Subject
Adoption of Resolution No. 26-XXX authorizing the City Manager to accept $850,000 in
federal grant funds from the Community Project Funding Program, awarding a Design
Professional Services Agreement to Biggs Cardoza Associates, Inc. for a total not to
exceed amount of $1,278,700, for the McClellan Road Bridge Project, and authorizing
City Manager to execute the agreement.
Recommended Action
1. Adopt Resolution No. 26-XXX authorizing the City Manager to take all necessary
steps to accept $850,000 in federal grant funds from the Community Project
Funding Program for the McClellan Road Bridge Project;
2. Award a Design Professional Services Agreement to Biggs Cardoza Associates,
Inc. for McClellan Road Bridge Project in a total not to exceed amount of
$1,278,700; and
3. Authorize the City Manager to execute a Design Professional Services Agreement
with Biggs Cardoza Associates, Inc. when all conditions have been met.

Staff’s responses to questions received from councilmember are shown in italics.
Q1:
Didn't we receive initial funding from Congressman Khanna's oiffce in 2024? If I
remember right, about $1 million? Is the $850,000 new additional funding?
Staff response:
As part of the 2024 Community Project Funding (CPF) process, Cupertino submitted a request
for $2.5 million to support the McClellan Road Bridge Project. The project was subsequently
awarded $850,000 in federal funding.
Q2:
Also, the staff recommendation is only to approve the design services, right? Does
design include the actual bridge reconstruction as well as designing the infrastructure
below the bridge?
Staff response:
Staff is requesting that City Council approve a contract for design services at this time. Design
services will include analysis of the existing structure, conceptual design, structural analysis,
geotechnical investigation and design, hydraulic analyses, roadway design, foundation scour
analyses, environmental clearance, preparation of construction drawings, and related services.
The consultant will also develop concepts for improvements beneath the bridge, including grading
and foundation-related infrastructure. As part of this work, the consultant will examine the
feasibility of a grade-separated crossing beneath the bridge and identify any associated
opportunities, constraints, and potential impacts to project cost and schedule. Staff will return to
Council with the feasibility findings before proceeding with design.
Q3:
I am assuming at the end of the design services contract staff will consider options such as
feasibility of retaining the 90-year-old structure vs constructing a brand-new bridge? I am also
assuming we are not committed to the old bridge, unless there is some historical significance to
it.
Staff response:
Correct. As part of the preliminary analysis, the consultant will assess whether any portion of the
existing bridge may be retained and evaluate the potential advantages, drawbacks, and cost implications
associated with doing so. The existing bridge does not have designated historical status, and staff has not
established a preference for retaining or replacing it. These approaches will be evaluated as part of the
feasibility study.
