The Commission finds that the current priority system which favors individuals who work within the community as opposed to those who currently live within the community complies with the General Plan objective of reducing the jobs/housing imbalance for moderate income workers. The Planning Commission further finds that the prioritization of households who currently live within the community is questionable from a legal point of view.
