RE: Service Order #1 - Proposal to Provide Plan Check Services
Dear Ms. Chu,
Ghirardelli Associates, Inc. (Ghirardelli) is pleased to submit this proposal to the City of Cupertino (City)
to provide plan check services over an estimated three (3) month period. This work is proposed as
Service Order #1 under our existing master agreement with the City. As discussed, Michelle Bocalan
(Municipal Associate) will serve as the primary reviewer, with Roxana Corona, PE providing support on
an as-needed basis. Services will be performed on a time-and-materials basis in accordance with our
2026 Hourly Rate Sheet (included on the following page), with a not-to-exceed amount of $48,600
based on the estimated level of effort and budget summarized below.

1) Services are billed on a time-and-materials basis. All hourly rates include overhead costs. Overtime services
provided outside of normal business hours will be billed at 1.5x the applicable rate.

3) Rates valid through 12/31/2026. Annual rate escalation is 5%.
