Award a construction contract for the 2009 Tennis Court Re-Surfacing Project,- Project No.
2009-07, to Saviano Company, Inc., in the amount of $115,000, and approve a construction
contingency of $25,000 to cover any unforeseen work required to complete the project, for a
total of $140,000.
BACKGROUND
The Sports Center and three parks operate a tots of 28 tennis courts. There are 18 Sports Center
courts, six Memorial Park courts, two Monta Vi~~ta. Park courts and two Varian Park courts. All
are in need of re-surfacing. The tennis courts w~~re last resurfaced f ve years ago. Four years is
the approximate life expectancy of a tennis court surface at a facility as active as the Sports
Center. The tennis courts were originally surfaced at a slow/medium speed and are now playing
extremely fast..The scope of this project includes remediation of existing cracks, leveling,
application of preventative products to minimi;Je future cracking, re-surfacing of all play and
apron areas and re-painting of limit lines. Improvements will be to United States Tennis
Association standards. The Sports Center courts will be re-surfaced first, with improvements
phased to provide play on at least 12 courts at any one time.
Pending approval by the City Council, staff anticipates the project starting the beginning of
October. Contxact documents require completion by October 23, 2009. Adverse weather could
delay the project.
Report of Bids Received
The project was advertised in August, a mandatory pre-bid meeting conducted on August 26~'
and the bid opening on September 8, 2009. Three; bids were received as follows:

The low bidder is Saviano Company, Inc., in the amount of $115,000. The engineer's estimate
for the bid was $248,400. This represents an extremely good price for the work. Saviano
Company, Inc. was the contractor who last performed re-surfacing improvements at the Sports
Center. In reviewing the three bids received and in discussing the bid with the low bidder, staff is
confident that the low bidder is qualified and that the low bid submitted by Saviano Company is
representative of a highly competitive bidding environment.
FISCAL IMPACT
The approved Five Year Capital Improvements Program for Sports Center -Tennis Court Re-
surfacing Account No. 570-9230-9300 and Parks -Park Tennis Court Re-surfacing Account No.
580-9132-9300 have a combined total of $336,450 which is sufficient to award this contract to
the low bidder, Saviano Company, Inc., in the amount of $115,000 and a contingency for
unforeseen additional expenditures in the amount of $25,000 as may be necessary for a total of
$140,000.
STAFF RECOMMENDATION
Award a construction contract for the 2009 Tennis Court Re-surfacing Project, Project No. 2009-
07, to Saviano Company, Inc., in the amount of $115,000, and approve a construction
contingency of $25,000 to cover any unforeseen work required to complete the project, for a
