Call to order and roll call 2. Public comment Members of the public are entitled to address the Commission concerning any item within the Commission’s subject matter jurisdiction. Public comments are limited to no more than three minutes. Except for certain specific exceptions, the Commission is prohibited from discussing or taking action on any item not appearing on the posted agenda. Statements that require a response may be placed on the agenda for the next regular meeting of the Commission. 3. Approve consent calendar 3 reducewaste.org REGULAR AGENDA – ITEMS FOR DISCUSSION 4. Receive the Recycling and Waste Reduction Commission’s meeting calendar for 2026 and 2027 (5 minutes) 5. *Accept the Chair’s recommendations to (A) hold an Informational Workshop on May 4, 2026, (B) form an Ad Hoc Committee for a limited duration, and (C) engage Rob Hilton of HF&H Consultants to attend the Informational Workshop as an independent Subject Matter Expert, including a corresponding amendment to the fiscal year 2025-2026 Recycling and Waste Reduction Commission budget (10 minutes) 6. Receive the Quarterly Fiscal Agent Report through January 31, 2026 – Fiscal Year 2025- 2026 7. Receive the Five-Year Countywide Integrated Waste Management Plan/Regional Agency Integrated Waste Management Plan Report 8. *Accept and consider approval of the 2026-2031 Recycling and Waste Reduction Commission Technical Advisory Committee Priority Issues and Goals (10 minutes) 9. Receive an SB 1383 implementation update and 2008-2024 countywide disposal tonnage data summary from staff (25 minutes) 10. Receive an overview of the following from the Implementation Committee’s Recycling and Waste Reduction Commission (25 minutes) a. Required and recommended workplan services b. Adopted Recycling and Waste Reduction Commission budget projection methodology and current five (5) year budget projection c. Technical Advisory Committee organizational restructuring and budget stabilization strategy recommendations 11. *Accept the Implementation Committee’s recommendation to amend the Recycling and Waste Reduction Commission budget to add youth commission partnerships to the Santa Clara County Reusables in Schools Demonstration Program in fiscal year 2026-2027 and accept additional budget adjustments (10 minutes) 12. Future agenda items Note: In accordance with Government Code Section 54954.2(a), there shall be no discussion, debate and/or action taken on any request other than providing direction to staff to place the matter of business on a future agenda. 4 reducewaste.org 13. Approve the 2-25-2026 Recycling and Waste Reduction Commission draft meeting minutes 15. Accept the 2-12-2026 and 3-5-2026 Technical Advisory Committee meeting minutes 16. Accept the 1-8-2026 and 3-12-2026 Implementation Committee meeting minutes 17. Accept the coalition letter of support for SB 936 (Blakespear & Umberg) Nitrous oxide: sales Coalition Letter signed by the Recycling and Waste Reduction Commission 18. Accept the coalition letter of support to request $29 million in ongoing funding for the SB 1383 Local Assistance Grant Program and CalRecycle’s Edible Food Recovery Grant Program to support jurisdictions and non-profit food recovery organizations *Agenda topic with anticipated action/vote.
