Chairman O'Keefe called the meeting to order at 7:45 P.M. with the

Applicant May Investment Company (Finch Avenue)
The Assistant Planner said the proposal is for a 27 -unit cluster
development on 3.6 acres on Finch Avenue across from Cupertino
High School. The project is consistent with the present general
plan and with the Planning Commissions thinking at this time.
The applications are for zoning and use permit.
Moved by Comm. Adams, seconded by Comm. Gatto to instruct the
Planning Director to file a negative declaration on 32--EA-74.

7. Application No. 33 -EA -74
Applicant Douglas H. Wright (10230 Imperial Ave.
Monta Vista)
The Assistant Planner said the Committee found no environmental
impacts associated with this proposal since the exterior of the
existing building is not being altered. This is a matter of
zoning consistency from County to City zones.'

Planning Director to file a negative declaration on 33 -EA -74.

The Planning Director said the Committee found this project for
a recreational center is in keeping with the adopted general plan.

PUBLIC HEARING:
9. City of Cupertino: Public. Hearing to consider 1973 Comprehensive
General Plan.
A. Review of Infilling Document and Refer to Environmental
Review Committee.
IThe Assistant Planner introduced the Fourth Revision of the Infilling
Document and went over the changes made. Chairman O'Keefe stated
;that with these ordinances the City will be better able to work with
the developers in order to attain Cupertino's goals.
'Comm. Gatto wanted to add a statement to the effect that the City,
in making a determination on a proposal, will consider amenities in
relation to density.
'Chairman O'Keefe asked fo.r comments from the audience.
'Stella Kestor, 1085 Stevens Canyon Road, said she was unable to come
to the public hearing on her commercial property on Foothill Blvd.

Planning Commission feels the present designation should remain;
however, Mrs. Kestor was free to bring this up to the City Council.

shall be designated 0 •- 4.4 with the exception of the areas presently
{designated for duplexes or commercial.
Mr. Roy Roberts stated he did not understand the 0 - 4.4 designation.

Comm. Woodward said the Planning Commission's intent here is to
keep the property like that of adjacent properties. Mrs. Kestor's
property is adjacent to single family homes; the duplexes are
across McClellan.

Chairman O'Keefe announced this action represents the culmination
of one year's study and effort.
Recces was called at 8:52 P.M. The meeting reconvened at 9:07 P.
B. Discussion on the Hillsides
The Planning Director stated the discussion on the hillsides was
begun about a year ago but then had to be postponed because of
other, more urgent work.
Associate Planner Laurin said the hillsides are divided into three
categories: 1) Almost flat, fringe areas adjacent to existing
developed areas; 2) 25 sq. miles of very steep hillsides; and
3) The Catholic Church property. A more precise boundary be-
tween areas 1 and 2 above could be divided between those areas
with 10% or less and more than 10% slope. This can be accomplishe
with some map work or by a computer. The Planning Director said
there should be a transition area rather than an abrupt change
from one type area to another.
The Associate Planner reviewed the slope -density formula adopted
by the County. He also explained how sine curves could be
utilized in planning of the development of the hillsides.
Comm. Gatto said the sine curve provides for a much more fluid
transition.
It was noted that the graphs are in gross acres, not net acres

The Associate Planner stated that there are about - 1,000 dwelling units
outside our Urban Service Area,
There was a note of concern &bout the large flat area at the top of the
Fremont older property, Applying the slope --density formula, this could
yield up to 600 units.
The Associate Planner said one question that has been discussed is
whether or not a bonus should be offered to the developers , if they
should cluster the development in the lower areas and keep the hilly
areas for hi1':irr anti riding trails as well as aesthetic reasons. An
