Dear Mayor, Vice Mayor and city council members
I am writing as a long time Cupertino resident who empathises with the Eden Housing proposal to bring new homes
for educators, school district employees, and low‑income families.
At the same time, I want to emphasize the importance of ensuring that the project’s secondary emergency access
does not involve breaching or opening the neighborhood wall. Eden Housing’s latest update makes clear that they
are working diligently with Caltrans District 4, Caltrans Headquarters, and FHWA to secure emergency access
directly from Wolfe Road through the Caltrans Right of Way. They have already revised the designs, relocated
bollards, prepared maintenance‑agreement amendments, and resubmitted multiple versions of the EPER to address
Caltrans’ concerns.
This path—through the Caltrans Right of Way—is the correct and appropriate solution. It avoids impacts to the
neighborhood, maintains the integrity of the existing wall, and ensures emergency access without creating new
cut‑through routes. I respectfully request that the City continue to fully support this approach and do everything
necessary to help Caltrans finalize and approve the access path.
As Eden Housing moves through the entitlements process and approaches Planning Commission review, I hope the
City will keep both priorities in focus: supporting urgently needed educator housing and ensuring that emergency
access is achieved exclusively through the Caltrans corridor.
Thank you for your continued work on behalf of Cupertino’s families, seniors, educators, and neighborhoods.
