Subject
Park Amenity Improvements Project Update
Recommended Action
Receive an update on the Capital Improvement Programs (CIP) Park Amenity Improvements
project.
Background
In 2020 and 2021, as part of the Work Program item to complete a Parks and Recreation
Department strategic plan, the Commissioners were tasked with evaluating City parks for a
variety of potential amenity improvements. This intention was to address the immediate and
short-term opportunities identified in the Parks and Recreation System Master Plan (PRSMP).
The Commissioners, Parks and Recreation staff, and Public Works staff contributed to the
evaluation and prioritization process.
Over the course of four meetings (January 20, February 4, February 24 and March 24, 2021), 16
park sites and two special use sites were discussed. At the March 24 meeting, the Commission
conducted a final review and provided their recommended prioritization to staff. Attachments
A and B reflect the outcome of those meetings and were also attachments to the March 24, 2021
staff report for the Parks and Recreation Commission meeting.
In addition to the priorities of the PRSMP, other considerations included budget constraints,
physical/spatial restrictions, ongoing maintenance costs of amenities, availability of products,
the availability of potable water, and the necessity of referring selected amenities to be
completed under the Capital Improvement Program.
Since being initiated in Fiscal Year (FY) 2021 as a CIP project, the Park Amenity Improvements
project has been funded for a total of $600,000. Currently, approximately $351,000 remains
available in the project fund.
Between 2021 and 2023, a number of park amenities were installed: 18 hydration stations
(including utility connections), 1 bench/picnic table, striping for one set of pickleball courts, 2
10
PRC 09-03-2026

outdoor table tennis tables and 1 new large BBQ. Attachment C provides more detailed
information about the installations from 2021-2023.
Since 2023, progress has continued with the installation of 73 new benches and picnic tables at
various park locations, additional trash/recycling trios, 6 additional hydration stations,
additional pickleball court striping, 3 large BBQ tables, inclusive swings, and other added
amenities. Attachment D provides more detail.
Reasons for Recommendation and Available Options
Since 2021, Public Works Grounds staff has added numerous amenities across Cupertino parks
with these project funds. Staff proposes using the remaining funds to install fabric shade
structures at the Linda Vista and Blackberry Farm picnic areas, similar to the existing structure
at Blackberry Farm picnic area.
Two large trees were recently removed from a heavily used reservable picnic area at Blackberry
Farm due to health and safety concerns. Staff is evaluating the cost and logistics of installing
fabric shade structures to replace the lost shade.
A new barbecue table is being installed in the Linda Vista Park picnic area. Adding a fabric
shade structure will further improve the space.
