It was in re;ard to the request for the Planning Commission to consider
amendment to the General elan relative to the no ti?west Corner of
Stel.li_ng and Stevens Creek Blvd.
The Planning Director noted that the final land use designation on this
property was multi -family -after the City determined it was unable to
purchase it for open space. The current request is for multi -family use
.on a major portion of. the propect:y and a restaurant to be included in

It was noted that Cupertiric 'Ls a .lowed three amendments per - year to the
General Plan. The in -filling is one amendment and, hopefully, we will
have the hillsides as a second amendment.
Comm.. Gatto noted that recreational use was the desired use of this
property initially and, on that basis, he would be willing to consider
this proposal.
Mr. Don Ban_dicy, 10054 South Highway 9, Cupertino, said his request is
for utilization of about 13 acres, of which 6-3/4 acres would be developed
into a swim and racquet club with restaurant facilities and the balance
in residential. If developed, this will be one cf the finest develop-
ments of this. kind in Northern California, according to 1'ir.. Bandley.
There will be 20 tennis courts, an Olyir,pic-sized swiimaing pool, indoor
bedmintoii, .- 1-ocker• rooms, etc. The parking will be obscured by perimeter
mounting.. This- development will be compatible with the College, the
park and the community.
Mr. Ron Dick, of Monarch and Associates, 1799 Hamilton Avenue, San Jose,
described the proposed De Anza Racquet Club.. The restaurant will be
encompassed in the main building. This building will be 2 -story but with
the: mounting, it. will give the impression it is one-story. The 5000 to
.6000 sq. ft restaurant will seat .100 to 120 perscons, and will be about
half the size of the- Sandpiper Restaurant. The 8, tennis courts on the

t'ir. Harper assured Comm. Catto that the entire exterior of the ho'•ling
center- building will be finished the same, including that port _:in where
Build-irtg C will be attached in the future.
Comm. Gatt_o preferred the parking layout in the original. Exhibit A
over this revised one.
It was noted the undeveloped portions of the property will, be pienred
in turf.
Chairman O'Keefe asked for conments from the audience.
Mr . Harry E. Canal , of. the Villa -Serra Apartment Col"nlex , said -his
buildings start a bare 29' from the east border. of the property. lie
noted from these plans that there will be servicing traffic going along
there, inconveniencing his tenants. Mr. Harper answered there will
be less noise than is presently there, with the orchards. The snack h=,r,
etc. , will he serviced from the front entrance. The back access can be
sealed off. Mr. Gamil said he anticipates a vacancy factor, based on
the proposed use of this property. He answered Comm. Cooper -that he
would like to see a recreation use of this property, other than a fl
bowling alley. He hopes it won't he too long before Buildings A, and 1

are constructed because this will eliminate the car lights in the
parking lot from shining into the bedrooms of the apartments.
Mr. Harper answered the Commission that peak hour for the'
center is 9 P.M. In this location, they don't anticipate much
activity late at night. There is a icunge area but it is not
advertised. It is mainly for the convenience of the people who are
bowling. The noise is kept within the building. It is a quiet
operation.
Chairman O'Keefe said one of his main concerns with parking lots
is the :exceS3itre Speed of some- of the cars traveling' within these
lts. The mini -parks help to curb this.. Mr,' Harper demonstta ed
ho they plan to minimize, this problem with berm bumpers.
Mr. Oamil said there are about 500 families living in 2 to 4 acres
here that should be considered. He would like to see some regu-
lation of hours of operation of this bowling center.
Mr. Robert Cavalerro, property owner, said he has owned 33,000 set
ft. (Building A) since 1969. He has been ready and willing to
build his 6250 sq.. f t . building for a gourmet/party shop since
that time. He would like to expand this to include eportin.g goods_:
Mr. Dick Kehrig, 326 Phelan, San Jose, said noise is a factor that
must be considered Standing, outside other bowling facilities,
you can hear the cracking of pins through the concrete ;walls.
Another thing, a lot of people hang around cocktail lounges that
are not necessarily there to bowl. He noted there have been a
considerable number of objections to this proposal by himself,
churches, and apartment houses. American Recreational Centers
says there will be a 40 --lane bowling center at the Payless/Franco
Site
Comm. Woodward was answered that the parking along Buildings Li, B
and C is not critical to the howling center operation.
Mr . Harper answered Coiim. Cocpet: that there is <4 distance of about
7ibetween the bowling center building and the buildings to the
south.

4. Application 20-U-.74 of THE WESTFIELD COMPANY: USE PERMIT to.
allow construction of two 32,340 square feet light industrial
buildings, a total of 64,680 square feet. Said property is
within a P (Planned Development with light indust�ial intent)
zone and is located at the southeast corner of the intersectioi
of Pruneridge and Tantau Avenues. Recommended for denial.
Appealed by The Westfield Company. Referred from City Council
meeting of July 1, 1974. .Second- Hearing.
The Planning Director stated that one of the critical matters the
City Council is interested in is the written statements from
Hewlett-Packard, Watkins-Iohnson and Mr. Lester stating they agree
to release the. Westfield Company from. the "uncommitted property"
in Vallco Park J_thas teen impossible to achieve this prior to..
this meeting.
Corli . Woodward was answered that although this was rot a legally
ad-,;ertised. public hearing, it is within the rights of. the Planning
Commission to hear testimony from the audience.
Mr. Terry Rose, of Westfield Company, wanted to discuss Condition
20 - off-street narking and number cf spaces. The staff has
indicated that off-street parking may be reduced. .subject to
H -Control approval. Mr. Rose wanted to insure the parking is not
reduced further on the basis of one exit onto Pruneridge and that
it could create pressure in the future for off-street parking.
He would like the greatest amount of parking on. -site as.possible.
He would like the H --Control to not have the option in Condition 20.
Mr. c alter Ward, of Vallco Park, stated that Mr. Lester is in the
hospital. The letters &ill be in very soon, releasing Westfield
Company from the "uncommitted property".

REZONING 2.031 acres from Al -43 (Agricultural/.Residential, 1 -acre
lots) to P (Planned Development with mini -storage and residential
use intent) or whatever zone may be deemed appropriate by the
Planning Cormiission; TENTATIVE MAP to divide 2.031 acres into two
parcels ; USE PERMIT TO alloconstruction of single --story warehouse
structures. Said property is located on the east side of North
Blaney Avenue between Olivewood and Freeway Route 280. First Hearing.
The Planning Director stated written correspondence has been received
from the management firm that operates the adjacent apartments, asking
for a continuance since they just learned_ of this proposal.
The Associate Planner located the property on the transparency. The
application is consistent with the General Plan deliberations but is
inconsistent with the 1964 General Plan. Therefore, the City council
can `t act on it until they act on the "Infilling •Plan". '�
MINUTES OF THE JITLY _8, 1974 PLANNING COMMISSION MEETING
The staff recommends attention be given to the screening of the
project, both from the adjacent properties and the freeway over—
pass. The Flood Control District has 10and wants 15', which
would require the buildings to be shifted to the south. The plans
call, for removal of a row of redwood trees near the residential
homes. Irrigation facilities are located in the cloverleaf.
.Mr.. Donald Hoffman, Vice President of Public Storage, stated that
most of the conditions recommended by the staff are reasonable.
He reviewed their revised layout. They can accommodate the 15'
for the -Flood Control District. They will have to negotiate with
the present owners of the property to shift the property line some
10' to the east to accommodate the row of redwood trees. The only
trees to be removed then will be the old orchard trees.
Mr. Hoffman answered Comm. Cooper that he will have to resolve the
condition of emergency access with the adjacent property owner.
Mrs. Zetutec}: said she is willing to cooperate with the City in
developing her property.
There was a lengthy discussion of the landscaping.

to divide 0.806 acre inc four lots. Said property is located on
the east side of Stevens Canyon Road between McClellan Road and
St. Andrews Road. First Hearing.
The Associate Planner reviewed the proposal, as noted in the duly 3rd
staff report. This proposal is inconsistent with + ha 1964 General Plan
but is consistent --with the approved. Valley Floor Inf it l ing Pl_ao , so
final determination cannot he made until final Council approval of the
Infilling Plan. The staff is recommending approval, subject. to no
driveway access to Stevens Canyon Road and that the dwelling units be
oriented away from the building line facing the road and the noise impacts
! be minimized. He noted these lots are oversized.

of the Planning Commission to delete this condition 17 after discussion.
Chairman O`Keefe asked for comments from the audienc.e.-
Mr. Russell Cul'ber tsaii said he lives on 'St . Andres, adjacent to this
property. He objected to duplexes en the basis that there are no
duplexes on St. Andres, only on McClellan. E.oad. They create excessive

Mr. Culbertson answered the Chairman that he did not believe this
would be a great change to the neighborhood, but that he would
rather see single family homes here.
Mr. Bill Cooper, 20310 Michael Court, Cupertino, representing the
applicant, said the intent is to construct deluxe duplexes that
resemble single family homes. They will run $80,000 to $85,000
each. He noted that the property is now zoned commercial.
Mrs. Esther Shields, 22437 St. Andres, said she is delighted to
have this project built. She and many of her neighbors would be
happy. with homes here instead of commercial. She hopes that the
owners of the duplexes will live in one of the units because they
are usually kept up better under those circumstances.

Comm. Catto said there was a lot of discussion when the question.

In regard to Section 7.0211, Comm. Gatto said this is what the H -Control
is doing now.
It was felt Section 5.1.2 should be eliminated.
Comm. Cooper believes Sections 5.112 and 5.1-11 should be retained to
give some muscle to H --Control. She believes a sign affects the
people in the community as well as the business community. She would
like to see the City of Cupertino have a 5 year abatement period. She
was in favor of adopting all three resolutions.
Coma. Woodward was concerned in' the case of a business being sold and
would like to see a period of grace on copy changes.
Moved. by Comm. Gatto, seconded by Chairman O'Keefr..to adopt -Resolution
No. 405 with Section 5.111 as is, Section 5.112 eliminated, and Section
7.0210 as is.
