PUBLIC SAFETY COMMISSION
Thursday, May 14, 2026
At 6:04 p.m. Vice Chair Sidharth Rajaram called the Regular Public Safety Commission meeting
to order at the Quinlan Conference Room, 10185 North Stelling Road and via Teleconference.
ROLL CALL
Present: Vice Chair Sidharth Rajaram and Commissioners Ravi Kiran Singh Sapaharam and
Gregory Klein. Absent: None.
APPROVAL OF MINUTES

Recommended Action: Review and approve the January 8, 2026 Public Safety

MOTION: Rajaram moved and Sapaharam seconded to approve the January 8, 2026 Public
Safety Commission Meeting Minutes. The motion carried with the following vote: Ayes:

Recommended Action: Elect Commission Chair and Vice Chair

Vice Chair Rajaram opened the public comment period and, seeing no one, closed the
public comment period.
MOTION: Klein moved and Sapaharam seconded to elect Vice Chair Rajaram as Chair.
The motion carried with the following vote: Ayes: Rajaram, Klein, and Sapaharam. Noes:
None. Abstain: None. Absent: None.
MOTION: Sapaharam moved and Klein seconded to elect Commissioner Sapaharam as Vice
Chair. The motion carried with the following vote: Ayes: Rajaram, Klein, and Sapaharam.

4. Subject: Presentation on Preventing AI Related Scams and Fraud
Recommended Action: Receive presentation from Santa Clara County Sheriff’s Office
Written Communications for this item included a presentation.
Captain Neil Valenzuela from Santa Clara County Sheriff’s Office introduced Detective
William Battaglia from Santa Clara County Sheriff's Office who gave a presentation.
Commissioners asked questions, which were answered by staff and the presenter.
Chair Rajaram opened the public comment period and, seeing no one, closed the public
comment period.
The Commission received the presentation by the Santa Clara County Sheriff’s Office.
As noted under the continued discussion of Item No. 4 following Item No. 6, this item was
reopened for further discussion.
5. Subject: Presentation on Genasys Protect Public Safety Platform
Recommended Action: Receive presentation from Santa Clara County Fire Department

6. Subject: Update to AlertSCC Promotion
Recommended Action: Receive update from City Staff

Council about dedicating efforts to spreading awareness of AlertSCC and Genasys. The
motion carried with the following vote: Ayes: Rajaram, Sapaharam, and Klein. Noes: None.

comment period.
4. Subject: Presentation on Preventing AI Related Scams and Fraud - CONTINUED
Recommended Action: Receive presentation from Santa Clara County Sheriff’s Office
The Commission reopened this item for consideration.
MOTION: Rajaram moved and Klein seconded to re-open Item No. 4 to further discuss the
item. The motion carried with the following vote: Ayes: Rajaram, Sapaharam, and Klein.
Noes: None. Abstain: None. Absent: None.

MOTION: Sapaharam moved and Rajaram seconded to recommend that the City Council
advance and prioritize awareness and education on scam and fraud prevention,
particularly for seniors, while deferring additional initiatives to the City Council. The
motion carried with the following vote: Ayes: Rajaram, Sapaharam, and Klein. Noes: None.
Abstain: None. Absent: None.
7. Subject: Monthly Update Reports
Recommended Action: Receive Monthly Update Reports from Santa Clara County Fire
District and Santa Clara County Sheriff’s Office
Written Communications for this item included a presentation.

STAFF AND COMMISSION REPORTS
Block Leader Coordinator Marta Drown reported on volunteer activities, personal emergency
preparedness training, staff activities and program promotion for AlertSCC and Genasys, the
upcoming Wildfire Preparedness Workshop, as well as the response to a virus outbreak associated
with a cruise ship.
Commissioner Klein reported on a mock search and rescue event hosted by Cupertino Amateur
Radio Emergency Service (CARES), Community Emergency Response Team (CERT), and Medical
Reserve Corps (MRC) volunteers in the neighborhood and at City Hall, which also included a book
sale at City Hall.

•Update on the state of the AlertSCC and Genasys outreach (Rajaram)
•Receive materials from the Sheriff’s Office to share on AI safety (Rajaram)
•Citizen Corps scope and responsibilities in the event of earthquakes (Rajaram)
