.675 --> 01:53:00.495
Speaker 7 (Quinlan Conf Room): Okay, I'm not agreeing, I'm just saying
that we have staff ranking. I would like…
815
01:53:00.635 --> 01:53:04.165
Speaker 7 (Quinlan Conf Room): There are storyboards in all of them to
have money. No, I think.
816
01:53:04.165 --> 01:53:11.444
Speaker 2 (Quinlan Conf Room): I think, maybe let me, let me rephrase,
and please, Commissioner Stanek, help me out on the, amended motion, is…
817
01:53:11.935 --> 01:53:19.735
Speaker 2 (Quinlan Conf Room): to the same, first and second, but the
third, you don't want it, even if the money comes, or that's not in the
rank. Well… Is that…
818
01:53:19.735 --> 01:53:25.755
Speaker 8 (Quinlan Conf Room): I think the recommendation to the Council
is that variant is not,
819
01:53:25.755 --> 01:53:27.194
Speaker 2 (Quinlan Conf Room): Fireball, but not in the fire.
820
01:53:27.195 --> 01:53:40.775
Speaker 8 (Quinlan Conf Room): We didn't really just talk about it that
much, but it is in the corner of the city, it's away from… it's not as
accessible. It has more… a lot more downsides, so I think, you know,
since we don't.
821
01:53:40.775 --> 01:53:43.735
Speaker 7 (Quinlan Conf Room): money, I'm not going to argue that… Oh,
no, I'm not talking about…
822
01:53:43.735 --> 01:53:44.515
Speaker 8 (Quinlan Conf Room): Hall of Fame.
823
01:53:44.515 --> 01:53:45.275
Speaker 7 (Quinlan Conf Room): No.
824
01:53:45.275 --> 01:53:46.004
Speaker 8 (Quinlan Conf Room): I don't…
825
01:53:46.010 --> 01:54:01.749
Speaker 6 (Quinlan Conf Room): respect, if I can make one comment. Again,
we're here to pick… There is not a motion, there is not a second or a
third on the table, so therefore that comment does kind of make sense,
because it's only one that is considered… No, we're giving our
recommendation.
826
01:54:01.755 --> 01:54:05.634
Speaker 8 (Quinlan Conf Room): our input to the council. Right, right,
and it was, yeah, the request was to.
827
01:54:05.640 --> 01:54:06.949
Speaker 14 (Quinlan Conf Room): To, to rank the…
828
01:54:06.955 --> 01:54:07.715
Speaker 4 (Quinlan Conf Room): 3.
829
01:54:07.715 --> 01:54:11.815
Speaker 7 (Quinlan Conf Room): My recommendation is not to say that we
don't approve Bavion, but to say that…
830
01:54:11.820 --> 01:54:12.500
Speaker 4 (Quinlan Conf Room): I would…
831
01:54:12.505 --> 01:54:24.234
Speaker 8 (Quinlan Conf Room): I would say that we… that we survived the
council with the vote, that there were 3 votes for Wilson, 2 votes for…
for Jollyman, and none for Varian.
832
01:54:24.915 --> 01:54:27.144
Speaker 8 (Quinlan Conf Room): No, I figured…
833
01:54:27.150 --> 01:54:31.650
Speaker 2 (Quinlan Conf Room): I think maybe if I correct it, which is,
can you retract your.
834
01:54:31.655 --> 01:54:49.665
Speaker 6 (Quinlan Conf Room): substitute motion, and I'll do a
substitute motion. Please do. Okay, I'll make a substitute motion to
provide the pros and the cons, but with the comments assigned to it, so
that it can give Council clear understanding as to why we did the
ranking. Yes.
835
01:54:49.670 --> 01:55:02.330
Speaker 7 (Quinlan Conf Room): And I would like to… I would like to
propose that you add one more thing, because we don't want variant
neighborhood to think that we are ganging up against them. We just are
ranking it based on the limited reporting.
836
01:55:02.335 --> 01:55:11.334
Speaker 6 (Quinlan Conf Room): your comments, because the fact of the
tennis court with noise, which will impede concentration on the
storyboards, is the factor as to…
837
01:55:11.335 --> 01:55:15.854
Speaker 7 (Quinlan Conf Room): We're saying it, but they're not saying
that we don't have money, don't put it. Like, if you have money…
838
01:55:15.855 --> 01:55:16.845
Speaker 6 (Quinlan Conf Room): Yeah, so much stuff.
839
01:55:16.845 --> 01:55:19.574
Speaker 2 (Quinlan Conf Room): So, we are still in the… okay, we have to
make…
840
01:55:19.575 --> 01:55:21.875
Speaker 7 (Quinlan Conf Room): with his subsidiary motion, I think it's
easier.
841
01:55:21.875 --> 01:55:26.664
Speaker 2 (Quinlan Conf Room): Looks like one more comment, and then we
will go on the motion. So, I… Claire, looks like.
842
01:55:26.665 --> 01:55:39.885
Speaker 9 (Quinlan Conf Room): Clearly, Molly said that we are going to
just give rank of these three. We're not going to say, eliminate Marion
or something. So, is it enough to just give the council
843
01:55:39.965 --> 01:55:52.724
Speaker 9 (Quinlan Conf Room): The rent from Parks and Recs, which is
123, Wilson, very. And then, I think, yeah, I think, and then, Library
Commission will take it from there.
844
01:55:53.345 --> 01:55:54.105
Speaker 10 (Quinlan Conf Room): It's just honest.
845
01:55:54.105 --> 01:55:58.605
Speaker 2 (Quinlan Conf Room): So, just a second, which is similar or
exactly the same?
846
01:55:58.605 --> 01:56:00.145
Speaker 7 (Quinlan Conf Room): to do it, let's do that.
847
01:56:00.145 --> 01:56:03.155
Speaker 2 (Quinlan Conf Room): Let me, let me clarify. That's the same
motion what generally… Yes.
848
01:56:03.155 --> 01:56:09.114
Speaker 6 (Quinlan Conf Room): I'm just giving the reasons why we
selected with the comments behind it. That is really my motive.
849
01:56:09.115 --> 01:56:15.895
Speaker 2 (Quinlan Conf Room): So, let's… So, it is the same motion, so
can you repeat that motion again? We will go on the second. Keep it
simple.
850
01:56:15.895 --> 01:56:16.655
Speaker 10 (Quinlan Conf Room): Yeah.
851
01:56:16.655 --> 01:56:20.495
Speaker 6 (Quinlan Conf Room): I'd like to make a substitute motion. Can
you make just one moment?
852
01:56:20.500 --> 01:56:21.270
Speaker 7 (Quinlan Conf Room): Sweet.
853
01:56:21.750 --> 01:56:33.850
Speaker 6 (Quinlan Conf Room): Wilson Park as number one, John Liman
number 2, Varion number three. We have the pros and cons, the feedbacks
that we provided as to why we came out to that decision. Excellent.
854
01:56:33.855 --> 01:56:36.124
Speaker 2 (Quinlan Conf Room): Second it. Second. So, staff…
855
01:56:36.445 --> 01:56:48.174
Speaker 2 (Quinlan Conf Room): Since this is a… this is a… okay, maybe
let me want to clarify it. See, there is only one motion, and you
substituted your own motion, so we don't… we just voted on that, correct?
On the second substitution.
856
01:56:48.175 --> 01:56:48.914
Speaker 6 (Quinlan Conf Room): On the second sub.
857
01:56:48.920 --> 01:56:52.310
Speaker 2 (Quinlan Conf Room): Constitution motion is the only one. The
Constitution motion did not get a second.
858
01:56:52.375 --> 01:56:57.715
Speaker 3 (Quinlan Conf Room): So… This really is the substitute motion
that…
859
01:56:57.715 --> 01:57:05.304
Speaker 2 (Quinlan Conf Room): On the original one we had. So we are
voting only on the substitute motion now, so staff can say please.
Commissioner Bono? Aye.
860
01:57:05.445 --> 01:57:06.795
Speaker 2 (Quinlan Conf Room): Commissioner Standic?
861
01:57:06.795 --> 01:57:14.525
Speaker 1 (Quinlan Conf Room): Yes. Commissioner Swamy? Yes. Vice Chair
Strikens? Yes. Chair Kamaricom? Yes. Motion carries unanimously. Yes.
862
01:57:15.175 --> 01:57:21.575
Speaker 1 (Quinlan Conf Room): Thank you. Thank you. Thank you so much.
863
01:57:21.580 --> 01:57:23.790
Quinlan Conf Room: As we do.
864
01:57:23.790 --> 01:57:34.350
Speaker 3 (Quinlan Conf Room): transition. We're also a couple hours into
the meeting. If the chair would entertain a 5-minute break. Why not?
Sure.
865
02:04:45.390 --> 02:04:48.490
Speaker 11 (Quinlan Conf Room): No, just now that we're.
866
02:04:48.495 --> 02:04:58.165
Speaker 3 (Quinlan Conf Room): 905, and so I'd like to try and keep, our
conversation, you know, focused on topic at hand, so that way we can get
through the balance of the agenda.
867
02:04:58.165 --> 02:04:59.745
Speaker 10 (Quinlan Conf Room): Sure. Excellent, thank you.
868
02:04:59.745 --> 02:05:08.145
Speaker 2 (Quinlan Conf Room): And, before even I said that I have a
meeting on stop at 9.30. If it is not, WestJet will take over. Correct.
Thank you.
869
02:05:08.595 --> 02:05:17.084
Speaker 2 (Quinlan Conf Room): So now we're going back onto the… the one
which we pushed out. Correct. Thank you for staying by, staying by. I
know it's not…
870
02:05:17.155 --> 02:05:29.834
Speaker 2 (Quinlan Conf Room): I know, we didn't mean anything to put you
there to listen to everything. Appreciate it, truly, thank you. This is
the, item number 2, Parks and Recreation Department Marketing and
Communications.
871
02:05:29.835 --> 02:05:38.594
Speaker 2 (Quinlan Conf Room): And the recommended action from us is to
receive it, listen to it, the presentation on this one, but there's no
action item at all, just listen. Correct.
872
02:05:38.595 --> 02:05:39.374
Speaker 1 (Quinlan Conf Room): So, as you know.
873
02:05:39.375 --> 02:06:04.014
Speaker 3 (Quinlan Conf Room): when you approved your work plan for this
year, one of the things that you found of interest and that we would like
to deliver, to the Commission is to have each one of our program areas
come in and make a presentation. It helps with your learning, it helps
with giving us feedback on how we're doing. And so tonight, we are very
lucky to have, Brent and Kurt with us here. He is our marketing team.
874
02:06:04.015 --> 02:06:10.774
Speaker 3 (Quinlan Conf Room): Pretty much. So, we do have one and a
half, folks in that unit, so…
875
02:06:10.775 --> 02:06:20.195
Speaker 3 (Quinlan Conf Room): Brandon is the only full-time employee,
and does, a pretty amazing job, and I think you'll be very impressed with
what he has to share this evening. Thank you.
876
02:06:20.525 --> 02:06:26.324
Speaker 3 (Quinlan Conf Room): We are always impressed with that. Thank
you. So good evening, Chair, Vice Chair, and Commissioner.
877
02:06:27.070 --> 02:06:33.700
Speaker 18 (Quinlan Conf Room): So I'm gonna walk you through how the
curriculum Parks and Recreation uses a coordinating marketing effort. I'm
sorry.
878
02:06:34.050 --> 02:06:40.980
Speaker 18 (Quinlan Conf Room): Coordinating a marketing effort to reach
residents throughout programs and events and guide them from awareness
and participation.
879
02:06:42.490 --> 02:06:57.659
Speaker 18 (Quinlan Conf Room): So, I'll go ahead and start with the
recreation schedule, which serves as a cornerstone of our marketing
efforts. Published quarterly, or the schedule highlights a wide range of
classes, programs, and events, and is mailed directly to more than 2,300
residential addresses.
880
02:06:58.000 --> 02:07:06.380
Speaker 18 (Quinlan Conf Room): In addition to the printed version, the
schedule is also available as an interactive digital brochure, and it's
featuring every Parks and Recreation marketing.
881
02:07:06.580 --> 02:07:14.130
Speaker 18 (Quinlan Conf Room): Each digital, edition averages more than
37,000 views, which is up 10% from the same
882
02:07:14.550 --> 02:07:19.229
Speaker 18 (Quinlan Conf Room): say, a period of the previous year. And,
883
02:07:19.670 --> 02:07:25.749
Speaker 18 (Quinlan Conf Room): Sorry. Yes. Oh, and that average was 33
that previous… or 33,000 that previous period.
884
02:07:25.750 --> 02:07:45.669
Speaker 18 (Quinlan Conf Room): Embedded links primarily directing
readers to, registration pages for programs and events, generates more
than 4,400 clicks per edition. This helps residents quickly find and
register for activities and events and programs, and that's an increase
of 18% from the previous year.
885
02:07:45.750 --> 02:07:55.229
Speaker 18 (Quinlan Conf Room): Each edition is also down a little more
than 400 times, showing that residents continue to use the schedule as a
planning tool beyond the initial mailing or email promotion of it.
886
02:07:57.550 --> 02:08:14.010
Speaker 18 (Quinlan Conf Room): Now we'll move on to the website. So many
of you know we update our website in December of 2024, so we've had it a
little over a year and a half now. We've seen excellent growth across the
Parks and Recreation webpages since then.
887
02:08:14.010 --> 02:08:22.519
Speaker 18 (Quinlan Conf Room): The redesigned layout has helped increase
the visibility with the Patina Parks and Recreation webpages, making up
15 of the top 20.
888
02:08:22.520 --> 02:08:36.029
Speaker 18 (Quinlan Conf Room): 15 of the top 18, if you get rid of
those, the last two there. The low balance rate also suggests that the
improved organization and layout is helping residents find activities,
events, and services they're looking for on the webpage.
889
02:08:36.030 --> 02:08:50.130
Speaker 18 (Quinlan Conf Room): And over the 12-month period, so this
would be May 2025 to April 2026, the Cupertino Parks and Recreation
homepage saw nearly 27,000 visitors, which is about 74 visitors a day.
890
02:08:53.110 --> 02:09:08.680
Speaker 18 (Quinlan Conf Room): Display marketing. So, to amplify the
visibility of key programs and events, we use a variety of display
marketing methods to reach residents in city facilities, parks, and other
community spaces. We leverage the city's internal TV screens in areas
like City Hall, Quinlan, and
891
02:09:08.680 --> 02:09:21.000
Speaker 18 (Quinlan Conf Room): community hall. These digital, displays
feature rotating messages that are updated regularly to highlight,
current offerings and upcoming events. We also use banners, A-frames,
posters.
892
02:09:21.470 --> 02:09:40.100
Speaker 18 (Quinlan Conf Room): in strategic locations throughout the
city. Many of these materials include QR codes, which allow community
members to easily access registration pages, event information from their
phones. For larger campaigns and events, we place banners in highly
visible locations to reach residents as they move through the community.
893
02:09:42.260 --> 02:10:02.230
Speaker 18 (Quinlan Conf Room): Next is social media. So, social media
continues to expand our reach, build community interest, and support
promotion for parks and recreation programs and events. We have an active
presence across multiple platforms, including two Facebook pages, one
dedicated to Parks and Recreation as a whole, and then one dedicated to
McClellan Ranch Preserve.
894
02:10:02.230 --> 02:10:08.699
Speaker 18 (Quinlan Conf Room): Through Facebook, we also run paid, paid
campaigns to increase visibility of key programs and services.
895
02:10:08.920 --> 02:10:28.289
Speaker 18 (Quinlan Conf Room): From May 2025 to April 2026, the Parks
and Recreation Facebook page generated nearly 17,000 clicks, which is up
24% from the previous year. And the page also received more than 10,000
visits, which was up 5, and more than 2,300 interactions, which is up
23%.
896
02:10:28.290 --> 02:10:46.730
Speaker 18 (Quinlan Conf Room): in the previous period. The one metric
that did see a little bit of a decline, was the number of new page
followers, we saw. During that period, we saw 435 new followers over a
360-day period, which is down roughly 4% from the previous period, so
it's…
897
02:10:46.730 --> 02:10:50.780
Speaker 18 (Quinlan Conf Room): 15, 20 people, so… pretty close.
898
02:10:51.420 --> 02:11:06.939
Speaker 18 (Quinlan Conf Room): And then, new, oops, new this year is a
dedicated Instagram page. So much like Facebook, Instagram gives us
another way to tell the Cupertino Park Recreation story, especially
through photos, videos, event highlights, and community moments.
899
02:11:06.940 --> 02:11:20.419
Speaker 18 (Quinlan Conf Room): In its first month, we've generated
nearly 2,200 views, or 22,000 views, and reached 10,000 accounts. We've
received 397 interactions, and this was…
900
02:11:20.530 --> 02:11:27.959
Speaker 18 (Quinlan Conf Room): All this data's from the middle of last
month, so just in the last, like, 3 weeks, we've… those numbers have all
increased a lot.
901
02:11:29.740 --> 02:11:40.190
Speaker 18 (Quinlan Conf Room): And then, email marketing. So, email
marketing still continues to be one of our most effective tools. Its
adaptability, direct reach, and cost effectiveness keeps it highly
relevant, and it's
902
02:11:40.280 --> 02:11:57.480
Speaker 18 (Quinlan Conf Room): Consistently delivers some of our
strongest engagement across all of our platforms. We use emails to share
the monthly newsletter, promote events, highlight some programs. We also
maintain segmented lists for specific audiences, allow us to target
message more effectively and efficiently.
903
02:11:57.480 --> 02:12:13.300
Speaker 18 (Quinlan Conf Room): Currently we send two monthly e-
newsletters, one focused on general Parks and recreation updates, and one
specific for the Cupertino Senior Center. From May 2025 to April 256, the
Parks and Recreation e-newsletter achieved an 82% engagement rate, which
is…
904
02:12:13.300 --> 02:12:20.810
Speaker 18 (Quinlan Conf Room): To… with nearly 15,000 subscribers, an
increase of more than 3,000 subscribers from the previous year.
905
02:12:20.810 --> 02:12:34.709
Speaker 18 (Quinlan Conf Room): Senior Center's, e-newsletter, has a 72%
engagement rate and saw nearly… it has almost 1,500 subscribers, which
is… which saw its largest jump in this last year.
906
02:12:35.830 --> 02:12:54.939
Speaker 18 (Quinlan Conf Room): Our largest jump in years since last
year. Together, these two email lists have some of the highest engagement
rates in the entire city for our email list, with the only exception
being the block leader, and that's only got 100 people, and was very
engaged. So, in addition to the monthly newsletters, we send targeted
emails to the
907
02:12:55.080 --> 02:13:08.500
Speaker 18 (Quinlan Conf Room): specific groups. So if we've got a team
event, we're sending an email to teams that we have. If we have, say,
Food Fund, we're emailing past Food Fund participants to let them know
that a future date's coming up.
908
02:13:08.820 --> 02:13:12.150
Speaker 18 (Quinlan Conf Room): On that slide, under teens, you've got…
909
02:13:12.625 --> 02:13:18.564
Speaker 8 (Quinlan Conf Room): 1,40 subscribers. It says it's up 3,043,
which is… Oh, that is…
910
02:13:18.565 --> 02:13:25.844
Speaker 18 (Quinlan Conf Room): That is definitely a typo. I don't have
that number. It just looks like…
911
02:13:25.845 --> 02:13:28.424
Speaker 8 (Quinlan Conf Room): He got pulled over, made a home.
912
02:13:28.430 --> 02:13:45.089
Speaker 18 (Quinlan Conf Room): Yeah, so the team list, the big number's
correct, the smaller number, off the top of my head, typically that list
grows by a couple hundred each year. That sounds awesome. There's a
couple hundred each year with kids going to college and stuff like that,
so… Are you calculating the engagement rate?
913
02:13:45.300 --> 02:13:46.620
Speaker 18 (Quinlan Conf Room): through.
914
02:13:46.620 --> 02:13:49.730
Speaker 16 (Quinlan Conf Room): engagement rate. So, let's… if it's… No,
can…
915
02:13:50.095 --> 02:13:54.975
Speaker 2 (Quinlan Conf Room): You just choked, can we… Yeah, if you can
finish it, then we'll come to it.
916
02:13:56.430 --> 02:13:57.490
Quinlan Conf Room: I'm ready.
917
02:13:59.000 --> 02:14:17.619
Speaker 18 (Quinlan Conf Room): Okay, so, next is specific to adult 50-
plus outreach. So, for adult 50-plus, we use a mix of print, digital,
email, and bi-monthly communication tools to share senior center
offerings. The 50-plus scene is included in, the quarterly recreation
schedule, so it's part of that, printed and digital version.
918
02:14:17.620 --> 02:14:28.729
Speaker 18 (Quinlan Conf Room): Which is… and that's mailed to the 2,300
residents, and this… having it in the recreation schedule helps keep the
senior center programs visible to a broad community.
919
02:14:28.730 --> 02:14:32.879
Speaker 18 (Quinlan Conf Room): Not just the 50-plus population. It also,
920
02:14:32.880 --> 02:14:45.680
Speaker 18 (Quinlan Conf Room): So, it's also available online as a
digital magazine. In August 2025, we mailed targeted membership drive
postcard to 2,600 Cupertino residents that have adult 50+.
921
02:14:45.680 --> 02:14:54.689
Speaker 18 (Quinlan Conf Room): living in them, just before this
Lupertina Senior Center annual house. So the goal of this was to
introduce or reintroduce the center to
922
02:14:54.690 --> 02:15:13.680
Speaker 18 (Quinlan Conf Room): the 50-plus community and hope that they
would stop by and see what's… what's new at the Senior Center. That
outreach is supported by e-newslet… monthly newsletters, registration,
event reminder emails, bi-monthly calendar, bi-monthly activity schedule,
social media posts, program,
923
02:15:13.700 --> 02:15:15.979
Speaker 18 (Quinlan Conf Room): Programs and member experience.
924
02:15:18.640 --> 02:15:34.909
Speaker 18 (Quinlan Conf Room): So, next we'll go to that each, each
marketing channel has its own role, but the goal is all the same. So,
it's helping residents simply from becoming aware of an opportunity to
actually participating in that opportunity, and ideally coming back and
925
02:15:35.000 --> 02:15:39.300
Speaker 18 (Quinlan Conf Room): Participating in more future activities,
that would be awesome.
926
02:15:40.680 --> 02:15:41.980
Quinlan Conf Room: I'll go back one.
927
02:15:42.940 --> 02:15:45.579
Speaker 18 (Quinlan Conf Room): Oops, too, go back. There you go.
928
02:15:45.780 --> 02:15:58.069
Speaker 18 (Quinlan Conf Room): Okay, so next we're going to go through
to awareness. So through awareness, we make sure residents know what's
available to them. So this is tools like the recreation schedule,
signage, social media, the website, this helps us highlight…
929
02:15:58.300 --> 02:16:15.600
Speaker 18 (Quinlan Conf Room): Helps us… helps us highlight and reach
people where they already are, so whether they're seeing it online or
walking into a facility, they're seeing it post in their feed, and we
want the residents to see the program and event and think that that looks
interesting to them, or they didn't know that the city offered that.
930
02:16:16.400 --> 02:16:21.820
Speaker 18 (Quinlan Conf Room): So, next… So, after, awareness, we look
at building interests.
931
02:16:22.930 --> 02:16:33.880
Speaker 18 (Quinlan Conf Room): This is where strong visuals, program,
pages, and emails features become important. We're also not just telling
people that something exists, we're giving them a reason to care and show
why it's worth their time.
932
02:16:36.309 --> 02:16:48.770
Speaker 18 (Quinlan Conf Room): And then next is registration, so once
someone is interested, we want to make sure it's as easy for them to join
us. This means direct links, QR codes, call to actions, reminder emails.
So, making it as easy for them to…
933
02:16:49.010 --> 02:16:51.960
Speaker 18 (Quinlan Conf Room): Sign up and participate with us? Is it
costly?
934
02:16:53.400 --> 02:17:11.879
Speaker 18 (Quinlan Conf Room): Okay, and the next thing is a strong
experience. So, this is by far the strongest marketing tool that any
agency, can have. So, this is after you have a great experience, it's
following with post-event communication, photos, storytelling, helping
keep the residents connected beyond that initial program.
935
02:17:11.879 --> 02:17:27.810
Speaker 18 (Quinlan Conf Room): Overall, each of these channels don't act
as separate efforts, they work together to guide residents through the
same journey, with the goal of creating a positive experience of
Cooperative Parks and Recreation, whether it's a camp, an activity, and
then hopefully they take something else with us.
936
02:17:29.870 --> 02:17:38.700
Speaker 18 (Quinlan Conf Room): And then, by continuing to invest in,
consistent sporting marketing, more residents will discover and
participate in the Parks and Recreation program.
937
02:17:39.629 --> 02:17:42.249
Speaker 18 (Quinlan Conf Room): And that concludes my presentation.
938
02:17:42.639 --> 02:17:46.610
Speaker 18 (Quinlan Conf Room): Awesome. Thank you so much for that, I
really appreciate it, and…
939
02:17:47.660 --> 02:17:51.899
Speaker 2 (Quinlan Conf Room): Really, really, a lot of members are
popping up in a big way, so thank you.
940
02:17:52.170 --> 02:17:55.330
Speaker 2 (Quinlan Conf Room): Any clarification questions from the
commissioners?
941
02:17:55.805 --> 02:18:00.544
Speaker 7 (Quinlan Conf Room): I just want to know how… what are you
calculating the engagement rate. So it's a.
942
02:18:00.545 --> 02:18:08.565
Speaker 18 (Quinlan Conf Room): There's a bunch of different metrics,
whether it's open, if it's a unique open, if it's open multiple times.
943
02:18:08.665 --> 02:18:11.124
Speaker 18 (Quinlan Conf Room): How many things are being clicked on, if
it's…
944
02:18:11.985 --> 02:18:27.725
Speaker 18 (Quinlan Conf Room): So there's a lot of different, like…
Yeah, yeah, so I can pull all that data and then basically take a look at
it, and I'll get into kind of what the, like, engagement rates on this.
Engagement is very high, impressive, thank you. Yeah. Thank you.
945
02:18:28.549 --> 02:18:32.609
Speaker 2 (Quinlan Conf Room): If there's no clarification questions, is
there any public comments?
946
02:18:33.159 --> 02:18:39.149
Speaker 2 (Quinlan Conf Room): We have no speakers, Jim. Thank you, that
will close the public comments, and any other comments from the
Commissioners?
947
02:18:39.700 --> 02:18:55.280
Speaker 6 (Quinlan Conf Room): I'll just make one very brief. It's nice
to see the, the pickup, and I'm part of that engagement, because I live
on Instagram, so I'm part of that solution, but no, conflict solution, it
looks like it's… the interest is there. Yes, exactly.
948
02:18:56.469 --> 02:19:11.859
Speaker 2 (Quinlan Conf Room): Awesome. Thank you. Again, overall, it's
fantastic. I know it's… I don't know, it's a one-man army, they say, or
one person, one and a half person, and still it is amazing. So, thank
you, appreciate it. Thank you. You're bringing more awareness and
connectivity to the community. Thank you.
949
02:19:12.969 --> 02:19:16.379
Speaker 2 (Quinlan Conf Room): And, now the staff and commission reports
950
02:19:17.269 --> 02:19:25.219
Speaker 2 (Quinlan Conf Room): I know last time we did it differently,
but this time I need to go through it. First, it goes with the staff
report, and then only it goes on the commission report, so…
951
02:19:25.389 --> 02:19:28.419
Speaker 2 (Quinlan Conf Room): Stuff, so…
952
02:19:28.424 --> 02:19:30.714
Speaker 7 (Quinlan Conf Room): Nicely, you may want to split one.
953
02:19:31.164 --> 02:19:34.194
Speaker 7 (Quinlan Conf Room): Hey guys, I don't want to fall over.
954
02:19:34.455 --> 02:19:41.375
Speaker 2 (Quinlan Conf Room): Keep in mind. So, staff, We do. Okay.
955
02:19:41.985 --> 02:19:45.025
Speaker 2 (Quinlan Conf Room): Thank you. Congratulations to… sure.
956
02:19:45.025 --> 02:19:55.004
Speaker 3 (Quinlan Conf Room): Okay, fantastic. Thank you for the
opportunity to give you a few updates since we last met. I'll go through
Facebook, because I know that,
957
02:19:55.475 --> 02:19:56.575
Speaker 3 (Quinlan Conf Room): PR.
958
02:19:56.855 --> 02:19:58.884
Speaker 3 (Quinlan Conf Room): Pretty… going pretty late here.
959
02:19:58.965 --> 02:20:10.805
Speaker 3 (Quinlan Conf Room): So, first things first, since, our last
meeting, the Council did take action on April 7th related with the
Commissioner's Handbook.
960
02:20:10.805 --> 02:20:23.284
Speaker 3 (Quinlan Conf Room): So, although you went through a training a
few months back, there were some updates to the handbook, and that's been
sent out to all of you in an email on Friday, May 22nd.
961
02:20:23.285 --> 02:20:42.974
Speaker 3 (Quinlan Conf Room): I'm hopeful that you've already had the
chance to take a peek at it, and look at the revisions that have made.
Specifically, there's been revisions in the sections related with
commissions, membership, future agenda setting, recommendations and
reports to City Council, and use of city email.
962
02:20:45.105 --> 02:20:58.005
Speaker 3 (Quinlan Conf Room): There's also been new sections added on
commission administrator, alternate members, board representation, hybrid
meetings and remote participation, as well as the work plan.
963
02:20:58.005 --> 02:21:07.054
Speaker 3 (Quinlan Conf Room): So if you haven't already read through
that, please do so, and if you have questions, it would be best to take
those offline, and you can ask them directly to me.
964
02:21:07.055 --> 02:21:18.165
Speaker 3 (Quinlan Conf Room): And then I'll make sure that you have,
what you need to move forward and to work in… within the structure that
the Council has approved for all of our commissions. So thank you for
that.
965
02:21:18.735 --> 02:21:43.615
Speaker 3 (Quinlan Conf Room): Then I wanted to jump into, some things
that are happening now that it's officially summer. Maybe not on the
calendar, but from a perspective of weather and kids being, almost out of
school. But Blackberry Farm is open for the season, and you can visit
cupertino.gov backslash BBF calendar to see the full range of lap swim,
recreation swims.
966
02:21:43.615 --> 02:21:48.484
Speaker 3 (Quinlan Conf Room): So unless it's picnic hours and all of the
things that are being offered there this summer.
967
02:21:49.815 --> 02:21:58.894
Speaker 3 (Quinlan Conf Room): Next, I'm pleased to announce that the
Summer Concert Series is back. We'll be, kicking off the series on
Thursday, June 11th.
968
02:21:58.895 --> 02:22:11.194
Speaker 3 (Quinlan Conf Room): The series does go until August 20th, and
all of the concerts are held at the Memorial Park Amphitheater. Those
take place from 6.30 to 8, and we have a wide range of
969
02:22:11.205 --> 02:22:27.464
Speaker 3 (Quinlan Conf Room): bands that will be attending, whether
you're into classic rock, blues, whatever tickles your fancy, it will be
pretty much offered this summer, and you can check out that schedule
online. Again, that's cupertino.gov backslash summer concert.
970
02:22:29.475 --> 02:22:47.734
Speaker 3 (Quinlan Conf Room): Then, this weekend, we have Splash Bash.
This is something being hosted by the Youth Activity Board. It's a fun
field day planned for youth and teens. It's meant to kind of kick off the
summer. School ends tomorrow for many of the schools in and around the
area.
971
02:22:47.735 --> 02:22:58.164
Speaker 3 (Quinlan Conf Room): And it's a kickoff to some summer fun. It
will take place on Sunday, June 7th, from noon to 3, here in Memorial
Park, and it's gonna include
972
02:22:58.165 --> 02:23:13.604
Speaker 3 (Quinlan Conf Room): you know, some water balloon, activity,
some inflatables, some games, and for teens, Kona Ice is available for
free for the first 50. So, not for adults, but for teens.
973
02:23:14.495 --> 02:23:28.104
Speaker 3 (Quinlan Conf Room): We also have an intergenerational,
activity, planned for Saturday, June 13th at Blackberry Farm Golf Course.
It's called Golfing for Generations, get it? Four.
974
02:23:28.115 --> 02:23:36.984
Speaker 3 (Quinlan Conf Room): So it's designed for folks ages 5 and up,
for all skill levels, and it's meant to be a unique tournament with a
975
02:23:36.985 --> 02:23:49.075
Speaker 3 (Quinlan Conf Room): with an alternate format than what you're
used to, to make it so that way it's even for youth and older adults.
Registration is still being accepted at reg4rec.org.
976
02:23:51.415 --> 02:23:59.985
Speaker 3 (Quinlan Conf Room): Next, we have Disco at Desk. This year,
this multi-generational, event, it has a…
977
02:24:00.455 --> 02:24:15.824
Speaker 3 (Quinlan Conf Room): Hollywood theme. The event's taking place
on Friday, June 26th, from 6.30 to 8 at Community Hall. Each guest is
going to receive a pair of wireless headphones with 3 channels that are
playing different movie
978
02:24:15.975 --> 02:24:20.624
Speaker 3 (Quinlan Conf Room): style themes. They'll be 70s and 80s.
979
02:24:20.785 --> 02:24:25.475
Speaker 3 (Quinlan Conf Room): 90s to 2000, and then 2010 to present day.
980
02:24:25.475 --> 02:24:41.744
Speaker 3 (Quinlan Conf Room): So you could switch the channels,
throughout the evening to find your groove. There'll be glowing lights,
and all sorts of fun stuff, for folks of all ages. Again, this is an
intergenerational activity, Friday, June 26th, from 6.30 to 8.
981
02:24:41.745 --> 02:24:45.175
Speaker 3 (Quinlan Conf Room): Registration is at reg4rec.org.
982
02:24:46.775 --> 02:25:07.965
Speaker 3 (Quinlan Conf Room): And definitely our, flagship event of the
year is right around the corner, on the 4th of July celebration, and as
everyone is, aware, this is, our birthday, 250th, year, so, very exciting
to be celebrating that here in Cupertino.
983
02:25:07.965 --> 02:25:17.745
Speaker 3 (Quinlan Conf Room): The day will start with a pancake
breakfast at… here in the building at Quinlan from 8 to 11, and that's
hosted by the Optimist Club of Cupertino.
984
02:25:17.775 --> 02:25:30.774
Speaker 3 (Quinlan Conf Room): Following breakfast, folks will head out
into Memorial Park for a flag-raising ceremony, a children's parade, and
children's activities that will begin around 10 near the Veterans
Memorial.
985
02:25:31.205 --> 02:25:37.965
Speaker 3 (Quinlan Conf Room): This year, we're also bringing back
swimming, at Blackberry Farm Pool from 10 to 5.
986
02:25:38.195 --> 02:25:50.815
Speaker 3 (Quinlan Conf Room): And then there'll be a concert at 10.30.
The band is Fire Peach, and they'll be performing in the Amphitheater at
about 10.30. There'll also be some children's games and that sort of
thing going on.
987
02:25:51.385 --> 02:26:07.455
Speaker 3 (Quinlan Conf Room): In the park. Of course, what everybody
will be waiting for is the fireworks celebration that evening. It will
start at approximately 9.30, and we'll have the same three viewing sites
as we've had in recent years. That'll be Creekside.
988
02:26:07.455 --> 02:26:18.084
Speaker 3 (Quinlan Conf Room): Sedgwick Elementary School, and then
Miller Avenue near Bollinger Road. So, to learn more about this event,
Cupertino.gov backslash July 4.
989
02:26:19.595 --> 02:26:37.404
Speaker 3 (Quinlan Conf Room): Next, I want to share with you that we
will be hosting another Cupertino Campout. This is a July event. Since we
are not meeting in July, I have a couple July things just to throw out
there. So Cupertino Campout is Saturday, July 18th, beginning at 4pm.
990
02:26:37.405 --> 02:26:44.245
Speaker 3 (Quinlan Conf Room): And it goes until Sunday, July 19th at 10
a.m. This event takes place at Creekside Park.
991
02:26:44.245 --> 02:27:00.945
Speaker 3 (Quinlan Conf Room): And it's an opportunity for folks that
maybe, are… want to be introduced to camping, or, don't have the ability
to go too far. Kind of a, introduction to camping and a night under the
stars filled with recreation activities throughout.
992
02:27:01.125 --> 02:27:20.115
Speaker 3 (Quinlan Conf Room): It's a great way for, you know, family,
neighbors, to gather and to meet new friends, and our staff will be
programming things, to make sure that it's a memorable evening for folks.
For this event, pre-registration is required, and registration will take
place at cupertino.gov backslash Campbell.
993
02:27:21.825 --> 02:27:36.144
Speaker 3 (Quinlan Conf Room): Also a July slash early August, activity
is Shakespeare in the Park. It, too, will take place in the Memorial
Park, Amphitheater for the production of, Antony and Cleopatra.
994
02:27:36.145 --> 02:27:46.065
Speaker 3 (Quinlan Conf Room): And there's multiple dates, July 25th and
26th, and August 1st, 2nd, 8th, and 9th. All of those will take place at
6 p.m. in the amphitheater.
995
02:27:48.555 --> 02:27:59.934
Speaker 3 (Quinlan Conf Room): And then, because the movies in Park will
start right as we are gathering next in August, I wanted to share with
you that you have four movies planned, a July
996
02:28:00.495 --> 02:28:16.505
Speaker 3 (Quinlan Conf Room): Or, excuse me, August 7th through August
28th. They're all on Friday evenings. That two will take place at
Creekside Park starting at 8pm. The movie lineup includes Goat, A Bug's
Life, Freakier Friday, and Superman.
997
02:28:19.205 --> 02:28:27.304
Speaker 3 (Quinlan Conf Room): And then, hopefully all of you got the
email, sent, regarding the, Cupertino Community Service Awards.
998
02:28:27.305 --> 02:28:40.284
Speaker 3 (Quinlan Conf Room): I'm highlighting it here because I wanted
to make sure that you marked your calendar, for Wednesday, October 28th.
We don't have additional details quite yet. The period for,
999
02:28:40.285 --> 02:28:50.025
Speaker 3 (Quinlan Conf Room): seeking nominations or applying for folks
that might be interested does close July 7th, and you can find all that
information online should you choose.
1000
02:28:50.065 --> 02:28:57.214
Speaker 3 (Quinlan Conf Room): To nominate somebody, but for the actual
awards banquet, we should have more information next time we meet.
1001
02:28:58.355 --> 02:29:13.174
Speaker 3 (Quinlan Conf Room): And then, last but not least, we are in
full get-ready for summer mode. Most camps start on Monday, June 8th. We
have a full list of camps available at cupertino.gov backslash camps.
1002
02:29:13.245 --> 02:29:27.685
Speaker 3 (Quinlan Conf Room): And then we will be closed, as a city on
Friday, June 19th, in observance of Juneteenth. We'll have our normal
operating hours on that day, however, at Blackberry Farm Golf Course and
at the Cupertino Sports Center.
1003
02:29:27.925 --> 02:29:36.974
Speaker 3 (Quinlan Conf Room): And last but not least, it's important to
note that we will not be meeting on July 2nd. We will be, up to our
eyeballs in July 4th prep.
1004
02:29:37.105 --> 02:29:45.704
Speaker 3 (Quinlan Conf Room): And I know many of you travel during that
time frame as well. So, our next meeting will be Thursday, August 6th at
7pm.
1005
02:29:46.095 --> 02:29:48.855
Speaker 3 (Quinlan Conf Room): So, that concludes the staff report for
this evening.
1006
02:29:49.495 --> 02:29:51.025
Speaker 3 (Quinlan Conf Room): Thank you.
1007
02:29:51.700 --> 02:29:54.670
Speaker 2 (Quinlan Conf Room): take off, and I'd like to request it to…
1008
02:29:54.675 --> 02:29:55.435
Speaker 6 (Quinlan Conf Room): Okay, can you…
1009
02:29:55.435 --> 02:29:56.154
Speaker 11 (Quinlan Conf Room): Share the screen.
1010
02:29:56.160 --> 02:29:58.010
Speaker 3 (Quinlan Conf Room): with her, so we can…
1011
02:29:58.010 --> 02:29:58.530
Speaker 18 (Quinlan Conf Room): finding it there.
1012
02:29:58.530 --> 02:30:02.419
Speaker 2 (Quinlan Conf Room): Fantastic. And keeping it there, and so
winter. Okay.
1013
02:30:02.420 --> 02:30:02.949
Speaker 18 (Quinlan Conf Room): That's the one.
1014
02:30:02.955 --> 02:30:06.505
Speaker 2 (Quinlan Conf Room): There's 60 people waiting on the zone
sound.
1015
02:30:06.695 --> 02:30:10.694
Speaker 2 (Quinlan Conf Room): So, so… From here, in front.
1016
02:30:12.055 --> 02:30:13.114
Speaker 2 (Quinlan Conf Room): Okay. Thank you.
1017
02:30:13.685 --> 02:30:14.615
Speaker 2 (Quinlan Conf Room): Thank you.
1018
02:30:15.465 --> 02:30:17.504
Speaker 2 (Quinlan Conf Room): All right. Thank you, staff.
1019
02:30:18.260 --> 02:30:20.710
Quinlan Conf Room: Now it's time for our Commissioner Reports.
1020
02:30:21.540 --> 02:30:26.350
Speaker 9 (Quinlan Conf Room): Your turn to highlight the Parks and Recs
Department facilities you may have visited?
1021
02:30:26.550 --> 02:30:30.059
Speaker 9 (Quinlan Conf Room): Sharing Forks and Rec activities your work
on there?
1022
02:30:30.310 --> 02:30:39.429
Speaker 9 (Quinlan Conf Room): bring light to any city activities you
have volunteered at, or any involvement you may have had pertaining to
the Commissioner Road since our last meeting.
1023
02:30:41.290 --> 02:30:44.369
Speaker 9 (Quinlan Conf Room): Commissioner Bodles? Nothing too good.
1024
02:30:44.800 --> 02:30:52.429
Speaker 9 (Quinlan Conf Room): I was out of the country. Commissioner
Swami?
1025
02:30:52.430 --> 02:30:54.429
Speaker 7 (Quinlan Conf Room): Just went to a bunch of parks.
1026
02:30:54.610 --> 02:30:56.990
Speaker 7 (Quinlan Conf Room): It was really nice, I think.
1027
02:30:57.250 --> 02:30:59.620
Speaker 7 (Quinlan Conf Room): particularly joining us. Beautiful.
1028
02:30:59.890 --> 02:31:09.750
Speaker 7 (Quinlan Conf Room): really upgraded, as the street side. All
these parks have had a lot of love, and they're doing… driving, and the
community is really benefiting. Awesome.
1029
02:31:10.680 --> 02:31:11.860
Quinlan Conf Room: Any comments?
1030
02:31:15.540 --> 02:31:17.230
Speaker 9 (Quinlan Conf Room): Future agenda setting.
1031
02:31:17.895 --> 02:31:21.854
Speaker 7 (Quinlan Conf Room): Actually, I do have one comment. In the
future, agenda something, sorry, go ahead. Okay.
1032
02:31:22.205 --> 02:31:23.075
Speaker 7 (Quinlan Conf Room): Yeah.
1033
02:31:23.315 --> 02:31:31.224
Speaker 7 (Quinlan Conf Room): It doesn't have to be, like, this next
one, but I think Minam brought up the point that, you know.
1034
02:31:32.455 --> 02:31:37.195
Speaker 7 (Quinlan Conf Room): Can we know the status of Lauren Smitty?
Because she's been bringing me the given.
1035
02:31:38.275 --> 02:31:41.885
Speaker 7 (Quinlan Conf Room): That might not be a bad idea to create
that report.
1036
02:31:43.150 --> 02:31:49.060
Speaker 3 (Quinlan Conf Room): So, I will, note on that, that we do have,
1037
02:31:49.090 --> 02:32:02.690
Speaker 3 (Quinlan Conf Room): I'm looking at our schedules so that I get
it correct. So, obviously, at our last meeting, we had information about
the CIP, and we had information about the different projects pending,
which we got an update regarding Lawrence Mitty at that point.
1038
02:32:02.690 --> 02:32:10.529
Speaker 3 (Quinlan Conf Room): We will have, later in the year, our
Public Works Department coming to talk about facilities, grounds, and
trees.
1039
02:32:10.530 --> 02:32:24.070
Speaker 3 (Quinlan Conf Room): If there's an update at that time, I can
have them include that. But I would say, for now, that, you know, your
most recent update is pretty much where we're still at. Thank you.
1040
02:32:24.410 --> 02:32:25.250
Speaker 3 (Quinlan Conf Room): Alright.
1041
02:32:25.620 --> 02:32:28.609
Speaker 3 (Quinlan Conf Room): I have a question.
1042
02:32:28.615 --> 02:32:33.555
Speaker 8 (Quinlan Conf Room): staff, when are community grants going to
Council?
1043
02:32:33.685 --> 02:32:34.574
Speaker 8 (Quinlan Conf Room): They're going to share.
1044
02:32:34.575 --> 02:32:39.605
Speaker 3 (Quinlan Conf Room): same night as the fiscal year 26-27
budget, which is June 16th.
1045
02:32:41.225 --> 02:32:49.575
Speaker 3 (Quinlan Conf Room): Right, and I've worked it out with the
chair that he will be present. That doesn't preclude any of you from, you
know, attending as well.
1046
02:32:49.575 --> 02:33:04.034
Speaker 3 (Quinlan Conf Room): But, he will be available should there be
any questions or comments on behalf of the Council for the Commission.
Correct. 6 p.m. 6.45. I was just gonna say, I'd have to double check the
time.
1047
02:33:04.035 --> 02:33:04.774
Speaker 11 (Quinlan Conf Room): It's a regular…
1048
02:33:04.780 --> 02:33:05.910
Speaker 6 (Quinlan Conf Room): Maximally 16.
1049
02:33:05.910 --> 02:33:07.300
Speaker 18 (Quinlan Conf Room): 6. Yeah.
1050
02:33:07.975 --> 02:33:11.704
Speaker 8 (Quinlan Conf Room): And my other question would have been, I
would have…
1051
02:33:11.825 --> 02:33:21.504
Speaker 8 (Quinlan Conf Room): suggested that we have… put on the agenda
the pickleball policy, but it sounds like it's going straight to Council
without us having an opportunity.
1052
02:33:22.525 --> 02:33:25.525
Speaker 8 (Quinlan Conf Room): They haven't even put on their eyes up.
1053
02:33:25.530 --> 02:33:41.629
Speaker 3 (Quinlan Conf Room): So, it's not an agendized item, so it's a
little difficult to have that conversation here, tonight, but I will
remind you that that's an operational item, and that the sound
attenuation portion of that is something that was brought to this group.
1054
02:33:41.660 --> 02:33:54.760
Speaker 3 (Quinlan Conf Room): And that Council will be making a decision
on at the June 16th meeting. So, following that decision, and or any
input that the Council has, then we'll determine what the appropriate
next steps are.
1055
02:33:58.670 --> 02:33:59.290
Speaker 9 (Quinlan Conf Room): No.
1056
02:33:59.610 --> 02:34:01.729
Speaker 9 (Quinlan Conf Room): If anybody has any others?
1057
02:34:02.440 --> 02:34:04.990
Quinlan Conf Room: Oh, right. John might.
1058
02:34:06.140 --> 02:34:13.740
Speaker 9 (Quinlan Conf Room): Our meeting is now coming to an end. I
want to thank everyone for coming to tonight's meeting, and I'm thanking
on behalf of,
1059
02:34:14.010 --> 02:34:17.810
Speaker 9 (Quinlan Conf Room): share the marathon as well. As a reminder.
1060
02:34:18.110 --> 02:34:28.410
Speaker 9 (Quinlan Conf Room): There is not a July meeting. Our next
Parks and Recreation Committee meeting will be on Thursday, August 6th,
at 7pm here in Finland.
1061
02:34:28.800 --> 02:34:34.570
Speaker 9 (Quinlan Conf Room): And I now adjourn the meeting at 9.34 PM.
1062
02:34:36.330 --> 02:34:40.460
Speaker 9 (Quinlan Conf Room): Thank you.
1063
02:34:47.620 --> 02:34:52.760
Quinlan Conf Room: Thank you. I'm trying to ask you, because… Thank you.
Thank you. Thanks.
1064
02:34:55.370 --> 02:35:04.460
Speaker 7 (Quinlan Conf Room): You know, you've written the book, and I'm
tired of… I've written the book. I think I told you already… No, I know
you did, but I'm just… I was… no.
1065
02:35:04.460 --> 02:35:05.619
Speaker 19 (Quinlan Conf Room): I was reminded of this.
1066
02:35:05.625 --> 02:35:08.964
Speaker 7 (Quinlan Conf Room): I always meant to ask you this question.
