HomeMy WebLinkAboutASAC Reso 730HC -51,423.1 RESOLUTION NO. 730 OF THE ARCHITECTURAL AND SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO RECOMMENDING APPROVAL OF GRADING AND FENCING FOR A SINGLE-FAMILY RESIDENTIAL SUBDIVISION LOCATED WITHIN THE CITY OF CUPERTINO HILLSIDE PLANNING AREA. PROPERTY OWNER: San Carlos Homes and Development Company APPLICANT: San Carlos Homes and Development Company (Alcalde Knolls) ADDRESS: 1620-c El Camino Real, San Carlos, California 94070 LOCATION OF PROPERTY: Opposite the intersection of Lockwood Drive and Voss Avenue --------------------------------------------------------------------------------- The Architectural and Site Approval Committee makes the following findings with respect to this application: 1. That the grading concept proposed is consistent with the approved subdivision layout and that the applicant has attempted to minimize the impact of grading on the overall natural topography of the property. 2. The application of the various fencing types approved as shown on Exhibit A of this application are consistent with the balance intent of maintaining privacy of individual lots while preserving public view corridors into the natural setting of property. 3. The Committee notes the applicant's willingness to share in the cost of providing protective fencing around the perimeter of the natural pond and adjoining water course which are located at the northwest corner of the subject subdivision. CONDITIONS OF APPROVAL: 1-8. Architectural and Site Approval Standard Conditions to the extent that they do not conflict with the special conditions enumerated herein. In the event a conflict does exist, the special conditions as enumerated herein shall apply. 9. That the approval is based on Exhibits A, B, B -1, B-2, B-3, B-4, C, D, D--1 through D-11 of this application except as may be amended by special conditions contained herein. 10. Lots 1 through 28 shall be permitted a combination of pasture type fencing and solid board privacy type fencing as illustrated on Exhibit A. Additionally, these lots may be permitted to fully enclose the yard areas with provision that lot lines commonly shared with the remaining lots in the development shall be required to utilize open rail fencing. Lots 1 through 33 shall be permitted to extend fence lines as required and allowed under the Fence Ordinance. Lots 34 through 43 shall be required to utilize the fencing type as illustrated on Exhibit A. Lot owners in this area similarly may be allowed to further enclose property lines with this type of fencing subject to the setbacks and constraints of the Fence Ordinance. In no case shall fencing of Lots 41,42, or 43 which is commonly shared with an adjoining in this development be permitted solid board privacy fencing on the property line. -1- HC -51,423.1 RESOLUTION NO. 730 (continued) 11. Notwithstanding the above condition, Lots 1, 6, and 7 shall be restricted to side yard fencing of a style and height conforming to the "pasture style" delineated on Exhibit B-4 of this application. 12. The grading plan is illustrated on Exhibit D as approved in concept with provision that the staff shall review the final grading plan at the building permit stage to ensure conformity with this plan. The applicant shall provide a minimum of 15 ft. of slope rounding as provided for in Condition No. 17 of Planning Commission Resolution No. 1614. The staff shall have the ability to refer any specific lot grading plan back to the Architectural and Site Approval Committee should the final grading not conform with this plan in concept.
