CC Resolution No. 6878 RESOIDl'ION NO. 6878 A RESOIDl'ION OF THE CITY CXXJNCIL OF THE CITY OF C1J£'.ta<J.'.LÑO AOOPI'ING AN OPERATING AND CDNSTRUCI'ION BOI:GEI' FOR FISCAL YEAR 1986-87 BY :RATIFYING ESTIMATES OF REVENUES TO BE RECEIVED ill FAŒ FUND AND APPROPRIATING MJNIES THEREFROM FOR SPECIFIED PROGRAM ACI'IVITIES AND ACCCIONl'S AND SEITING FORIH OJNDITIONS OF AI:MINISTERING SAID BOI:GEI' WHERE/\S , dependent on proper ratio monies; and the ordering administration of municipal government is the establishment of a sound fiscal policy of maintaining a of expenditures within anticipated revenues and available WHERE/\S, the extent of arr:¡ project or p'rogram and the degree of its accoxcplishment, as well as the efficiency of performing assigned duties and responsibilities, is likewise dependent on the monies made available for that purposes; WHERE/\S, the city Manager has submitted his est:Ì1nates of anticipated revenues and fun:i balances, has recommended the allocation of monies for specified program activities; < N~, THEREFORE, BE rr RESOLVED that the City Council does hereby adopt the following sections as a part of its fiscal policy: Section 1. The est:Ì1nates of available fun:i balances and anticipated revenues to be received in each of the several funds during fiscal year 1986-87 as submitted by the City Manager in his proposed Cost Allocation Plan and as have been amended during the budget study sessions are hereby ratified. Section 2. There is appropriated from each of the several funds the sum of money as has been determined during the budget study sessions for the purposes as expressed and est:Ì1nated for each program activity, subject to the conditions as set forth in section 3, as hereinafter described. section 3. For orderly and proper administration of the Operating and Construction Budget and of the monies appropriated in Section 2, above, the following conditions, authorizations and restrictions shall apply. Section 3.1. expenditure be made provided. No appropriation shall be encumbered nor shall any in excess of that appropriated except as hereinafter -1- Section 3.2. '!he City Manager is hereby authorized to transfer funjs for E!rq;)loyee services fram one program to any other p:tog1:aIu, when in his opinion such becomes necessa:ry for administrative purposes. section 3.3. '!he City Manager is hereby authorized to transfer any unencumbered amount fram one activity to any other activity within the same major p:tUl: .LCUU, when in his opinion such becomes necessa:ry for administrative purposes. Major program is defined as: Community Relations, Fiscal Planning and Control, I£!gislative and Legal Service, Leisure and CUltural Service, Management and Administration, Blysical and Environmental services, Public Safety and Protection, SUpport Service, Transportation and streets, and Enterprise. section 3.4. '!he City Council reserves the right to transfer any unencumbered appropriation fran one program to another program after recarmnendation to do so has been submitted to it by the City Manager or to appropriate on its own volition any additional sums of money to any major a=unt or program as it may deem necessa:ry or desirable; Section 3.5. '!he Director of Finance is hereby authorized to transfer any unencumbered appropriation fram one line item a=unt to another line item a=unt within the same activity or fram one line item a=unt to another line item a=unt within a different activity within the same program when such is necessa:ry to prevent an over-encumbrance or an over-expenditure in any one line item a=unt; provided, however, that such transfer shall be only after the concurrence of the affected depart:ment head; Section 4. '!he City Manager shall cause to be prepared a budget document incorporating therein the amounts appropriated in Section 2 above, the estimates of available furrl balances and anticipated revenues ratified in Section 1 above, the detail a=unts and estimated amounts corrprising the total for each of the major object a=unts which when combined from the amount appropriated to each function and such other detail and funjs activity that will provide an informative and useful working tool in administering fiscal policy ; Section 5. '!he Director of Finance is hereby authorized to continue the appropriation of any unexpended balance on June 30, 1986 for Capital projects to the authorized limit as set forth in the 1986-87 Budget. -2- Section 6.
