Dear City Council:
I am forwarding a document received from HCD about a guide they have created to explain the
22 new housing laws to cities etc. You will notice that they don't include the public in the
audience
Of people to understand the new housing laws. This is a big omission and shows that HCD
continues
To wear blinders in their approach to communicate with anyone.
It is apparent that if HCD has to put an "explainer" out about the 22 (or more) new housing
laws, then
maybe there are "too many" "new" housing laws for anyone to keep up with or let alone
understand and
it is time for a "housing law time out" so that the poor, weary, exhausted, bankrupt cities in
California and
the cranky, confused, exhausted, outraged public can get a break. Toddlers have time outs;
why not
Housing bills and their authors? HCD does not appear to understand the term "unfunded
mandate".

HCD Releases 22 New Housing Law Fact Sheets to
Support Local Implementation of State Housing Laws
The California Department of Housing and Community Development (HCD) is
pleased to announce the release of the Housing Law Fact Sheets to assist
local decision-makers and staff, elected officials, and planning bodies in
understanding and implementing key state housing laws.
What are Housing Law Fact Sheets?
Developed as part of a suite of resources for accelerating housing production,
the collection of 22 housing law fact sheets is designed to help local
governments understand and implement key state housing laws by
summarizing statutory requirements and policies, providing examples of
relevant technical assistance letters, and highlighting recent legislative
amendments. Each fact sheet is intended to serve as a standalone reference
tool, offering accessible information to support housing-related decision-
across California.
Why Fact Sheets?
In response to the state’s ongoing housing crisis, state leaders continue to add
and strengthen laws that aim to streamline the construction of new housing,
protect tenants, and create more affordable housing. To help local
governments navigate the various housing laws, each fact sheet is designed to
serve as a quick-reference tool that will:
Provide a clear overview of the statutory obligations established by key
housing laws.
Highlight real-world application through case examples, technical
assistance letters, and links to additional resources.
Summarize recent legislative amendments and their implications for local
implementation.
