Dear Mayor and Councilmembers,
I ask you to Turn your attention to critical budget commitments to vulnerable low income
residents. General Plan makes it clear that Cupertino intends to support all residents. The
Housing Element specifies sites and policies for providing housing to all incomes and abilities.
two issues
1. Cuts to recipients of revenue grants - specifically
-Federal revenue cuts for services (CDBG)
I urge that these revenue cuts be back filled by City.
2. slow replacement of BMR rental homes under our Housing Element— By the end of the
Housing Element period, most of our existing BMR rental units will mature out of the system
—many residents will be displaced, It is unlikely at the current rate of applicants for BMR
rental, that Cupertino will fill those losses
A.Housing Element Law No Net Loss Law, city caught between State requirements to build
and lack of funding support for developers of low income rental housing
B. site availability has been replaced by a funding problem — Developers say they cannot get
financing—
Budget cuts impact our vulnerable residents most.
Urge Council to support our vulnerable residents to ensure our city provides housing and
services for low, very low and extremely low income residents.
Our City General Plan, with the Housing Element, eloquently state the city’s commitment to
all residents.
The charter of the city’s Housing Commission is focused on BMR housing
Urge Council to:
1. Use city funds to replace federal revenue funds
2. urge City to research funding techniques that will fill the hole left by banks and other
conventional lenders for building rental housing for low income, very low income, and
extremely low income residents.
