SUBJECT AND ISSUE
Authorize the City Manager to negotiate and execute a design services agreement with SSA
Landscape Architects Inc. for Stevens Creek Corridor Phase 2, for a fee not to exceed $120,000.
BACKGROUND
The first phase of Stevens Creek Comdor project was completed and opened to the public in July
2009. It included restoration and realignment ~~f Stevens Creek within Blackberry Farm, new
amenities and upgrades to existing features, an~3 construction of a new bicycle-pedestrian trail
from McClellan Road to the southern limit of the; Blackberry Farm Golf Course.
Stevens Creek Corridor Park, Phase 2 was approved as part of the 2009-2010 capital program.
The project scope includes extending the trail northward to Stevens Creek Boulevard through the
Stocklmeir site, installing a new pedestrian bridge over the creek, and modifications to the
parking lot that serves the Golf Course and Blue Pheasant restaurant. The scope does not include
creek restoration, fixing the buildings and features of the Stocklmeir site, or development of a
legacy farm, all of which will require additional :funding.
DISCUSSION
Staff prepared a detailed Request for Qualificatic-ns (RFC for design and engineering services in
September for the Phase 2 scope. The RFQ was issued in early October. Eight landscape design
firms submitted qualifications packages in late October. After review of the written submittals in
early November, three of the firms were selected for interviews. The three teams were each
interviewed in late November.
SSA Landscape Architects Inc. (SSA) was deemed the preferred choice for the Stevens Creek
Corridor Phase 2 project. SSA and their engin~rering subconsultants have excellent experience
and strong recommendations. SSA also recently completed the design and construction
documents for Sterling Barnhart Park, now ire construction. The f rm has proven to work

effectively and collaboratively, and to possess qualities and qualifications that are essential to
implement successful public projects.
Staff recommends retaining SSA to provide design services for Stevens Creek Corridor Phase 2
for a fee not to exceed $120,000. The specific scope, while still in .development, will include
landscape architectural, civil, structural and electrical engineering services. Contract work will
include design phase tasks and preparation of construction documents and bid documents. After
the construction documents are complete, staff will return to the City Council with a
recommendation to authorize additional funding for construction phase services by SSA.
FISCAL IMPACT
Funding for the design services is available from the approved project budget. The City Council
approved $200,000 in the 2009-10 capital improvement program {CIP) for design phase costs.
The project balance of $1.1 million is expected to be provided from Park Dedication fees and be
authorized as part of the 2010-11 CIP. These funds will be used for the remainder of design,
construction management, and construction costs.
STAFF RECOMMENDATION
Staff recommends that the City Council. authorize the City Manager to negotiate and execute a
design services agreement with SSA Landscape Architects Inc. for Stevens Creek Corridor Phase
2, for a fee not to exceed $120,000.
