ROLL CALL: Members Present: Ripplinger, Irvine, Chairperson Claudy Members Absent: Bond, Sallan Staff Present: Mark Caughey, Senior Planning Technician NOTICE: Chairperson Claudy announced that no public hearing will be initiated after 11 p.m. If a hearing is in progress at that time, it will be continued until its completion or until midnight, whichever comes first. INFORMAL REVIEW OF PLANNED DEVELOPMENT USE PERMIT APPLICATION: None APPROVAL OF MINUTES: Minutes of Regular Meeting of December 1, 1977 Member Irvine noted on Page 4 that the consensus was a request for an artist's conception of architecture rather than for site. Member Irvine moved for approval of the December 1, 1977 minutes as amended. Member Ripplinger seconded the motion. Motion carried: 3-0 POSTPONEMENTS: None WRITTEN COMMUNICATIONS Mark Caughey said that there was a written communication from the Dividend Development Corp. Discussion of the communication will take place during the discussion of the_ application. ORAL COMMUNICATION: None PUBLIC HEARINGS: 1. Application HC -51,442.1 - Dividend Development Corporation requesting approval of site, architecture, landscaping, and grading for a mini - storage warehouse complex with caretaker's residence located adjacent to and southerly of 280 Freeway adjacent to Blaney Avenue. HC -208 Page 1 HC -208 I MINUTES O" TILE DECEMBER 15, 1977 ASILC 'EETINC Page 2 Mr. Martin Oakley and Mr. Dick Oliver, both of 3600 Pruneridge Avenue, Santa Clara, were present for this application. Site Staff's concern is on -site parking. They suggest an enclosed parking space for the caretaker and one parking space for the public to use near the office. Mr. Oakley stated that one of the storage spaces will be used as a garage for the caretaker. One parallel parking space can be striped along the side of the center storage building. Committee Member Irvine expressed a concern that this parking space would not allow sufficient room for cars to get in and out of the facility. Consensus: One public parking space shall be provided per the Traffic Engineer's approval. The second concern of staff is that of outside storage for Recreational Vehicles. The developer does not intend to allow outside storage but will allow storage of RV's inside the storage compartments. Consensus: A condition of approval shall be that no outside storage of vehicles be allowed. Member Irvine asked if there is an emergency exit. Mr. Oakley indicated that since the street immediately to the south of the site is a private one, permission of the owner would have to be obtained in order to have emergency access from that side. Chairperson Claudy commented that there should be emergency access to the property and that the Central Fire Protection District should approve such access. Mr. Oakley suggested leaving landscaping in at this exit and installing a breakaway gate for emergency vehicles. Member Irvine noted that the Central Fire Protection District would probably require paving so that heavy equipment could not get bogged down in mud. Consensus: The applicant shall go to the owners of Olivewood Drive to obtain permission for installing emergency access to the applicant's site subject to approval of the Central Fire Protection District. Architecture The City Council at the December 5, 1977 meeting admonished ASAC to review the north facade of Building A carefully to avoid perception of starkness from the freeway. Mr. Oakley noted that every f00'there is a cut -away or recess in the building in which a.tree willbe planted. He also intends to have vines clinging to the building. In addition, the first 300' (from the west side.) is screened by large Monterey pines. In addition, the building was designed with an mansard roof to give it a pleasing appearance which should not need to be entirely screened. The roof has a break every 100' also, which means that there is a break every 50' by either a tree in a recess or a roof break. MINUTES OF THE DECEMBER 15, 1977 ASAC MEETING The Water District has asked for 5' of dedication along the north side so that they can clean the channel. They would also like to see the pines removed so that larger vehicles can get to the channel; however, the pines will stay. The applicant has left 8' of dedication because of the pine trees and because they would like to put some landscaping on that side of the building. Also, there is an 18" to.24" overhang on the mansard roof, which should not encroach into the dedicated easement. Member Ripplinger commented that the north side is less stark than other facades of the buildings. Mr. Caughey asked how the applicant intends to do the roofing when the i building drops from the 2 -story storage area to the 1 -story caretaker's residence. Mr. Oakley said that he intends to wrap the roof around the front of the building. Chairperson Claudy asked that a drawing of this ele- vation be made, as if looking east from Blaney Aye. Member Irvine added that he would also like to see the portion where the roof dies into Building C, and would like to see a sample of the roofing asphalt. Consensus: The architectural portion of this application shall be continued so that the applicant can produce a rendering of the architecture which includes the wrap -around of the 2 -story mansard above the 1 -story residence from Blaney, a rendering of where the roof dies into Building C, and a sample of the roofing asphalt. Lands caping 1. Condition 18 of Planning Commission Resolution No. 1776: proposed Ceanothus Hedge ("Cyneaus" variety) seems preferrable, as "Griseus" variety requires more training to achieve tall growth habit. Color slides of the area were shown. Mr. Caughey noted that there is a sprinkler system already installed and it is City property. Chairperson Claudy commented that he is not sure that a row of Ceanothus is desirable, and suggested that scattered plants might be better. He noted that Ceanothl would make a wall. Mr. Caughey said that the Planning Commission's intent is to have a barrier. Mrs. Dorothy Zeszutek of 10710 No. Blaney Avenue, noted that the installation of tall growth plants at the corner of Old Blaney and New Blaney would seriously impair the view of drivers of traffic coming south from the overpass. She suggested plantings further back away from th.q street. She said that several years ago, the City was asked to cut back shrubs which impaired view on this corner and did so. Consensus: This concern should be deferred to the opinion of the traffic en- gineer as to determination of proper sight -distance clearance at this intersection. 2. Condition 19 of Planning Commission Resolution No. 1-76: applicant proposes 5 ft. planter strip on south property line with Prunus Lyonii/ Xylosma Senticose. HC -208 Page 3 HC -2081 Page 4( MINUTES OF THE DECEMBER 15, 1977 ASAC MEETING The purpose of the requirement is to screen a view of the mini -storage from second -story apartment windows in the development south of the site. The applicant proposes to plant an additional 5' of landscaping along the south elevation without having to go offsite. Prunus is an evergreen shrub which can be trained to grow tall but normally would not grow tall. Mr. Frank Zeszutek of 10710 No. Blaney Avenue commented that in the east portion of the property line there ,.are ecistin g trees which are 30' tall and extremely dense. He commented that he sees no reason for the mini - storage people to add more landscaping at this point. Mr. Oakley said that he would like to put the building on the property line and open up the interior a little more. Member Irvine said that he would be in favor of this and suggested that additional landscaping be added to the existing apartment complex planter strip. This strip now has some pyracantha. Chairperson Claudy noted that there is no requirement for the applicant to supply additional landscaping to the mini -storage site per se, but to screen the view from the upper floor apartments into the yard. This could be accomplished by putting landscaping in the existing apartment planter strip. This could be worked out with the owners of the complex. Consensus: Committee members saw no problems with putting the mini -storage building on the property line to open up the inside. Landscaping on the apartment planter strip should be negotiated with the owners. Regarding landscaping on the 280 side of the site, Chairperson Claudy said he would like to see some shrubs planted along the building where it is not covered by the Monterey pines. There is uncertainty as to the amount of dedication. Condition 16 of Planning Commission Resolution No. 1776 says that the applicant shall dedicate the 8 ft area between the Santa Clara Valley Water District and project site. This would mean that no landscaping could be installed near the building and that the mansard roof could not overhang the easement. Mr. Caughey will get a clarification of this point. The Water District asked for a 5' dedication. If the whole 8' is dedicated, the applicant cannot use the additional 3'. 3. The applicant noted City requirement for use of drip -emitter irrigation system. Applicant is not responsible for installing an irrigation system on the Greenwood property.. Grading Members noted that drainage plan seems inadequate. This will be resolved at the building permit level by staff. TJi hti.1 While not a part of this application, Members discussed the use of spotlights. The applicant said he is not sure what hours the spotlights will be lit, but that they are 8' from the pavement and directed toward the ground. It was suggested by the Committee that spotlights be moved from the south end of Building A to the north end of Building B. This would reduce the possibility of the light shining into the apartment complex and still cover the same area. MINUTES OF THE DECEMBER 15, 1977 ASAC MEETING Chairman Claudy asked for comments from the audience before closing the public hearing. Mrs. Zeszutech asked for clarification on whether the exterior wall facing the freeway is solid. Chairperson Claudy said that it will be a solid barrier, which should cut down on the noise from the freeway in the apartment complex. Member Ripplinger moved and Member Irvine seconded that the public hearing be closed. Motion carried, 3-0 Member Ripplinger moved that Application HC -51, 442 . 1 be continued until the next ASAC meeting of January 5, 1978. Member Irvine seconded the motion. Motion carried, 3-0 The Committee recessed the meeting at 8:45 p.m. and reconvened at 8:58. 2. Application HC -51,402.3 - Gilbert/Robinson (Houlihan Restaurant) requesting approval of site, architecture, landscaping, grading and lighting for a restaurant facility located at the southeast corner of Portal Avenue and Stevens Creek Boulevard. Mr. Bob Altevers of 3475 Via Oponto, Newport Beach, CA; Mr. .fel Peterson of 280 Battery, San Francisco, CA; and Mr. Bud Johnson of 1399 Ygnacio Valley Rd, Walnut Creek, CA were present. HC -208 Page 5 Continuation of App. HC -51,442.1 The Use Permit approval for a restaurant use within total shopping center complex was granted September 20, 1976 by Council (Application 16-U-76) . It was also noted in the sbaff'`report that the geographic allocation for tenant space is now slightly different from that originall approved, which may result in insufficient trip -ends to construct the flower kiosk: -It was also noted that this application should be considered irrespective of the final disposition of the five acre site on the south- west corner of Portal and Stevens Creek Blvd., which the applicant also intends to develop. The store fronts will be varied and strong in wood. The statement of the buildings is mostly wood. There is also a substantial amount of land- scaping. There is also a greenhouse element inside the restaurant. The front terrace of the restaurant will be used for overflow from thecocktai area of the restaurant. It will have an entrance from inside. The back terrace will be for outside dining -when weather permits. Chairperson Claudy noted that his only concern is that the architecture fits in with the rest of the architecture in the shopping center. Member Irvine said that the building is unique. A picture of an existing Houlihan's Restaurant was shown. Member Ripplinger noted that if the proposed building looks like the picture, it will be attractive. Mr. Johnson noted that the varying statements-. of the store fronts and the extensive use of wood should be an attractive blend. Members agreed. Staff suggested that handicapped parking be provided near the entrance of the restaurant since a wheelchair ramp is being provided there. HC -208 Page 6 Approval o App ii catio- HC-51,402. MINUTES OF THE DECEMBER 15, 1977 ASAC :MEETING The applicant said that handicapped- stalls are provided in other areas of the shopping center. He noted that the stall nearest the entrance on the west of the restaurant could be widened if necessary. Member Ripplinger expressed concern about people parking directly in front of the restaurant, where parking is not allowed. Mr. Peterson said that the curb will be painted red to discourage parking in that area. He noted that it is often difficult to control parking in such instances. Staff noted that the applicant proposed a flagpole on top of the flower kiosk. Ordinance 746, Section 8.02 restricts flag display to special events only and maximum height of 20 ft. The applicant saw no problem in eliminating the flag pole. Staff suggested discussion of stark southeast elevation, noting extensive landscaping in front of this wall. The Committee saw no concerns. Staff understood that awnings are red & white striped. The applicant said that they --y burgundy awnings, not red & white striped. Committee Members saw no concerns. Mr. Altevers noted that the clock in front of the restaurant may be eliminated because of the expense. Landscaping: (nn GananG : Committee members saw no problem with landscaping, which is substantial and varied. Signing: Not proposed at this time; applicants wish possibly to incorporate restaurant signing into ground sign for entire shopping complex. The applicants are thinking of wood letters, which would be illumunated by ground spots. Members felt that the purlins on the flower shop should extend beyond the roof line to be more compatible with other structures. A weathervane on top of the flower kiosk instead of the flagpole was also suggested. Member Irvine moved approval of Application HC -51,402.3 subject to Standard ASAC conditions 1-8 and conditions 9-12 as follows: 9. That the recommendation of approval is based upon Exhibits A, B, B-1, B-2 and C of this application except as may be amended by special conditions contained herein. 10. Consistent with trip -end accounts approved under Application 16-U-76, building permits for the flower shop kiosk approved under this application may not be issued until the applicant has presented satisfactory documentation that sufficient trip -end credit remains to the development to complete the shop building on the west end of the Long's Drug Store structure as per the above —noted use permit approval. Page 7 11. That the flagpole be eliminated from the flower shop structure. 12. That purlins similar to these' in the terrace area be added to the flower kiosk. The motion was seconded by Memberipplinger. Motion carried, 3-0 UNFINISHED BUSINESS There was none NEW BUSINESS C.�airperson Claudy noted that the DeAnza Racquet Club on Stevens Creek Blvd. adjacent to Stelling Rd. has put up screening around the tennis courts. He commented that the ASAC did not approve 90Z screening for this club. Mr. Caughey will look into the matter. Member Ripplinger asked who is _responsible for the upkeep of private roads. Mr. Caughey said that- the owner of the road is responsible, but that there is now a requirements that private roads be built to city standards so that if the city does take them over later they are likely to be more durable. Member Ripplinger expressed the opinion that if private streets are dedicat the right of way of the public should be reinstated. INTER COMMISSION NOTES There were none.
