MINUTES OF THE REGULAR MEETING OF THE
ARCHITECTURAL AND SITE APPROVAL COMMITTEE
HELD ON JANUARY 6, 1977 IN THE LIBRARY CONFERENCE ROOM

Ch. Sallan called the meeting to order at 7:05 PM with the Salute
to the Flag.

INFORMAL REVIEW OF PLANNED DEVELOPMENT USE PERMIT APPLICATIONS
1. 26-U-76 James Jackson, Daniel Donovan, Ralph Brogdon:
Construction of a single -story professional office
building containing approximately 4,200 sq. ft.
located at the northwest corner of Pacifica Drive
and Torre Avenue.
Elevations and site plan for application 26-U-76 were reviewed
by the Committee. It met with general approval of the Members.
However, Member Claudy said he worries about phased developments
where the applicant wishes to hold off on landscaping of the
entire site during initial development. After discussion, the
Committee felt the entire site should be suitably landscaped
around the perimeter.
Member Bond noted that phase II will hide the trash area from
Pacifica and wonders if the phase I landscaping will adequately
take care of this problem. The Committee felt the trash area
should be located in a more feasible area with phase I and then
relocated at the time phase II is developed.

2. 28-U-76 May Investment Company: Construction of four dwelling units
located easterly of and adjacent to Terry Way at its
southerly terminus.
Member Irvine felt that this development is taking advantage of the zero
lot line concept with its narrow side yards. He felt the 8 ft. side yard
should be a minimum of 12 ft.
Member Ripplinger felt it would be hard to get anyone to occupy these
homes.
Member Bond did not feel these homes would be a credit to the City of
Cupertino.
It was noted there is a 13to 18' back yard setback.
Member Claudy was not overly enamored of this plan. it is not "what he
would like, but perhaps there are some people who would like to live
here.
Although this density is less than maximum, Member Irvine said three
units would fit better on this piece of property.
APPROVAL OF MINUTES
Ch. Sallan postponed the approval of the Minutes of December 9 and 22, 1976.
POSTPONEMENTS
Moved by Member Claudy, seconded by Member Bond, to continue to the
next meeting applications HC -51,158.2 (Togo's) and HC -51,365.12 (Downey
Savings and Loan).
Motion carried, 5-0
WRITTEN COMMUNICATIONS: None.
ORAL COMMUNICATIONS
Mr. Caughey said the Pacific Steamer, at Homestead and Foothill, has
asked permission to repaint the exterior of the building. A paint
chip was submitted. The Committee saw no great problems with the
color submitted, but if there is no urgency on this matter the staff
was asked to take pictures of the site for the Committee's attention
at the next meeting.
MINUTES OF THE JANUARY 6, 1977 H -CONTROL MEETING
The Senior Planning Technician reported he'd had a discussion
with the Sheriff in regard to speed control methods to be used
at the rear of the new commercial development on Stevens Creek
Blvd. and Portal Avenue. The Sheriff would prefer grouted rock,
but would settle for speed bumps.
The Senior Planning Technician reported the Traffic Engineer has
determined there should be a bus stop on Stevens Creek Blvd. in
front of this commercial development.
PUBLIC HEARINGS
3. Application HC -51,402.1 - Terranomics Corporation requesting
approval of site, architecture, landscaping, lighting, grad-
ing and signing for a multi -tenant commercial shopping
center located at the southeast corner of Portal Avenue and
Stevens Creek Blvd. Continued form H -Control meeting of
December 22, 1976.
Ch. Sallan noted the grading and site layout were settled at the
last public hearing on this matter.
Architect B. Johnson presented a revised site plan. His office
is located at 1430 Franklin Street, Oakland, CA.
Mr. Merritt Sher, 280 Battery Street, San Francisco, CA 94111,
said he would prefer not to put in the off -site improvements
consisting of the traffic divider on Portal Avenue.
Ch. Sallan noted the plan reviewed at this meeting was labeled
Exhibit A Revision 2, dated 1/04/77.
Member Claudy was answered by Mr. Anderson that there are four
areas in the parking lot where people can leave their empty
shopping carts. Member Claudy would like to see the curb opposi€e
the store painted red so the customers won't park along there.
Generally, Member Claudy felt the site plan looked pretty good.
The Senior Planning Technician presented a sketch of the proposed
bus stop.
Renderings of the proposed commercial center were studied by the
Committee. There was a discussion about the orange tile under
the front windows of_.the_Long's Drug Store. Once again, it was
noted this faces in a northerly direction and is under a 15'
overhang. Member Claudy was not against the orange tiles.
The red and white Long's Drug Store sign will be located 7' above
the orange tile. The issue of color clash was discussed. This
was not particularly objectionable to most of the Committee.

Mr. George R. Killam, Long's Drug, Inc., 141 Civic Drive, Walnut
Creek, CA., said they feel very strongly about the aesthetics of
this store front. There is a masonry course across the top of the
orange tile, under the windows.
Mr. Michael Painter, landscape architect, reviewed the updated
landscape plans. There will be clustered groups of ash trees along
Stevens Creek Blvd. which will give very attractive vistas into the
shopping center. There will be 2' to 3' of mounding and then some
flat areas. There is a 10' wide buffer that narrows down to 5'.
After considerable discussion, Ch. Sallan said the definition of
screening of the cars is the problem here. Mr. Painter said we
must also consider the public safety factor.
Mr. Painter said they are checking with a consultant about the
feasibility of moving the palms and removing the ivy from them. If
this is not feasible, they will replace them. Mr. Painter emphasized
it is more important to spend the money on the pit the trees are
planted in than on the size of the trees. They would prefer to put
in 5 gallon size because they would be the most successful. The
Committee decided they would prefer to have 2/3 in 5 gallon size and
1/3 in 15 gallon size.
The developers were informed by the Committee that the wooden fence
that abuts the residential must be removed and replaced with a masonry
wall.
Lighting was discussed next. It will be the same as Vallco's
energy -saving type.
Ch. Sallan cautioned that the lights must not intrude on the nearby
residential.
The signing program was discussed next. There will be individual
letters in cans with white face.
Logo signs were discussed. The R will be left on Long's fascia sign.
The Long's sign will be "channel classic" brick red with gold bevel.
This sign drawing is labeled "Exhibit F".
Ch. Sallan asked for comments from the audience. There were none.
Moved by Member Bond, seconded by Member Ripplinger to close the
public hearing.

Moved by Member Bond, seconded by Member Claudy, to approve
application HC -51,402.1 with the standard H -Control conditions
and the following additional conditions:
1) There shall be a median placed on Portal Avenue,-southermost,
to prevent trucks driving into the residential district and then
back into the loading area, as shown on Exhibit A Revision 2.
2) Planter island curbs at the front of the buildings shall be
painted red to prevent parking.
3) In areas not covered by this proposal, these areas will be
planted and sprinklers installed in areas not under construction
at the time of occupancy.
4) Landscaping: The grade of the mounding in the landscaping is
in relationship to the parking lot side to provide screening of
the cars.
5) The wood fence at the rear of the property shall be replaced
by a masonry wall.
6) The lighting shall be the same as at Vallco Park.
7) The light standards will not have concrete standards without
greenery.
8) There will be no direct light sources into the residential
areas.
9) On minor tenant signs the letters may be no more than 15" hig
with the color being channel classic with brick red return with
gold bevel, white face, internally lighted. The staff shall
review the light intensity.
10) The Longs sign, Exhibit F is approved as.
modified.
11) Other major tenant signs must receive Committee approval.
12) The two northernmost cart -return areas shall be redesigned
with increased screening of carts.

at 9:50 PM.
4. Application HC -51,058.10 - James C. Finch (Pants -Off)
requesting approval of a sign program for a commercial
center located at '10161 South De Anza Blvd. Continued
from H —Control meeting of December 22, 1976.
Mr. Jim Finch, 10171 South De Anza Blvd., Cupertino, reviewed
his suggested sign program for the commercial center on the
west side of De Anza Blvd., between Scofield Drive and Sunrise
Drive.

I. A & B were acceptable to the Committee. On C, the Committee decided
only the first sentence should be left in. They made no firm decision
on D.
The situation of stores with less frontage in relation to their depth
was explored as to their sign size,--but-no determination was made.
Moved by Member Claudy, seconded by Member Bond that the sign program
be such that they be allowed 1-1/2' of sign area for every foot of
store frontage. This motion and second were withdrawn when it became
apparent there would be no vote on it.
Moved by Member Bond that Walker and Lee would get 1-1/2 times the linear
frontage and the others would get 1 linear foot frontage. This motion
died for lack of a second.
Member Claudy proposed the sign area be 1 sq. ft. sign area per 1 sq.
ft. of store area and the maximum can height . . . . This motion died
for lack of a second.
After further discussion, it was determined the sign size shall conform
with the existing ordinance.
After a short discussion on the balance of this suggested sign program,
it was moved by Member Ripplinger, seconded by Member Bond to continue
this item.

5. Application HC -51,070.1 - Bethel Lutheran Church requesting approval
of site, architecture and landscaping for expansion of classroom
facilities. Said property is located at the southwest. corner of
Finch Avenue and Sorenson Avenue. Continued from H -Control meeting
of December 22, 1976.
Colored slides of the site were shown on the screen. One question was
the status of the two magnificent fir trees existing on the property.
Architect Robin Kipp, 10601 South De Anza Blvd., Cupertino, said they
will definitely save the larger one, but the smaller one will have to
be removed from the courtyard.

Messrs. Don Lee and Bill Fisher, Members of the Building Committee
of this Church, said they have put in their 1977 budget the cost
of half a fence and they will be negotiating with the owners of
the adjacent apartment complex.
Mr. Lee. said that basically, the architecture is there, and they
are just expanding on it.
Elevations and the site plan were reviewed. There will be a 2.5
to 3' mound at the entrance on Sorenson Avenue, which was recom-
mended by the City staff and agreed upon by the applicant.
After discussion, the applicant agreed to substitute the plants
on the drawings designated by "T", by those marked "X".
Since there were no comments from the audience, it was moved by
Member Bond, seconded by Member Claudy to close the Public
Hearing.

Moved by Member Claudy, seconded by Member Bond to approve
application HC -51,070.1, subject to the standard conditions with
the following additional conditions:
1) Prior to construction, a landscape architect shall be consults
relative to survival of the large tree in the courtyard area.
2) On the planting plan, "X" shall be substituted for "T".
3) Efforts shall be made to save by moving the smaller tree in
the courtyard.
4) Planter areas on the western exit on Sorenson Avenue shall be
mounded to add visual interest and vertical plants shall be
substituted, such as Xylosma.
5) Two trees shall be added to each planter area in the north-
west corner of the site.

ADJOURNMENT
Mooed by Member Bond, seconded by Member Claudy to adjourn this
meeting at 11:30 PM to 7;00 PM, January 13, 1977.
