The Associate Planner revietred the June 5, 1974 staff report that was
delivered to the Coissioners earlier tie day of this meeting. He
also introduced the Director of Public Works' staff report regarding
construction phasing for Vallco Park. The June 5th memo describes
alternatives for equitably table spreading the uncommitted areas among t1 e
various owners in the Industrial. park.

The Director of Public Works reviewed the background for the St:a¢;'Ll.li
of Vallco Park due to the General Plan analysis of the 1995 traffic.
The memo he quoted from was entitled "Construction Phasing for VaLLco
Park." He then reviewed the definition for the uncommitted property
in Valico.
The Planning Director answered Comm. Gatto that the entire Vallco
Park (under all ownerships) is under one development plan at the
present time. Comm. Gaci.o said that on the surface, treating all
property owners on an equal basis appears to have a lot of merit.
However, one drawback on. the first come first served approach would
be that it might encourage hasty development in order to take advantage.

Comm. Cooper said she prefers Alternate 2, which is a percentage of
reduction by all the landowners. She could see the inequities, but as
to Alternate 4 - first come. first served, there would be a rush to
develop and it may be difficult to keep the road improvements up with

Chairman O'Keefe felt that Alternate 4 was the only workable one
at the present time, even though there are inequities.

The Assistant City Attorney advised every property owner has the
right to develop his property with a reasonable use within a
reasonable length of time. He said we. run the risk here of
losing the 17 acres of uncommitted property to inverse -
condemnation.
--Chairman O'Keefe asked for comments from the audience.
Mr. Eric Woods, Hewlett Packard corporate construction group,
said it is their feeling that the suggestions put forth are not
looking at the real problem which is traffic. They are _not. look-
ing at the density of the people in the. buildings and the cars
put en she street. Their development is of lower intensity, they
do not want to have a "full bore" development --- rather, they
want a planned development. For instance, they want to have a
cafeteria where. these other property. owners do. not. Their future
development- would.. have, the air conditioning uni:.s located within
the building rather than on the roof.-i which takes more space and-
therefore fewer _people per square foot
-Comm. Gatto agreed that intensity is the keynote here, and he
asked how treftic. is related 1a.ck.to West ield's proposal. The
Director of. Public Works said Hewlett Packard: planned one employee I .
per 250 square feet gross, and 1.2 persons per car, Mr. Woods.
- said they will have 31% gross building coverage but this drops
down to 2.7.5% net. I -1e explained their employees can come to work
anytime between 6:00 and 3:30 in the morning, take 1/2 to 2 hours
for lunch, and leave when they have completed an S .hour work day..
Mr. Jack Romin.ger, of Ehrlick, Heft- and Romineer architects, said
that his firm is the architect for both Watkins Johnson and
Hewlett Packard-. He read. portions of his May 23, 1974 .letter
addressed to Planning Diren'�:sr Sisk, which is on file at the City
offices. He wondered thatrather'than bui.iding area, if we ar-e-

° Mr. Woods said -they would like to get together again to come up with
some equitable solution. He said the problem is really the number of
trip ends. He -proposed: the City regulate the number. of cars allowed
per acre in Vailco Park.
Comm. Cooper asked if it, would be possible to have a combination of
percentage reduction plus first come first served basis. The Director
of Public Works agreed with this but said we will probably still be.

Mr. Roninger, speaking for Watkins Johnson, said, they, definitely would
like to get together again ;With the staff . and other property owners.

Mr.. Rose said they=_ have already gotten together three times.
These negotiations were started last December. Since that time
the cost of this building alone has increased•$100,000, not to
mention the financing situation and - lost rent The. City is
losinig income from the tax revenue for -these buildings.. He is
unable at this time to tell the City what kind of occupancy he
will have. He noted the property is zoned light industrial and
he is_asking for a. Use Permit for this purpose. He does not think
further discussions with the other property owners would be
fruitful.
Architect _Bill Tagg, 619 Torrington Drive, -Sunnyvale.,--represent .Jig

discussed. Mr. Ward, Vallco Park General Manager, should be
represented in these di cussions and he is on a business trip so
was unable to attend this meeting.

Mr. Clarence Flick, 20891. McClellan Road, Cupertino, asked where
the people who would be using those 21 spaces are going to park.
There is a considerably congested pedestrian crossing at McClellanj
and Highway 9. No parking is allowed on the street. There is
residential along McClellan Road. The Associate Planner said it
is not anticipated the full parking requirement will be utilized.
'In 1972 an approved variance for this property allowed a reduction j
of 29 spaces; this variance request has a deficiency of only 21.
Comm. Gatto said that when you agglomerate . these commercial uses,
not as many parking spaces are needed per each use.
M. Flick said he is concerned because some of the commercial
center is not yet developed and this will further congest the
area. His main concern is that he now has difficulty in crossing
the street on foot. Comm. Woodward said we are talking about a
decrease of 5 parking spaces. Comm. Gatto said the only reason
the Planning Commission is even looking at the variance is because
a Use Permit is required for this type of use. This property has
general commercial zoning and does not always require Use Permits,
whereas a planned commercial development does require a Use Permit
for each proposal.
Richard Evans said he is the real estate repr.escntative for
Wi-ncheil's Donuts. He offered to answer any questions. He said
he knows of. no parking problem in this center. Winchell's draws
from thd_ people who are already at the shopping center in other
stores. The general layout and earth cone colors planned for
this building differ from previous Winchell Donut Sbops.

Come. Cooper asked what Mrs. Weber felt would be reasonable for
this area. Mrs. "nTeber said the character of the neighborhood is
unique. Each home looks different and they have large lots they
would. like to maintain the basic atmosphere. They feel ttie _7,500
square foot lots would destroy the environment. She said, when
you set up standards of housing, where people must go elsewhere
to garden, you are adding expenses to homeowners. It is the
same thing with recreational vehicles. They all like their rural
atmosphere.
Mr. Jim Arnold, 10314 South Stelling, •sa-Ld he lives- just north of
this property. He said he also represented the Hoffmans and they
are in agreement with the Planning Directcr's memo on this matter.
This would he consistant with the discussions that have taken
place. He said the homes going in here will be equivalent to thomm
on Pepper Tree Lane. He did not believe this will be a detriment
to the area and he asked for approval of the proposal.

statement which he submitted to the City. He answered Comm.. Cat.to
that at the present time it is very difficult to get cut onto
McClellan Road.
Margaret Flick, 20891 McClellan Road , said she l it es at the
entrance to Tula Lane. A. year ago they came to the Planning
Commission meeting and were pleased with the results of the
Planning Comm: i ssion s thinking at that time. She w'ruld lie_ the
Planning Commission to reconsider a park in this area . She is
determined to save her deodar pier: trees along McClellan and
would like to preserve the entire ncis;b orbood.
