A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO
AUTHORIZING SUHMITTAL OF A FUNDING PROPOSAL FOR THE
ELEVENTH (1985-86? PRQGRAM YEAR OF THE
COMMUNITY DEVELOPMENT HLOCK 6RANT
PROGRAM
WHEREAS, the Housing and Cammunity Dev~lapment Act of
1974 provides that funds be made available for the Community
Development Block grant Programg and
WHEREAS, the City of Cupertino has already applied for
~i50,00U in non-competitive funds per the Jaint Powers Agreement
signed with the County in August, 1984g and
WHEREAS, the City of Cupertino understands it shall
receive ~14,530 in addition to the above ~150,004.
NOW, THEREFORE, HE IT RESOLVED that the City of
Cupertino hereby certifies that the projects being proposed for
funding meet the certifications outlined in Section 570.303 of
the Community Development Block Grant Administrative regulations:

HE IT FURTHER RESOLVED that the City Manager is hereby
authorized to submit the following project proposals to the
County of Santa Clara:

~ SENIOR CITIZEN HDUSIN6 FUND
D6JECTIVE
Provide a#fordable rental housing to low and moderate income
senior citizens who are physically and mentally capable of caring
for themselves.
PROJECT
Purchase a large house, dupler., triplex, fourplex, or small
apartment complex rnd rehabilitate the building to accommodate
six or more senior citizens, At a minimum~ a private bedroom
must be provided for each resident. Living room, kitchen and
bathroom facilities may be shared. If possihle, rents should be
affordable to seniors with an income not er.ceeding 50% 04 the
County median. However, under no circumstances shall rents
exceed that affordable to seniors with an income equal to 80% of
the County median. Cupertino residents shall have first priority
for receiving a unit. The project shall comply with all
applicable Community Development Block Grant regulations.
IMPLEMENTATION
The City sh~ll select a non-profit housing organization to
undertake the above project. Selection shail be 6ased on
~ submittal of a project proposal which meets the above ~riteria
and demonstrated ability to successfully complete the project.
The City shall contribute the money in the Senior Citizen Housing
Fund and •City staff shall 6e availa6le to provide limited
assistance. Location of the project and the project's design
shall be subject to City approval.
The organization sele~ted shall be responsible for all aspects of
the project, inciuding fund-raising (beyond City co~tribution).
coordinating the purchase ?f a property: obtaining necessary City
approvals (rezoning, 6uilding permits, et~.), rehabilitating the
stru~ture, and providing on-going management.
