This portion of the meeting is reserved for persons wishing to address the committee on any matter within the jurisdiction of the committee. 30 00:03:31.715 --> 00:03:42.314 Speaker 1 (Quinlan Conf Room): and not on the agenda. Speakers are limited to 3 minutes. In most cases, state law will prohibit a commission from making any decisions with respect to a matter not on the agenda. 31 00:03:42.830 --> 00:03:53.170 Speaker 2 (Quinlan Conf Room): Yes, at this time, I believe we have a member of the public who wishes to speak. Okay. My name is Patrickson. 32 00:03:53.330 --> 00:03:59.930 Speaker 2 (Quinlan Conf Room): And, I guess I'm the only person from the public that attended. And that is something we need to work on. 33 00:03:59.930 --> 00:04:13.259 Speaker 3 (Quinlan Conf Room): We need more people here. We need more parking, which obviously is parking, and make sure when you schedule a meeting that you check here, and I already talked to them, that they're not having a big shindig relative. 34 00:04:13.680 --> 00:04:14.720 Speaker 3 (Quinlan Conf Room): filed. 35 00:04:14.860 --> 00:04:25.859 Speaker 3 (Quinlan Conf Room): So, what I'm asking you guys to do, because you're all new on board, I did my research this morning about when you all started, how you got put on, I just talked to Ray, he said you were volunteers, which is amazing! 36 00:04:26.060 --> 00:04:30.900 Speaker 3 (Quinlan Conf Room): Thank you, thank you. I really appreciate it. But I want to educate you guys. 37 00:04:31.200 --> 00:04:36.280 Speaker 3 (Quinlan Conf Room): And I'd like to come to your meetings and start giving you information, because you're going to need it. 38 00:04:36.490 --> 00:04:42.109 Speaker 3 (Quinlan Conf Room): The city has to work on the issues that have been long a problem for years. 39 00:04:42.610 --> 00:04:54.630 Speaker 3 (Quinlan Conf Room): So what you need to do is not only look at what you're going to be doing, because I can't say what you're going to be doing right now, that's the after, afterwards, I think in common, but you're going to be working on a lot of things that are very important. 40 00:04:55.220 --> 00:04:56.330 Speaker 3 (Quinlan Conf Room): to our city. 41 00:04:56.400 --> 00:05:14.539 Speaker 3 (Quinlan Conf Room): To me, who's been here for 47 years, and the seniors especially, I'd like more things done for the seniors, all right? There's not enough done, even at the senior center, believe me, you gotta pay for everything. So what I'm asking you all to do is… because they're never smiling very much. 42 00:05:14.600 --> 00:05:20.189 Speaker 3 (Quinlan Conf Room): We're going to encourage you to smile more at the meetings, right? That's very important. 43 00:05:20.590 --> 00:05:23.679 Speaker 3 (Quinlan Conf Room): Okay, you have to be friendly to go beyond this to me. 44 00:05:23.980 --> 00:05:28.530 Speaker 3 (Quinlan Conf Room): Okay, so I would like to encourage you all to reach out 45 00:05:28.690 --> 00:05:35.920 Speaker 3 (Quinlan Conf Room): Family members, friends, neighbors. Bring them to the meeting! Make the meetings exciting! 46 00:05:36.630 --> 00:05:40.639 Speaker 3 (Quinlan Conf Room): City Council meeting, these people start going to these, and he rhinos, right? 47 00:05:41.110 --> 00:05:55.580 Speaker 3 (Quinlan Conf Room): encourage them to go to the city council meetings, too. It's very important, not just because it's on, you know, you can go on the TV and your computer. No, I came here, I could have done all of that. I stopped going to council meetings. Why do you think? 48 00:05:56.010 --> 00:05:57.379 Speaker 3 (Quinlan Conf Room): We're not treated right. 49 00:05:57.530 --> 00:06:13.250 Speaker 3 (Quinlan Conf Room): I want open forum meetings, where we can talk and exchange information back and forth. I had so much information at all these meetings, and none of it gets out half the time. I'm on Nextdoor getting out information. Anybody want to listen to what I had to say? Get on Nextdoor! 50 00:06:13.320 --> 00:06:23.779 Speaker 3 (Quinlan Conf Room): It's very important that you guys understand, alright? And 3 minutes is not enough, okay? We want answers. We don't want to go to coffee clubs, coffee clubs, with a mayor. 51 00:06:23.940 --> 00:06:31.919 Speaker 3 (Quinlan Conf Room): There never responds. I never got an answer from the mayor. I met with the mayor for 20 minutes and got nothing from, you know, from her. 52 00:06:32.100 --> 00:06:37.870 Speaker 3 (Quinlan Conf Room): Okay? We need to get some real contact with the people that are running our city. 53 00:06:38.080 --> 00:06:54.079 Speaker 3 (Quinlan Conf Room): You know, you guys are a committee, we have a commission, and we have a city council! Wait on! You guys should all get together, have an open meeting, and just exchange everything. You know, it's very important. And I did prepare myself for this meeting. 54 00:06:54.210 --> 00:07:05.079 Speaker 3 (Quinlan Conf Room): Seriously. So, 3 minutes is probably all I'm gonna get, but that's okay. It's over? It's over. Okay. Thank you for your time, and I hope you listen to what I had to say. 55 00:07:05.490 --> 00:07:07.679 Speaker 3 (Quinlan Conf Room): Thank you. Thank you, Kathy. 56 00:07:07.680 --> 00:07:12.930 Speaker 1 (Quinlan Conf Room): for taking time to join our meeting in person, which you always encourage. Thank you. 57 00:07:12.935 --> 00:07:19.675 Speaker 2 (Quinlan Conf Room): I don't see any requests to speak virtually, so I think that phone includes the request to speak on social communications is fantastic. 58 00:07:19.675 --> 00:07:21.924 Speaker 1 (Quinlan Conf Room): So, next, we move to new business. 59 00:07:22.905 --> 00:07:23.685 Speaker 1 (Quinlan Conf Room): Yes. 60 00:07:24.225 --> 00:07:36.344 Speaker 1 (Quinlan Conf Room): So, the subject, on new business number, number 3 is economic development incentives for retail, small businesses, and startups. Steph, do we have any, presentations? 61 00:07:36.485 --> 00:07:38.304 Speaker 1 (Quinlan Conf Room): We'll do. I have a pregnant hatred. 62 00:07:38.625 --> 00:07:45.664 Speaker 1 (Quinlan Conf Room): I couldn't stop. Yes, there is a conversation. 63 00:07:45.670 --> 00:07:46.300 Quinlan Conf Room: Second. 64 00:07:49.800 --> 00:07:50.750 Quinlan Conf Room: One sec. 65 00:07:54.590 --> 00:08:02.020 Quinlan Conf Room: Is that why? 66 00:08:02.260 --> 00:08:03.750 Quinlan Conf Room: Thank you everyone does it? 67 00:08:08.090 --> 00:08:09.420 Quinlan Conf Room: the… 68 00:08:13.850 --> 00:08:16.170 Quinlan Conf Room: That is a good influence. 69 00:08:16.560 --> 00:08:17.220 Quinlan Conf Room: Oops. 70 00:08:17.690 --> 00:08:20.300 Quinlan Conf Room: You're not Zoom. 71 00:08:21.170 --> 00:08:23.659 Quinlan Conf Room: You know, it's just such a shame. 72 00:08:28.190 --> 00:08:32.720 Quinlan Conf Room: 2… Want to… 73 00:08:32.720 --> 00:08:35.089 Speaker 2 (Quinlan Conf Room): Are you getting shared from Zoom. 74 00:08:35.559 --> 00:08:38.720 Speaker 2 (Quinlan Conf Room): Use the water. 75 00:08:39.909 --> 00:08:43.660 Speaker 2 (Quinlan Conf Room): I'm a Zoom. They're not putting money. 76 00:08:47.280 --> 00:08:50.270 Speaker 2 (Quinlan Conf Room): all the technology. So we can also drive my laptop, I don't know if there's. 77 00:08:50.270 --> 00:08:55.610 Speaker 1 (Quinlan Conf Room): There's a laptop issue. In the meantime, that's okay. 78 00:09:09.620 --> 00:09:13.569 Speaker 13 (Quinlan Conf Room): Hey! Great. Maybe it's, Matt? 79 00:09:14.632 --> 00:09:17.012 Speaker 4 (Quinlan Conf Room): Is it okay if I start, or are we waiting for Zoom? 80 00:09:17.692 --> 00:09:20.931 Speaker 4 (Quinlan Conf Room): We're live now. Okay, great, thank you. Let me see you, Lauren. 81 00:09:21.590 --> 00:09:23.739 Speaker 2 (Quinlan Conf Room): Yes, I can see it on Zoom. 82 00:09:24.510 --> 00:09:30.460 Speaker 2 (Quinlan Conf Room): Okay, so I wanted to present the subcommittee report out, and just, you know, to caveat, this is… while I'm. 83 00:09:30.465 --> 00:09:46.564 Speaker 4 (Quinlan Conf Room): presenting. Actually, these are all the excellent ideas of the entire group, which was, Commissioner Bono, Committee Member Bono, Committee Member Carter, and Committee Member Asawa. So these were all of our collective ideas, and I'm just presenting them back out. 84 00:09:46.915 --> 00:10:03.644 Speaker 4 (Quinlan Conf Room): So, this subcommittee was formed on March 27th to explore potential economic development incentives to preserve existing retail, encourage new types of retail, as well as support small businesses and startups. And so, we were directed to provide an update at this EDC meeting on April 30th. 85 00:10:04.455 --> 00:10:17.995 Speaker 4 (Quinlan Conf Room): So, we've, generated ideas, many ideas, in all three categories, and so I will be presenting them now. So, for the first category, preserving existing retail, this is really to 86 00:10:18.115 --> 00:10:29.174 Speaker 4 (Quinlan Conf Room): I think we interpreted this really as supporting businesses that get displaced when development, comes and, you know, turns the retail housing or something else. 87 00:10:29.175 --> 00:10:43.784 Speaker 4 (Quinlan Conf Room): And so, for these businesses, you know, for example, the Voyager or the Panera that recently, was displaced, we would want to expedite… consider expediting carbon for displaced retail, and help them find a new home in Cupertino. 88 00:10:43.785 --> 00:10:50.494 Speaker 4 (Quinlan Conf Room): Consider discounting fees for the businesses as they, you know, move through the relocation process with the city. 89 00:10:50.495 --> 00:11:08.275 Speaker 4 (Quinlan Conf Room): And, for this, you know, we may want… the city may want to determine what threshold it thinks is appropriate for small businesses. We can probably assume that larger businesses have the funding to handle these costs themselves, and we're really just trying to help the small businesses here. And then the third is, this was discussed at the Planning Commission. 90 00:11:08.275 --> 00:11:14.275 Speaker 4 (Quinlan Conf Room): But if a development displaces retail that generates over, you know, whatever dollar threshold in sales tax. 91 00:11:14.275 --> 00:11:36.614 Speaker 4 (Quinlan Conf Room): have them contribute towards funding its relocation. And this is something that, you know, one of our developers recently already did with Voyager and Panera, but it's something that we might just want to formalize. And, you know, my understanding is that this would require a nexus study, and the amount would also be to be determined as well. We're not even sure if this is a legally allowable thing. It really would need to be vetted. 92 00:11:36.875 --> 00:11:50.875 Speaker 4 (Quinlan Conf Room): The next point is around legal support. So, we have seen that some cities do, partner with local law firms and maybe offer one-off legal advice to businesses. Then we can also leverage the EDC to boost foot traffic. 93 00:11:51.805 --> 00:11:58.274 Speaker 4 (Quinlan Conf Room): Another idea that we had from one of the committee members was to create a relational database of all businesses 94 00:11:58.275 --> 00:12:22.555 Speaker 4 (Quinlan Conf Room): Just that… based on their business license. So any business that has a license in Cupertino can be part of a database, and I included a screenshot of New York City. They have a search for all their businesses. This one's for childcare services, but, you know, the point being, I think right now, with City of Cupertino, we have a lot of focus on dining, and you can go to the website, you can find restaurants, but we don't really have a focus on all of our other business types. 95 00:12:24.100 --> 00:12:24.800 Speaker 1 (Quinlan Conf Room): And then… 96 00:12:24.805 --> 00:12:36.025 Speaker 4 (Quinlan Conf Room): Encouraging new types of retail, we really just had one idea here, which was around encouraging pop-up events, and pop-up use of retail space. One example of a city that's doing that right now is San Francisco. 97 00:12:36.025 --> 00:12:46.475 Speaker 4 (Quinlan Conf Room): They partnered with local companies to do a vacant to Vibrant program, and they help, sort of, leverage existing vacant retail to house, 98 00:12:46.795 --> 00:12:48.235 Speaker 1 (Quinlan Conf Room): term pop-ups. 99 00:12:49.710 --> 00:13:07.530 Speaker 4 (Quinlan Conf Room): So, in the final category, supporting small businesses and startups, there was a great idea to create a small business council. This would be a group that's free to join, which would be a little bit different from the Chamber, which has a membership fee, and it would be a safe place for the businesses to ask questions, network. 100 00:13:07.530 --> 00:13:17.950 Speaker 4 (Quinlan Conf Room): And there could also be a social media channel to promote the new businesses. And, you know, just to note, in my conversations with the businesses, I've found that 101 00:13:17.950 --> 00:13:29.650 Speaker 4 (Quinlan Conf Room): A lot of our local businesses, when I asked them, did have an appetite for a small business council. Some of them are informally, if they're Chinese restaurants, they're informally talking on WeChat, but they don't really have one central place to. 102 00:13:29.655 --> 00:13:30.345 Speaker 1 (Quinlan Conf Room): to… 103 00:13:30.350 --> 00:13:31.140 Speaker 4 (Quinlan Conf Room): decide. 104 00:13:31.145 --> 00:13:31.805 Speaker 1 (Quinlan Conf Room): with all the. 105 00:13:31.810 --> 00:13:36.570 Speaker 4 (Quinlan Conf Room): other businesses. And then another idea was to have a small business survey and QR codes. 106 00:13:37.560 --> 00:13:53.570 Speaker 4 (Quinlan Conf Room): Another idea was to… this is not really a support program so much as just a, you know, a resource for the businesses, but create a how to start a business page in Cupertino that you don't have to log into. Currently, I think our business page is gated. 107 00:13:53.575 --> 00:13:54.055 Speaker 1 (Quinlan Conf Room): off, you have to. 108 00:13:54.060 --> 00:14:04.059 Speaker 4 (Quinlan Conf Room): log in. And this example is from Fremont, but they use this tool called Open Counter, and you can actually calculate on the spot all of your fees that you would need to pay. 109 00:14:04.065 --> 00:14:10.324 Speaker 1 (Quinlan Conf Room): a business before you start. And I just, you know, put in a random example, and this is what I got out in… within the span of a few minutes. 110 00:14:11.600 --> 00:14:24.960 Speaker 4 (Quinlan Conf Room): Another idea would be to help on the employment front, so we have local colleges, we have Dianza, we have Foothill, and could we partner with them to supply employment to any of our businesses? Sometimes finding, you know, laborers. 111 00:14:25.155 --> 00:14:26.275 Speaker 1 (Quinlan Conf Room): for our businesses? 112 00:14:26.510 --> 00:14:29.440 Speaker 4 (Quinlan Conf Room): And so this is something that other cities do. 113 00:14:29.445 --> 00:14:32.464 Speaker 1 (Quinlan Conf Room): as well. I just showed examples from San Jose. 114 00:14:32.465 --> 00:14:34.765 Speaker 4 (Quinlan Conf Room): in San Francisco. It takes different forms. 115 00:14:34.765 --> 00:14:36.125 Speaker 1 (Quinlan Conf Room): Depending on what. 116 00:14:36.125 --> 00:14:41.065 Speaker 4 (Quinlan Conf Room): what city? Some cities partner with a non- profit. Some cities, like us, we could partner with the college. 117 00:14:42.195 --> 00:14:52.484 Speaker 4 (Quinlan Conf Room): Another idea was around providing grants for signage or storefront improvements. This is an example from City of Mountain View that don't have this type of a program. 118 00:14:53.875 --> 00:14:59.895 Speaker 4 (Quinlan Conf Room): And then we can also connect businesses with funding opportunities, and I, for these examples. 119 00:14:59.895 --> 00:15:00.675 Speaker 1 (Quinlan Conf Room): examples, I. 120 00:15:00.675 --> 00:15:05.894 Speaker 4 (Quinlan Conf Room): show examples from smaller cities, because if you're a larger city, you can actually provide the. 121 00:15:05.895 --> 00:15:08.114 Speaker 1 (Quinlan Conf Room): grants yourself, but, you know, since we're City of Cooper. 122 00:15:08.115 --> 00:15:14.134 Speaker 4 (Quinlan Conf Room): and we don't have a giant budget, we cannot fund all of our businesses, but we could connect them with, you know. 123 00:15:14.135 --> 00:15:14.865 Speaker 1 (Quinlan Conf Room): SBA. 124 00:15:14.870 --> 00:15:15.610 Speaker 4 (Quinlan Conf Room): has seven. 125 00:15:15.615 --> 00:15:17.175 Speaker 1 (Quinlan Conf Room): A loans, there are a lot of. 126 00:15:17.175 --> 00:15:17.895 Speaker 4 (Quinlan Conf Room): of rebates. 127 00:15:17.900 --> 00:15:20.889 Speaker 1 (Quinlan Conf Room): For green renovations, there's rebates. 128 00:15:20.895 --> 00:15:21.775 Speaker 4 (Quinlan Conf Room): for. 129 00:15:21.780 --> 00:15:22.380 Speaker 1 (Quinlan Conf Room): ADA. 130 00:15:22.380 --> 00:15:26.830 Speaker 4 (Quinlan Conf Room): retrofits, so there's a lot of ways that, like, resources that we can connect businesses with that don'. 131 00:15:26.835 --> 00:15:29.204 Speaker 1 (Quinlan Conf Room): require the city to be funding them itself. 132 00:15:30.550 --> 00:15:36.540 Speaker 4 (Quinlan Conf Room): And then, a lot of our ideas that we generated were actually across all the categories, so this final one is kind of just a bucket. 133 00:15:36.660 --> 00:15:38.680 Speaker 4 (Quinlan Conf Room): So… 134 00:15:38.880 --> 00:15:50.599 Speaker 4 (Quinlan Conf Room): The first is to make it easier for the businesses to pay the city, and this was feedback that, as a business, it can be kind of challenging to log into the portal, it's not easy to use, there's a lot of different taxes that need to. 135 00:15:50.605 --> 00:15:51.665 Speaker 1 (Quinlan Conf Room): paid. 136 00:15:51.670 --> 00:16:02.570 Speaker 4 (Quinlan Conf Room): We could also increase the transparency of taxes and fee structure, maybe leverage AI to make the process easier. The second was revisiting the business license fee structure. 137 00:16:02.850 --> 00:16:04.419 Speaker 1 (Quinlan Conf Room): And, you know. 138 00:16:04.420 --> 00:16:05.029 Speaker 4 (Quinlan Conf Room): You know, just as an. 139 00:16:05.030 --> 00:16:05.600 Speaker 1 (Quinlan Conf Room): examples. 140 00:16:05.605 --> 00:16:06.335 Speaker 4 (Quinlan Conf Room): Sunnyvale has a. 141 00:16:06.340 --> 00:16:09.360 Speaker 1 (Quinlan Conf Room): flat $10 fee, whereas Cuppuccino has a very. 142 00:16:09.365 --> 00:16:26.545 Speaker 4 (Quinlan Conf Room): much tiered fee structure that can be very high, depending on what business you are. So, whether we… if we choose to maintain the existing fee structure, then we just need to make sure that we are giving the businesses the benefits of the license fees that they're paying, because some of them are very high in the hundreds or thousands. 143 00:16:26.845 --> 00:16:42.385 Speaker 4 (Quinlan Conf Room): And then the final is around business license access. There was a really good idea around just helping the businesses display their business license, maybe, like, giving them a frame, or helping them print it out so that they can show it in their storefront, and then more businesses get encouraged to do the same thing. 144 00:16:42.675 --> 00:16:46.174 Speaker 4 (Quinlan Conf Room): And then we can also have EDC as a liaison on these. 145 00:16:46.700 --> 00:16:52.619 Speaker 1 (Quinlan Conf Room): things. I think those were, yeah, those were all my ideas, or not my ideas, all the committee's ideas, and actually, 146 00:16:52.850 --> 00:16:58.920 Speaker 4 (Quinlan Conf Room): Do… does the subcommittee have any other things they'd like to add, comments, things I may have missed in this? 147 00:16:59.100 --> 00:17:03.590 Speaker 4 (Quinlan Conf Room): You mention it often in the presentation. My comment. 148 00:17:03.595 --> 00:17:06.514 Speaker 2 (Quinlan Conf Room): is that you're amazing. Oh, thank you. 149 00:17:07.025 --> 00:17:07.834 Speaker 2 (Quinlan Conf Room): All right, well then. 150 00:17:07.835 --> 00:17:10.324 Speaker 4 (Quinlan Conf Room): And that concludes my presentation. I suppose we can… 151 00:17:11.494 --> 00:17:13.594 Speaker 4 (Quinlan Conf Room): Should we open it up for discussion? 152 00:17:13.905 --> 00:17:15.285 Speaker 4 (Quinlan Conf Room): Good idea. 153 00:17:19.490 --> 00:17:21.769 Quinlan Conf Room: Debbie, have any questions? 154 00:17:22.569 --> 00:17:31.849 Speaker 1 (Quinlan Conf Room): Any comments from other committee members? So, I would like to say this is an amazing amount of work, especially considering the time between our last meeting to hear. 155 00:17:31.855 --> 00:17:39.205 Speaker 5 (Quinlan Conf Room): So, number one, absolutely appreciative of all of that, and I know a lot of time goes into this. 156 00:17:39.735 --> 00:17:48.155 Speaker 5 (Quinlan Conf Room): If you want to think about prioritizing, actually, across all of them, what are some of the areas that might have come out of the discussion that says, like, this might be something that 157 00:17:48.305 --> 00:18:04.814 Speaker 5 (Quinlan Conf Room): about focusing some of our resources and, time on, essentially. I'd love to kind of get an understanding from, from yourself and all of the other student committee members of that discussion. No, go ahead. One thing we, you know. 158 00:18:04.820 --> 00:18:05.150 Quinlan Conf Room: or the. 159 00:18:05.152 --> 00:18:07.731 Speaker 6 (Quinlan Conf Room): wait, I'm taking it… Is that it? 160 00:18:08.252 --> 00:18:26.412 Speaker 6 (Quinlan Conf Room): Even though the president of the Cupertino Chamber of Commerce, it's one thing for the businesses, but having a business council that can act as the liaison between small, large, medium businesses to provide, if you will, a more of an informative 161 00:18:27.302 --> 00:18:37.082 Speaker 6 (Quinlan Conf Room): across all platforms between the provider, the city, and the EDC, the Small Business Council might be able to reach out to the wider 162 00:18:37.082 --> 00:18:52.782 Speaker 6 (Quinlan Conf Room): community, and it does not require much. We can already use our own emails and maybe create a TikTok channel or an Instagram channel so that we can promote, but the goal here is to make sure that everyone understands that 163 00:18:53.152 --> 00:19:01.201 Speaker 6 (Quinlan Conf Room): they are able to reach out to the EDC through a business council, if you will, so that we can be the liaison between them and the city. 164 00:19:01.362 --> 00:19:20.281 Speaker 6 (Quinlan Conf Room): So, I think that is a step that is missing in Cupertino, and that we could emphasize on that. It would not require much at all, because as you know, social media platforms are free to provide, and yet it would showcase that Cupertino is ready for business, and they do have the support for any and all questions. 165 00:19:20.482 --> 00:19:21.332 Speaker 6 (Quinlan Conf Room): So… 166 00:19:21.912 --> 00:19:28.922 Speaker 6 (Quinlan Conf Room): I think the fee structure is another one. I think the fees are very high. In fact, many of the. 167 00:19:28.930 --> 00:19:38.959 Speaker 7 (Quinlan Conf Room): small companies or the booths, they always complain that, you know, the… I don't want to set up the booth in Cuba, you know, because it's the most expensive in Bay Area. 168 00:19:39.720 --> 00:19:56.889 Speaker 7 (Quinlan Conf Room): So, I think we should really work on to reduce even the, you know, that memorial how we do those events, or etc, or even the business license fee. For a small business, like, you know, if you are charging $200-300, which has a revenue of $2,000 a year. 169 00:19:57.240 --> 00:20:01.389 Speaker 7 (Quinlan Conf Room): Like, you can't ask 10% of their revenue just for the fees. 170 00:20:02.310 --> 00:20:04.500 Speaker 7 (Quinlan Conf Room): But on such a cuff of all of this. 171 00:20:06.580 --> 00:20:10.440 Speaker 7 (Quinlan Conf Room): The topic that keeps coming up is… 172 00:20:11.040 --> 00:20:14.040 Speaker 10 (Quinlan Conf Room): Make it easy for people to pay us. 173 00:20:14.420 --> 00:20:16.470 Speaker 10 (Quinlan Conf Room): I mean, that's what I… my complaint. 174 00:20:16.479 --> 00:20:19.189 Speaker 8 (Quinlan Conf Room): To a lot of businesses, is they… 175 00:20:19.319 --> 00:20:21.539 Speaker 8 (Quinlan Conf Room): Make it hard for me to give them money. 176 00:20:22.359 --> 00:20:26.879 Speaker 8 (Quinlan Conf Room): And thus I, you know, sometimes I don't, because I… it's just, you know… 177 00:20:27.359 --> 00:20:29.609 Speaker 8 (Quinlan Conf Room): It should be like we were talking about. 178 00:20:29.769 --> 00:20:31.889 Speaker 8 (Quinlan Conf Room): Don't make me log in. 179 00:20:32.339 --> 00:20:38.208 Speaker 8 (Quinlan Conf Room): If I'm just trying to get information on how to do my, you know, how to do my part to give you money. 180 00:20:39.249 --> 00:20:42.568 Speaker 8 (Quinlan Conf Room): I mean, that's the fundamental thing, is make it easy. 181 00:20:43.479 --> 00:20:46.928 Speaker 8 (Quinlan Conf Room): And I think that fits into everything that we're talking about. 182 00:20:50.949 --> 00:20:55.619 Speaker 8 (Quinlan Conf Room): Any other comments of the… of the committee? 183 00:20:56.860 --> 00:20:59.249 Speaker 1 (Quinlan Conf Room): Nasha, we'll open up for public comment? Yes. 184 00:20:59.685 --> 00:21:05.175 Speaker 2 (Quinlan Conf Room): We can open up for any comments. Oh, no. Okay, yes, you're welcome to open up for public comments. 185 00:21:05.985 --> 00:21:15.654 Speaker 2 (Quinlan Conf Room): Is there… would you like to speak? Are you a question to speak on this item, or we're opening up the public comments? Yes, go for it. 186 00:21:16.830 --> 00:21:20.390 Speaker 3 (Quinlan Conf Room): It's one thing to improve, you know. 187 00:21:20.790 --> 00:21:27.549 Speaker 3 (Quinlan Conf Room): risk coming to Cooper Cana, the high taxes, but they're also risking something else. 188 00:21:28.170 --> 00:21:34.549 Speaker 3 (Quinlan Conf Room): What happens down the line if all of a sudden the property that they're on, the witches. 189 00:21:34.840 --> 00:21:39.299 Speaker 3 (Quinlan Conf Room): It's taken over, sold, and they're putting in 5-story 190 00:21:39.480 --> 00:21:47.810 Speaker 3 (Quinlan Conf Room): apartment buildings and condos. This is… you can't let this happen, because why would I want to come here with my business? I wouldn't. 191 00:21:48.330 --> 00:21:55.080 Speaker 3 (Quinlan Conf Room): Okay? And the businesses I want to see here are family-type restaurants, like the Sizzler. 192 00:21:55.220 --> 00:21:58.230 Speaker 3 (Quinlan Conf Room): Okay? Like the red lines. 193 00:21:59.120 --> 00:22:00.080 Speaker 3 (Quinlan Conf Room): Yes, sir. 194 00:22:00.180 --> 00:22:01.909 Speaker 3 (Quinlan Conf Room): That's very important. 195 00:22:02.060 --> 00:22:11.319 Speaker 3 (Quinlan Conf Room): We don't have that. We have a coffee shop that's going bye-bye, which are trying to relocate. I'll tell you where they're going to relocate, I'll pertaining the violence then. 196 00:22:11.670 --> 00:22:16.070 Speaker 3 (Quinlan Conf Room): That we're gonna have more people leaving. Pizza Hut's gone. Staples! 197 00:22:16.350 --> 00:22:20.359 Speaker 3 (Quinlan Conf Room): is gone. I can't even buy printer ribs anymore from Staples. 198 00:22:20.460 --> 00:22:25.419 Speaker 3 (Quinlan Conf Room): They're gone. Is this what you want? You want high-rise buildings taking over? 199 00:22:25.850 --> 00:22:31.969 Speaker 3 (Quinlan Conf Room): Do you know what the traffic's gonna be like? I was researching this morning the bridge that's going over 280 from Wolf. 200 00:22:32.270 --> 00:22:38.509 Speaker 3 (Quinlan Conf Room): It's a nightmare. People coming in and out? You think they're just gonna go out? They're coming in. 201 00:22:38.980 --> 00:22:40.500 Speaker 3 (Quinlan Conf Room): Making it easier. 202 00:22:40.620 --> 00:22:53.440 Speaker 3 (Quinlan Conf Room): More houses, more apartments, more condos, condos and apartments, are going to bring in more people, not from the United States and Europe, everywhere. They're coming here. 203 00:22:53.650 --> 00:22:55.250 Speaker 3 (Quinlan Conf Room): How are we gonna handle this? 204 00:22:55.500 --> 00:22:57.499 Speaker 3 (Quinlan Conf Room): How are you guys gonna handle this? 205 00:22:57.990 --> 00:23:00.340 Speaker 3 (Quinlan Conf Room): This is a very big job. 206 00:23:00.770 --> 00:23:18.109 Speaker 3 (Quinlan Conf Room): And then you got the Lehigh cement plant. That's another issue, which I have to educate all of you about, which you don't know anything about, and it seems to me the City Council's not telling you anything about it. And you need advisors to come here and talk to you about the issues, to bring you up to date. 207 00:23:18.680 --> 00:23:21.040 Quinlan Conf Room: You're all volunteering, that means you're a citizen. 208 00:23:21.860 --> 00:23:25.280 Speaker 3 (Quinlan Conf Room): Right? You're all volunteering here? So you need to know. 209 00:23:25.520 --> 00:23:29.140 Speaker 3 (Quinlan Conf Room): You've taken on a big job. I don't think you realize what it is. 210 00:23:29.460 --> 00:23:30.670 Speaker 3 (Quinlan Conf Room): I really don't. 211 00:23:30.790 --> 00:23:32.729 Speaker 3 (Quinlan Conf Room): And I'm gonna do some research. 212 00:23:33.860 --> 00:23:38.060 Speaker 3 (Quinlan Conf Room): For as long as I can, because I don't… 213 00:23:38.600 --> 00:23:43.849 Speaker 3 (Quinlan Conf Room): What I'm asking you to do, okay, is to look at these new business issues. 214 00:23:44.410 --> 00:23:48.250 Speaker 3 (Quinlan Conf Room): Incorporate them into the problems that we have already. 215 00:23:48.370 --> 00:23:59.640 Speaker 3 (Quinlan Conf Room): And do something about it. Other cities are going to be trying to do something about this housing thing. If you lived in Cupertino on the one-story… I live in a one-story old home, I think a lot of it. 216 00:24:00.390 --> 00:24:05.250 Speaker 3 (Quinlan Conf Room): Would you like somebody with 5-story apartments, condos living next door to you? 217 00:24:05.740 --> 00:24:07.619 Speaker 3 (Quinlan Conf Room): Have you all thought about this? 218 00:24:07.890 --> 00:24:15.070 Speaker 3 (Quinlan Conf Room): It's a nightmare, and there's a… there's one person fighting it, and I've been researching about this person, and people that are trying to fight this. 219 00:24:15.460 --> 00:24:30.320 Speaker 3 (Quinlan Conf Room): They can build these things out of… here's my theory. 237. Oh, sorry. 237, they can build their condos out there and bring people into the city, just like New York City, and L.A. 220 00:24:30.325 --> 00:24:40.225 Speaker 2 (Quinlan Conf Room): I think that is your time, thank you. And Chair, I'm not seeing any requests to speak virtually, so I think that includes the request to speak on this item. Thank you. Chair, move to recommended action. 221 00:24:40.225 --> 00:24:43.035 Speaker 1 (Quinlan Conf Room): I actually had a follow-up. 222 00:24:43.035 --> 00:24:56.054 Speaker 4 (Quinlan Conf Room): a question, slash comment, that was… I was reminded of from the public comment. So, the idea of retail loss, I understood to be more of a zoning issue, and. 223 00:24:56.055 --> 00:24:56.515 Speaker 1 (Quinlan Conf Room): you know, the. 224 00:24:56.520 --> 00:24:59.550 Speaker 4 (Quinlan Conf Room): idea that… so this is something that we've discussed on Planning Commission. 225 00:24:59.555 --> 00:25:00.295 Speaker 1 (Quinlan Conf Room): as well, that. 226 00:25:00.450 --> 00:25:03.190 Speaker 4 (Quinlan Conf Room): You would want to designate retail nodes. 227 00:25:03.490 --> 00:25:06.950 Speaker 4 (Quinlan Conf Room): From a zoning standpoint, that would be retail only as opposed to. 228 00:25:06.955 --> 00:25:08.715 Speaker 1 (Quinlan Conf Room): commercial, residential. 229 00:25:08.830 --> 00:25:14.349 Speaker 4 (Quinlan Conf Room): Is that something that is within the purview of EDC, or is that more of a planning. 230 00:25:15.070 --> 00:25:21.460 Speaker 1 (Quinlan Conf Room): ideas. I think that's something we can discuss internally with the City Manager to see if that's something we can bring to the. 231 00:25:21.460 --> 00:25:26.130 Speaker 9 (Quinlan Conf Room): Committee, as far as the zoning review, to see how to maybe improve that. 232 00:25:26.130 --> 00:25:29.729 Speaker 4 (Quinlan Conf Room): Okay, because I actually would have included that under, you know, somewhere. 233 00:25:29.735 --> 00:25:32.774 Speaker 1 (Quinlan Conf Room): within this presentation, but I thought it was funny, so that's. 234 00:25:32.780 --> 00:25:40.300 Speaker 10 (Quinlan Conf Room): Good to know. I mean, the easiest time to make a recommendation to planning or to the City Council that this is something that is one of your findings or something. 235 00:25:40.305 --> 00:25:45.215 Speaker 11 (Quinlan Conf Room): But we should be talking to the city about… Okay. Great. Thank you. 236 00:25:46.550 --> 00:25:52.000 Speaker 6 (Quinlan Conf Room): But I'll just make one comment, because as the EDC, we will be asked 237 00:25:52.200 --> 00:26:00.310 Speaker 6 (Quinlan Conf Room): Based on the public comment, we're going to be asked, what is Cupertinois doing, should indeed a business come in and being displaced? 238 00:26:00.310 --> 00:26:15.039 Speaker 6 (Quinlan Conf Room): What is it that we're planning to do? What are the remedies? And somewhat for the EDC to be aware of, not… not the script, but at least have an idea of what's happening within the city, so that we can communicate accordingly with whoever asks for it. 239 00:26:18.590 --> 00:26:22.379 Speaker 1 (Quinlan Conf Room): Thank you, appreciate all the public comments and the community comments. 240 00:26:22.510 --> 00:26:33.739 Speaker 1 (Quinlan Conf Room): your subcommittee did such a good job and set a really good starting point for, all… for your subcommittee and on all the other subcommittees. So, now let's move to recommended action. 241 00:26:33.850 --> 00:26:44.400 Speaker 1 (Quinlan Conf Room): First action, recommended action, is to receive an update on the findings from the Economic Development Incentives for Retail, Small Businesses, and Startups subcommittee. 242 00:26:44.790 --> 00:26:54.919 Speaker 1 (Quinlan Conf Room): The second one is to provide a follow-up update at a future economic development meeting. So, we'll keep having updates from the subcommittee and see if there's any feedback or reviews. 243 00:26:55.350 --> 00:27:05.570 Speaker 9 (Quinlan Conf Room): Also, for consideration, perhaps, prioritizing some of these items, so that way you can come back at a future meeting with maybe, like, a top list. 244 00:27:06.260 --> 00:27:17.409 Speaker 9 (Quinlan Conf Room): with a little bit more detail on how the committee can maybe start to implement some of these ideas, would you be the one next step? Is that something of desire from the committee? Yeah, shall we… 245 00:27:17.415 --> 00:27:29.295 Speaker 1 (Quinlan Conf Room): prioritize it now, or according to the commons, or… because I've heard a small business consult being brought up, and also the fee structure and the payment process. These are the three things that I hear from, from priorities. 246 00:27:29.745 --> 00:27:34.155 Speaker 1 (Quinlan Conf Room): Shall we use the three as the top priorities for last… for next time? 247 00:27:34.155 --> 00:27:37.354 Speaker 4 (Quinlan Conf Room): interject and also include the displaced businesses. 248 00:27:37.355 --> 00:27:38.335 Speaker 1 (Quinlan Conf Room): priority. 249 00:27:38.700 --> 00:27:43.930 Speaker 4 (Quinlan Conf Room): But if, if, you know, we are to prioritize, I think I personally would welcome. 250 00:27:43.935 --> 00:27:47.785 Speaker 1 (Quinlan Conf Room): Feedback from the other non-committee members as well, if you have any thoughts. 251 00:27:50.000 --> 00:27:56.550 Speaker 5 (Quinlan Conf Room): So I, so I don't disagree with that, because I think part of it is the… the… 252 00:27:56.700 --> 00:28:13.959 Speaker 5 (Quinlan Conf Room): the conversations around prioritization and the feedback that was germinated from the subcommittee absolutely makes a lot of sense, and I would lean on… I think I would lean on sort of this body to… to kind of help maybe direct that a little bit. I would also just maybe say. 253 00:28:15.250 --> 00:28:17.969 Speaker 1 (Quinlan Conf Room): For us to think about the impact aspect. 254 00:28:17.975 --> 00:28:24.375 Speaker 5 (Quinlan Conf Room): discussion about some of the prioritization. So I think this is where I might just not be able to weigh in very concretely in terms of 255 00:28:24.965 --> 00:28:30.915 Speaker 5 (Quinlan Conf Room): impact versus, like, the amount of resources. So I have a… I have… I tend to have a bias towards, kind of. 256 00:28:30.915 --> 00:28:31.654 Speaker 1 (Quinlan Conf Room): Prioritizing things. 257 00:28:31.660 --> 00:28:42.380 Speaker 5 (Quinlan Conf Room): like, kind of quick wins and things that might take a little bit longer in terms of the horizon. And so there was a lot… there was actually a lot of good ideas there that even beyond, I think, what we've identified, that I can see might still be quite. 258 00:28:42.380 --> 00:28:45.169 Speaker 1 (Quinlan Conf Room): quick wins, that would be a low… 259 00:28:45.175 --> 00:28:55.685 Speaker 5 (Quinlan Conf Room): sort of a low lift from us to be able to implement, and I don't want to necessarily miss out on that piece, out of maybe the four that we're talking… that we're talking about here, too, as well. 260 00:28:56.400 --> 00:28:57.139 Speaker 5 (Quinlan Conf Room): Is there a way. 261 00:28:57.140 --> 00:29:01.630 Speaker 1 (Quinlan Conf Room): for us to still prioritize this for, but leave open, maybe… 262 00:29:02.720 --> 00:29:10.240 Speaker 5 (Quinlan Conf Room): for us to, like I said, and come back and think about that… that time horizon for some of this, too, to give us some flexibility to achieve 263 00:29:10.440 --> 00:29:11.469 Speaker 5 (Quinlan Conf Room): Things that would be great. 264 00:29:11.475 --> 00:29:14.015 Speaker 1 (Quinlan Conf Room): And then, you know, this fiscal year, for example. 265 00:29:14.735 --> 00:29:28.265 Speaker 1 (Quinlan Conf Room): Can you give us an example? For example, I can think of the database for businesses. I would assume that the staff might already have a database, it's just not displayed somewhere on the website. So that can help with the small business console. Now we have a list of 266 00:29:28.265 --> 00:29:35.755 Speaker 1 (Quinlan Conf Room): all the businesses, then we can reach out to them and say that, hey, we want to form a small business council, whether it's through Facebook group for ease of communications. 267 00:29:35.755 --> 00:29:44.145 Speaker 1 (Quinlan Conf Room): or, just gathering all the pieces together in one channel, then these two can be a quick wounds all over the sooner. Yeah. 268 00:29:44.150 --> 00:29:52.190 Speaker 5 (Quinlan Conf Room): I think what also just maybe drew me a little bit, just knowing that we have, like, later on our agendas to kind of talk about things like summer celebration, etc. 269 00:29:52.195 --> 00:29:52.935 Speaker 1 (Quinlan Conf Room): If there are. 270 00:29:52.940 --> 00:29:56.909 Speaker 5 (Quinlan Conf Room): vacant spaces and things like even the pop-up aspect, I think that's also something 271 00:29:57.760 --> 00:30:10.300 Speaker 5 (Quinlan Conf Room): might be worth a consideration, right? Especially if there are sort of natural events that are coming up in our timeline, you know, for the summer, where we could almost take advantage of that, right, too, as well. So I just don't necessarily, like I said. 272 00:30:10.760 --> 00:30:16.989 Speaker 5 (Quinlan Conf Room): Also, I might need to go back and reread all of that, too. There were a lot of great ideas there, so… Yeah, lots of great ideas. 273 00:30:17.320 --> 00:30:26.989 Speaker 1 (Quinlan Conf Room): All right, we'll leave it… should we leave it to the subcommittee to decide, like, after discussion on the priorities and the next one? Yeah, I can just add that for expedited permit. 274 00:30:27.105 --> 00:30:36.674 Speaker 9 (Quinlan Conf Room): That is one of the City Work program items that the Council has established. This is something that staff will be working on and will come before the 275 00:30:36.725 --> 00:30:43.545 Speaker 9 (Quinlan Conf Room): To, to look at. So, so that's something in general that I would say, 276 00:30:43.555 --> 00:31:02.415 Speaker 9 (Quinlan Conf Room): coming to this body. The Business License Database, we did, in November, around the Small Business Saturday, launch a business resource hub that's available to all City of Cupertino business license holders. We are updating the business license database specifically to include 277 00:31:02.605 --> 00:31:11.934 Speaker 9 (Quinlan Conf Room): businesses that have yet to be added to that waitlist, it doesn't know that's happening on a daily basis. We're making updates there, and we're actually 278 00:31:12.325 --> 00:31:15.564 Speaker 9 (Quinlan Conf Room): Transform that hub into a public-facing… 279 00:31:15.835 --> 00:31:27.304 Speaker 9 (Quinlan Conf Room): So, that will also come before that committee as well, and I'm hoping to do that at the next meeting. And I think we may have a special meeting in the month of May, so hopefully that's when we 280 00:31:27.585 --> 00:31:32.724 Speaker 9 (Quinlan Conf Room): So I think some of these, yeah, there are some overlap there where 281 00:31:33.335 --> 00:31:42.854 Speaker 9 (Quinlan Conf Room): to be part of the committee's work, and there are some also on this list that are… that would be really good, I think, for the committee to kind of prioritize more to move forward. 282 00:31:46.135 --> 00:31:47.175 Speaker 9 (Quinlan Conf Room): Yes. 283 00:31:47.400 --> 00:31:49.949 Speaker 1 (Quinlan Conf Room): That is good. Can I get a link? 284 00:31:49.950 --> 00:31:57.960 Speaker 6 (Quinlan Conf Room): I'd just like to add one last thing on this. The performance of the system has been… 285 00:31:58.430 --> 00:32:16.120 Speaker 6 (Quinlan Conf Room): very, contingentious, as far as very problematic. There is no, for instance, as the manager of the Cupertino Hotel, I never get a reminder on when my business license is due, and if I do, a week prior to the expiration, you cannot pay now. 286 00:32:16.370 --> 00:32:23.490 Speaker 6 (Quinlan Conf Room): And then there is no reminder, and then when I log in again, whoops, it's expired, so here you have a 100% penalty. 287 00:32:23.490 --> 00:32:36.649 Speaker 6 (Quinlan Conf Room): So, the system is not working well. This has been a complaint that I've sent to the city for years. So, as we are regrouping and redoing this, I will need to look at the redundancies of the system itself. 288 00:32:36.650 --> 00:32:53.800 Speaker 6 (Quinlan Conf Room): Because I don't think it's performant. And as you all know, we're all busy to ensure TOT taxes are coming into the city, but if we don't have a system that is performant to begin with, then, you know, all businesses are suffering by paying additional penalties that we shouldn't have to pay. 289 00:32:53.940 --> 00:32:54.790 Speaker 6 (Quinlan Conf Room): this. 290 00:32:55.120 --> 00:32:57.729 Speaker 8 (Quinlan Conf Room): Basically, make it easy for me to pay you. 291 00:32:58.360 --> 00:33:08.360 Speaker 6 (Quinlan Conf Room): Yes and no, because that is something outside, but it kind of goes towards the same thing. Topical reminders. Yes. 292 00:33:09.030 --> 00:33:14.590 Speaker 9 (Quinlan Conf Room): there was, we had a new administrator for our business license program, HDL. 293 00:33:14.670 --> 00:33:32.229 Speaker 9 (Quinlan Conf Room): Previously, there were courtesy notices, but we were hearing there were maybe challenges with communication. I think… and I would have to check in with our Acting Administrative Service Director, but I believe some of those noticing has been addressed, but you can definitely follow up on that. 294 00:33:32.800 --> 00:33:39.660 Speaker 9 (Quinlan Conf Room): kind of outline how we're communicating with businesses on renewable systems. Thank you. 295 00:33:40.680 --> 00:33:45.710 Speaker 11 (Quinlan Conf Room): Yeah, I think it's gonna be good when you have a final list, and then you can figure out which department it goes to in the city. 296 00:33:45.710 --> 00:34:05.310 Speaker 11 (Quinlan Conf Room): Right, so privatization, and then who goes to the city in terms of what to get done, and then the U.S. Philly is, you know, being able to actually figure out how to work within the city, whether it's a permanent thing, what's a public works thing, what's a building requirement, whether it's a zoning kind of issue, you can hit all those at the same time. It's kind of like what you guys did with the, bakery, so the cream restaurant, so… 297 00:34:06.310 --> 00:34:08.330 Speaker 11 (Quinlan Conf Room): Thank you all. 298 00:34:08.639 --> 00:34:13.849 Speaker 1 (Quinlan Conf Room): Shall I remind everyone on the grant community action, or shall we open it for a motion? 299 00:34:14.409 --> 00:34:16.489 Speaker 1 (Quinlan Conf Room): Yeah, that's open for both. 300 00:34:18.210 --> 00:34:20.719 Quinlan Conf Room: Motion to approve the staff recommended action. 301 00:34:22.199 --> 00:34:25.269 Speaker 1 (Quinlan Conf Room): And I'll separate that. Okay. 302 00:34:25.270 --> 00:34:30.399 Speaker 2 (Quinlan Conf Room): There was a second? Okay. 303 00:34:31.010 --> 00:34:49.719 Speaker 2 (Quinlan Conf Room): Okay. Committee Member Asawa? Yes. Committee Member Bono? Aye. Committee Member Carter? Aye. Committee Member Casolshoan? Aye. Committee Member Wong? Ayes. Committee Member Yip? Yes. Vice Chair King? Aye. Chair Lynch? Yes. Motion carries. 304 00:34:50.580 --> 00:34:57.409 Speaker 1 (Quinlan Conf Room): Thank you, and let's move to the next subject, which is the city event sponsorships through public-private partnerships. 305 00:34:57.890 --> 00:35:00.870 Speaker 1 (Quinlan Conf Room): You would have a presentation? 306 00:35:02.070 --> 00:35:04.250 Speaker 1 (Quinlan Conf Room): So this… 307 00:35:05.200 --> 00:35:19.469 Speaker 9 (Quinlan Conf Room): there is a report out, a particular report out. If there isn't a report out to committee, and the committee as a whole could have a discussion on this item, I think the goal of this subcommittee was really to develop a list of 308 00:35:19.550 --> 00:35:34.459 Speaker 9 (Quinlan Conf Room): of businesses that are interested in supporting city events through sponsorship. All of you have those connections to the business community, so everyone has the opportunity to provide impact in that space, including, obviously, the subcommittee. 309 00:35:34.570 --> 00:35:38.310 Speaker 9 (Quinlan Conf Room): The reformist subcommittee for this shall start with those subcommittee members. 310 00:35:41.040 --> 00:35:42.429 Speaker 1 (Quinlan Conf Room): A list of names. 311 00:35:43.820 --> 00:35:47.870 Speaker 1 (Quinlan Conf Room): Are they added the release? Right. 312 00:35:48.290 --> 00:35:49.200 Speaker 1 (Quinlan Conf Room): Okay. 313 00:35:50.890 --> 00:36:00.490 Speaker 1 (Quinlan Conf Room): Do we have this list of city events that… that can be present here, to discuss over those dates, and… So. 314 00:36:00.965 --> 00:36:15.134 Speaker 9 (Quinlan Conf Room): I don't have that. But there are a variety of different events that the city does host. We have events through our Parks and Rec Department. We also have events and departments of the city as well. So… so… 315 00:36:15.255 --> 00:36:18.184 Speaker 9 (Quinlan Conf Room): But I don't have… For sure. Absolutely. 316 00:36:18.190 --> 00:36:33.479 Speaker 11 (Quinlan Conf Room): So when you think about events and sponsorships, you have the local set of businesses, you have the big corporates that are trying to be here. So think about, like, PG&E, think about the water company. You have people that are trying to recruit for workers, so they typically want to be present as well. 317 00:36:33.480 --> 00:36:45.880 Speaker 11 (Quinlan Conf Room): Then you also have a group of lifestyle businesses, right? Insurance companies, realtors, healthcare, babies… I mean, daycare, right? Those are folks that want to actually participate, after-school programs. 318 00:36:45.930 --> 00:37:10.450 Speaker 11 (Quinlan Conf Room): the hot thing here at Cupertino. And so… so those are folks that also jump in, and so… so start categorizing them in your head. It might be actually useful if we actually put together a list of companies that you know, companies that you think would be interested, and then, of course, we can then start thinking about what sponsorship levels are, and how to get to those proper sponsor levels. I believe we do have a policy on sponsorships that I think we should all read, maybe to pull it up there. 319 00:37:10.450 --> 00:37:15.579 Speaker 11 (Quinlan Conf Room): And we can kind of take a look at that, and you know, we all know exactly what the requirements are. 320 00:37:15.580 --> 00:37:19.970 Speaker 11 (Quinlan Conf Room): I think we have a policy, I believe we do it, so… I don't know which code that is. 321 00:37:21.140 --> 00:37:28.109 Speaker 1 (Quinlan Conf Room): Do we have any sponsorship, like, packages to hand out to businesses? We're not even at that. We're not at that point. 322 00:37:28.115 --> 00:37:29.675 Speaker 11 (Quinlan Conf Room): So, for example, 323 00:37:29.805 --> 00:37:44.115 Speaker 11 (Quinlan Conf Room): Hypothetically, since it's not an agenda anymore taking place, but hypothetically, you could have sponsorships at 4th of July to have a stage at Creekside Park, and that could be some big donors, and, you know. 324 00:37:44.195 --> 00:37:56.135 Speaker 11 (Quinlan Conf Room): when you're planning something like that, if you've all planned events, you try to work your backwards on costs, like, how much does the stage cost? How much does security cost? What are, you know, the requirements for 325 00:37:56.135 --> 00:38:05.855 Speaker 11 (Quinlan Conf Room): porta-potties, right? So those things all get added up to kind of have an idea. So let's say the event would cost $50,000, then you can start thinking about what tiering what you want to do for that sponsorship. 326 00:38:05.855 --> 00:38:07.115 Speaker 11 (Quinlan Conf Room): Might be… 327 00:38:07.165 --> 00:38:15.075 Speaker 11 (Quinlan Conf Room): precious metal at a high level, or something that will take any level you want to do, but a level 1 sponsorship might be… you get 5 minutes to speak. 328 00:38:15.105 --> 00:38:16.994 Speaker 11 (Quinlan Conf Room): You get your… 329 00:38:16.995 --> 00:38:40.305 Speaker 11 (Quinlan Conf Room): banner this size. You get, 3 tickets for something. You might get to have something with the food, and you might get a better seat somewhere. And you start thinking about how to create those types of packages once you have an event. Each event's a little bit different, but you try to work your way and say, hey, look, if it costs us $50,000, and maybe you want to make $150,000, then we'll have a very different kind of sponsorship. You might go to a cell phone carrier. 330 00:38:40.305 --> 00:38:55.255 Speaker 11 (Quinlan Conf Room): Right? AT&T might be someone that might want to do it, or, you know, Horizon might want to do it, or T-Mobile, and you can do different kind of categories. And you could do publics, you could do colleges, maybe they want to join in. Other public agencies might want to join as well, and that's kind of how you build that sponsorship with us. 331 00:38:55.255 --> 00:39:10.874 Speaker 11 (Quinlan Conf Room): Small businesses might want to do something unique. And so then you start thinking, is it signage? Is it access? Is it speaking? Is it a seat? Are you doing something different? There's an announcement where there's a call out there. That's how you build up sponsorship packages. 332 00:39:11.430 --> 00:39:20.470 Speaker 6 (Quinlan Conf Room): Councilmember Long, you're absolutely right, but I think this committee wants to… and I'm glad this is recorded, because everything you said is on point, right? 333 00:39:20.470 --> 00:39:38.800 Speaker 6 (Quinlan Conf Room): But the goal is how to condense all of that so that we can reach out to all businesses and ask them for types of sponsorship that they will want to. And I think that we need to have the gold, the bronze, and all of that silver kind of sponsorship available with a pricing that has been established so that we can 334 00:39:38.800 --> 00:39:44.209 Speaker 6 (Quinlan Conf Room): be there as soldiers, if you will, and spread the gospel. 335 00:39:44.215 --> 00:39:56.925 Speaker 11 (Quinlan Conf Room): soldiers on that, then yes, then whatever you come up with on your head, Daniel, at that point, we go reach out and get categories numbering people in, right? So we're going to need a matrix or something. I thought the city had this. Yes. 336 00:39:56.925 --> 00:40:01.885 Speaker 9 (Quinlan Conf Room): We do have a sponsorship. 337 00:40:09.395 --> 00:40:13.834 Speaker 9 (Quinlan Conf Room): But I'll start by showing the sponsorship summary. 338 00:40:15.285 --> 00:40:19.745 Speaker 9 (Quinlan Conf Room): And as an example, on the walk, we have, a city 339 00:40:20.085 --> 00:40:39.185 Speaker 9 (Quinlan Conf Room): hosted a women's luncheon in partnership with the Chamber of Commerce, and that luncheon, for example, has had a sponsor cover the food for the last two years. So, sponsorship can vary, right? It could be in a lot of different ways, but identifying those businesses that are interested in that is really the key, so that way we can leverage those relationships. 340 00:40:39.185 --> 00:40:46.234 Speaker 9 (Quinlan Conf Room): For our ongoing events. Yeah. 341 00:40:47.740 --> 00:40:49.669 Quinlan Conf Room: So, this is the sponsorship. 342 00:40:52.010 --> 00:40:53.129 Quinlan Conf Room: I mean, they'll also. 343 00:40:53.130 --> 00:40:59.219 Speaker 9 (Quinlan Conf Room): also show an example of the Parks and Rec. Parks and Rec has a sponsorship, packing. 344 00:40:59.410 --> 00:41:07.610 Speaker 9 (Quinlan Conf Room): that businesses… Can look at as different tiers of sponsorship levels and what they would get by participating. 345 00:41:08.260 --> 00:41:17.609 Speaker 11 (Quinlan Conf Room): And through the chair, I think, Daniel, it changes by the type of event, whether it's, like, a dinner or a performance or something. I was using 4th of July as an example, but it's easier when you put them against events. 346 00:41:18.990 --> 00:41:24.680 Speaker 4 (Quinlan Conf Room): And while you're pulling that up, I would comment that I think when I think about this. 347 00:41:25.060 --> 00:41:39.949 Speaker 4 (Quinlan Conf Room): committee and what we're doing versus the events, we may also want to leverage public-private partnerships to accomplish some of the initiatives that we were just discussing. So it doesn't have to be an event, but you could have a sponsor for the Small Business Council, for example. 348 00:41:39.970 --> 00:41:53.260 Speaker 4 (Quinlan Conf Room): Or you could have a sponsor for your pop- up program. So I'm, you know, I'm kind of struggling with the idea of limiting it to just events, because I think that we have a lot of good ideas that might actually need a sponsor. 349 00:41:55.190 --> 00:41:57.530 Speaker 11 (Quinlan Conf Room): Oh, true, yeah, yeah, there's other activities. Yes. 350 00:41:59.500 --> 00:42:01.540 Speaker 11 (Quinlan Conf Room): But there you go, it says program. 351 00:42:02.180 --> 00:42:05.160 Speaker 11 (Quinlan Conf Room): This is the agreement that sponsors will complete, 352 00:42:05.750 --> 00:42:09.030 Speaker 9 (Quinlan Conf Room): Provide all this information, continue scrolling down. 353 00:42:10.150 --> 00:42:12.599 Speaker 9 (Quinlan Conf Room): And this memorializes that hardship. 354 00:42:13.920 --> 00:42:19.930 Speaker 9 (Quinlan Conf Room): It outlines how they would be able to market, so… City events, programs. 355 00:42:21.670 --> 00:42:32.519 Speaker 9 (Quinlan Conf Room): It also outlines insurance requirements and waivers needed in order to sponsor, which most sponsors should have. It's not… we're not asking for something that's unusual. 356 00:42:33.590 --> 00:42:48.099 Speaker 9 (Quinlan Conf Room): So, this, this is the form that we… so, like, for a birthday, for example, the platform that gives, businesses who are sponsoring. And then here is the Parks and Rec Sponsorship package. 357 00:42:49.440 --> 00:42:50.460 Speaker 9 (Quinlan Conf Room): bad news. 358 00:42:56.860 --> 00:42:58.720 Speaker 9 (Quinlan Conf Room): So, if I had a food truck. 359 00:42:59.680 --> 00:43:02.820 Quinlan Conf Room: That'd be over… Just beyond me. 360 00:43:05.050 --> 00:43:07.010 Speaker 8 (Quinlan Conf Room): I'm talking about a small business. 361 00:43:07.010 --> 00:43:09.059 Speaker 10 (Quinlan Conf Room): Small business, with this sponsorship. 362 00:43:09.060 --> 00:43:11.740 Speaker 9 (Quinlan Conf Room): If they are sponsoring, yes. 363 00:43:13.840 --> 00:43:20.299 Speaker 11 (Quinlan Conf Room): That's actually different, right? Because you'd actually… you'd be a vendor for a food truck, you'd apply to be part of a food truck, you wouldn't necessarily be sponsor. 364 00:43:20.305 --> 00:43:21.065 Speaker 10 (Quinlan Conf Room): depressed. Well. 365 00:43:21.065 --> 00:43:29.684 Speaker 8 (Quinlan Conf Room): I mean, I'm trying to get… I use Food Truck, and that's the smallest thing I can think of, but I'm just thinking of, you know, a very small business. 366 00:43:29.895 --> 00:43:33.245 Speaker 8 (Quinlan Conf Room): Is that sponsorship out of their… out of their league? 367 00:43:34.165 --> 00:43:40.554 Speaker 8 (Quinlan Conf Room): I mean, is it… are the requirements… are the requirements such? It's an honest question. 368 00:43:41.180 --> 00:43:47.700 Speaker 11 (Quinlan Conf Room): Well, I mean, Jack, I would say, like, if you're a nail salon, right, or you're, let's say, a stationery store, or something like that… 369 00:43:47.705 --> 00:43:49.104 Speaker 10 (Quinlan Conf Room): As long as closer. 370 00:43:49.105 --> 00:43:55.074 Speaker 11 (Quinlan Conf Room): So the question is, like, what levels of sponsorship do you want to provide? Maybe you have a $500 level, maybe a $1,000 level, it depends on the event. 371 00:43:55.080 --> 00:43:58.989 Speaker 8 (Quinlan Conf Room): Oh, I'm thinking not so much of the monetary that they have to put out, I'm thinking about… 372 00:44:00.100 --> 00:44:01.330 Speaker 8 (Quinlan Conf Room): Excuse me. 373 00:44:01.520 --> 00:44:06.630 Speaker 8 (Quinlan Conf Room): I can't see from here all the details of the thing. Is it… 374 00:44:07.090 --> 00:44:10.020 Speaker 8 (Quinlan Conf Room): too onerous for them, or is it pretty… 375 00:44:10.025 --> 00:44:13.764 Speaker 11 (Quinlan Conf Room): the license, the liability on stuff that you're looking for? Yeah, yeah. 376 00:44:14.125 --> 00:44:17.005 Speaker 8 (Quinlan Conf Room): I don't know. In my experience, it hasn't. 377 00:44:17.010 --> 00:44:27.770 Speaker 9 (Quinlan Conf Room): been an issue for businesses to meet that, and we could follow up with Parks and Rec based on their experience, but I don't have the impression that that was a difference. Okay, that's… I mean, that's… 378 00:44:29.840 --> 00:44:44.979 Speaker 11 (Quinlan Conf Room): You probably should have general liability insurance, so you just want to see the policy, right? And you probably should have certain requirements, like filings and stuff, and incorporation documents. Yeah. I think it's that kind of slow software, okay. 379 00:44:45.305 --> 00:44:49.515 Speaker 9 (Quinlan Conf Room): Page 2, that will outline the different events from Parks and Rec. 380 00:44:50.095 --> 00:44:52.535 Speaker 9 (Quinlan Conf Room): In 2025 and 2026. 381 00:44:53.665 --> 00:44:56.215 Speaker 9 (Quinlan Conf Room): In which you go to the exhibition. 382 00:44:58.125 --> 00:45:04.274 Speaker 9 (Quinlan Conf Room): 5, this shows the different… the breakdown of sponsorship levels, bronze, silver, and gold. 383 00:45:07.590 --> 00:45:12.799 Speaker 1 (Quinlan Conf Room): This is what I was asking for, like, a list of events and… 384 00:45:13.630 --> 00:45:16.400 Speaker 12 (Quinlan Conf Room): Which one is the nearest one? 385 00:45:20.090 --> 00:45:21.669 Speaker 1 (Quinlan Conf Room): July's a little too fast. 386 00:45:23.980 --> 00:45:25.430 Quinlan Conf Room: Yep, those are important for it. 387 00:45:26.710 --> 00:45:30.920 Speaker 9 (Quinlan Conf Room): And then you see here on page 6, Sounds fantastic. 388 00:45:32.900 --> 00:45:37.799 Speaker 8 (Quinlan Conf Room): I suggest you change the name of HackCoop, you know, to something else. 389 00:45:39.620 --> 00:45:46.159 Speaker 8 (Quinlan Conf Room): Well, just maybe have a hackathon, because you're just basically saying, let's hack Cooper. 390 00:45:48.530 --> 00:45:57.919 Speaker 9 (Quinlan Conf Room): And if a business, for example, you know, can't meet these specific numbers, and they have a different number in mind, staff, as I do. 391 00:45:59.310 --> 00:46:01.729 Speaker 9 (Quinlan Conf Room): Limited. So it's mostly advertising. 392 00:46:02.080 --> 00:46:04.150 Speaker 11 (Quinlan Conf Room): Except part of this. Alright. 393 00:46:05.050 --> 00:46:12.000 Speaker 11 (Quinlan Conf Room): And that's, like, signage, that's website, that's, you know, posters, flyers, things like that. 394 00:46:13.590 --> 00:46:21.170 Speaker 1 (Quinlan Conf Room): Can we send it out to the database of businesses about this? Do they know about this, all this kind of activity and opportunity? Actually, yeah. 395 00:46:21.380 --> 00:46:21.929 Speaker 1 (Quinlan Conf Room): Thank you. 396 00:46:21.935 --> 00:46:26.964 Speaker 9 (Quinlan Conf Room): We did do a push-out on our notifications for business… for businesses. 397 00:46:27.175 --> 00:46:27.785 Speaker 9 (Quinlan Conf Room): Absolutely. 398 00:46:27.785 --> 00:46:28.415 Speaker 12 (Quinlan Conf Room): As soon as. 399 00:46:28.420 --> 00:46:32.170 Speaker 1 (Quinlan Conf Room): A lot of success, success, from the banks. 400 00:46:32.480 --> 00:46:34.170 Speaker 1 (Quinlan Conf Room): Or, like, credit unions. 401 00:46:34.310 --> 00:46:40.639 Speaker 1 (Quinlan Conf Room): Because they're, like, the credit unions, they're, they're more local, so… and, and they, they have the, 402 00:46:40.680 --> 00:46:59.610 Speaker 1 (Quinlan Conf Room): the budget. Let's say, let's put it away, let's put it that way. However, the process is a little bit more lengthy than some other smaller businesses. You know, for example, I own the sole proprietor and owner, I can say yes, and I write the check, but for the, you know, institutions, they have to, you know, go through different processes, ask for approvals. 403 00:46:59.610 --> 00:47:03.410 Speaker 1 (Quinlan Conf Room): So that, and check the compliance as well, so it takes a little longer. 404 00:47:03.410 --> 00:47:11.960 Speaker 1 (Quinlan Conf Room): So for July 4th, I think we should start reaching out to those institutions. Of course, the local businesses, if they want exposure, to get the feedback. 405 00:47:12.160 --> 00:47:17.799 Speaker 1 (Quinlan Conf Room): Yeah, a lot of times it's because they don't know about those opportunities. It's not that they don't want to sponsor. 406 00:47:17.805 --> 00:47:36.805 Speaker 9 (Quinlan Conf Room): Yeah, yeah, but I would think more broadly, right? Because July 4th is not an event. We're going to have any events this city, so building that portfolio of businesses that are interested in people, but notwithstanding, obviously, you want to also have the funds available for businesses to introduce for. Yeah. 407 00:47:36.810 --> 00:47:49.389 Speaker 1 (Quinlan Conf Room): The small, the small business also will be very helpful, because that's a very, down-to-earth way to really approach those businesses, other than just cold emails and letting them know about those opportunities. 408 00:47:49.390 --> 00:47:58.239 Speaker 11 (Quinlan Conf Room): Well, it might be even we should have, like, a small business fair, but we need to choose a time that small businesses can make it, right? Because maybe weekends are too busy for them to do something. 409 00:47:58.240 --> 00:48:10.080 Speaker 11 (Quinlan Conf Room): maybe, like, a Tuesday at 2 in the afternoon might be a better time, like, I don't know what that time would be, but you might want to alternate some so people actually know about it. And it's just to invite them down to City Hall, just kind of share with them what you have. 410 00:48:10.190 --> 00:48:11.040 Speaker 11 (Quinlan Conf Room): So… 411 00:48:11.045 --> 00:48:19.405 Speaker 6 (Quinlan Conf Room): Thursday seems better for businesses, because it's the eve of a weekend, so they're happier than Monday or Tuesday or Wednesday. Okay, there you go. 412 00:48:19.695 --> 00:48:20.825 Speaker 6 (Quinlan Conf Room): That's good. 413 00:48:22.310 --> 00:48:37.739 Speaker 1 (Quinlan Conf Room): And there might be another opportunity for, some organizations to sponsor all of them, and then you get… give them extra benefits, for example, like putting them, like, headline them in somewhere, so they get a feature spot. 414 00:48:37.745 --> 00:48:45.015 Speaker 11 (Quinlan Conf Room): parking won't be a great thing. Like, they do have reserved parking as a sponsor or something at a certain level, which actually helps. Yeah. 415 00:48:48.440 --> 00:48:51.859 Speaker 1 (Quinlan Conf Room): Or if they sponsor all of them, then they get a package discount. 416 00:48:52.190 --> 00:48:57.980 Speaker 1 (Quinlan Conf Room): That way it might be easier, so you can guarantee that there's always some sponsors for all the events. 417 00:48:59.750 --> 00:49:02.230 Speaker 1 (Quinlan Conf Room): So, so I think just a… 418 00:49:02.235 --> 00:49:20.945 Speaker 5 (Quinlan Conf Room): comments. I think this is, like, a great way… so this is through Parks and Recs, right? And I actually remember, Councilmember Wang, you actually projected that on your screen when we were talking about this at our last meeting, too. So I think this is very… this is an already sort of specific offering that Parks and Recs has already essentially gone out of market, right? 419 00:49:20.950 --> 00:49:23.309 Speaker 1 (Quinlan Conf Room): I think what would be… Great to ensure. 420 00:49:23.315 --> 00:49:25.454 Speaker 13 (Quinlan Conf Room): that the subcommittee on the. 421 00:49:25.455 --> 00:49:33.785 Speaker 5 (Quinlan Conf Room): sort of thinks through is, one, what are the assets from an EDC perspective? So whether it's potentially new forums, new events. 422 00:49:33.955 --> 00:49:41.324 Speaker 5 (Quinlan Conf Room): with maybe some existing ones that haven't typically lent them… that haven't typically sort of lent themselves to sponsorships, I think it's actually us. 423 00:49:41.705 --> 00:49:42.445 Speaker 1 (Quinlan Conf Room): as a committee. 424 00:49:42.450 --> 00:50:00.189 Speaker 5 (Quinlan Conf Room): figuring out what that is, first of all, that portfolio, essentially, of what those events are. And then, to your point, how do we now then define sponsorship levels that may or may not necessarily be consistent with what we have in other parts of the city, right? And I… and that would give us sort of the platform that says. 425 00:50:00.190 --> 00:50:03.020 Speaker 5 (Quinlan Conf Room): Here's at least the types of events, maybe… 426 00:50:04.540 --> 00:50:05.560 Speaker 1 (Quinlan Conf Room): You know, that. 427 00:50:05.565 --> 00:50:12.124 Speaker 5 (Quinlan Conf Room): That would also not only just kind of drive the package discussion, but also the types of businesses that would naturally support them. 428 00:50:12.225 --> 00:50:33.315 Speaker 5 (Quinlan Conf Room): for example, like, a bank would want something, or with small businesses versus the big bunny 5K, right? So things like that, where then we can also, as we're thinking about companies that either are local or global companies that may have an interest in Cupertino, we actually have the right set of assets to go out to them with. So maybe I think that's the first. 429 00:50:33.315 --> 00:50:34.054 Speaker 1 (Quinlan Conf Room): part is figuring. 430 00:50:34.060 --> 00:50:58.079 Speaker 5 (Quinlan Conf Room): what is it that the EDC sort of wants to have as part of that portfolio for sponsorships, figuring out, then, the different tiers, right, that makes sense. And then how do we start to kind of build up, either from our existing sponsors, new sponsors that we haven't tapped before previously? How do we now then incorporate and give them an avenue? Because those sponsorships take time to service, too, as well, and to retain them, actually, on a year-over-year basis. 431 00:50:58.080 --> 00:51:17.060 Speaker 5 (Quinlan Conf Room): is, I think, something we want to be thoughtful of, too, because having them sponsor one event and maybe not necessarily getting the ROI, because typically a sponsorship is evaluated on ROI, right? Number of eyeballs, did it bring new businesses back to them as a sponsorship? Did it give them the visibility, maybe for the executive levels, or if, 432 00:51:17.060 --> 00:51:28.190 Speaker 5 (Quinlan Conf Room): they… it's, you know, it's driving, you know, new lines of businesses for them. So, there's usually an ROI discussion there, and I just want us to be thoughtful, maybe, as an EDC, because we want this to be more than just one year's worth. 433 00:51:28.390 --> 00:51:33.159 Speaker 5 (Quinlan Conf Room): of events and how that roadmap looks like, right, too, as well. So, maybe that's a good starting. 434 00:51:33.165 --> 00:51:34.075 Speaker 1 (Quinlan Conf Room): coin for the subject. 435 00:51:34.075 --> 00:51:34.805 Speaker 5 (Quinlan Conf Room): What do you… 436 00:51:35.040 --> 00:51:35.530 Speaker 1 (Quinlan Conf Room): off to serve. 437 00:51:35.535 --> 00:51:41.584 Speaker 5 (Quinlan Conf Room): to think about, and we might need to go back to figure out, just to our events, just… because they may not be present, right? 438 00:51:41.585 --> 00:51:46.465 Speaker 1 (Quinlan Conf Room): subcommittee members. 439 00:51:46.470 --> 00:52:02.509 Speaker 6 (Quinlan Conf Room): I'd like to piggyback of what was just said, and I think the way we can be, as far as sponsorship is concerned, to be a little bit more elaborate is to actually do our own list of events we want to focus. Like you said, Councilmember Wong, 4th of July. 440 00:52:02.510 --> 00:52:19.870 Speaker 6 (Quinlan Conf Room): We have, during the weekend of October 10th, Bruno Mars. It's gonna be a huge event, because it's in Santa Clara. We have also, maybe, the Valentine's Day weekend. I think, personally, if we want to tackle and be successful, we should first begin with an agenda of 441 00:52:19.870 --> 00:52:35.680 Speaker 6 (Quinlan Conf Room): events that we want to specifically target and hold them. We can even start with 3 or 4, but we have… we should determine in order for us, like I said, the word soldier, and go there… out there to the community and try to find sponsors for them. 442 00:52:36.080 --> 00:52:38.389 Speaker 6 (Quinlan Conf Room): I think we should start with that. 443 00:52:38.530 --> 00:52:39.250 Speaker 6 (Quinlan Conf Room): Oh. 444 00:52:39.250 --> 00:52:50.849 Speaker 9 (Quinlan Conf Room): I'm definitely happy to provide the subcommittee with a list of events, and kind of break that down by category and sector, just as I mentioned earlier, and yeah, we can definitely start that way. 445 00:52:50.855 --> 00:53:13.745 Speaker 11 (Quinlan Conf Room): backwards, right? We each get an event, or that we're actually servicing, we do. What are we selling? What are we pitching? What do they get, how's the forms, how do we get the process, making sure that we fix… did all the procurement, all the legal requirements that we do on the city side, so that you just basically get them directed in a place, they sign up on the website, get it set up, and then you guys are good, right? It's almost like we have to make it that turnkey in a box. 446 00:53:13.745 --> 00:53:14.545 Speaker 11 (Quinlan Conf Room): Right. 447 00:53:18.885 --> 00:53:21.054 Speaker 11 (Quinlan Conf Room): Well, you have to be mindful of time. 448 00:53:21.055 --> 00:53:22.924 Speaker 12 (Quinlan Conf Room): So, shall we move to records? 449 00:53:22.930 --> 00:53:25.239 Speaker 1 (Quinlan Conf Room): Oh, yeah, that's right. 450 00:53:25.510 --> 00:53:26.789 Speaker 1 (Quinlan Conf Room): Are there any members of the. 451 00:53:26.795 --> 00:53:28.284 Speaker 2 (Quinlan Conf Room): to speak on this item? 452 00:53:32.205 --> 00:53:33.935 Speaker 2 (Quinlan Conf Room): So, pretty wonderful. 453 00:53:34.065 --> 00:53:34.955 Speaker 2 (Quinlan Conf Room): Oh. 454 00:53:35.240 --> 00:53:37.880 Speaker 3 (Quinlan Conf Room): Everybody wants to be treated special. 455 00:53:38.580 --> 00:53:42.360 Speaker 3 (Quinlan Conf Room): So why not send a special night of dissertation? 456 00:53:43.200 --> 00:53:44.880 Quinlan Conf Room: All of this compliments. 457 00:53:46.170 --> 00:53:49.169 Speaker 3 (Quinlan Conf Room): Yes, phone is to come. 458 00:53:49.520 --> 00:53:55.040 Speaker 3 (Quinlan Conf Room): be the function, well, there's 4th of July, whatever. Invitation. Special invitation. 459 00:53:55.290 --> 00:53:59.910 Speaker 3 (Quinlan Conf Room): And I think that they would probably want to join it, but I noticed how expensive 460 00:54:00.830 --> 00:54:06.100 Speaker 3 (Quinlan Conf Room): So, if things decide to come on board by a certain time, get a discount. 461 00:54:06.880 --> 00:54:10.959 Speaker 3 (Quinlan Conf Room): That can finally learn. She had early birds, you said it right here. 462 00:54:11.200 --> 00:54:15.490 Speaker 3 (Quinlan Conf Room): I think that's really important. The other thing is, how about a big wrap-up? 463 00:54:17.480 --> 00:54:21.629 Speaker 3 (Quinlan Conf Room): If you're gonna get all this money in, your financial lens is off. 464 00:54:21.870 --> 00:54:40.119 Speaker 3 (Quinlan Conf Room): And I think a lot of people would attend. I gotta go to the Cherry Blossom Festival, whatever, at the park. It's too warm, there's too many people, there's lots of people. So, we had to… to come. You know, and I thought, well, Rick, how about this gentleman at the end of the table? 465 00:54:40.640 --> 00:54:51.090 Speaker 3 (Quinlan Conf Room): Yeah, hi, Jack. Oh, I'm sorry. What can you get us to rattle off? 466 00:54:51.550 --> 00:54:53.670 Speaker 3 (Quinlan Conf Room): What can I get you to do? 467 00:54:54.810 --> 00:55:01.379 Speaker 3 (Quinlan Conf Room): Like, let's say the 4th of July event, or the Cherry Volossum event, and if people know there's a big rep. 468 00:55:02.760 --> 00:55:06.650 Speaker 3 (Quinlan Conf Room): You don't even have to sell tickets, you can just say, if you call Melissa. 469 00:55:06.810 --> 00:55:08.169 Speaker 3 (Quinlan Conf Room): And you would tag it. 470 00:55:08.590 --> 00:55:22.219 Speaker 3 (Quinlan Conf Room): Okay? And you have your sponsor, whoever, you could sponsor one, okay? If you come, it's free, and you could win whatever. You're gonna get a lot of people. And then if you've got these vendors, you know, there's always vendors, right? 471 00:55:22.350 --> 00:55:23.579 Speaker 3 (Quinlan Conf Room): They're gonna make money. 472 00:55:24.090 --> 00:55:35.999 Speaker 3 (Quinlan Conf Room): So it's up to you guys. I mean, you can make money in different ways, too, if you're headless. So it's up to you guys how you want to encourage people to come. I think, in fact, and for starters, how about people? 473 00:55:36.720 --> 00:55:39.449 Speaker 3 (Quinlan Conf Room): The letter is in bold, and you mail it. 474 00:55:39.740 --> 00:55:44.869 Speaker 3 (Quinlan Conf Room): We go into the companies, and it was the gold trailer, so to make it look real special. 475 00:55:45.210 --> 00:56:02.540 Speaker 3 (Quinlan Conf Room): Well, you know, I just sell something, that's how you sell it. So this one's like, well, this is a really special event. I've never been to one. They send me an invitation, oh my goodness. This is the way you get people in, and this is the way you get companies in. Now, are you going to also go outside of Cupertino? Have you thought about that? 476 00:56:02.830 --> 00:56:05.039 Speaker 3 (Quinlan Conf Room): Did he thought about going outside of it. 477 00:56:05.320 --> 00:56:07.640 Speaker 3 (Quinlan Conf Room): When we are sponsored from outside. 478 00:56:07.900 --> 00:56:11.160 Speaker 3 (Quinlan Conf Room): Yes. That's another. Have you… have we ever done that? 479 00:56:11.500 --> 00:56:14.369 Speaker 3 (Quinlan Conf Room): No, for help. 480 00:56:14.710 --> 00:56:24.580 Speaker 3 (Quinlan Conf Room): So, that's my thing, is that you then go outside and look at all the other… Yeah, all kinds of stuff. And so, get a list of venture job, right? 481 00:56:24.610 --> 00:56:37.230 Speaker 3 (Quinlan Conf Room): He gets the list, and then he brings it to you, and he really… you know, before all these holidays are coming up, the summer's coming, it's gonna be real crazy. So, you know, especially the one we had at the park, the park, the one at the park… 482 00:56:37.235 --> 00:56:39.574 Speaker 2 (Quinlan Conf Room): Thank you. Thank you, Kathy. That was your time. 483 00:56:41.165 --> 00:56:46.594 Speaker 2 (Quinlan Conf Room): Chair, not seeing any requests to speak virtually, so that concludes the request to speak on this item. Thank you. 484 00:56:46.815 --> 00:56:59.954 Speaker 1 (Quinlan Conf Room): Anyone want to ask a question for the recommended action? First, to receive an update on the findings from the City Advanced Sponsorships through public-private partnerships of Committee. Second is to provide a follow-up update at a future economic development in the order. 485 00:57:01.875 --> 00:57:05.605 Speaker 1 (Quinlan Conf Room): Motion to approve that? Yes. There's a motion to approve. 486 00:57:07.365 --> 00:57:08.315 Speaker 1 (Quinlan Conf Room): Second. 487 00:57:10.310 --> 00:57:12.270 Speaker 12 (Quinlan Conf Room): Cool. And let's move to. 488 00:57:12.275 --> 00:57:17.395 Speaker 1 (Quinlan Conf Room): to the next subject, which is the Cupertino Summer of Celebrations. 489 00:57:17.795 --> 00:57:19.605 Speaker 2 (Quinlan Conf Room): chair. 490 00:57:19.845 --> 00:57:24.065 Speaker 2 (Quinlan Conf Room): Thank you for inviting me. Every time. 491 00:57:24.270 --> 00:57:24.709 Quinlan Conf Room: I'm with you. 492 00:57:24.710 --> 00:57:30.060 Speaker 2 (Quinlan Conf Room): Yes. Committee Member Coho? Aye. Committee Member Carter? Aye. 493 00:57:30.310 --> 00:57:42.010 Speaker 2 (Quinlan Conf Room): Committee member has also wrong? Aye. Member Wong? Aye. Committee member? Yes. Vice Chair King? Aye. Chair Lin? Aye. Motion carries with Delphi absent. 494 00:57:42.415 --> 00:57:50.434 Speaker 1 (Quinlan Conf Room): Thank you. So now, finally, we can move to the next subject. Cupertino's Summer of Celebrations shot local campaign. 495 00:57:51.205 --> 00:57:59.035 Speaker 1 (Quinlan Conf Room): Okay, wait. You would have a presentation, or it's just… We haven't verbal… 496 00:57:59.035 --> 00:58:07.144 Speaker 6 (Quinlan Conf Room): Let me ask, to clear this confusion, what is the difference between 5 and 6? Agenda 5 and 6 are the same. 497 00:58:09.795 --> 00:58:14.855 Speaker 6 (Quinlan Conf Room): Right. So I don't… 5 is a report out. 498 00:58:15.420 --> 00:58:27.950 Speaker 9 (Quinlan Conf Room): And then item 6… I didn't send everything about the plan. 499 00:58:28.560 --> 00:58:29.690 Quinlan Conf Room: My next step for this game. 500 00:58:29.690 --> 00:58:39.680 Speaker 6 (Quinlan Conf Room): So, I'm happy to give you an update. Out of three subcommittee members, only two show up, and the second person is not here. But again, 501 00:58:40.250 --> 00:58:51.070 Speaker 6 (Quinlan Conf Room): The Cupertino Summer of Celebration Shop Local campaign is trying to piggyback on what we already have the Shop Dine campaign that we've had for 502 00:58:51.180 --> 00:58:59.420 Speaker 6 (Quinlan Conf Room): A Super Bowl, which still sits in my hotels right now, as we keep it up, I think is the most important thing. 503 00:58:59.890 --> 00:59:02.450 Speaker 6 (Quinlan Conf Room): This is a very easy. 504 00:59:03.100 --> 00:59:22.969 Speaker 6 (Quinlan Conf Room): less cost-driven program possible, but we need to entice and strengthen the relationship between the business and the city to ensure that each and every single one of those businesses can actually sign up and be part of that promotion. 505 00:59:23.040 --> 00:59:33.730 Speaker 6 (Quinlan Conf Room): And again, having lived over 15 years in Miami, I'm always mirroring it against the Miami spice that Councilmember Wong knows very well. 506 00:59:34.010 --> 00:59:45.459 Speaker 6 (Quinlan Conf Room): In order for it to be successful, you need to have businesses that are part of the program, that's one, which needs to be mirrored on the page on the city website. 507 00:59:45.500 --> 00:59:53.879 Speaker 6 (Quinlan Conf Room): And then announcing the campaign that affected a specific date, and ending on another specific date, which will need to be turned. 508 00:59:53.880 --> 01:00:11.430 Speaker 6 (Quinlan Conf Room): each and every single businesses, which will be recognized with either a sticker at the front of their businesses, and or, if you are BJ's and you are at the desk, you would have something that confirms to anyone entering that you are part of a, 509 01:00:11.660 --> 01:00:15.870 Speaker 6 (Quinlan Conf Room): Celebration Shop Local, campaign, where… 510 01:00:15.870 --> 01:00:39.089 Speaker 6 (Quinlan Conf Room): This is not the EDC taking advantage or telling businesses on what to do. It will vary from one business to the next. If you go to do your nails, and you're part of that, you're receiving X amount, or something, or a free massage. It's up to the businesses to, one, be listed, two, individually decide what type of promotion they want. If you go to BJ's. 511 01:00:39.090 --> 01:00:53.379 Speaker 6 (Quinlan Conf Room): you will receive a free appetizer, or whatever they decide. The goal here is to give them the ability to join in and decide on their own what it is that they want to do in on-site, and simply have a menu ready. 512 01:00:53.390 --> 01:01:11.539 Speaker 6 (Quinlan Conf Room): join us or the campaign, this is what you're getting. Each and every single eatery and bar, or even hotel, I can give 5% off, 10% off a free upgrade, so it varies as to what the business can do. That was a… something that 513 01:01:11.540 --> 01:01:15.089 Speaker 6 (Quinlan Conf Room): We can launch immediately with having a 514 01:01:15.210 --> 01:01:36.860 Speaker 6 (Quinlan Conf Room): TikTok or an Instagram link to the city that promotes that, and so it becomes wider. Will it be super successful this summer? Again, no, but will we start a trend that will increase the awareness and the fact that everyone will be looking forward to that every summer? 515 01:01:36.860 --> 01:01:44.100 Speaker 6 (Quinlan Conf Room): The answer is yes. So, again, it does not require much from each and every single business, it's a matter of 516 01:01:44.170 --> 01:01:53.350 Speaker 6 (Quinlan Conf Room): Are you signing up? Yes and no, and be automatically, again, on the webpage, and then promoting that. You can either put the link of everyone that is 517 01:01:53.480 --> 01:01:56.510 Speaker 6 (Quinlan Conf Room): Part of the, program, and then… 518 01:01:56.510 --> 01:02:14.350 Speaker 6 (Quinlan Conf Room): you know, again, it's an easy thing for me or the subcommittee to contact each and every single organization that did sign up for it. We can provide them the parameters for them to follow up, and again, the shot… I'm sorry, I'm full of meds. I had the viral… 519 01:02:14.350 --> 01:02:21.209 Speaker 6 (Quinlan Conf Room): pneumonia, and I'm still getting out of it, so I'm sorry if I don't make any sense, but at the end of the day, we need to have those 520 01:02:21.660 --> 01:02:36.009 Speaker 6 (Quinlan Conf Room): Posters and everything else ready, because again, the cohesiveness and the fact that we are working together will showcase everywhere, and it shows a synergy, if you will, within the city. 521 01:02:36.450 --> 01:02:45.939 Speaker 6 (Quinlan Conf Room): So that is our presentation, our recommendation, and I think it's an easy, achievable, and can be set up very fast. 522 01:02:46.150 --> 01:02:47.180 Speaker 6 (Quinlan Conf Room): Through the chair. 523 01:02:47.180 --> 01:03:11.049 Speaker 11 (Quinlan Conf Room): taking what Claudio said down to the implementation level, what would help is if you actually have a web form that they can self-service and submit, so they just go straight to the website, you guys approve it, and then it goes out. It'll save you a lot of time, then you have the directory and the list. If we channel my inner Stephen Haas, the architect of Miami Spice, former The Forge and the Delano, what made it work was that everybody had something to offer. 524 01:03:11.050 --> 01:03:36.010 Speaker 11 (Quinlan Conf Room): and the collective offering made it very powerful. If you really want to create more cohesion against it, one of the other things you can do is, like, take seven different categories, if you hit 7 of those together, then you get involved into something else for a bigger kind of raffle prize, like what Kathy was talking about. So, did you hit a salon? Did you hit a retail option? Did you eat an eaterbeat? Did you do something? Then it's kind of a way to get people to tour around. Or you can create a fun little game where people hit different parts of whoever 525 01:03:36.010 --> 01:03:50.389 Speaker 11 (Quinlan Conf Room): visit the most places that get stamped, get something. You get a kind of a passport, so… But down at the tactic level, to save us time, self-service is probably the best way within your parameters, and then you approve them, and they're efficient on the site. 526 01:03:50.480 --> 01:03:54.190 Speaker 11 (Quinlan Conf Room): That we don't have to work too hard on that. And they get exactly what they wanted. 527 01:03:54.440 --> 01:03:55.210 Speaker 11 (Quinlan Conf Room): That excels? 528 01:03:55.215 --> 01:03:58.615 Speaker 6 (Quinlan Conf Room): like every subcommittee that we're providing, we are… 529 01:03:59.055 --> 01:04:09.214 Speaker 6 (Quinlan Conf Room): Mentioning it as social media and approved social media account through the ceiling for those specifics is vital to anything in their policy. 530 01:04:11.090 --> 01:04:22.990 Speaker 11 (Quinlan Conf Room): For most of these folks, it really is the Facebook and TikTok thing we're doing, and then you get local to the, demographics, just like WeChat and other places. So, and WhatsApp, depending on what ethnicities you're in. 531 01:04:24.890 --> 01:04:26.890 Speaker 1 (Quinlan Conf Room): Yeah, I think that's, I think… 532 01:04:27.055 --> 01:04:32.475 Speaker 5 (Quinlan Conf Room): it sounds like we're probably talking about what the current plan is, so I think to your point around amplification. 533 01:04:32.480 --> 01:04:35.449 Speaker 1 (Quinlan Conf Room): Well, the existing strategies. 534 01:04:35.450 --> 01:04:35.880 Speaker 5 (Quinlan Conf Room): something. 535 01:04:35.880 --> 01:04:38.379 Speaker 1 (Quinlan Conf Room): I also have to make sure that we're doing right at the time. 536 01:04:39.140 --> 01:04:39.610 Speaker 1 (Quinlan Conf Room): Presenting. 537 01:04:39.615 --> 01:04:40.375 Speaker 13 (Quinlan Conf Room): pieces. I don't. 538 01:04:40.375 --> 01:04:50.154 Speaker 5 (Quinlan Conf Room): I remember there was a comment last time that the vice kind of tended towards more, like, dining establishments, typically, too, as well, that we wanted to just be cognizant that we were being much more. 539 01:04:50.155 --> 01:04:50.885 Speaker 1 (Quinlan Conf Room): inclusive right around. 540 01:04:50.890 --> 01:04:57.449 Speaker 5 (Quinlan Conf Room): other types of businesses, and that they also had a chance to sort of showcase this. We like some of the ideas around how do we 541 01:04:58.000 --> 01:05:01.930 Speaker 5 (Quinlan Conf Room): do a passport or something like that, that would also encourage, maybe, us to just… 542 01:05:01.935 --> 01:05:03.815 Speaker 1 (Quinlan Conf Room): I'm sure that we're, focusing. 543 01:05:03.995 --> 01:05:07.855 Speaker 5 (Quinlan Conf Room): Focusing a much broader lens beyond, kind of, the dining offerings, too. 544 01:05:07.855 --> 01:05:10.674 Speaker 1 (Quinlan Conf Room): So, I'm looking forward to the product. 545 01:05:11.580 --> 01:05:19.910 Speaker 4 (Quinlan Conf Room): Question on this, because the… your passport idea reminded me, do you happen to know how many people ended up participating in the puzzle hunt? Because I feel like that's a similar… 546 01:05:19.915 --> 01:05:24.415 Speaker 12 (Quinlan Conf Room): I was like a call. 547 01:05:24.415 --> 01:05:25.705 Speaker 4 (Quinlan Conf Room): Was it significant, though? 548 01:05:25.705 --> 01:05:28.705 Speaker 13 (Quinlan Conf Room): Maybe you don't remember. I don't remember exactly. 549 01:05:28.705 --> 01:05:30.035 Speaker 4 (Quinlan Conf Room): Sleep, that would be… 550 01:05:30.035 --> 01:05:32.295 Speaker 11 (Quinlan Conf Room): Daniel, can you explain the puzzle hunt? 551 01:05:32.295 --> 01:05:37.055 Speaker 9 (Quinlan Conf Room): I have a building understanding of it. I did it with my kids, so that's why. 552 01:05:37.265 --> 01:05:54.465 Speaker 4 (Quinlan Conf Room): It's, you know, it was just a scavenger hunt organized by City of Cupertino, and they partnered with an organization that does these, and you're supposed to solve these riddles that lead you to different businesses, and then the business has one of the code words on the front of its store, because I have kids, so they really like doing this stuff. 553 01:05:54.465 --> 01:06:01.065 Speaker 4 (Quinlan Conf Room): But it's a similar concept, so that's why I was like, that would be a really interesting proxy for, like, do this… does this kind of gamification work? 554 01:06:01.065 --> 01:06:15.185 Speaker 4 (Quinlan Conf Room): Like, if we see that hundreds of people were willing to do that, and that… that wasn't even anything that had a… it had one prize. There was one person that won a prize, but if hundreds of people are willing to go to different stores and do that, then 555 01:06:15.185 --> 01:06:29.114 Speaker 4 (Quinlan Conf Room): You know, to me, that would be indicative that if you had a passport, and maybe, like, people somehow had a chance to win by, like, doing all of the… going to all of these places, or doing one from each category, you could actually really lift local businesses. 556 01:06:29.285 --> 01:06:36.424 Speaker 11 (Quinlan Conf Room): We could do Pokemon Go meets Nationals. Exactly. Good idea. 557 01:06:37.285 --> 01:06:47.815 Speaker 11 (Quinlan Conf Room): There are fun things, like activations, and that might go to the Hancuper team, obviously, like, hey, who can be able to build the app more quickly so that we can use it for something like that? 558 01:06:47.820 --> 01:06:50.689 Speaker 1 (Quinlan Conf Room): a lot of bandwidth, I would assume. 559 01:06:52.930 --> 01:06:59.340 Speaker 1 (Quinlan Conf Room): Really? Yes. Any other comments from the committee? Unless we'll open up for public comments. 560 01:06:59.780 --> 01:07:03.169 Speaker 1 (Quinlan Conf Room): Well, I'm gonna skip down this one. Okay, so how. 561 01:07:03.170 --> 01:07:05.000 Speaker 3 (Quinlan Conf Room): We had an auction, and there was a. 562 01:07:05.005 --> 01:07:06.895 Speaker 12 (Quinlan Conf Room): Are we starting to bring them? 563 01:07:06.900 --> 01:07:10.850 Speaker 2 (Quinlan Conf Room): I'm assuming, Kathy would like to speak onto this item? 564 01:07:10.980 --> 01:07:18.060 Speaker 2 (Quinlan Conf Room): What about the auction? So, the time is starting now, Kathy? Yep, those are going to be auction. 565 01:07:18.450 --> 01:07:20.570 Speaker 2 (Quinlan Conf Room): And, you know… 566 01:07:20.570 --> 01:07:25.799 Speaker 3 (Quinlan Conf Room): Somebody would donate something, and then there's a list, and you would sign up for the auction. 567 01:07:25.950 --> 01:07:28.499 Speaker 3 (Quinlan Conf Room): Okay, and we put in a certain amount. 568 01:07:28.640 --> 01:07:34.580 Speaker 3 (Quinlan Conf Room): And whoever wins, whatever, the amount, they get the prize. So people could donate. 569 01:07:34.830 --> 01:07:38.300 Speaker 3 (Quinlan Conf Room): It would be that every notch. It's really acceptable. 570 01:07:38.410 --> 01:07:41.230 Speaker 3 (Quinlan Conf Room): That one of the functions, you know, whatever you want to do. 571 01:07:41.790 --> 01:07:54.400 Speaker 3 (Quinlan Conf Room): But we had it years ago, a long time ago. But, so, there's all kinds of ways of raising money, but, I don't know if that's what the purpose is. Is there two ways of cleaning? Because you're charging a lot for the permits, for the… 572 01:07:55.000 --> 01:07:56.830 Quinlan Conf Room: Always. 573 01:07:57.780 --> 01:08:05.490 Speaker 3 (Quinlan Conf Room): you know, vendors, you're charging a lot. I mean, it's $500, $60, that's a lot of money. You'll see what I had to pay for, 574 01:08:05.700 --> 01:08:07.060 Speaker 3 (Quinlan Conf Room): a permit. 575 01:08:07.440 --> 01:08:17.060 Speaker 3 (Quinlan Conf Room): That's ridiculous. And on the scene. So what I'm saying is that there's got to be some way 576 01:08:17.359 --> 01:08:31.279 Speaker 3 (Quinlan Conf Room): So that you have an incentive for these people, because the smaller… the smaller businesses, they can't throw $500, and, you know, they'd be watching it at 10. So, maybe you could… depending on how small the business is, wait. 577 01:08:31.850 --> 01:08:47.050 Speaker 3 (Quinlan Conf Room): If it's a really small business, like the old place, like he was talking about, you know, or they just, they just started, it's a startup. Wait a minute, we've been waiting for a year or two. What's that? That's going to the city. And that would encourage them, and that's election. 578 01:08:47.560 --> 01:09:02.369 Speaker 3 (Quinlan Conf Room): And so we have to give these people all kinds of incentives to come here to open up a business in Coco Tito, especially with all this housing. I keep telling you about this housing, and the traffic problems, and everything else. We've got to start taking the bigger picture. 579 01:09:02.490 --> 01:09:07.249 Speaker 3 (Quinlan Conf Room): Okay, that's what I think. Now, the other thing is, I noticed that when I came here. 580 01:09:07.870 --> 01:09:12.699 Speaker 3 (Quinlan Conf Room): You weren't giving out, the… the presentation wasn't given out. 581 01:09:13.080 --> 01:09:26.990 Speaker 3 (Quinlan Conf Room): Okay, so that might be a good idea. I'm the only person here, trying to encourage more people, but, to give the presentation out to people so they can, especially the members here, so they can read along. You know, I think that's… 582 01:09:27.149 --> 01:09:43.730 Speaker 3 (Quinlan Conf Room): And also getting here on time, because I was here early, and the door was locked. Okay, that's not what you call it. So, you know, there's certain things. If you guys are just new, you know what I'm telling me, I don't know where a lot of businesses are, a lot of people here might have a Christmas, and that's why we're here. 583 01:09:43.920 --> 01:09:48.039 Speaker 3 (Quinlan Conf Room): I'm gonna say it, protect your business, or promote your business. 584 01:09:48.189 --> 01:10:05.860 Speaker 3 (Quinlan Conf Room): That's why you're here. Otherwise, why would you spend the time, unless, you've been… you live in Cupertino, and, you know, just nice person who says, well, I'll go get a few hours to the Dominion, you know, and if you encourage you to do that, that's fine, especially if you're going to live, so… 585 01:10:05.860 --> 01:10:10.630 Speaker 3 (Quinlan Conf Room): So what I'm asking is, there's different ways of doing this. The study has done a lot of things. 586 01:10:10.770 --> 01:10:16.219 Speaker 3 (Quinlan Conf Room): Look back in the records, because if you look at that, you'll see all these things… 587 01:10:17.360 --> 01:10:22.649 Speaker 2 (Quinlan Conf Room): Thank you. Thank you, Catherine. Right. 588 01:10:23.125 --> 01:10:24.125 Speaker 1 (Quinlan Conf Room): So. 589 01:10:24.130 --> 01:10:24.620 Speaker 12 (Quinlan Conf Room): Nexus. 590 01:10:24.625 --> 01:10:43.935 Speaker 1 (Quinlan Conf Room): to move to motion for the recommended, actions, on the subject. Receive an update on the findings from the Cupertuna Summer of Salvation Shop Local Campaign Community. Second is to provide a follow-up update at a future Economic Development Committee meeting. Any motion for this? Yes, motion. I'll second that. 591 01:10:44.345 --> 01:10:46.005 Speaker 1 (Quinlan Conf Room): And open up the votes. 592 01:10:49.275 --> 01:10:52.324 Speaker 1 (Quinlan Conf Room): Committee Member Boho? Yes. 593 01:10:52.910 --> 01:10:54.730 Speaker 2 (Quinlan Conf Room): City Member Parker? What? 594 01:10:55.960 --> 01:10:58.320 Speaker 2 (Quinlan Conf Room): Committee Member Casocial? Aye. 595 01:10:58.540 --> 01:11:08.590 Speaker 2 (Quinlan Conf Room): Committee Member Wong? Aye. Committee Member Yip? Yes. Vice Chair King? Aye. Chair Lynn? Aye. The motion carries with Sawa and Dalby absent. 596 01:11:10.520 --> 01:11:15.439 Speaker 1 (Quinlan Conf Room): So it's 2.15 now, a little over time, shall we finish at a 6. 597 01:11:15.700 --> 01:11:22.330 Speaker 1 (Quinlan Conf Room): Set 7 is the best moment. I'll check with, Navy and make sure everyone's still okay with it. 598 01:11:22.330 --> 01:11:26.070 Quinlan Conf Room: Beautiful alignment. 599 01:11:26.690 --> 01:11:27.300 Speaker 12 (Quinlan Conf Room): hospital. 600 01:11:27.480 --> 01:11:32.229 Speaker 12 (Quinlan Conf Room): What was the question? Oh, shall we continue? Is there any… 601 01:11:32.230 --> 01:11:33.600 Speaker 1 (Quinlan Conf Room): Just made a time check. 602 01:11:33.910 --> 01:11:34.479 Speaker 2 (Quinlan Conf Room): Never gonna go. 603 01:11:34.485 --> 01:11:35.975 Speaker 11 (Quinlan Conf Room): It's an error. 604 01:11:37.225 --> 01:11:38.424 Speaker 5 (Quinlan Conf Room): Okay, let's continue. 605 01:11:38.425 --> 01:11:46.775 Speaker 1 (Quinlan Conf Room): So, subject and item 6 is Cupertino's Summer Celebration Shop Local Campaign. You said you have a presentation. 606 01:11:52.185 --> 01:11:53.115 Speaker 1 (Quinlan Conf Room): That's true. 607 01:12:03.200 --> 01:12:11.059 Speaker 9 (Quinlan Conf Room): This item, there's some items that are coming back to the committee. 608 01:12:11.360 --> 01:12:16.990 Speaker 9 (Quinlan Conf Room): That was introduced at the last meeting we had, in March. 609 01:12:17.140 --> 01:12:32.320 Speaker 9 (Quinlan Conf Room): And the goal of this presentation today is just to get everyone on the committee an update of what we're doing, specifically from the implementation side, and get some feedback from the committee as well, so that way we can fine-tune 610 01:12:32.450 --> 01:12:51.810 Speaker 9 (Quinlan Conf Room): our, our methods for implementing this shop bubble campaign. And joining me today to give this presentation is my colleague, Samantha, our location and marketing coordinator. We'll be going over specific slides to give you specific information on how to get more people knowledge. 611 01:12:51.910 --> 01:13:08.230 Speaker 9 (Quinlan Conf Room): some of the tools that we use. So, please… I'll quickly just touch on the agenda. We're going to touch on four things, or three main things, and then the recommended action. So, the campaign overview, campaign strategy and timeline, marketing engagement tools, and then the recommended action and next steps. 612 01:13:08.610 --> 01:13:09.350 Speaker 9 (Quinlan Conf Room): What? 613 01:13:10.510 --> 01:13:17.760 Speaker 9 (Quinlan Conf Room): As a refresher, this is a one-month campaign that's gonna start June 13th through July 13th. It's going to cover 614 01:13:17.800 --> 01:13:32.270 Speaker 9 (Quinlan Conf Room): Both of our, kind of, large events is happening in the Bay Area, in Cupertino, which is the international soccer tournament, FIFA Games, which starts around that time in July and June, and then our July 4th campaign. 615 01:13:33.900 --> 01:13:38.150 Speaker 9 (Quinlan Conf Room): One of the things that was brought up at the last meeting that was highlighted during this discussion 616 01:13:38.480 --> 01:13:53.829 Speaker 9 (Quinlan Conf Room): item is opening it up to all businesses and ensuring that our business community all has an opportunity to participate, so that's something that we've definitely done. We've opened that up so, any business with a physical location can participate in this campaign. That's one thing I want to say. 617 01:13:56.160 --> 01:13:57.110 Speaker 9 (Quinlan Conf Room): Slide, please. 618 01:14:02.170 --> 01:14:10.499 Speaker 9 (Quinlan Conf Room): We did also have the big game, the Super Bowl that happened early this year. Did receive feedback from the EDC. 619 01:14:10.560 --> 01:14:30.019 Speaker 9 (Quinlan Conf Room): Those, those comments were incorporated for that game. We're going to conclude those same comments into this campaign, and the three themes that was brought up during the meeting was unified city communications, marketing and materials that promote the city, and as well as showcasing our hidden gems. We're going to implement that for this campaign. 620 01:14:30.530 --> 01:14:31.560 Speaker 9 (Quinlan Conf Room): That's it. 621 01:14:32.350 --> 01:14:49.070 Speaker 9 (Quinlan Conf Room): One other thing that was born out of that discussion was the Explore Cupertino web page. That features everything Cupertino. It promotes various aspects of the city, and it helps our residents, visitors coming into the city better understand what's available, so it promotes the different 622 01:14:49.070 --> 01:15:08.579 Speaker 9 (Quinlan Conf Room): shopping and dining deals and specials. When a business is offering a watch party, we list those businesses, they show their different retail shopping centers, public art recreation, the different wineries, various hotels that are in the city, as well as transportation to get in and around specific laws. 623 01:15:08.760 --> 01:15:13.879 Speaker 9 (Quinlan Conf Room): So, we're going to continue with this and update it to look like… upcoming campaign. 624 01:15:14.480 --> 01:15:15.350 Speaker 9 (Quinlan Conf Room): Wow. 625 01:15:16.440 --> 01:15:21.540 Speaker 9 (Quinlan Conf Room): This is the pre-launch and activation phases. This is something we'll send… John did. 626 01:15:21.720 --> 01:15:24.409 Speaker 9 (Quinlan Conf Room): And then we'll get into other hotels. 627 01:15:25.070 --> 01:15:30.650 Speaker 9 (Quinlan Conf Room): Sure, so, afternoon, everyone. 628 01:15:30.650 --> 01:15:50.220 Speaker 2 (Quinlan Conf Room): So the… in the pre-launch phase here, so we're recruiting participating businesses, building awareness through teaser messaging, so this is something that can be done on social media, distributing marketing kits to the businesses and hotels. I think for the last campaign, this included the… the pop-up banners and the postcards. 629 01:15:51.690 --> 01:15:59.909 Speaker 2 (Quinlan Conf Room): Finalize the digital platform, so this is making sure the businesses that are participating are all on the map, so when people. 630 01:15:59.915 --> 01:16:00.644 Speaker 1 (Quinlan Conf Room): People are driven to the. 631 01:16:00.650 --> 01:16:07.230 Speaker 2 (Quinlan Conf Room): Explore Cupertino page, they are able to see all the participating businesses. Let me see what else I can touch on here. 632 01:16:10.120 --> 01:16:20.049 Speaker 2 (Quinlan Conf Room): We'll be sending push notifications through our e-notification system for those who have subscribed to receive updates, regarding economic development in the city, as well as some of our other lists. 633 01:16:20.150 --> 01:16:30.210 Speaker 2 (Quinlan Conf Room): So, we are… we have pulled in some of our other lists that are, like, our more general news, our scene subscribers, to kind of build out those lists. 634 01:16:30.920 --> 01:16:34.389 Speaker 2 (Quinlan Conf Room): Yeah, maybe we can go to the next one, Daniel. 635 01:16:35.610 --> 01:16:40.260 Speaker 2 (Quinlan Conf Room): Okay, so, I think what was born out of… 636 01:16:40.280 --> 01:16:52.809 Speaker 2 (Quinlan Conf Room): the, football, the big game. Sorry, I can't… I got so used to not being able to say Super Bowl. Okay, what was born out of, the big game was this dedicated website, the Explorer Cupertino. So… 637 01:16:52.810 --> 01:17:04.079 Speaker 2 (Quinlan Conf Room): We are going to continue with our campaign of pushing people to this page. We are going to do that through a variety of ways, so we have our newsletters. I hope you all receive these. 638 01:17:04.080 --> 01:17:14.820 Speaker 2 (Quinlan Conf Room): So our City Manager, bi-monthly e- newsletter, her city council, weekly email, scene, will be issuing a press release. 639 01:17:14.820 --> 01:17:25.449 Speaker 2 (Quinlan Conf Room): To local papers, and to try and make them aware of the campaign so they can also promote what's happening locally during, FIFA. 640 01:17:25.620 --> 01:17:43.110 Speaker 2 (Quinlan Conf Room): We will be doing a promotional video again, and I'll get to this in the next slide, but we're going to use that promotional video in different ways than we have before, because it's really something that does take a lot of, staff time, right? And so we want to make sure that we're… what's the word? 641 01:17:43.350 --> 01:17:53.339 Speaker 2 (Quinlan Conf Room): getting a bang for our buck, or, you know, getting the most of it, using it the best we can. And… let's see, so we'll be doing the banners again across Stevens Creek. 642 01:17:53.340 --> 01:18:03.359 Speaker 2 (Quinlan Conf Room): The lawn signs, which were high visibility in key locations, and Daniel and I have been talking today about some ideas for postcards, a different approach that we may take. 643 01:18:07.670 --> 01:18:12.039 Speaker 2 (Quinlan Conf Room): What I really want to, tell you about, though, is if you can go to the next slide. 644 01:18:14.520 --> 01:18:25.170 Speaker 2 (Quinlan Conf Room): So a little bit of what I heard when, I wasn't at this last meeting, but, some of the information that I heard, at our previous meeting, where comms attended, was just 645 01:18:25.170 --> 01:18:36.209 Speaker 2 (Quinlan Conf Room): what are you, you know, what are the metrics? What are you seeing online? So some things that we've found that are working well, and then some things that we want to change and do better with. So… 646 01:18:36.820 --> 01:18:52.539 Speaker 2 (Quinlan Conf Room): You can see that our reels are doing really well on Facebook. It's driving links to the, I mean, traffic to the… the… so the click… link clicks, excuse me, are people who are actually stopping to watch the videos, okay? That's what that means. 647 01:18:52.540 --> 01:19:02.559 Speaker 2 (Quinlan Conf Room): And then there's a certain percentage that's translating that's actually going to the landing pages that we use for those campaigns. So, for instance, for the Explore Cupertino, I think I updated this, but it's 648 01:19:02.760 --> 01:19:21.760 Speaker 2 (Quinlan Conf Room): it's not here. So it's, this translated to just over 100 visits to the Explore Cupertino page, and for the, the Small Business Saturday, it was slightly less than 100. So what we want to do that we learned from these campaigns, and I think we heard from you, was to utilize some SEO 649 01:19:22.060 --> 01:19:26.319 Speaker 2 (Quinlan Conf Room): So, what we will be doing for our next… you can go to the next slide. 650 01:19:28.630 --> 01:19:41.770 Speaker 2 (Quinlan Conf Room): So this is really an intent-based advertising. So, people who are looking, to do things in Cupertino around that time, if they're looking for dining or lodging, 651 01:19:41.770 --> 01:19:57.379 Speaker 2 (Quinlan Conf Room): winery to go to while they're in town. We will be working with a Google represent… SEO representative to set up a campaign where we will utilize assets such as our video assets, our graphic assets to drive people to the Explore Cupertino page. 652 01:19:57.380 --> 01:20:05.960 Speaker 2 (Quinlan Conf Room): So, that's really what we're doing that's different, because we already have some of these things that we've created, right? But we really want to get more out of them. 653 01:20:06.170 --> 01:20:20.070 Speaker 2 (Quinlan Conf Room): So that's what we are looking to do. I think, this is really a unique, thing that we haven't done here in the city before, and we've learned that what we've spent on these, Facebook campaigns, I can tell you it's 654 01:20:20.500 --> 01:20:28.519 Speaker 2 (Quinlan Conf Room): just shy of, like, $200 on these Facebook campaigns, so it's not a huge send, and I'm thinking that if we can utilize it with Google, we'll get some more… 655 01:20:29.080 --> 01:20:32.200 Speaker 2 (Quinlan Conf Room): get some more traffic. Can you remind me what dates these are? 656 01:20:32.420 --> 01:20:35.920 Speaker 11 (Quinlan Conf Room): What? 6-13 till when? July 3rd to… 657 01:20:37.060 --> 01:20:39.829 Speaker 10 (Quinlan Conf Room): But I just want to point out, everybody, that the FIFA starts. 658 01:20:39.835 --> 01:20:46.184 Speaker 6 (Quinlan Conf Room): 12th, that means we're going to have confirmation for 3 days before. I'm just saying, until July 2nd, FYI. 659 01:20:46.455 --> 01:20:50.685 Speaker 6 (Quinlan Conf Room): Say again? I believe it starts on the 12th. No, no, June 12th. 660 01:20:50.690 --> 01:20:54.440 Quinlan Conf Room: Oh, okay. No, no, no, no, no, but hold on, hold on. 661 01:20:54.440 --> 01:20:57.439 Speaker 14 (Quinlan Conf Room): keep going. Are you the only presentation? I think so. I mean, I think… 662 01:20:57.440 --> 01:21:01.060 Speaker 2 (Quinlan Conf Room): Yeah, I think so. Let's see if there's anything… 663 01:21:01.060 --> 01:21:09.199 Speaker 11 (Quinlan Conf Room): I'll request to actually change the date. Not to the 12th, not to the 12th, I can actually use it earlier. It makes sense. No, no, to June 8th. 664 01:21:09.200 --> 01:21:33.969 Speaker 11 (Quinlan Conf Room): That's perfectly, because June 8th is Apple's worldwide developer conference, with a thousand plus people that come in, and if there's a way to actually incorporate Apple into it, because a thousand people coming into the city is still huge, right? It's enough to actually drive food local kind of things, and to be able to hand that out, or have Apple maybe say, hey, come dine local, would be nice if we could actually do a bridge to Rod or one of the people at Apple. I think that'd be a great way. 665 01:21:33.970 --> 01:21:34.570 Speaker 11 (Quinlan Conf Room): But the. 666 01:21:34.575 --> 01:21:40.044 Speaker 6 (Quinlan Conf Room): WDC is starting on June 8th, which means we should technically start June 6th. Yes. 667 01:21:40.050 --> 01:21:45.790 Speaker 11 (Quinlan Conf Room): Exactly. Because there's a small group that comes in earlier. Yes, exactly. 668 01:21:46.445 --> 01:21:50.735 Speaker 8 (Quinlan Conf Room): Worth the bang for the buck to advertise in the airports. 669 01:21:52.130 --> 01:21:56.870 Speaker 11 (Quinlan Conf Room): Oh, like, in San Jose Report and SFO? Yeah, both. 670 01:21:56.875 --> 01:22:11.205 Speaker 8 (Quinlan Conf Room): I mean, because, I mean, I don't know, because it's sort of diffuse, because they have all different ports, you have to go advertise maybe multiple places within the airport, but I just don't know if it's too expensive or whatever, but… 671 01:22:12.170 --> 01:22:14.440 Speaker 11 (Quinlan Conf Room): It's about $40,000 for a neighborhood campaign. 672 01:22:14.445 --> 01:22:15.045 Speaker 13 (Quinlan Conf Room): It's hard to prove the R. 673 01:22:15.045 --> 01:22:16.685 Speaker 4 (Quinlan Conf Room): ROI on that type of investment. 674 01:22:16.685 --> 01:22:17.545 Speaker 12 (Quinlan Conf Room): awareness. 675 01:22:17.900 --> 01:22:18.469 Speaker 11 (Quinlan Conf Room): Because that's… 676 01:22:18.470 --> 01:22:20.590 Speaker 8 (Quinlan Conf Room): where they're coming in from. This is festival. 677 01:22:21.530 --> 01:22:29.679 Speaker 8 (Quinlan Conf Room): Yep, you've got to get them on there to the thing, and we're talking about the QR code, right? And so… 678 01:22:30.330 --> 01:22:37.059 Speaker 6 (Quinlan Conf Room): I think over time, it's a great idea. Right now, it's very expensive. With that long-term future, yes, we would use that. If we have the money. 679 01:22:37.065 --> 01:22:39.014 Speaker 11 (Quinlan Conf Room): Three years have been cold. Yeah. 680 01:22:39.015 --> 01:22:44.224 Speaker 8 (Quinlan Conf Room): Yeah, okay, I'm just curious, because that's, like, when I'm coming in, when I was doing business. 681 01:22:45.335 --> 01:22:47.795 Speaker 8 (Quinlan Conf Room): going to Minneapolis, or wherever. 682 01:22:47.935 --> 01:22:54.264 Speaker 8 (Quinlan Conf Room): I'm going down these corridors, and there is advertising there, and I'm looking at it. 683 01:22:55.795 --> 01:23:01.915 Speaker 8 (Quinlan Conf Room): So… But you're… I mean, I don't know. You can get information that it's not really legal right now. 684 01:23:03.185 --> 01:23:03.985 Speaker 1 (Quinlan Conf Room): general awareness. 685 01:23:03.985 --> 01:23:17.024 Speaker 4 (Quinlan Conf Room): Yeah, it's general awareness, but you would never be able to prove that, you know, if someone came to your city, you know, they were driven by the billboard. That's mainly… it's hard. When it's that expensive, you have to be able to prove, like, the money went somewhere, and it's… 686 01:23:17.225 --> 01:23:35.784 Speaker 4 (Quinlan Conf Room): I actually had, just some feedback. Thank you so much for doing the SEO initiative. I'm very excited. I hope it goes, you know, does something. And I think I would ask if you guys can do, the cookie tagging, like, pretty deep onto the pages, then you'll get some really interesting insights, you know, not only on who 687 01:23:36.385 --> 01:23:40.824 Speaker 4 (Quinlan Conf Room): went to your website from the paid ad, but you can also see, like, what they did. Like, did they… 688 01:23:40.825 --> 01:23:42.325 Speaker 1 (Quinlan Conf Room): engage with your map? 689 01:23:42.325 --> 01:23:48.714 Speaker 4 (Quinlan Conf Room): they, I don't know, click on some local businesses. I'm sure your Google rep can help with that, but they can get some pretty. 690 01:23:48.715 --> 01:23:49.195 Speaker 1 (Quinlan Conf Room): interesting ones. 691 01:23:49.195 --> 01:23:59.225 Speaker 4 (Quinlan Conf Room): And, I also just had a side note. I think that staff already notes this, because I got an email when I asked the mayor during the mayor's chat about the wineries. 692 01:23:59.225 --> 01:24:11.694 Speaker 4 (Quinlan Conf Room): And they found that the wineries do not generate sales tax for Cupertino as much as we love them, because they are in unincorporated Cupertino. So, to the extent that in the… whatever video that you do for the next promo campaign. 693 01:24:11.775 --> 01:24:19.305 Speaker 4 (Quinlan Conf Room): again, I love the wineries, I think they're beautiful, but, you know, they… I think it would be better to promote some of our local businesses that are actually in Cupertino. 694 01:24:20.545 --> 01:24:24.315 Speaker 4 (Quinlan Conf Room): Well, I think that's a little bit of a… A gray line. 695 01:24:24.315 --> 01:24:42.904 Speaker 6 (Quinlan Conf Room): Because, of course, you're saying this to someone who has, for the past 12 years this week, is trying to promote Silicon Valley as the next Napa Valley, so I'm providing both. So you have to understand it's more of a marketing strategy as what else to do. No one knows we have the best wineries in 696 01:24:42.905 --> 01:24:49.125 Speaker 6 (Quinlan Conf Room): here in Cupertino. So, we don't want to discount them because of that, because you still have 697 01:24:49.125 --> 01:25:08.435 Speaker 6 (Quinlan Conf Room): wine lovers and organizations that do find us through the Chamber of Commerce and say, oh my god, you have wineries there, and so it kind of helps the businesses, such as hotels and also, restaurants, you know, and it helps, in a way. So it's a little bit kind of weird, gray area, I have to say. But you're right, though, it's sad. 698 01:25:08.435 --> 01:25:11.775 Speaker 4 (Quinlan Conf Room): Maybe it's part of the messaging, but just not as prominent. 699 01:25:12.330 --> 01:25:12.940 Speaker 1 (Quinlan Conf Room): Got it. 700 01:25:13.120 --> 01:25:15.189 Speaker 1 (Quinlan Conf Room): We also have a fixed gun range. 701 01:25:15.190 --> 01:25:19.699 Speaker 11 (Quinlan Conf Room): signing a lot. Yeah. In case people want to… 702 01:25:19.705 --> 01:25:20.445 Speaker 10 (Quinlan Conf Room): I would… 703 01:25:20.450 --> 01:25:28.720 Speaker 6 (Quinlan Conf Room): that touristically. We're not in the best light right now with this administration in regards to that. 704 01:25:29.470 --> 01:25:34.049 Speaker 1 (Quinlan Conf Room): We took the barcodes in the winery so they could go back to the website and shop other locals. 705 01:25:34.050 --> 01:25:34.720 Speaker 10 (Quinlan Conf Room): I mean, it's… 706 01:25:34.725 --> 01:25:49.785 Speaker 8 (Quinlan Conf Room): it's really tough, because Cubertino's just sort of like, you have this big San Jose am I, and we're here, and then Sunnyvale and everything. But if I'm gonna… if I'm gonna pay big bucks to go to the Palme San winery. 707 01:25:50.235 --> 01:25:51.415 Speaker 8 (Quinlan Conf Room): series. 708 01:25:52.685 --> 01:25:54.555 Speaker 8 (Quinlan Conf Room): I might want to stay in Cupertino. 709 01:25:54.725 --> 01:26:04.164 Speaker 8 (Quinlan Conf Room): I mean, so that's… I mean, Montevo. I might… that's in Saratoga, still, but am I gonna stay in Saratoga? No, there's no place to stay in Saratoga. 710 01:26:04.395 --> 01:26:09.175 Speaker 8 (Quinlan Conf Room): I mean, I don't… I mean, I'm… I'm sort of, like, also confused by… 711 01:26:10.025 --> 01:26:24.555 Speaker 8 (Quinlan Conf Room): Yes, there's part of us… we started here talking about how we're going to get businesses to stay here and make it easy, and our whole little subcommittee is all about that. But when we're talking about doing a promotion. 712 01:26:25.765 --> 01:26:31.775 Speaker 8 (Quinlan Conf Room): Why stay here? Because, man, from whatever we can go to this, to this, to this, to this, to this. 713 01:26:31.915 --> 01:26:32.925 Speaker 8 (Quinlan Conf Room): And messaging will. 714 01:26:32.925 --> 01:26:34.175 Speaker 6 (Quinlan Conf Room): Lewis remains… 715 01:26:34.595 --> 01:26:41.604 Speaker 6 (Quinlan Conf Room): important for our city, because let's be honest, when you say Silicon Valley to anyone around the world. 716 01:26:41.605 --> 01:26:56.954 Speaker 6 (Quinlan Conf Room): First and foremost, try to define what… who and what is Silicon Valley. You have Milpitas, you have Mountain View. None of them know those words, and when I do presentation around the world, if I say Cupertino, it's like, I said, do you have an iPhone? I said, yeah, it's your default city. 717 01:26:56.955 --> 01:27:05.144 Speaker 6 (Quinlan Conf Room): And then they say, oh, so messaging will always remain, we have to be patient and consistent with the messaging and move forward with it. 718 01:27:05.335 --> 01:27:06.545 Speaker 6 (Quinlan Conf Room): Regardless. 719 01:27:07.035 --> 01:27:09.605 Speaker 6 (Quinlan Conf Room): It's not just… 720 01:27:10.830 --> 01:27:13.580 Speaker 5 (Quinlan Conf Room): So, just a quick comment. I love that we're doing the. 721 01:27:13.585 --> 01:27:14.325 Speaker 13 (Quinlan Conf Room): campaign. 722 01:27:14.330 --> 01:27:15.799 Speaker 5 (Quinlan Conf Room): I could just make sure, maybe. 723 01:27:15.805 --> 01:27:16.545 Speaker 13 (Quinlan Conf Room): something to. 724 01:27:16.550 --> 01:27:19.600 Speaker 5 (Quinlan Conf Room): When you speak with your rep, actually, is to ensure that it's optimized. 725 01:27:19.605 --> 01:27:21.784 Speaker 1 (Quinlan Conf Room): for AI more than anything for AI, for a certain. 726 01:27:21.785 --> 01:27:24.145 Speaker 5 (Quinlan Conf Room): single AI searches. Okay. 727 01:27:24.150 --> 01:27:24.840 Speaker 13 (Quinlan Conf Room): late, we… 728 01:27:24.840 --> 01:27:28.139 Speaker 1 (Quinlan Conf Room): should be clear, like, SEO, yes, will continue to remain. 729 01:27:28.145 --> 01:27:29.535 Speaker 5 (Quinlan Conf Room): important, but, 730 01:27:29.535 --> 01:27:32.805 Speaker 1 (Quinlan Conf Room): to think about Jesus. 731 01:27:33.065 --> 01:27:34.935 Speaker 13 (Quinlan Conf Room): Exactly, yeah, because people. 732 01:27:34.940 --> 01:27:41.370 Speaker 5 (Quinlan Conf Room): are switching to Too many, yeah, to chatbots, etc. I want to be sure that there's a… 733 01:27:41.910 --> 01:27:43.559 Speaker 1 (Quinlan Conf Room): So, what do I want to do with my nick? 734 01:27:43.565 --> 01:27:44.325 Speaker 13 (Quinlan Conf Room): between 2 or 4 days. 735 01:27:44.325 --> 01:27:45.055 Speaker 1 (Quinlan Conf Room): Something like that. 736 01:27:45.060 --> 01:27:45.819 Speaker 5 (Quinlan Conf Room): That as well, so… 737 01:27:45.825 --> 01:28:00.064 Speaker 1 (Quinlan Conf Room): Thank you. I want to make sure you're done with all your slides. I am finished. And we're good with the audit committee's, comments. If now we can move to public, if there's any public comments. 738 01:28:00.065 --> 01:28:00.855 Speaker 12 (Quinlan Conf Room): More or less. 739 01:28:00.855 --> 01:28:01.585 Speaker 1 (Quinlan Conf Room): Sorry about that. 740 01:28:01.585 --> 01:28:05.385 Speaker 9 (Quinlan Conf Room): What are they recommended? Committee members can see the recommendation. 741 01:28:06.475 --> 01:28:09.635 Speaker 9 (Quinlan Conf Room): Yeah. What's a discussion. 742 01:28:14.410 --> 01:28:15.960 Quinlan Conf Room: All that's coming up, so the last… 743 01:28:16.970 --> 01:28:23.919 Speaker 9 (Quinlan Conf Room): The last slide focuses on three, kind of, actions. For one, it's just received a presentation on marketing and engagement tools. 744 01:28:24.210 --> 01:28:44.140 Speaker 9 (Quinlan Conf Room): Second item is to provide input on the list of marketing and engagement tools. That's something we're extremely big on, and if there's more, we would love to continue to hear that. And then the third item is establish a 4th of July subcommittee. That was our last meeting, to assist staff with planning a business engagement event for businesses participating in this campaign. 745 01:28:44.270 --> 01:28:46.670 Speaker 9 (Quinlan Conf Room): And can also… 746 01:28:46.850 --> 01:28:54.699 Speaker 9 (Quinlan Conf Room): kind of expand that if there's… there's a desire to do that, and then return it in May to provide a progress update. 747 01:28:57.350 --> 01:29:00.859 Speaker 1 (Quinlan Conf Room): Can you ask on interest, or should we open? I'd like to close. 748 01:29:00.865 --> 01:29:20.224 Speaker 6 (Quinlan Conf Room): out on one, two more things. I think the CDC needs to have a quarterly and or a yearly business of the year. We need to recognize them, and it would entice them to sign up to begin with. And I'll just be very biased here, but for example, the Cupertino Hotel 1 749 01:29:20.295 --> 01:29:33.064 Speaker 6 (Quinlan Conf Room): through the Mercury News as the winner of the best hotel. Go figure, I don't know anyone there of the best hotel throughout the entire Silicon Valley. It needs to be recognized, it needs to be said. 750 01:29:33.065 --> 01:29:36.804 Speaker 8 (Quinlan Conf Room): I would not say just the best business. 751 01:29:36.805 --> 01:29:43.764 Speaker 6 (Quinlan Conf Room): Yeah, yeah, no, I'm here. Well, we can have the best of it all. 752 01:29:43.895 --> 01:30:08.824 Speaker 6 (Quinlan Conf Room): And that's the point that I'm trying to say here, is that we can entice people to sign up, not only to be recognized on a quarterly basis. Why? It's because sometimes we do meet on a quarterly basis or something. If we were monthly, we would do monthly, but it should… it should give them an incentive as to why they should be part of the EDC, either the council or whatever that is, so give them an opportunity for a foreclosure. 753 01:30:09.265 --> 01:30:17.274 Speaker 6 (Quinlan Conf Room): So, that's why I think… I didn't know whether it be put in here on the future agenda settings, but also want to 754 01:30:17.375 --> 01:30:26.275 Speaker 6 (Quinlan Conf Room): also emphasize, we spoke about AI. Right now, we do have tons of companies that can link AI to our website. 755 01:30:26.275 --> 01:30:44.104 Speaker 6 (Quinlan Conf Room): And then you can ask any and all questions in any and all languages, and I think that could be very, important for us, for messaging we're trying to do on ABC and whatever we do, but also for the city of Cupertino, as far as embedding that specific AI product that can be very 756 01:30:44.145 --> 01:30:49.745 Speaker 6 (Quinlan Conf Room): That can enhance, if you will, the quality of requests through the city. 757 01:30:52.500 --> 01:30:59.570 Speaker 1 (Quinlan Conf Room): we should discuss separate agenda setting sessions for that. Thank you so much for the recognition. 758 01:31:01.950 --> 01:31:05.579 Speaker 1 (Quinlan Conf Room): Chair, did you want to open up to the public comment? Yes, please. 759 01:31:05.585 --> 01:31:08.734 Speaker 12 (Quinlan Conf Room): members wishing to speak on this item? I was just. 760 01:31:08.740 --> 01:31:14.339 Speaker 3 (Quinlan Conf Room): Apple Computer is very wealthy, very famous. 761 01:31:15.180 --> 01:31:17.090 Speaker 3 (Quinlan Conf Room): Why not Jessica, huh? 762 01:31:17.500 --> 01:31:22.600 Speaker 3 (Quinlan Conf Room): to find famous people, famous, famous sports people, and I… 763 01:31:22.980 --> 01:31:29.830 Speaker 3 (Quinlan Conf Room): in general, in the community, you know, in Hollywood, whatever, that Apple could probably help out with that. 764 01:31:29.980 --> 01:31:34.539 Speaker 3 (Quinlan Conf Room): I mean, they're able to attract a lot of people to these functions that you have. 765 01:31:34.940 --> 01:31:35.340 Speaker 3 (Quinlan Conf Room): I… 766 01:31:36.450 --> 01:31:43.089 Speaker 3 (Quinlan Conf Room): So, and then… but they stay at your hotel over there. Watching? Wouldn't you like a famous person staying in your hotel? 767 01:31:43.095 --> 01:31:49.144 Speaker 6 (Quinlan Conf Room): We had President Bill Clinton stayed at the Cupertino hotel. Yes. Well, why don't you move by? 768 01:31:49.465 --> 01:31:54.804 Speaker 6 (Quinlan Conf Room): Because they don't care about us, they're in another stratosphere, to be honest and direct. Well, I know it, but he needs to prove. 769 01:31:54.810 --> 01:32:04.020 Speaker 3 (Quinlan Conf Room): I know all about that. Anyway, so I think that it's very important, even if they're just local famous people, like 770 01:32:04.020 --> 01:32:22.080 Speaker 3 (Quinlan Conf Room): Maybe, some of the kids at the high schools or the colleges that have really achieved a lot. Or, you know, so-and-so's winner, he's a basketball, famous person, or he's gonna be playing basketball at San Jose State, or something. You know, the kids will love this, and I think a lot of people will love it. Even golfers, don't forget the golfers. 771 01:32:22.320 --> 01:32:29.410 Speaker 3 (Quinlan Conf Room): famous people, especially who have a golf course in Gino River. So, what I'm going to suggest is getting some famous people to attend. 772 01:32:29.410 --> 01:32:30.220 Speaker 12 (Quinlan Conf Room): some of the study. 773 01:32:30.225 --> 01:32:35.944 Speaker 3 (Quinlan Conf Room): And also, are we having fireworks? We used to have fireworks. 774 01:32:35.945 --> 01:32:39.264 Speaker 11 (Quinlan Conf Room): We brought them back last year. Yes. Where did you get them? 775 01:32:39.770 --> 01:32:49.289 Speaker 3 (Quinlan Conf Room): Hyde. Hyde? Well, okay. We used to have them at the Anza, and I could just sit on top of my house, and I could watch them until they built the house. 776 01:32:49.290 --> 01:32:54.699 Speaker 11 (Quinlan Conf Room): plastic brass, we might be able to do it again. Really? I think they're not doing it. 777 01:32:54.705 --> 01:33:10.375 Speaker 3 (Quinlan Conf Room): to attract people, but I really think that, maybe some things work or not. They'll just want people listening, and they're charitable, and they just want to, you know, come and maybe sign autographs of the kids, you know, football players. What about the 49ers? 778 01:33:10.625 --> 01:33:14.964 Speaker 3 (Quinlan Conf Room): I mean, this is how I feel. I mean, we have to really promote this. 779 01:33:15.085 --> 01:33:20.055 Speaker 3 (Quinlan Conf Room): And, we're gonna have a lot more people coming here, living in these homes. 780 01:33:20.135 --> 01:33:34.914 Speaker 3 (Quinlan Conf Room): And we're… obviously, they want… they'll probably want a lot of activities going on, because there's a lot of people here. And the last note is, can anybody please tell me how long is it going to take for Balta? I am so tired of hearing about Balta. 781 01:33:34.915 --> 01:33:47.905 Speaker 3 (Quinlan Conf Room): You guys need to work on that. You know, they need… I mean, there's nothing there. I don't know what's going on. So we need to promote Valco as quickly as possible. That's really important. There's a lot of tax revenue that's being lost in our trust. 782 01:33:47.945 --> 01:33:52.085 Speaker 3 (Quinlan Conf Room): I think that's very important, since the city can use that money for all kinds of things. 783 01:33:52.195 --> 01:34:00.345 Speaker 3 (Quinlan Conf Room): So, I really feel the next meeting that you guys have, you could maybe invite some more of the… some of us. 784 01:34:00.635 --> 01:34:04.585 Speaker 3 (Quinlan Conf Room): There's only one vision. 785 01:34:04.585 --> 01:34:07.585 Speaker 11 (Quinlan Conf Room): Yeah, some of the things. 786 01:34:07.585 --> 01:34:17.714 Speaker 3 (Quinlan Conf Room): So the council overlaps what you guys are working on, which is quite interesting. So how are you going to work with? Thank you, Kathy, for your time. 787 01:34:18.805 --> 01:34:22.904 Speaker 3 (Quinlan Conf Room): And, Chair, I'm not seeing your request to speak about Chamber. 788 01:34:22.910 --> 01:34:24.630 Speaker 12 (Quinlan Conf Room): Those are the prices. 789 01:34:25.085 --> 01:34:26.655 Speaker 1 (Quinlan Conf Room): Let's open up for motions. 790 01:34:26.755 --> 01:34:28.835 Speaker 1 (Quinlan Conf Room): For this recommended action. 791 01:34:30.225 --> 01:34:36.154 Speaker 1 (Quinlan Conf Room): I'll read it again. To receive presentation on marketing and engagement tools for promoting Cupertino before. 792 01:34:36.665 --> 01:34:47.995 Speaker 1 (Quinlan Conf Room): Summer Celebrations Shop Local Campaign. Second is to provide input on the list of marketing and regional tools for promoting Cupertino before and during the Cupertino Summer Celebrations Shop Local Campaign. 793 01:34:47.995 --> 01:34:58.904 Speaker 1 (Quinlan Conf Room): Third is to establish a 4th of July subcommittee to assist staff with planning a business engagement event for businesses participating in Cupertino's Summer of Celebration Shop World Campaign. 794 01:34:59.925 --> 01:35:00.865 Speaker 1 (Quinlan Conf Room): So moved. 795 01:35:02.245 --> 01:35:04.045 Speaker 1 (Quinlan Conf Room): I'll move the staff recommended action. 796 01:35:04.995 --> 01:35:05.565 Speaker 6 (Quinlan Conf Room): sinking. 797 01:35:07.010 --> 01:35:07.980 Speaker 12 (Quinlan Conf Room): Okay, vote. 798 01:35:08.200 --> 01:35:10.719 Speaker 12 (Quinlan Conf Room): Are we satisfying? Yes, but could we? 799 01:35:10.725 --> 01:35:19.065 Speaker 9 (Quinlan Conf Room): Also, just before that item, action. We just… summarize the… 800 01:35:19.275 --> 01:35:22.555 Speaker 9 (Quinlan Conf Room): Input, or the next steps as far as how we… 801 01:35:22.775 --> 01:35:25.165 Speaker 9 (Quinlan Conf Room): But I know one of those. 802 01:35:25.555 --> 01:35:28.305 Speaker 9 (Quinlan Conf Room): Are these fixed? Yes. 803 01:35:28.310 --> 01:35:30.760 Speaker 12 (Quinlan Conf Room): City website promotion? But is there any… 804 01:35:30.765 --> 01:35:37.665 Speaker 9 (Quinlan Conf Room): else that we need to memorialize that would be incorporating? Oh, the AI. That's what I heard. 805 01:35:37.665 --> 01:35:42.014 Speaker 2 (Quinlan Conf Room): cookies deep, and then make sure it's compatible with AI Search. 806 01:35:42.015 --> 01:35:45.075 Speaker 5 (Quinlan Conf Room): Yeah, you wanted to be thinking about Gmail. Okay. 807 01:35:45.190 --> 01:35:45.950 Speaker 11 (Quinlan Conf Room): Yup. 808 01:35:46.110 --> 01:35:47.699 Speaker 11 (Quinlan Conf Room): And an optimization. 809 01:35:55.240 --> 01:35:59.279 Speaker 11 (Quinlan Conf Room): Is that accurate? That is what I… That's all I've learned. 810 01:35:59.590 --> 01:36:02.209 Speaker 9 (Quinlan Conf Room): We also look at the other common point of how… 811 01:36:02.655 --> 01:36:16.895 Speaker 11 (Quinlan Conf Room): It might be interesting to… it might be interesting if the Historical Society, which I really don't know what they do, but in a sense, I do tend to do. But it would be very interesting if the Historical Society put a list together of famous people from Cooper Town. We have that available. 812 01:36:16.895 --> 01:36:18.354 Speaker 6 (Quinlan Conf Room): Yeah, we can read it. 813 01:36:18.355 --> 01:36:24.355 Speaker 11 (Quinlan Conf Room): You might know about that, and that might be to the point of elevating those individuals. 814 01:36:24.355 --> 01:36:31.254 Speaker 6 (Quinlan Conf Room): But again, I just want to emphasize there might be interesting people. Are they famous? Not sure. 815 01:36:32.055 --> 01:36:35.625 Speaker 6 (Quinlan Conf Room): And the only famous person is no longer with us. 816 01:36:35.895 --> 01:36:44.665 Speaker 6 (Quinlan Conf Room): Yeah, no, I'm trying to… I think he knows more people. 817 01:36:44.670 --> 01:36:51.770 Speaker 15 (Quinlan Conf Room): And two, two votes. 818 01:36:52.740 --> 01:36:54.759 Speaker 12 (Quinlan Conf Room): We need to… 819 01:36:54.760 --> 01:36:58.510 Speaker 1 (Quinlan Conf Room): Is that a submitting before? Oh, that's right. 820 01:36:58.515 --> 01:36:59.255 Speaker 12 (Quinlan Conf Room): reactions? 821 01:36:59.260 --> 01:37:03.049 Speaker 1 (Quinlan Conf Room): Anyone interested in becoming a member of the supplement? Was it July? 822 01:37:04.360 --> 01:37:05.140 Speaker 1 (Quinlan Conf Room): Yeah. 823 01:37:05.350 --> 01:37:07.050 Speaker 1 (Quinlan Conf Room): We need one? 824 01:37:07.430 --> 01:37:09.610 Speaker 1 (Quinlan Conf Room): I know. 825 01:37:09.615 --> 01:37:34.605 Speaker 6 (Quinlan Conf Room): I'm all three of them, but I mean, I gotta be honest. I mean, I'm sure Councilmember Wong, if he knows, if he knows more people than I do as far as Apple, left and right for sponsorship and money-wise, so I don't know. I don't want to piggyback on others, but we all have names on our Rolodex. So, again, Councilmember Wong, if you want me to be on it, great. I almost think they want to do that. 970 01:48:53.095 --> 01:48:56.525 Speaker 11 (Quinlan Conf Room): as a Caribbean differential. 971 01:48:59.640 --> 01:49:11.489 Speaker 4 (Quinlan Conf Room): I would like to, follow up on two things. One was you mentioned that expediting permitting will… so is that not on the work plan? It's just going to come through EDC? 972 01:49:12.250 --> 01:49:15.060 Speaker 17 (Quinlan Conf Room): that will be a one-time. 973 01:49:15.560 --> 01:49:16.280 Speaker 9 (Quinlan Conf Room): You can see what. 974 01:49:16.280 --> 01:49:17.879 Speaker 17 (Quinlan Conf Room): What's not included in the. 975 01:49:17.880 --> 01:49:18.529 Speaker 9 (Quinlan Conf Room): Yeah, that's something. 976 01:49:18.535 --> 01:49:21.964 Speaker 17 (Quinlan Conf Room): bring back. Okay, great. I would also… I'm sorry, go on. 977 01:49:23.835 --> 01:49:24.665 Speaker 17 (Quinlan Conf Room): Yes. 978 01:49:25.380 --> 01:49:26.010 Speaker 15 (Quinlan Conf Room): Okay. 979 01:49:26.280 --> 01:49:32.740 Speaker 15 (Quinlan Conf Room): I would love to propose, and maybe this, if people disagree, they're welcome to chime in. 980 01:49:33.390 --> 01:49:38.360 Speaker 19 (Quinlan Conf Room): What was discussed earlier, discussion around retail nodes and zoning. 981 01:49:38.550 --> 01:49:40.540 Speaker 19 (Quinlan Conf Room): Or protected retail zones. 982 01:49:40.700 --> 01:49:48.860 Speaker 19 (Quinlan Conf Room): I think that would be a relatively, like, low… not a super high resource effort, you know, but something that pulls together relatively quickly. 983 01:49:58.320 --> 01:50:00.319 Quinlan Conf Room: Any other comments from the committees? 984 01:50:01.620 --> 01:50:08.830 Speaker 5 (Quinlan Conf Room): And actually, just to clarify, too, that would be some… there would also be liaising with, like, the Planning Commission, etc, as part of that, or are you seeing that as a separate… 985 01:50:09.260 --> 01:50:11.030 Speaker 5 (Quinlan Conf Room): legal staff system. 986 01:50:11.455 --> 01:50:12.175 Speaker 9 (Quinlan Conf Room): Yeah, I think multiple times. 987 01:50:12.180 --> 01:50:12.920 Speaker 17 (Quinlan Conf Room): Talk internally. 988 01:50:12.920 --> 01:50:17.910 Speaker 9 (Quinlan Conf Room): But I hope there definitely is an option there for EDC to participate in that type of… 989 01:50:24.240 --> 01:50:27.250 Speaker 1 (Quinlan Conf Room): It sounds like we're good with the comments from the committee. 990 01:50:27.350 --> 01:50:30.409 Speaker 1 (Quinlan Conf Room): Yeah, Senator, I move to approve the, draft item. 991 01:50:30.415 --> 01:50:33.675 Speaker 11 (Quinlan Conf Room): Oh, should we all… 992 01:50:33.675 --> 01:50:34.455 Speaker 12 (Quinlan Conf Room): It's gonna come. 993 01:50:34.455 --> 01:50:37.494 Speaker 2 (Quinlan Conf Room): Sorry. Are there any names. 994 01:50:37.495 --> 01:50:43.424 Speaker 18 (Quinlan Conf Room): members of the Public Wishing Committee on the 2026 work plan list. 995 01:50:44.700 --> 01:50:46.779 Speaker 15 (Quinlan Conf Room): Oh, I don't think we would. 996 01:50:46.785 --> 01:50:50.094 Speaker 3 (Quinlan Conf Room): You can touch the soaps, vegetable sugar as well. 997 01:50:50.100 --> 01:50:57.269 Speaker 15 (Quinlan Conf Room): And, I'm hoping we got there, you know, sitting on the council. 998 01:50:58.220 --> 01:51:03.699 Speaker 3 (Quinlan Conf Room): Right? You take that whatever happens here back to the council, right? Make it look right to them. 999 01:51:04.120 --> 01:51:06.429 Speaker 3 (Quinlan Conf Room): I would like to see more, 1000 01:51:06.700 --> 01:51:14.689 Speaker 3 (Quinlan Conf Room): with the companies, the commercial end and the residential end. We have to separate the two, we have to protect 1001 01:51:14.810 --> 01:51:19.839 Speaker 3 (Quinlan Conf Room): residences. I live in a… I learned one story, and I… 1002 01:51:20.090 --> 01:51:25.090 Speaker 3 (Quinlan Conf Room): Better Cupertino scared the hell out of me with a picture that they generated. 1003 01:51:25.230 --> 01:51:38.109 Speaker 3 (Quinlan Conf Room): On the other side where Apple is. I live right next door to Apple's Island for years. And they put this fake building up that was, like, 4 stories up. And they said, Kathy, if you don't do something… 1004 01:51:38.930 --> 01:51:44.629 Speaker 3 (Quinlan Conf Room): They're gonna build us. And that's on Banley Drive. And I'll go down Boundley Drive, it's all smaller. 1005 01:51:44.910 --> 01:51:48.040 Speaker 15 (Quinlan Conf Room): commercial-type buildings, okay? And that… 1006 01:51:48.190 --> 01:51:54.239 Speaker 3 (Quinlan Conf Room): their RBH cylinder, and nobody knows about it than I do. And they've got everything boarded up. You can't even look in there. 1007 01:51:54.380 --> 01:52:08.190 Speaker 3 (Quinlan Conf Room): And I complained about that years ago. There's something you don't need to know about this. But what I'm getting at here is we have to protect the residents, the people that are living these homes. I've got two major homes being built. You should see this one home off of… 1008 01:52:09.195 --> 01:52:12.655 Speaker 15 (Quinlan Conf Room): Right around the corner from me. It looks like 3 apartments. 1009 01:52:12.655 --> 01:52:19.394 Speaker 3 (Quinlan Conf Room): I mean, it's just huge, and they're invasive. There's nothing you control here on how big these buildings are. 1010 01:52:19.545 --> 01:52:20.215 Speaker 15 (Quinlan Conf Room): Is this safe? 1011 01:52:20.215 --> 01:52:25.055 Speaker 3 (Quinlan Conf Room): Same thing with a commercial building. You're saying a small business. Well, what if? 1012 01:52:25.420 --> 01:52:26.260 Speaker 15 (Quinlan Conf Room): No. 1013 01:52:26.565 --> 01:52:27.274 Speaker 3 (Quinlan Conf Room): They could also know. 1014 01:52:27.280 --> 01:52:27.670 Speaker 15 (Quinlan Conf Room): on the trees. 1015 01:52:27.670 --> 01:52:28.440 Speaker 3 (Quinlan Conf Room): story. 1016 01:52:28.440 --> 01:52:31.509 Speaker 15 (Quinlan Conf Room): business, or whatever, I'm just saying. Could be another. 1017 01:52:31.515 --> 01:52:40.375 Speaker 3 (Quinlan Conf Room): hotel, excuse me, down there. But what I'm getting at here, something has to be… controls have to be implemented. There has to be. The zoning, you want to change. 1018 01:52:40.375 --> 01:52:41.154 Speaker 15 (Quinlan Conf Room): all these. 1019 01:52:41.155 --> 01:52:43.755 Speaker 3 (Quinlan Conf Room): stalking rules. That's not fair to us. 1020 01:52:43.905 --> 01:52:49.035 Speaker 3 (Quinlan Conf Room): It's not for the people, residential people that, you know, want a family. 1021 01:52:49.040 --> 01:52:49.410 Speaker 15 (Quinlan Conf Room): Oh, 1022 01:52:49.415 --> 01:52:56.134 Speaker 3 (Quinlan Conf Room): It's not fair, okay? And I think that we're not being considered. I came to this meeting, and I'm just one person. 1023 01:52:56.135 --> 01:52:58.004 Speaker 15 (Quinlan Conf Room): else. I went to another. 1024 01:52:58.010 --> 01:53:12.630 Speaker 3 (Quinlan Conf Room): workshop was in the head, where was everybody else? You're not encouraging people to come to these meetings, and that's really important. This is their city, okay? You need to help these people to say, look, you know, come to the meeting, we're going to discuss all the. 1025 01:53:12.635 --> 01:53:14.875 Speaker 15 (Quinlan Conf Room): things. Okay, they're very important. 1026 01:53:14.875 --> 01:53:24.675 Speaker 3 (Quinlan Conf Room): especially long, once you're new, you're going to bring in all these new things. It's really important that these people come. And then, if there's a problem, they kind of. 1027 01:53:24.675 --> 01:53:25.485 Speaker 15 (Quinlan Conf Room): committee here. 1028 01:53:25.490 --> 01:53:43.840 Speaker 3 (Quinlan Conf Room): He could take it back to the city council, and they should be working on this building front. We're losing restaurants. Buildings are vacant. There's no limit on how long a person can vacant that property and just leave it there as a blight. There's so many properties that are a blight on our community, and nothing's being done. 1029 01:53:43.840 --> 01:53:44.170 Speaker 15 (Quinlan Conf Room): This is. 1030 01:53:44.175 --> 01:53:48.854 Speaker 3 (Quinlan Conf Room): makes me ill, makes me sick, and makes me ill, okay? I'm just one person. 1031 01:53:48.965 --> 01:53:51.914 Speaker 3 (Quinlan Conf Room): But everybody… you have to notice, they've given up. 1032 01:53:51.920 --> 01:53:53.500 Speaker 15 (Quinlan Conf Room): published it. 1033 01:53:53.500 --> 01:53:54.000 Speaker 16 (Quinlan Conf Room): Thank you, Kathy. 1034 01:53:54.000 --> 01:53:54.639 Speaker 18 (Quinlan Conf Room): That is your time. 1035 01:53:55.055 --> 01:54:00.844 Speaker 16 (Quinlan Conf Room): Commissioner, I'm not seeing any requests to speak virtually, so that concludes the request to speak on the side. Thank you, and you'll… 1036 01:54:01.710 --> 01:54:05.370 Speaker 1 (Quinlan Conf Room): I move to approve the Draft Economic Development Committee 2026 work plan. 1037 01:54:05.375 --> 01:54:06.265 Speaker 17 (Quinlan Conf Room): Can I second. 1038 01:54:06.465 --> 01:54:08.975 Speaker 17 (Quinlan Conf Room): I have a question. 1039 01:54:08.975 --> 01:54:15.674 Speaker 19 (Quinlan Conf Room): If I would like to add an item, does that need to be approved by the subcommittee, around the zoning? 1040 01:54:16.315 --> 01:54:20.565 Speaker 19 (Quinlan Conf Room): Or does that just… I don't know. 1041 01:54:21.255 --> 01:54:22.585 Speaker 19 (Quinlan Conf Room): Probably 11. 1042 01:54:23.250 --> 01:54:25.260 Speaker 17 (Quinlan Conf Room): Yeah. Okay. 1043 01:54:25.260 --> 01:54:33.159 Speaker 9 (Quinlan Conf Room): come back the next meeting with something that will make sense after talking to our staff to include something like that? Is that okay? 1044 01:54:33.160 --> 01:54:34.669 Speaker 17 (Quinlan Conf Room): improve and bring it back. 1045 01:54:34.670 --> 01:54:35.689 Speaker 11 (Quinlan Conf Room): Yeah, and this is just. 1046 01:54:35.695 --> 01:54:38.904 Speaker 1 (Quinlan Conf Room): This should just be at the first time. Okay. 1047 01:54:39.270 --> 01:54:44.129 Speaker 17 (Quinlan Conf Room): And what we can do also at the next meeting is establish subcommittees to approve. 1048 01:54:44.130 --> 01:54:45.369 Speaker 9 (Quinlan Conf Room): Is it that way. 1049 01:54:45.370 --> 01:54:49.109 Speaker 17 (Quinlan Conf Room): going, and then also make that amendment, if that's okay. 1050 01:54:49.780 --> 01:54:56.500 Speaker 17 (Quinlan Conf Room): Fastest way to get something that is not integrated. 1051 01:54:56.500 --> 01:55:07.669 Speaker 1 (Quinlan Conf Room): Yeah, I would recommend this is just a draft, and this conversation is for discussion to amend, or approve, or add on to the draft, so… 1052 01:55:07.675 --> 01:55:12.175 Speaker 11 (Quinlan Conf Room): Send any other suggestions to you, to the… to the chair, so you can get something done. 1053 01:55:13.240 --> 01:55:16.370 Speaker 9 (Quinlan Conf Room): And I see here, I haven't mind notes here, 3 particular. 1054 01:55:16.370 --> 01:55:17.550 Speaker 17 (Quinlan Conf Room): being the text. 1055 01:55:17.980 --> 01:55:23.419 Speaker 17 (Quinlan Conf Room): start a community building aspect, streamlining the permitting to add in there. 1056 01:55:23.420 --> 01:55:28.120 Speaker 9 (Quinlan Conf Room): Something about zoning retail preservation with the nodes? Definitely. Protected retail nodes, correct. 1057 01:55:31.100 --> 01:55:33.850 Quinlan Conf Room: Okay. 1058 01:55:34.930 --> 01:55:39.039 Speaker 18 (Quinlan Conf Room): Committee Member Bono? Yes. Committee member? 1059 01:55:39.580 --> 01:55:45.999 Speaker 18 (Quinlan Conf Room): Committee Member Coswa? Aye. Committee Member Wong? Aye. Committee Member Yuz? Vice Chair? 1060 01:55:46.005 --> 01:55:52.115 Speaker 16 (Quinlan Conf Room): Aye. Chair Lynn? Aye. Motion carries with Asawa and Dalby absent. Thank you. 1061 01:55:52.120 --> 01:55:54.970 Speaker 1 (Quinlan Conf Room): And, do we have any more staff and community reports? 1062 01:55:55.670 --> 01:56:05.310 Speaker 1 (Quinlan Conf Room): And then future agenda study, we actually will talk about that. If not, then we're, this meeting's adjourned. 1063 01:56:07.290 --> 01:56:08.680 Speaker 1 (Quinlan Conf Room): We use this as a…
