HomeMy WebLinkAboutASAC Reso 707HC -51,421.1 RESOLUTION NO. 707 OF THE ARCHITECTURAL AND SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO RECOMMEI\IDING APPROVAL OF SITE, ARCHITECTURE, LANDSCAPING AND GRADING FOR A COMMERCIAL BANK AND OFFICE STRUCTURE. PROPERTY OWNER: Pacific Valley Bank APPLICANT: Pacific Valley Bank ADDRESS: 1245 South Winchester Boulevard, San Jose, California 95128 LOCATION OF PROPERTY: Northeasterly Quadrant of North De Anza Boulevard and Stevens Creek Boulevard ------------------------------------------------------------------------------------- The Architectural and Site Approval Committee makes the following findings with respect to this application: 1. That the site and architectural plans approved under this Resolution No. 707 conforms substantially to those conceptually approved under Applications 4-Z-77, 5-U-77 and 2 -TM -77. 2. That the proposed structure will enhance the appearance of the major intersection in the City by combining numerous parcels into a cohesive whole and also through the concept and architectural materials as presented. CONDITIONS OF APPROVAL: 1-8. Architectural and Site Approval Standard Conditions to the extent that they do not conflict with the special conditions enumerated herein. In the event a conflict does exist, the special conditions as enumerated herein shall apply. 9. The recommendation of approval is based on Exhibits A, B, B -1, B-2, C, staff informational exhibit and Exhibit E of Applications 4-Z-77, 5-U-77 and 2 -TM -77 except as may be amended by special conditions contained herein. 10. Exhibit A of this application shall be modified to reflect a bus turnout dimensioned to Department of Public Works specifications. 11. The parking stall dimensions at the south end of the Bank building shall be modified to the satisfaction of the Director of Public Works. 12. Handicapped parking stalls shall maintain a minimum dimensional size of 12 ft. by 18 ft. 13. Consistent with Condition No. 20 Planning Commission Resolution No. 1672, a 50 ft. landscape setback dedication on the Stevens Creek Boulevard frontage of Phase Two of this development shall be required. Further, during future hearings regarding Phase Two of this development, the Architectural and Site Approval Committee may review and modify the site plan approved under Phase One of this application to ensure a coordinated circulation system between Phases One and Two of the development. 14. The walkway system on the west side of the Bank building shall be modified as shown on the staff informational exhibit. 15. The public sidewalk shall be as detailed on Exhibit Informational - 3 of Application HC -51,392.1. The applicant will have the option to use -1- HC -51,421.1 RESOLUTION NO. 707 (continued) Condition No. 15 (continued) Bomanite on private sidewalks. 16. The planting plan for the 50 ft. setback area adjacent to De Anza Boulevard shall be modified to include ground cover on the east side of the sidewalk in place of, or in addition to lawn. Selection of ground cover species shall be subject to staff approval at the building permit level. The proposed Juniper Chinensis shown on the parkway portion of the site shall be completely or partially deleted in favor of Hebe 'Coed" or Raphiolepsis subject to staff approval at the building permit level. 17. The Pinus Halepensis shown on Exhibit C is not approved. A substitute specie and arrangement thereof shall be presented for staff approval at the building permit level. 18. Screening plants shall be installed at the west end of northernmost bank of parking stalls as shown on Exhibit C. 19. At least two trees shall be installed on the west side of the sidewalk within the parkway area, subject to staff approval at the building permit level„ 20. The lighting and signing portions of this application are continued to a future public hearing. 21. Grading is conceptually approved with the understanding that it will retain closely the existing topography without large variation in building pad heights with relation to adjoining public sidewalk. Final approval of grading to be issued by staff at the building permit level. 22.- The applicant is to supply the staff with a diagram and description of methods to protect existing trees which will be retained on the site. Said tree protection plan shall be approved prior to commencement of on -site grading operations.
