Members of the public wishing to observe the meeting may do so in one of the following

OPTIONS TO PARTICIPATE AND COMMENT:
Members of the public wishing to address the Arts and Culture Commission may do so in
the following ways:
1) Appear in person at Quinlan Community Center, Conference Room, 10185 N. Stelling
Road.
a. During “Oral Communications”, the public may comment on matters not on the agenda,
and for agendized matters, the public may comment during the public comment period for
each agendized item.
b. Speakers are requested to complete a Speaker Card. While completion of Speaker Cards
is voluntary and not required to attend the meeting or provide comments, it is helpful for
the purposes of ensuring that all speakers are called upon.
c. Speakers must wait to be called and may begin speaking when recognized by the Chair.
d. Speakers are limited to three (3) minutes each. However, the Chair may reduce the
speaking time depending on the number of people who wish to speak on an item. A
speaker representing a group of 2 to 5 or more people who are present may have up to 2
minutes per group member, up to 10 minutes maximum.
e.Please note that due to cyber security concerns, speakers are not allowed to connect any

personal devices to any City equipment. However, speakers that wish to share a document

day of the meeting will be included in written communications published and distributed
before the beginning of the meeting.
d. Comments addressed to the Arts and Culture Commission received after the 4:00 p.m.
deadline, but through the end of the Commission meeting, will be posted to the City’s
website by the end of the following business day.

Monday, May 18, 2026
At 6:33 p.m. Chair David Wang called the Regular Arts and Culture Commission meeting to order
at the Quinlan Conference Room, 10185 North Stelling Road and via Teleconference; and
Teleconference Location Pursuant to Gov. Code section 54953(b)(2): Building 5 #105,
YangchunGuanghua Garden, Haidian District, Beijing, China.
ROLL CALL
Present: Chair David Wang, Vice Chair Gurmeet S. Lamba and Commissioners Susan Chen (participated
virtually, arrived at 6:50 p.m.), Kiran Rohra, and Archana Panda. Absent: None.
APPROVAL OF MINUTES
1. Subject: Approval of the March 23, 2026 Arts and Culture Commission Minutes.
Recommended Action: Approve the March 23, 2026 Arts and Culture Commission

MOTION: Panda moved and Lamba seconded to approve the March 23, 2026, Arts and

4. Subject: Presentation by Tianshi Wang of CalColor Academy on a proposal for a
student-led utility box beautification pilot project.

CalColor Foundation Volunteer Coordinator Daniel and CalColor Academy Teacher and
Associate Program Manager Mr. Yen gave a presentation.

Chair Wang opened the public comment period and, seeing no one, closed the public
comment period.
MOTION: Rohra moved to request staff explore the process of having a CalColor Academy
or similar organization take on the responsibility of providing art on utility boxes in the
City of Cupertino. (This motion did not receive a second and was not voted on).
MOTION: Panda moved and Wang seconded to request staff explore the process of
having CalColor Academy or a similar organization take on the responsibility of
providing art on utility boxes in the City of Cupertino, with the conditions that safety is
addressed, the theme matches the city vision, and the program remains open to any
student in Cupertino. The motion carried with the following vote: Ayes: Wang, Lamba,
Chen, Panda, Rohra. Noes: None. Abstain: None. Absent: None.
OLD BUSINESS
2. Subject: Architectural and Site Approval (ASA-2026-005) to consider a public art
installation for Bianchi Way Townhomes. Applicant(s): Mr. Leon Hu, property owner;
Location: 10070, 10072, 10074, 10076 & 10078 Bianchi Way; APN(s): 359-07-021.
Recommended Action: Staff recommends that the Arts and Culture Commission
approve the public art application for Bianchi Way Townhomes, subject to conditions of
the draft resolution.

Senior Planner Gian Martire introduced Associate Planner Danielle Condit, who gave a
presentation.
The applicants Leon Hu and Amelia Tang gave a presentation.
Commissioners asked questions which staff and the applicants responded to.

MOTION: Lamba moved and Panda seconded to approve the staff recommendation that
the Arts and Culture Commission approve the public art application for SummerHill’s
Valencia Townhomes, subject to conditions of the draft resolution (Attachment A). The
motion carried with the following vote: Ayes: Wang, Lamba, Chen, Panda, Rohra. Noes:
None. Abstain: None. Absent: None.

Senior Planner Gian Martire gave an update on the Council Work Program.
Chair Wang discussed the next Mayor’s Meeting.
Commissioner Lamba commented on the Commission's engagement and emphasized the
importance of maintaining high-quality presentations.

Commissioners added the following future agenda items.
• That staff keep the Commission informed of any Council-directed work program items that

Recommended Action
1. Receive a presentation on the 2026 Artist Awards Program; and
2. Discuss and select a theme for the 2026 Artist Awards Program.
Discussion
Background
The purpose of the Arts and Culture Commission is to foster and encourage artistic
expression and achievement in the fields of visual, verbal, and performing arts while
preserving and advancing the arts for the benefit of the citizens of Cupertino. Every year
the commission presents awards to deserving artists in recognition of local talent in these
fields. The City Council budgets $2,050 in cash awards for the Artist Award program.
In 2024 the Arts and Culture Commission reviewed and updated the Artist Awards
Descriptions and Application Requirements (Attachment A) and Artist Awards
Evaluation Forms (Attachment B) for the three award categories: Distinguished Artist,
Emerging Artist, and Young Artist. The Platinum winner in each category is awarded
$1,000, $750 and $150 (per Young Artist age group) respectively. While the Young Artist
Award category focuses on recognition of local achievements in visual arts, the
Distinguished and Emerging Artists can participate in any of the following artistic
categories: visual arts, performing arts, literary arts, or digital arts.
Next Steps
Below is the anticipated timeline of events for the 2026 Artist Awards Program, including
responsibilities of City staff and the Arts and Culture Commissioners:

For reference, previous themes have included The Year 2020 - The New Normal, What Makes
Me Smile, A Day Without Screen Time, Your Dreams for the Future, Your Vision for the Future
of Cupertino, Artist’s Identity: What Influences You, Building Sustainable Community, and
Threads that Bind Us. Staff will then update the Artist Awards Program Flyers (Attachment
C) with the chosen theme and email the final version to the commission.

Artist Awards Descriptions and Application Requirements
Distinguished Artist Award Description
The Distinguished Artist Award recognizes established artists having a substantial body of work
that display merit and excellence, as well as a history of contributions to their artistic field and
the community. Prior winners of the Distinguished Artist Award have taught art classes,
participated in shows or performances, and won awards for their work.
Applicants for the Distinguished Artist Award will be evaluated on their use of media, tools,
design and composition of their submitted portfolio. The Commission will be looking to see if
the artist has demonstrated a high level of skill and ability in the selected techniques for the
pieces chosen for their submitted portfolio. Creativity and originality will also be observed and
evaluated, including connection to the award program theme.
All applicants must include a written personal statement that includes goals, education,
training, volunteerism, community involvement and any achievements or awards.
Applicants can participate in any of the following artistic categories: Visual Arts, Performing Arts,
Literary Arts, or Digital Arts.
There is a cash award of $1000 for the Distinguished Artist platinum winner (1st place). To
receive funds, a completed W-9 will be requested.
How to Apply
• Who may apply: Artists must live in Cupertino or attend high school, college, or art
school physically located within Cupertino.
• Deadline: Applications must be submitted by Thursday, October 1 at 4:30 p.m.

Young Artist Award Description
Each year the Commission presents awards to deserving young artists in recognition of local
achievements in the visual arts in the following age groups:
Group A: 6-10 years old
Group B: 11-14 years old
Awards: Three awards (Platinum, Gold, and Silver) are given to each age group. Additionally, a
cash prize of $150 is awarded to the Platinum winner.
Rules:
• All applicants must live in Cupertino or attend an educational institution or art school
physically located within Cupertino. Only one entry per artist will be allowed.
• Artwork must be completed by the young artists only – parents and teachers cannot
assist or participate in the production of the art.
• Artwork that does not fit the contest theme and/or does not contest parameters will not
be considered.
• Artists may use a medium of their choice including digitally created still art. Artificial
Intelligence (AI) generated art is strictly prohibited. Original artwork may be requested at
a later date for public display.
• Artwork and completed application must be submitted by Thursday, October 1 at 4:30
p.m.
Evaluation Criteria: The primary criteria for both age groups will be how effectively and/or
creatively the applicant has communicated the contest theme. Evidence of originality as well as
effective use of media and tools will also be considered.

Observe the totality of the artists portfolio. Consider if the following elements and principles are evident
in their work. Note that not all the principles will apply to every medium.
Principles
Unity: Do the parts work as a whole? Consider the marks, shapes, colors, values, and textures.
Balance: Is there an equal distribution of visual weight? Has symmetrical or asymmetrical balance been created in the
shapes, colors, textures, and values?
Rhythm/Movement: Is there fluidity of form in three-dimensional works? Are there shapes or directional lines to
connect pieces within two-dimensional works? Does your eye travel around the entire picture plane?
Emphasis: Is there a defined focal point or center of interest?
Contrast: Is there a variety of values, shapes, colors, lines and textures?
Elements
Line: Is there variety of line? Have lines been used to create texture, perspective, or movement?
Shape: Is there variety of shape? Are the shapes used been successfully created and used in the work?
Space: Has the illusion of foreground, middle ground, and background shape been successfully created?
Form: Has the illusion of depth been successfully created in two-dimensional works? Have appropriate figures
been used to represent the ideas within three-dimensional works?

attends school in the City. You are invited to
submit your portfolio. At least one piece in the
