Dear Mayor Moore, Vice Mayor Chao, City Councilmembers and Staff,
I will not be able to attend tonight’s meeting BUT I am requesting that
- Item #3 be PULLED from the Consent Calendar to add the following conditions of approval:
CONDITION 1-Add as a condition of approval that the wall and trees separating the
development from the North Portal neighborhood be preserved AND maintained.
CONDITION 2-That the wall not be breached in any way.
I apologize for not being able to attend but the above information explains my request for
pulling this item.

Dear Mayor Moore, Vice Mayor Chao, Council Members Mohan, Council Member Fruen,
and Council Member Wang,
I am writing to request that Item # 3 be pulled from the agenda until such time as there is an
iron clad agreement to preserve the soundwall between Vallco and the nearby
neighborhood intact, without any breeches, as well as the preservation of mature trees abutt
the soundwall be preserved.. The city made a commitment in writing to buffer this
neighborhood when the original mall was built, and should continue to honor that
commitment. The wall construction helped the city avoid a lawsuit.
While kumbaya drivel will come out of third rate marketing departments about how the future
residents will feel cut off from the rest of the community and emergency vehicles will need
cutouts in the walls to service the new community, the long and short of it is greed. The
number of parking spaces is not adequate for the new community and current residents should
not bear the burden. It is not the responsibility of residents or the city to help a special
interest achieve its profit margins at the expense of residents' quality of life. The city's
responsibility is to its residents, not to providing a business with a risk free environment.

Dear City Attorney and Director of Community Development,
Carpenters Local 405 is writing ahead of tonight's Council meeting, where the Final Map for The Rise (Item
3)advances the project toward vertical construction.
Before that happens, Carpenters Local 405 would like to confirm whether the City has completed the
Below Market Rate fee recalculation required by Section 6(c) of the July 2024 settlement (Resolution No.
24-077). Local 405's specific requests are outlined in the attached.

( Please consider the following as public input for Item 3 on 7/22/26 on the City Council Agenda)
Please pull item number 3 on the City Council Agenda for Discussion to make sure two
items are added.
1. No trees are cut down by the North Portal Neighborhood
2. The Wall along the Neighborhood is not cut open or breached.
This is ensure the retention of the neighborhood trees for shade and beautification for all parties
involved. Not allowing the Wall to be cut open or breached will ensure harmony in the Neighborhood
And traffic safety for all people involved.
Thank you for adding these additional points to Item Number 3. It is much appreciated that everyone
understands the beautiful retention of trees and Neighborhood integrity.
