Motion carried, 4-0 POSTPONEMENTS: None WRITTEN COMMUNICATIONS: None ORAL COMMUNICATIONS: Staff member Caughey advised there were two requests to be considered at end of agenda; A&W requesting permission to paint their roof orange and discussion of a sound wall for Silver Oak Development. Chairperson Sallan announced no public hearing would be initiated after 11:00 p.m. and the Committee would adjourn at Midnight. PUBLIC HEARINGS: 1. Application HC -51,419.1 - Dividend Industries, Inc. requesting approval of landscaping for a residential development located at the northwest corner of Stelling Rd. and Alves Drive. Continued from ASAC meeting of April 7, 1977. Mr. Art Anderson, 3600 Pruneridge Avenue, Santa Clara, referred to Condition 10 which called for wall texture to be slumpstone pattern on both sides. He said the exterior side would be slumpstone and the interior side would be the broom texture. Relative to Condition 11 regarding planting of tree well retaining wall, Staff member Caughey described new plants added. Chairperson Sallan indicated her concern that the planting would be adequate. She did not feel the wall would be covered. There needed to be something between the ground cover and the top of the wall under the trees. It was recommended espaliered plants be added under all the trees. The hearing was opened to comments from the public. There were none. Member Claudy moved Public Hearings be closed, seconded by Member Irvine. Motion carried, 4-0 MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING Member Claudy moved for approval of Application HC -51,419.1, subject to the following conditions: 1-8. Architectural and Site Approval Standard Conditions to the extent that they do not conflict with the special conditions enumerated herein. In the event a conflict does exist, the special conditions as enumerated herein shall apply. 9. That the recommendation of approval is based on Exhibits C 1st Revision and C-1 1st Revision referenced. 10. The design of the fencing structure adjacent to Stelling Road shall be consistent dimensionally with the design shown on Exhibit C 1st Revision. Wall texture will be slumpstone pattern facing the street and broom texture on the interior. Grade breaks of 6 inches or less shall be permitted where necessary between wall sections. The sound wall design shall be consistent with the intent of Condition -No. 16 of Planning Commission Resolution No. 1647. If the final design solution requires the sound wall height to be in excess of that shown on Exhibit C lst Revision, the applicant shall submit an amended plan to the Architectural and Site Approval Committee prior to the issuance of a building permit. 11. In cases where a tree well retaining wall is required on the Stelling Road planter strip, the retaining wall material shall be obscured by planting subject to staff approval. Additional espaliered plants shall be placed along wall in such a manner that the spaces under the trees shall be closed up after a reasonable growth period. 12. The proposed Pyrus Calleryana as shown on Exhibit C lst Revision shall be changed to a variety of Angozanthus, and the proposed Abelia Florabunda shown on Exhibit C 1st Revision shall be changed to a variety of Escallonia subject to staff approval. Seconded by Member Ripplinger. Motion carried, 4-0 Chairperson Sallan advised this application would now be heard by the City Council at their May 2, 1977 meeting. Application HC -51,075.403 - T.G.I. Friday's, Inc. requesting 's approval of a portion of signing for a restaurant located in the Vallco Fashion Park. Continued from ASAC meeting of April 7, 1977. Mr. Walter Ward, General Manager of Vallco, exhibited pictures of a similar restaurant in Dallas showing how signs would look. Samples of material were displayed. It was ascertained the signs were not illuminated. Chairperson Sallan noted the issue was having two signs on one elevation. Mr. Ward said the one sign was an identification and the small sign over the door was to indicate the entry. Mr. Troy J. Brown, 2260 Bay Road, Redwood City, said they felt the signing was an integral part of their architecture. Member Claudy said he felt the sign went well with -the building and he felt the two small signs balanced each other. Member Ripplinger agreed. Member Irvine said he liked these signs and would approve them. Chair- person Sallan said she liked the signs but felt the signing should have been designed to meet criteria of the ordinance. The hearing was then opened to public comments. There were none. Member Claudy moved to close Public Hearings, seconded by Member Irvine. Motion carried, 4-0 Member Irvine moved to approve Application HC -51,075.403 of two small T.G.I. Friday's signs as referenced in Exhibit B. Seconded by Member Claudy. HC -51,075.40 approved Motion carried, 4-0 Chairperson Sallan advised this would now be heard by the City Council at their May 2, 1977 meeting. MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING A brief discussion was held on findings for allowing two signs on one wall. The findings were that it is a Planned Development, it is internally oriented and is not visible from any public right-of-way and adds architectural balance to the entryway. 3. Application HC -51,075.404 - Vallco Park, Ltd. (El Torito Restaurant) requesting approval of site, architecture, landscaping, grading, lighting and signing for a restaurant located in the Vallco Fashion Park in the loop east of Wolfe Road south of the tunnel. Mr. William Rudolph, 16168 Beach Blvd., Huntington Beach, displayed exhibits and described them. Member Irvine noted that sample boards should be required on all applications since they are readily available from the manufacturers. Chairperson Sallan questioned how the restaurant would blend with Penney's. She asked if the yellow glaze Mexican tile had to be used. Mr. Rudolph said it was an architectural accent. Site: Mr. Rudolph described trash collection. A service yard is proposed which will have trellis. Member Claudy said the service yard was nice but the problem with the layout was all the delivery trucks and trash pick-ups were taking place 50 feet from Wolfe Rd. He suggested more plantings underneath the Sequoia at the corner to screen the trucks. Architecture: Member Claudy said he was concerned about the blank mass of the fireplace on west elevation. Since it was right out on the street, he felt perhaps an architectural design could be added. This was discussed. Mr. Rudolph suggested adding some type of climb- ing vine. Member Claudy pointed out there were ten different window treatments. Mr. Rudolph said they were trying to portray the look of a hacienda which had been added onto through the years. Some of the windows are false. These are used to make the facade look less blank. Mr. Rudolph referred to staff memo of April 18, 1977 which indicated there was a deficit of 17 parking spaces. He said there was only a deficit of 12. HC -192 Page 5 [C-51,075 .40 :l Torito lestaurant Mr. Caughey described a future pedestrian walkway between overflow lot and restaurant site. HC -192 Page 6 Public Hear- ings closed MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING In answer to Member Claudy, Mr. Rudolph said they felt introducing Bomanite would not be consistent with the rest of Vallco. They were proposing exposed aggregate with concrete band on both sides. Landscaping: Chairperson Sallan advised the applicant that a detailed plan for Wolfe Road trellis area should be brought in for staff approval. Mr. Rudolph said they felt the berm would do.a good job of screening cars. He agreed to put in more shrubs by the trellis area and to plant the fireplace area to break up mass of fireplace. Chairperson Sallan asked how the fence would be screened. The applicant said a vine that would cascade over the fence would be planted. He said a fast growing vine could be used. Chairperson Sallan noted there was hardly any planting on south elevation. She suggested some low growing plants could be placed there. Lighting: The lighting fixtures were described and discussed. Signing: A colored rendering of the sign was displayed. Chairperson Sallan questioned the use of "cocktails" on the sign. She felt the sign was better looking without it. Mr. Rudolph said the wood on the sign was sand blasted with carved raised letters. He pointed out secondary plaque. Member Ripplinger ascertained the sign would be about 6 ft. behind the sidewalk. Member Claudy suggested using stucco for base of sign to tie it in with the building. Chairperson Sallan suggested continuing the signing so the client could be approached about eliminating the "cocktail" portion of sign. With regard to Planning Condition suggestion for a sign to guide patrons to overflow parking area, Mr. Rudolph said they would rather wait and see if this was necessary. If a problem developed, it could be done then. The hearing was then opened for public comments. There were none. Member Claudy moved to close Public Hearings, seconded by Member Irvine. Motion carried, 4-0 MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING rpage C-192 7 Member Claudy moved approval of Application HC -51,075.404 subject to the following conditions: 1-8 Standard Architectural and Site Approval Committee condition! to the extent that they do not conflict with the special conditions enumerated herein. In the event a conflict does exist, the special conditions enumerated herein shall apply. 9. That the recommendation of approval is based on Exhibits A, B, B-1 and C except as may be amended by additional conditions contained herein. 10. The signing portion of this application is continued. 11. Additional low growing plants shall be installed along the south and part of the west wall to soften the transistion from the ground to the building. 12. Plants to. screen fireplace on west side and service yard shall be of climbing type subject to staff approval. Seconded by Member Irvine. Motion carried, 4-0 Chairperson Sallan advised this would be heard by the City Council at the May 2, 1977 meeting. At 8:30 p.m. a recess was called, with the meeting reconvening at 8:43 p.m. 4. Application HC -51,150.2 - De Anza Racquet Club requesting approval of lighting for a commercial racquet club located at the northwest corner of Stevens Creek Boulevard and Stelling Road. Slides were shown to illustrate staff's concern about possible light intrusion into the upper stories of adjacent condominiums. Mr. L. Marinello, 1061 W. Iowa, Sunnyvale, said the closest building belonged to their facility Chairperson Sallan ascertained that particular place in the wall was not landscaped, although the rest of the wall was. The tennis courts are at this point and Mr. Martinello said these courts would not be lighted. -51,075.404 proved w/ nditions -51,150.2 Anza cquet Club HC -192 Page 8 Public Hear- ings closed HC -51,150.2 approved w/ conditions MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING Member Claudy ascertained the parking lot lights were on 20 ft. poles. Mr. Tony Biro of Lighting Systems said both the parking lot lights and the tennis court lights were done with the same style fixture. He exhibited illustration and explained they did not feel the lights needed to be shielded because of cut-off. He described where the cut-off of light would occur and said there should not, be any spill -over problem. The lighting should not be any more objectionable than moon- light. This would apply to the tennis courts also. Mr. Biro said there were only 3 lights which would be shielded. Chairperson Sallan thought this shielding should be done on the Stelling Road side. It was pointed out there was nothing on the other side of Stelling Road that would be affected. It was agreed they would see if there would be any spillover before shielding the lights. The hearings were then opened for public comments. There were none. Member Claudy moved to close Public Hearings, seconded by Member Irvine. Motion carried, 4-0 Member Claudy moved approval of Application HC -51,150.2 subject to the following conditions: 1-8 Standard Architectural and Site Approval Conditions to the extent that they do not conflict with the special conditions enumerated herein. In the event a conflict does exist, the special conditions as enumerated herein shall apply. 9. That the recommendation of approval is based on Exhibits E and E-lst Revision of this application except as may be amended by special conditions contained herein. 10. The Architectural and Site Approval Committee shall have the option to review intensity of on -site lighting approved under this application and require the installation of shields at appropriate points if it should prove necessary. 11. Upon receipt by the Director of Planning of complaints regard- ing light intrusion from the Racquet Club into the adjacent residential development or into the public right-of-way, the MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING applicants shall install shielding devices on lighting fixtures or employ other reasonable means to correct the intrusion impact satisfactory to the Director of Planning. Seconded by Member Ripplinger. Motion carried, 4-0 Chairperson Sallan advised this would now be heard by the City Council at the May 2, 1977 meeting. 5. Application HC -51,058.11 - Postal Instant Press requesting approval of a tenant sign. Also request by proprietors of "Shoe Fair" Center for approval of comprehensive sign program as required under Section 7.12.3 of Ordinance 746. After a brief discussion, the Committee members agreed to discuss the sign program for the Shoe Fair Center first. Mr. Jim Finch, 1261 Russell Avenue, Los Altos, said the Exhibit F-2 was a condensed version of what had been previously discussed. The first part spoke to the free-standing sign and the other part to the individual tenant signs, most of which were in existence. He had discussed this with the other tenants and the only real objection was from Walker Lee. Mr. Finch said Walker Lee had obtained their permit three years ago which conformed to the ordinance and it would upset them very much if they had to change it now. Mr. Finch said Economy Imports' lease would be up in August and could then be brought into conformance. Chairperson Sallan referred to Shoe Fair sign on roof. She noted the center has an earth -tone look to it and the white signs with red or orange letters do not blend with the architecture. It would be better if the signs had a softer background of ivory or beige. Member Claudy agreed the white background did not blend but said he realized having existing signs would make it harder to gain conform- ance. Mr. Finch pointed out some of the signs were only a year or two old. Chairperson Sallan said this could be a beautiful center if all the signs had ivory background with brown letters. HC -192 Page 9 HC -51,058.11 Postal Instant Press HC -192 Page 10 Public Hear- ings closed MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING Member Irvine noted out of seven tenants, three of the signs had been approved without the past year and he did not feel they could require the signs to be changed. Member Claudy said he agreed with Member Irvine. A de facto sign program of white background with brown can had been established. Chairperson Sallan explained the intent was to have the opportunity to change signs at some point down the road. The possibility of having one white background next to an ivory background for an indefinite period was discussed. Mr. Finch pointed out he did not think having one white and one ivory background on the ground sign would be very attractive. A lengthy discussion was held on if and how a transistion could be made from the white to the ivory background for the signs. Chairperson Sallan said they could also change the color of the building to white which would then look better with the signs. She did not feel the sign program they have now is the most aesthetic solustion. A discussion was held on whether a sign program could be imposed on a tenant if it was not wanted. It was pointed out there is no legal sign program for the center. Chair- person Sallan said all the tenants could be notified, a hearing held and a discussion be entered into. It could be clarified they would not have to change their signs at this point. She felt this would be aesthetic planning. Mr. Finch said this could be done but there would be a mixture for many years. There would be a visual conflict, especially on the free stand- ing sign. He pointed out some of the leases ran from 5 to 20 years. The hearing was opened to the public for comments. A member of the audience said the signs evidently were not as obtrusive to the public as they were to the committee members. Member Claudy moved to close Public Hearings, seconded by Member Ripplinger. Motion carried, 4-0 Member Claudy felt this was a good sign program except for background color. There was a de facto sign program in operation and he would vote for leaving it as is except he would prefer the ivory background. Member Irvine agreed. Member Ripplinger disagreed and felt there should be a legal sign program. MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING Chairperson Sallan said she would like to see it set up that the signs could be kept for a period of time and then there would have to be a change. The change could be at tenant's initiation or after a set period of time. It was suggested a provision be made for a review of the signs in this center in four years with provision to show the concern of this committee about the background color of the signs. A discussion was held on how many signs a tenant would be permitted under this sign program. Staff was to rewrite. Member Claudy moved approval of the sign program portion of Application HC -51,058.11, Exhibit F-2, as stated, with the exception that Condition 3, a and b, shall be rewritten by staff to conform to Committee discussion and consensus. A further provision shall be that in 1982 this sign program shall be subject to review by the ASAC with the intent of determining the effectiveness and aesthetic merit of the sign program relative to the then existing building trend and color. This review shall be particularly relative to making sure the background color of the signs shall coordinate with the paint, trim and roof material of the building. The Committee might want to give particular attention to changing white background to warmer tone. Seconded by Member Irvine. Motion carried, 3-1 No: Ripplinger The tenant sign for "Postal Instant Press" shop was displayed. Chairperson Sallan referred to staff recommendation that the "while you wait" be removed since other tenants in the center have only name and type of business on their signs. Mr. Bob Cohen said they are not a commercial printing house and did not handle stamps and mailing. There has been confusion on this point so they want to emphasize they did only instant printing. He said the "while you wait" increased their identity. Mr. Cohen said he felt there would be a change in their logo because of the confusion with the postal service. To have another sign made at this time would cost him about $3,000.00. Member Claudy said he understood what the applicant was saying about having to buy another sign. Mr. Cohen said it would take about 20% of their working capital. Member Irvine related his difficulties in finding other PIP offices. It was agreed the sign on the roof was a cluttered sign. Mr. Cohen said they have a 30 ft. frontage and are only asking for a 10 ft. sign. He stressed they needed the identification. Chairperson Sallan pointed out the lighting intensity should be conditioned. The hearing was then opened to public comments. There were none. Member Claudy moved to close Public Hearings, seconded by Member Irvine. Motion carried, 4-0 Member Claudy moved approval of Postal Instant Press portion of Application HC -51,058.11, subject to standard H -Control conditions and the further stipulation that the sign can and trim shall be dark brown in accordance with the sign program for the shopping center and the lighting intensity shall be subject to review. Seconded by Member Irvine. AYES: Claudy, Irvine, Ripplinger NOES: Chairperson Sallan Motion carried, 3-1 Chairperson Sallan advised this would be heard by the City Council on May 2, 1977. UNFINISHED BUSINESS: None NEW BUSINESS: HC -51,002.9 I Application HC -51,002.9 Ronald Dumas: Informal review of landscaping Ronald Dumas improvements for a triplex on the east side of Alpine Drive. Mr. Ronald Dumas, 10370 Alpine Drive, Cupertino, said the additional landscaping had been in for almost a year. Staff had inspected it, said it was nice but that it should be approved by ASAC. MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING The original landscaping plan was exhibited and Mr. Dumas described additional planting he had done. Mr. Caughey said he had seen the site and felt it was satisfactory. He explained ASAC had to approve installed plantings and growth before landscaping bond could be released. Slides were shown of the site. After further discussion, the Committee members agreed they could approve releasing the bond, based on staff's recommendation. Wall Revision on Silver Oaks Development: Staff member Caughey explained the problem was the proposed wall would not attenuate sound or visibility. He noted several solutions had proved unsatisfactory. A two foot retaining wall and an eight foot sound wall was being proposed. This would allow mounding of earth increasing area for more landscaping. Staff needed to have the Committee's input regarding a ten foot wall. Mr. Henry Brook, 86 Third Street, Los Altos, answered that the grading was done. Chairperson Sallan said they were again being put in the position of planning. She felt the staff and applicant should do this. Mr. Caughey said there was no other solution; it was either this or leave it as it had been approved. Member Irvine said he was concerned that Cupertino was becoming a city of slumpstone walls. Member Claudy agreed. The consensus of the Committee members was that the only way the ten foot wall would be acceptable was to have exceptional landscaping. Member Irvine said he thought the sound could be controlled by insulating the building and putting in double glazed glass and no sound wall whatsoever. Member Claudy said he thought a mistake had been made in trying to have all the homes face on private cul-de-sacs. He felt the homes should face the street. Mr. Brook said they would be willing to consider putting extra into the house and landscaping rather than in more walls. HC -192 Page 13 -51,002.9 proved HC -192 Page 14 Interim Policy on Planting by Developers A&W Roof Required Material Samples MINUTES OF THE APRIL 21, 1977 H -CONTROL MEETING Chairperson Sallan asked for a meeting to establish an interim policy on planting in new developments. She would like people with expertise in plantings, watering, etc. to be included. She felt the moratorium action taken by the City Council was unacceptable. The Committee members were in agreement to hold a separate meeting for this purpose. With regard to A&W's request to paint the roof of their facility at Stelling Road an orange color, the Committee members found that in reviewing the site, they felt the signing and building gave ample identification and they could find no rationale to allow the roof to be painted orange. Member Irvine made a motion that developers be required to bring before the City samples of finished materials showing color and texture which would become a part of the developer's application.
