MINUTES OF THE ADJOURNED REGULAR MEETING OF THE PLANNING COMMISSI
HELD ON MARCH 6, 1.974, IN THE COUNCIL CHAMBER
CITY HALL, CUPERTINO, CALIFORNIA
SALUTE TO THE FLAG
The meeting was called to order at 9:10 P.M. by Vice -Chairman
Nellis with the Salute to the Flag. This meeting followed a joint
meeting earlier in the evening with the Architectural and Site
Approval Committee. (See March 6, 1974 Architectural and Site
Approval Committee Meeting Minutes.)

PUBLIC HEARING
1. CITY OF CUPERTINO: Public Hearing to consider 1973
Comprehensive General Plan.
A. Goals
The Planning Director introduced the "General Plan Objectives and
Policies", dated March 5, 1974. Discussion followed.
Comm. Gatto recommended not taking the objectives out as a block,
nor taking the policies as a block. Many policies relate to more
than one objective and vice versa. He noted that the first and th
last objectives listed in the 1964 General Plan were not in this
new compilation. He said there is a good definition of what a
balanced community is here.
Comm. Gatto stated that Policy 1 b has not yet been discussed by
the Planning Commission. Policy 4 needs some rewriting. We need
to identify the flood plain. Not enough work has been done on the
hillsides for Policy 5.
Comm. Nellis felt. that Policy 5 d was too specific and not neces-
sary. She felt the same way about Policy 6.

Since there were no comments from the audience, it was moved by
Comm. Adams, seconded by Comm. Gatto to continue the Public Hearing
to 7:30 P.M. March 11, 1974.

of the structure would have a beneficial effect on the community.
Moved by Comm. Gat.to, seconded by Comm. Adams to direct the Planning
Director to file a negative declaration on ll-EA-74.

The_Dir.ector stated this is at the corner of Tantau and Homestead. At
the present time, they have illegal storage of flammable materials and
the Fire Marshal has taken action. The Committee finds that the proposal
to provide for the appropriate storage of materials on the site would not
adversely affect the environment of the area.
Moved by Comm. Gatto, seconded by Comm. Adams to have the Planning
Director file a negative declaration on 12 -EA -74.

The Director said the Committee determined that the consideration
of applications to zone the property involved in accordance with
the General Plan would not adversely affect in a significant way
the environment of the area.
Mr. Lawrence Bill, 14333 Saratoga Avenue, Saratoga, asked if an
Environmental Impact Report will be required when the property
is rezoned. The Assistant City Attorney said that any time there
is a new proposal for a project it must be reviewed by the ERC.
If a rezoning becomes less restrictive it is not necessary for
an environmental assessment. If it becomes more restrictive it
would have to go back through the environmental assessment process
Moved by Comm. Adams, seconded by Comm. Gatto to have the Planning
Director file a negative declaration on 13 -EA -74.
