Research shall provide insight into: survey results of community voters, the potential ballot item(s) to pursue, likelihood of ballot measure(s) passing with the required thresholds, additional information that may be required by the community, and economic or political factors that may impact ballot measures. For the potential UUT measure, the assessment shall consider increasing the types of utilities (i.e. internet, cable, etc.) and extending it for a period of time or removing the sunset data. For Parkland rezoning, resident polling is only minimally required. To accomplish the research objectives of the City of Cupertino (City) related to Utility User Tax (UUT) expansion or extension and implementing parkland rezoning survey process of Cupertino registered voters, contractor, Godbe Corporation (dba Godbe Research), will perform the following tasks: - Conduct an electronic format (e.g., Zoom, Microsoft Teams, Google Meet) project kick-oƯ meeting with the Cupertino project team, as well as additional meetings to discuss the research objectives, questionnaire design, sampling design, timeline for development, delivery and analysis, and other facets of the overall survey project in detail. - Review Cupertino registered voter and property owner demographics, any related public opinion research (e.g., previous voter surveys and other public policy surveys), and other information that will help to inform and support this current survey process. - Design and refine a survey instrument of approximately 18 to 25-minutes in length so that it addresses the research objectives of the City for the UUT and implementing parkland rezoning survey process. The survey instrument is developed in an iterative process with the City and TeamCivX with multiple points for input, review, and approval prior to considering the survey “final” and ready for pre-testing and fielding. o The survey will be designed to be formatted for both Internet and telephone survey modalities as a ‘hybrid survey’ and both versions of the survey will be identical save for instructions specific to each modality. - Program, refine, and test the Internet version of the instrument using Godbe Research’s Internet survey software package. This will be done by Godbe Research’s team of IT and programming experts. - CATI programming the telephone version of the survey instrument for eƯicient and accurate data collection, and training telephone interviewing personnel on the questionnaire and interviewing protocol. 2 o For telephone interviewing projects, Godbe Research uses only live interviewers, who have been intensively trained on the survey questionnaire, and who are located in the western United States. - Pre-test the UUT and implementing parkland rezoning survey instruments in both modalities (Internet and telephone) to ensure that the questions and response codes are understandable to respondents, and to ensure that the survey length coincides with the budgeted survey length for the project. - Develop a recruitment text and recruitment email for the Internet version of the survey and working with the City so that Godbe Research can send recruitment texts and emails to Cupertino registered voters/residents with known cell phones and email addresses in the voter file, respectively. o Based on the City’s communications policies and internal customer/resident lists, Godbe Research can also match the City’s email lists (e.g., park and recreation lists, communications, etc.) to the voter file, so that Godbe Research can potentially update information contained in the voter file. o Finally, to convey the importance of the survey to residents in Cupertino and ensure that the recruitment email is not viewed as spam or malware, they will be signed by the City Manager’s OƯice and the email will come from the City’s recognizable @cupertino.gov email domain, which will help in response rates as well as to convey to voters that this is a legitimate City-sponsored survey process. Residents will reply to an email or text to Internet response, not reply via email. - Develop a stratified and clustered listed sample of City of Cupertino registered voters as the starting point for Godbe Research’s sampling design, given that it is the best source of known and self-reported contact information (e.g., cell phone numbers, email addresses, and landlines) for Cupertino registered voters. For reference, Godbe Research has identified that there are a total of approximately 33,680 registered voters in the City. For all registered voters, Godbe Research has cell phones for approximately 16,870 voters or approximately 50% of the voting electorate in Cupertino. Godbe Research also has email addresses for 19,955 Cupertino voters or 57% of the voting electorate in the City. Finally, Godbe Research also has landline telephone numbers for 13,955 City voters or 41% of the voting electorate in Cupertino. For the November 2026 general election cycle, we have a similar breakdown of cell phones, email addresses, and landlines. o Godbe Research also plans to match City-provided lists (e.g., parks and recreation registration database) to the voter file to increase the contact information for voters in its sampling frame, so long as Godbe Research has first name, last name, contact information, and physical address for matching purposes and to ensure that only Cupertino registered voters are included in the sample. 3 o Finally, any contact information provided by the City will remain strictly confidential and will not be used in Godbe Research’s analysis and reporting after the survey has been completed. This is similar to voter file information where contact information is redacted from the analysis to preserve respondent anonymity and confidentiality. - Optionally translate the Internet version of the survey instrument into Hindi and Chinese (Mandarin or Cantonese) and providing relevant-and/or Hindi language interviewing based on respondent preference. Conduct 18, 20, 22, or 25-minute Internet and telephone interviews up to 500 (n=500) total Cupertino residents according to a strict interviewing protocol, the City-approved approved sampling design, and the final time-tested survey instrument prior to fielding. A sample size of 500 would provide for a margin of error of no greater than +/-4.4 at the 95% confidence level, when looking at all City of Cupertino registered voters. - Process the data from the UUT and implementing parkland rezoning survey process according to a strict protocol, and weighting the data, as necessary, to ensure that the results reflect the opinions and attitudes of Cupertino registered voters, including those likely to participate in November 2026. - Develop a topline report of aggregate findings for the City of Cupertino as the first reporting deliverable provided as part of the UUT and implementing parkland rezoning survey process. o Godbe Research will also meet with the City in an online format to review and discuss the topline report, which will guide its more detailed analysis and reporting to be of maximum value to the City based on the specific research objectives for the UUT and implementing parkland rezoning survey. - Analyze the data from the City of Cupertino UUT and implementing parkland rezoning survey and preparing a report of results, findings, and conclusions for the City which directly addresses the research objectives outlined for this specific survey process. o The analysis will assist in addressing these questions:  Does a UUT renewal measure stand a reasonable chance of achieving the 50% + 1 simple-majority passage threshold?  What potential tax rates and durations fit within the tolerances of your community  What programs, services and funding needs are the top priorities for your voters?  Does suƯicient awareness of your funding needs exist or is additional informational outreach needed?  How do voters react to a potential parkland rezoning measure? What policy choices or approaches may impact voter support? 4  What is the right time to go to the ballot? The next election? A future election?  How does projected voter turnout in upcoming elections impact your ballot proposal?  What other competing measures or issues are on the horizon that could impact your measures?  How does the economy and political environment impact your measure? - The report, in PowerPoint formats, will include an overview and discussion of the research objectives, methodology discussion, key findings section, comparisons to previous applicable questions/topics from City-sponsored surveys, a demographics section, and a complete set of crosstabulations for relevant questions asked in the survey. - Present the results and recommendations from the UUT and implementing parkland rezoning survey to the City of Cupertino for up to five (5) online presentations as necessary - Post-project consult with the City of Cupertino regarding the results and recommendations from the UUT and implementing parkland rezoning survey process, as needed (no additional charge to the City) during future phases of the overall project. 5 ATTACHMENT B SCHEDULE OF PERFORMANCE Godbe Research to provide services starting no later than contract execution and complete by November 10, 2026. Timeline for deliverables in Phase 1 will be determined through negotiation during Kick OƯ meeting. 6 ATTACHMENT C COMPENSATION The cost for Godbe Research to conduct a start-to-finish research project, including research design, questionnaire drafting, sample acquisition, data collection, data processing, analysis of results, and preparation of reports, memos or presentations as needed ranges from $40,100 to $50,450, depending on the final length of the survey and the number of languages in which you would like the survey to be oƯered. Below are the detailed breakdowns of the polling costs. We recommend approving a not-to-exceed limit of $50,450 for polling, and we can discuss the pros and cons of diƯerent survey lengths and language options as we design the survey. 03/04/2026 AssuredPartners of California Insurance Services LLC 16 Bryson Drive Sutter Creek CA 95685 Lynda Reynolds-Brown (510) 437-1900 insurance@cdginsurance.com Godbe Corporation Godbe Communications, Godbe Research & Analysis 5720 Rue Saint Michelle Reno NV 89511 Hartford Underwriters Insurance Company 30104 Oak River Insurance Company 34630 Travelers Casualty & Surety Company of America 31194 CL2621721460 A Y Y 57SBABK0V0S 03/25/2026 03/25/2027 2,000,000 1,000,000 10,000 2,000,000 4,000,000 4,000,000 A Y Y 57SBABK0V0S 03/25/2026 03/25/2027 2,000,000 B Y Y GOWC630555 06/04/2025 06/04/2026 1,000,000 1,000,000 1,000,000 C Professional Liability/Errors & Omissions 106608722 10/15/2025 10/15/2026 Each Claim & Aggregate $1,000,000 City of Cupertino 10300 Torre Avenue Cupertino CA 95014-3202 SHOULD ANY OF THE ABOVE DESCRIBED POLICIES BE CANCELLED BEFORE THE EXPIRATION DATE THEREOF, NOTICE WILL BE DELIVERED IN ACCORDANCE WITH THE POLICY PROVISIONS.
