HomeMy WebLinkAboutASAC Reso 733HC -51,296.41 RESOLUTION NO. 733 OF THE ARCHITECTURAL AND SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO RECOMMENDING APPROVAL OF SITE, ARCHITECTURE, LANDSCAPING, GRADING AND LIGHTING FOR A SUPERMARKET AND PERIPHEREAL SHOPS. PROPERTY OWNER: Nor -Cal Associates (The Koll Company) APPLICANT: Nor -Cal Associates (The Koll Company) ADDRESS LOCATION: 3000 Scott Boulevard, Suite 210 LOCATION OF PROPERTY: Northwest quadrant of Stevens Creek Boulevard and De Anza Boulevard. The Architectural and Site Approval Committee makes the following findings with respect to this application: 1. The proposed shopping center structure has been configured in a manner reflecting substantial attention to concerns and suggestions expressed by this Committee at its preliminary public review of this project on March 10, 1977. SUBCONCLUSIONS: (a) Variation in roof line height of shop buildings imparts a sense of spacial interest to the building as seen from Alves Drive. (b) Architectural solutions to reduce perception of height at the north elevation, and add visual interest thereto are endorsed as proposed. 2. The Committee interprets the parking stall dimension specifications contained in Section 6.3 of Ordinance 002(q) as minimums rather than absolutes; accordingly, stall dimensions of 10 ft. width by 18 ft. length are recommended. 3. To minimize undesirable sound impacts from truck dock activity which might impinge upon the adjoining neighborhood, the Committee finds that a professionally prepared ;::acoustical analysis must be presented prior to issuance of a building permit for the subject development. 4. The Committee recognizes that the guardco lighting fixture recommended for approval in the development parking area is not consistent with guideline 4a of Resolution 330. However, the applicant has proposed use of weyerhauser fixture at the perimeter of the development, and the Committee believes that the guardco fixture will represent a saving of energy by providing more light with fewer fixtures than would be the case with the required fixture per Resolution 330. CONDITIONS OF APPROVAL: 1-8. Architectural and Site Approval Standard Conditions to the extent that they do not conflict with the special conditions enumerated herein. In the event a conflict does exist, the special conditions as enumerated herein shall apply. -1- HC -51,296.41 RESOLUTION NO.733 (continued) 9. The recommendation of approval is based on Exhibits A 1st Revision, B B -1, B-2, C 1st Revision and D of this application except as may be amended by special conditions contained herein. 10. The Committee recommends that the parking stall dimensions for the subject development be as follows: 10 f t . width by 18 f t . length with 63 ft. total between center lines of adjoining parking stall banks. Said recommendation is based upon the Committee's interpretation of Section 6.3 of Ordinance 002(q). 11. The proposed trash enclosure north of the "A" shops dipicted on Exhibit A 1st Revision shall be relocated to a position against the west wall of the market building. The three parking stalls designated in this area shall be shifted westward to accommodate the trash enclosure location. 12. The Committee recognizes that the property lines and circulation easements dipicted on Exhibit A 1st Revision of this application do not in all cases reflect this approved in application l -TM -72 and recorded on Tract 5162. Approval of a temporary driveway opening a minimum of 32 ft. wide at back of walk on the west side of the subject site may remain in effect until an application for development of the Home Savings and Loan site as it is configured on Tract 5162 is approved, or until a tentative map adjusting property lines and easements in the vacinity of the common boundaries of Lots 2, 3 and 4 of Tract 5162 is approved by City Council. At such time as City Council may elect, the above mentioned temporary driveway opening may be relocated, eliminated or reconfigured in accordance with Exhibit A of Architectural and Site Approval Committee Resolution No. 330, or such other reasonable urban design guidelines as City Council may require. The parking lot improvements associated with the subject development may be constructed within the driveway easement north of Lots 3 and 4 of Tract 5162 provided that the applicant shall supply to the Director of Public Works at the building permit level written documentation from the lessees of Lots 3 and 4 agreeing to the construction of such improvements. 13. The masonry wall at the north edge of the subject property shall be constructed to a minimum height of 6 ft. above adjacent sidewalk elevation, and shall include 2 ft. of mounded earth up to the north face of said wall. It is the Committee's intent that the subject development will not significantly increase ambient noise levels in the immediate neighborhood; accordingly, the applicants will provide a professionally -prepared acoustical analysis of noise sources eminating from the subject development, particularly in the vicinity of the proposed truck dock. Said report shall detail necessary mitigation measures to ensure compliance with the above -mentioned standard. 14. The restaurant portion of the subject development application is not approved. However, the applicant shall provide a landscape setback in this area as it is depicted on Exhibit A 1st Revision to a depth of 20 ft. on the Bandley Drive frontage thereof. -2- HC- 51, 29 6. 41 RESOLUTION NO. 733 (continued) 15. Store fronts of individual shops shall be enclosed in a manner similar to the store front of the subject Alpha Beta Market; that is, clear glass set in bronze anodized frames with an underlying buff colored bulkhead. Deviation from this standard shall require prior approval of Architectural and Site Approval Committee. 16. The wooden fascia on the east elevation of the 11B°° shops and the west elevation of the "A" shall be continued on the north wall of both shop complexes terminating at the junction of said north wall with the east and west walls respectively of the market building. 17. The landscaping plan Exhibit C 1st Revision shall be modified as follows; an additional tree and schrubbery shall be added in the vicinity of the trash enclosure north of the "A" shops; one tree shall be added at the northwest corner of the "B" shops to conceal public view of the trash enclosure; two additional trees shall be added to the east perimeter of the subject site, one in the vicinity of the southwest corner of accessor parcel 326-32-52 and one near the northwest corner of accessors parcel 326-34-55. 18. The lighting plan for the subject development shall include Weyerhauser fixtures described in Section 4a of Architectural and Site Approval Committee Resolution No. 330 at the perimeter of the site; the parking lot lighting fixtures may be the guardco type specified on Exhibit A 1st Revision. Emitted light color from the guardco fixture shall be closely identical to that of the Weyerhauser fixture when installed. 19. Final layout of exterior lighting fixtures shall be subject to staff approval. City Traffic Engineer shall examine the lighting plan at the building permit level to ensure protection of the public from excess lighting intensity of spillover onto adjoining properties or rights -of -way.
