Vice•�Chairr,an Gatto called the meeting to order at 8:07 P.M. with
the Salute to the Flag.

The Planning Director handed out copies of the Vallco Park Traffic
Study to the Planning Commissioners.
The Planning Director stated he has talked with a number of users
of the lower_ foothills and a number of them were present at this
meeting. He requested input from them at the end of the meeting.
The Associate Planner reviewed the method used for figuring
density. He said all figures are divided by road access.
He said the traffic lead from some 700 units along Montebello
Road probably can't be handled by the present Stevens Canyon
Road. It could still be a two-lane road, but improved.
Maps showing City boundaries and the Urban Service Area were
reviewed. The maps were a direct translation of the Slope-Densityi
Formula. i
As an example, a 1000 -acre parcel could be developed by clustering
100 units in one concentrated area, resulting in less road area.
This approach increased the possibility of development of the
hill area.

The Associate Planner confirmed that two or more property owners can
get together and cluster their property. The idea is to create as
little impact on an area as possible. For instance, grading for roads
is more of an impact than grading a pad for a house.
The statement was made that we will probably adopt the County's plans
for the road pattern.
Hiking trails might be a good idea under the transmission lines. It
was noted that 80% of the trail system does exist in the form of fire
trails, etc.
A lady in the audience who did not identify herself said she is a small
land owner in Regnart Canyon. She said this terrain does not lend itself
to development of 1 home per five acres. It should be more like five
or ten acres.
In addition to the four maps approved by the Hillside Subcommittee, the
Associate Planner reviewed the maps on the bulletin board, one showing
types of vegetation and the other showing earthquake faults and levels
of stability of the land. There followed a considerable discussion on -
earthquakes.
There was a discussion of whether or not the. City of Cupertino should
I adopt:. the Caurity's Slope/Density Form.ula. Comm. Catt.o favored the
curvilinear graph raver a stepped Fora ..a. Be said Lhorc should_ be some
sort of transition between flat and hill areas. For _xa!npla , the 'even
Springs Ranch has a flat area that is best for development.
Comm. Gatto felt there should bea lower density range in the hillside
than in the valley. He cited many secondary factors to be considered
as well as the slope/density formula.
Comm. Cooper and Woodward agreed with Comm. Gatto that the. curvilinear
graph is otter than the slope/density formula, although sine curves
are not necessarily the entire answer. Comm. Cooper said the type of
environment we would like to retain should he taken into consideration.
IMr. Harold Ashton, Kaiser Cement representative, asked the Planning
Commission to give serious consideration to the fact that all properties
are not alike, nor should they be considered alike. A portion of Kaiser
iproperty thit is in the Urban Service Area (an abandoned quarry) is being
iconsidered for development. It was felt that a quarry area, without
vegetation, might be allowed a higher density than a wooded area.
Mrs. Lucien Hertert, San Juan Road, thought it might by a good idea to
convey this information to the Planning Policy Committee.

The Associate Planner raised the question of whether a policy for
clustering large acreages should be introduced; and if so, what
approach should be used.
Comm. Cooper stated that clustering should not be increasing density.
The Associate Planner said it could be cheaper to develop this way.
Comm. Cooper believes the County's bonus offer is much Lao dense.
She also believes clustering is the best way to go in the hills, but
a clustering bonus should not be allowed to negate the environment.
Comm. Gatto said the economic bonuses are achieved with clustering.
Chairman O'Keefe said he believes the advantage of clustering is
with the builder in terms of uniqueness.
Ann Anger, Monta Vista., does not want to see another development
on the hillsides like De Anza Oaks. Those homes have 4 and 5
bedrooms, so it i..s assumed there are children. She said people
there are having problems finding space to park their. cars.
Comm. Gatto pointed out that five 5 --bedroom units would have more
impact than five 2 --bedroom units.
incentive zoning was brought up by an architect visiting this
meeting. He said Fremont has this type of zoning. He believes
the private sector will work this out. Chairman O'Keefe stated
that the Planning Commission is trying to give the developers
guidelines. Comm. Woodward said the use permit is one type of
bonus.
Another point raised by the Associate Planner was whether there
should be a graduated scoring.
Comm. Cooper said general terrain should be taken into considera-
tion as well as slope/denisty.
Comm. Woodward would like to prohibit residences in the earthquake
area. After a geological report is prepared, it may be found that
Cupertino should not put roads or services in that area.
The Planning Director brought up the question of once a geological
unstable area has been identified, what should the developer be
told?
Comm. Cooper asked what kinds of incentives the City should offer.
Reasons should be given for the developer t.o spend more money to
put parking underground. Density means money.
