CUPERTINO CITY COUNCIL
Monday, May 11, 2026
SPECIAL MEETING
At 6:01 p.m., Mayor Moore called the Special City Council Meeting to order in the Cupertino
Community Hall Council Chamber, 10350 Torre Avenue and via teleconference.
ROLL CALL
Present: Mayor Kitty Moore, Vice Mayor Liang Chao (6:07 p.m.), and Councilmembers J.R.
Fruen, Sheila Mohan, and R “Ray” Wang.
STUDY SESSION
1. Subject: Initial Study Session on Fiscal Year (FY) 2026-27 Proposed Budget
Recommended Action: Conduct the Initial Study Session on Fiscal Year (FY) 2026-27
Proposed Budget
Written communications for this item included emails to Council and staff presentation.
Acting Director of Administrative Services Jonathan Orozco and Acting Budget
Manager Toni Oasay-Anderson gave a presentation.
Councilmembers asked questions and made comments.
Mayor Moore opened the public comment period and the following members of the
public spoke:
Aref Shaikh, Daniel, Vicy, Joel and Connie (representing group)
Housing Commissioner Connie Cunningham (representing self)
Mayor Moore closed the public comment period.
Councilmembers requested the following informational memoranda:

• Outlining financial projections for the Utility Users Tax (UUT) renewal under
current terms (Fruen).
• Regarding internship positions and programs throughout City departments.
(Chao).
• (1) explaining the need for additional funding for traffic signal synchronization;
and (2) detailing the City’s vehicle replacement policy and a comparison
timeline against other municipalities (Moore).
Councilmember provided the following comments on Attachment A Proposed Budget
Book:
Moore:
• Add the 12% for the transient occupancy tax amount on page 71.
• Remove development information previously requested by Audit Committee
Budget Format Subcommittee on pages 73-78.
• Supplement the data on pages 83 or 84 with visual graphics or charts.
• Add a summary of the City's ongoing funding and support, including Historical
Society fee waivers, Chamber of Commerce funding, and itemized Sister City
expenses.
• Opposed Fremont Union High School District from participating in the
Community Funding Grant program.
• Confirm Rotary Club receiving only one of festival fee waivers, or paid sheriff’s
services at festivals, or grant funding.
Chao:
• Include the staff level organization chart from the “Budget at a Glance.”
Mohan:
• Opposed further cuts to the proposed $32,000 community funds.
• Requested one-time use of the City's fund balance for a multi-year restroom
renovation for City parks.
Wang:
• Add a per-capita general fund revenue chart to pages 83–84.
• Recommended prioritizing West Side fire safety funding for evacuation routes
and traffic improvements in high-risk areas. (Wang and Fruen supported
working on a plan).
Moore moved and Wang seconded to form a Council Subcommittee comprised of Mayor
Moore and Vice Mayor Chao to re-review the grant policy and the festival fee waiver policy
for FY 2027-2028. The motion passed with the following vote: Ayes: Moore, Chao, Mohan and
Wang. Noes: Fruen. Abstain: None. Absent: None.
