Stelling Road. 2) Watch a live stream online at https://youtube.com/@cupertinocitycommission. 3) Attend in person at a remote Teleconference Location noticed pursuant to Gov. OPTIONS TO PARTICIPATE AND COMMENT: Members of the public wishing to address the Bicycle Pedestrian Commission may do so in the following ways: 1) Appear in person at Quinlan Community Center, Conference Room, 10185 N. Stelling Road: A. During “Oral Communications”, the public may comment on matters not on the agenda, and for agendized matters, the public may comment during the public comment period for each agendized item. B. Speakers are requested to complete a Speaker Card. While completion of Speaker Cards is voluntary and not required to attend the meeting or provide comments, it is helpful for the purposes of ensuring that all speakers are called upon. C. ROLL CALL Present: Chair Gerhard Eschelbeck, Vice Chair Munisekaran Madhdhipatla and Commissioners Ilango Ganga, Hervé Marcy, and Joel Wolf. Absent: None. APPROVAL OF MINUTES 1. Subject: May 20, 2026 Bicycle Pedestrian Commission minutes Recommended Action: Approve the May 20, 2026 Bicycle Pedestrian Commission Minutes Commissioners corrected the minutes to remove the line “Commissioner Marcy reported on the Mayor’s Meeting”. MOTION: Ganga moved and Marcy seconded to approve the May 20, 2026, Bicycle Pedestrian Commission minutes as amended. The motion, as amended, carried with the following vote: Ayes: Eschelbeck, Madhdhipatla, Ganga, Marcy, and Wolf. Noes: None. Abstain: None. Absent: None. Subject: Cupertino Active Transportation Plan (Schroeder) Recommended Action: Receive Update and Recommend City Council Adopt the Cupertino Active Transportation Plan 6 BPC 08-19-2026 6 of 19 Bicycle Pedestrian Commission Minutes July 15, 2026 Written communications included a staff presentation. Senior Transportation Planner Matt Schroeder gave a presentation. Commissioners asked questions which staff responded to. Chair Eschelbeck opened the public comment period and, seeing no one, closed the public comment period. MOTION: Marcy moved and Wolf seconded to recommend removing the neighborhood bike network projects from the Cupertino Active Transportation Plan. The motion failed with the following vote: Ayes: Marcy and Wolf. Noes: Eschelbeck, Madhdhipatla and Ganga. Abstain: None. Absent: None. MOTION: Ganga moved and Madhdhipatla seconded to recommend that the City Council adopt the Cupertino Active Transportation Plan. The motion carried with the following vote: Ayes: Eschelbeck, Madhdhipatla and Ganga. Noes: Wolf. Abstain: Marcy. Absent: None. 3. Subject: Bicycle Facilities Improvements (Dullu) Recommended Action: Receive Update and Provide Direction for Bicycle Facilities Improvements Work Plan Item Written communications included a staff presentation. Assistant Engineer Prashanth Dullu gave a presentation. Commissioners asked questions which staff responded to. Commissioners gave verbal reports. Chair Eschelbeck opened the public comment period and, seeing no one, closed the public comment period. The Commission received the presentation and provided direction to staff regarding bicycle rack locations. AB 2346 Speedometers, Lights, Labeling rear lights. Limit anyone under 16 to 15 MPH without a learner's permit. It also allows local authorities to set a 10 mph limit on sidewalks. AB 2595 San Mateo County E-Bike A proposed pilot program that would authorize San Mateo County to prohibit children under 12 from operating any Class 1 or Class 2 e-bike SB 1167 Diﬀerentiating E- Bikes from E- powered electric motorcycles (like Surron or Talaria) under the guise of "e-bikes". Class Restrictions Some middle schools allow Class 1 e- bikes but prohibit Class 2 (throttle) and Class 3 (high-speed) models bikes to include front and rear lights.
