ECONOMIC DEVELOPMENT COMMITTEE
Thursday, April 30, 2026
At 1:05 p.m. Chair Lin called the Regular Economic Development Committee meeting to order
at the Quinlan Conference Room, 10185 North Stelling Road and via Teleconference.
ROLL CALL
Present: Chair Jane Lin, Vice Chair Selina Kaing, Committee Members Manjari Asawa, Claudio Bono,
Jack Carter, Tracy Kosolcharoen, R “Ray” Wang, and Jennifer Yip. Absent: Committee Member
Balaram Donthi.
APPROVAL OF MINUTES
1.Subject: Approval of the January 29, 2026 Economic Development Committee Meeting
Minutes.
Recommended Action: Approve the January 29, 2026 Economic Development
Committee Meeting Minutes.
MOTION: Bono moved and Kaing seconded to approve the January 29, 2026 Economic
Development Committee Minutes. The motion carried with the following vote: Ayes: Lin,
Kaing, Asawa, Bono, Carter, Kosolcharoen, Wang, Yip. Noes: None. Absent: Donthi.
Abstain: None.
2.Subject: Approval of the March 27, 2026 Economic Development Committee Meeting
Minutes.
Recommended Action: Approve the March 27, 2026 Economic Development
Committee Meeting Minutes.
MOTION: Bono moved and Lin seconded to approve the March 27, 2026 Economic
Development Committee Minutes. The motion carried with the following vote: Ayes: Lin,
Kaing, Asawa, Bono, Carter, Kosolcharoen, Wang, Yip. Noes: None. Absent: Donthi.
Abstain: None.

Economic Development Committee’s objectives.

3. Subject: Economic Development Incentives for Retail, Small Businesses, and Startups.
Recommended Action: (1) Receive an update on the findings from the Economic
Development Incentives for Retail, Small Businesses, and Startups subcommittee. (2)
Provide a follow-up update at a future Economic Development Committee meeting.
Written Communications for this item included a presentation.
Committee Member Kosolcharoen gave a presentation.
Committee Members made comments.

MOTION: Kosolcharoen moved and Lin seconded to move the staff recommendation that
the Committee:
1. Receive an update on the findings from the Economic Development Incentives for
Retail, Small Businesses, and Startups subcommittee.
2. The Economic Development Incentives for Retail, Small Businesses, and Startups
subcommittee to provide a follow-up update at a future Economic Development
Committee meeting.
The motion carried with the following vote: Ayes: Lin, Kaing, Asawa, Bono, Carter,
Kosolcharoen, Wang, Yip. Noes: None. Absent: Donthi. Abstain: None.
4. Subject: City Event Sponsorships through Public-Private Partnerships.
Recommended Action: (1) Receive an update on the findings from the City Event
Sponsorships through Public-Private Partnerships subcommittee. (2) Provide a
follow-up update at a future Economic Development Committee meeting.

Committee Members asked questions, which staff responded to, and made comments.
Chair Lin opened the public comment period and the following people spoke:

MOTION: Bono moved and Kosolcharoen seconded to move the staff recommendation
that the Committee:
1. Receive an update on the findings from the City Event Sponsorships through Public-
Private Partnerships subcommittee.
2. The City Event Sponsorships through Public-Private Partnerships subcommittee to
provide a follow-up update at a future Economic Development Committee meeting.
The motion carried with the following vote: Ayes: Lin, Kaing, Asawa, Bono, Carter,
Kosolcharoen, Wang, Yip. Noes: None. Absent: Donthi. Abstain: None.
At 2:02 p.m. Committee Member Asawa left the meeting.
5. Subject: Cupertino Summer of Celebrations Shop Local Campaign.
Recommended Action: (1) Receive an update on the findings from the Cupertino
Summer of Celebrations Shop Local Campaign subcommittee. (2) Provide a follow-up
update at a future Economic Development Committee meeting.
Committee Member Bono provided a verbal report.
Committee Members asked questions, which staff responded to, and made comments.

1. Receive an update on the findings from the Cupertino Summer of Celebrations Shop
Local Campaign subcommittee.
2. The Cupertino Summer of Celebrations Shop Local Campaign subcommittee to provide
Economic Development Committee Minutes April 30, 2026
a follow-up update at a future Economic Development Committee meeting.
The motion carried with the following vote: Ayes: Lin, Kaing, Bono, Carter, Kosolcharoen,
Wang, Yip. Noes: None. Absent: Asawa, Donthi. Abstain: None.
6. Subject: Cupertino Summer of Celebrations Shop Local Campaign.
Recommended Action: (1) Receive presentation on marketing and engagement tools
for promoting Cupertino before and during the Cupertino Summer of Celebrations
Shop Local Campaign. (2) Provide input on the list of marketing and engagement tools
for promoting Cupertino before and during the Cupertino Summer of Celebrations
Shop Local Campaign. (3) Establish a Fourth of July subcommittee to assist staff with
planning a business engagement event for businesses participating in Cupertino’s
Summer of Celebrations Shop Local Campaign.

Economic Development Manager Daniel Degu and Public Information Officer Samantha
LoCurto gave a presentation.
Committee Members asked questions, which staff responded to, and made comments.
Committee Members made the following recommendations:
• Outreach to Apple to promote campaign during Worldwide Developer Conference.
• Promote local businesses at local airports.
• Cookie tagging on City webpages to add insights on webpage traffic.
• Prioritize promoting local businesses beyond wineries and vineyards.
• Utilizing AI for web searches.
• Yearly business of the year recognitions.
• Utilize AI to make the City website more accessible and enhance user experience.

MOTION: Kosolcharoen moved and Bono seconded to move the staff recommendation
that the Committee:
1. Receive a presentation on marketing and engagement tools
for promoting Cupertino before and during the Cupertino Summer of Celebrations
Shop Local Campaign.

2. Provide input on the list of marketing and engagement tools for promoting Cupertino
before and during the Cupertino Summer of Celebrations Shop Local Campaign.
3. Establish a Fourth of July subcommittee to assist staff with planning a business
engagement event for businesses participating in Cupertino’s Summer of Celebrations
Shop Local Campaign.
(This motion was not voted on because the staff recommended action Item No. 3 was not
included in the motion).
MOTION: Bono moved and Lin seconded to appoint Committee Member Bono and
Committee Member Kosolcharoen to the Fourth of July subcommittee with Committee
Member Asawa and Committee Member Donthi to have the option to join since they were
absent during the Subcommittee formation. The motion carried with the following vote:
Ayes: Lin, Kaing, Bono, Carter, Kosolcharoen, Wang, Yip. Noes: None. Absent: Asawa,
Donthi. Abstain: None.
7. Subject: Review and approval of the Economic Development Committee 2026 Work
Plan for a list of potential topics for discussion at the Committee meetings.
Recommended Action: Approve the Draft Economic Development Committee 2026
Work Plan.

the Draft Economic Development Committee 2026 Work Plan. The motion carried with the
following vote: Ayes: Lin, Kaing, Bono, Carter, Kosolcharoen, Wang, Yip. Noes: None.
Absent: Asawa, Donthi. Abstain: None.
