Discuss TICC FY23-24 Work Program Proposal Recommendations GIS Manager Gerhardt opened the floor for recommendations. The Commission discussed potential TICC FY23-24 Work Program Proposal recommendations. TICC SPECIAL MEETING MINUTES January 11 Commissioner Mohanty suggested providing all Cupertino residents with Starlink satellite service in case of a catastrophic emergency. Vice Chair Bollineni recommended adding flashing U-turn electronic signaling to busy intersections for the safety of pedestrians. Commissioner Mohanty recommended expanding Adaptive Traffic Signaling into all intersections. The Commission agreed to add the four recommendations: • Flashing U-turn electronic signaling • Starlink Satellite Service • Fiber throughout City • License Plate Recognition if pilot is a success 3. Subject: Review TICC FY22-23 Work Program The Commission requested an email update from CTO Mitchell in his absence. Background: License Plate Recognition: In partnership with the County Sheriff, install LPR devices for the automated detection of license plates. This data will only be for official law enforcement purposes, including identifying stolen or wanted vehicles, stolen license plates and missing persons. It may also be used to gather information related to active warrants, homeland security, electronic surveillance, suspect interdiction, and stolen property recovery. Cybersecurity: Provide education on cybersecurity to City residents, guests, and businesses. A subcommittee was formed consisting of Commissioners Soundararajan ad Du. Climate Monitoring and Noise Measurement: The project is completed. Scope: Installing sensors to monitor Pollution and Noise Environments in the area adjacent to Lehigh and Stevens Creek Quarry. Each location has two sensors, to monitor noise and air quality levels. 4. Subject: Receive Subcommittee Report on Cyber Security Education from Commissioners Soundararajan and Du. Commissioner Soundararajan provided an update. He mentioned reaching out to Subject Matter Experts to recruit for the Commissions Cyber Security event. The event will be carried out as a panel/presentation format. For reference, the Four objectives of this CWP item are: • Retain Security Professionals to carry out informative Presentation and Panel 6 TICC SPECIAL MEETING MINUTES January 11 • Provide Informative links on website • Present the informative educational content via social media (i.e. a Reel) • Competition by kids on various cybersecurity issues Commissioner Du mentioned CTO Mitchell and her met with Rachelle Sanders, Director of Parks and Recreation, to inquire about Fine Arts' Commission (FAC) marketing approach and awarding process. Ms. Du relayed FAC Commissioners are heavily involved in spreading the word out to the Community and volunteered she can provide the commission a draft template letter to agree on and send out to the Principals in Cupertino schools. OLD BUSINESS 2. Subject: Receive Subcommittee Report on Cyber Security Education from Commissioners Soundararajan and Du. Vice Chair Soundararajan provided the following updates: • Event date has been called for Saturday, September 16 • Panelist presentation 10 a. m. to 11 a. m. • Student Cyber Fair 11 a. m. to noon • Request for Commissioners to solicit Panelists passionate about Cybersecurity. City Attorney Jensen addressed the commission regarding Brown Act Violation. He clarified potential brown act violations and best practices to avoid violations moving forward. General discussion followed. May 3 Chief Technology Officer Mitchell reiterated at the request of Subcommittee he has sent three Palo Alto Networks specialist an invitation letter to be a Panelist. For clarity, staff defined roles and responsibilities of the Commission sponsored and Subcommittee lead Cybersecurity Event. The Commission collectively agreed to have the Cyber Security event scheduled on Saturday, September 16, from 9 am to noon, at Community Hall. The Commission thanked staff and Vice Chair Soundararajan and Commissioner Du for the update. 3. Subject: Review TICC FY22-23 Work Program Chief Technology Officer Mitchell relayed City Manager's Office will be assuming responsibility for License Plate recognition City Work Program item, amidst budget constraints. Chair Garg moved to update License Plate Recognition project as completed in the TICC FY22-23 Work Program. Commissioner Mohanty seconded the motion. C.1 TICC MEETING MINUTES Motion passes unanimously. May 3 License Plate Recognition (LPR) Background: In partnership with the County Sheriff, install LPR devices for the automated detection of license plates. This data will only be for official law enforcement purposes, including identifying stolen or wanted vehicles, stolen license plates and missing persons. It may also be used to gather information related to active warrants, homeland security, electronic surveillance, suspect interdiction, and stolen property recovery. Update: The project is complete. Cybersecurity Background: Provide education on cybersecurity to City residents, guests, and businesses. A subcommittee was formed consisting of Commissioners Soundararajan ad Du. Update: Deferred to Agenda Item No. 2. Climate Monitoring and Noise Measurement background: Project Scope consists of installing sensors to monitor Pollution and Noise Environments in the area adjacent to Lehigh and Stevens Creek Quarry.
