2015-16 FISCALYEAR BUDGET
NOTICE IS HEREBY GIVEN that the Cupertino
City Council will conduct a public hearing on
Tuesday, June 2, 2015 to consider the Capital
Improvement Plan (CIP), including a Negative
Declaration pursuant to the California Environ-
mental quality AM and a finding of General
Plan conformance; and the Recommended
Budget for Fiscal Year 2015.16: and the Ado
pP-
tion of the Recommended Budget; and Estab-
lishment of the Appropriation Limit, and related
actions.
At the Planning Commission meeting of Tues-
day, May 12. 2D15, the City of Cupertino's Plan-
ning Commission voted to recommend that the
City Council approve a Negative Declaration
(EA-2015-01) in finding that the proposed Five
Year Capital Improvement Projects for fiscal
years 2015.2016 to 2019-2020 (CP-201"1), are
in conformance with the City's General Plan ac-
cording to Resolution No. 6782.
At the Environmental Review Committee meet-
ing of Thursday, May 7, 2015, the City of
Cupertirto's Environmental Review Coma�[ttee
reviewed the Initial Study prepared for the pro-
posed Five Year Capital Improvement Projects
for fiscal years 2015-2016 to 2019-2020 and vot-
ed to recommend approval of a Negative Decla-
ration (EA-2D15-01) in finding that the projects
would not have a significant effect on the envi-
ronment.
Council meets at 6:45 p.m. in the Community
Hall Council Chamber, 10350 Torre Avenue,
Cupertino, California 95014. Interested parties
are invited to attend and be heard. A copy of
the proposed budget is available beginning
May 1 for public review Monday through Thurs-
day from 720 a.m. to 530 p.m. and on Friday

GENERAL PLAN FEE
NOTICE IS HEREBY GIVEN that on June 2, 2015, at
6:45 p.m., a public hearing will be conducted by
the City of Cupertino City Council at 10350 Torre
Avenue (Community Hay,), Cupertino, California
95014, to consider a resolution adopting pro-
posed new fee(s) to recover the costs for the
preparation and revision of the City's General
Plan and Housing Element (including the asso-
ciated Environmental Impact Report (EIR)), as
authorized by Government Code Section
56014(b). A General Plan consistent with State
law is required to be adopted by the City before
It can make necessary findings and determina-
tions required to approve development proj-
ects.
Any adoption of General Plan fees is not a proj-
ect under the California Environmental quality
Act because the fee modifications would create
a governmental funding mechanism which
does not involve any commitment to a specific
project that may result in a potentially signifi-

formation: Contractor's name, address, phone and fax number and e-
mail address for future communication. The plan holders list will be up-
dated daily. Bidder is responsible for printing all bidding documents.
12.BID PREPARATION COST: Bidders are solely responsible for the cost
of specification printing and preparing their Bids.
13.RESERVAMON Of RIGHTS: City specifically reserves the right, in its
sole discretion, to reject any or all Bids, or re -bid, or to waive inconse-
quential deviations from Bid requirements not involving time, price, or

NOTICE IS HEREBY GIVEN that the Cupertino City Council will hold a public hearing on the matters

On December 4, 2014, the City Council authorized staff to send the Draft Housing Element for the
California Department of Housing and Community Development {HCD) review and adopted an
amended General Plan called "Community Vision 2040" (GPA-2013-01), but did not adopt changes
to development allocations, heights, building planes,.
The public hearing for:
A. The Housing Element is to consider adoption ofthe Final 2014-2022 Housing Element Update in
the General Plan as required by State Law; and
B. The General Plan Amendment is to consider changes to city-wide development allocations for
office, commercial, and hotel uses, building planes, height limits.
A. Housing Element_ The California Department of Housing and Community Development (HCD)
has reviewed recommended some minor amendments and determined that the proposed Hous-
ing dement will comply with State housing element law when adopted and submitted to HCD.
The Housing Element (GPA-2013-02) anticipates that that the following properties will be identi-
fied as Priority Housing Sites in the Housing Element: The Hamptons Apartments (located at the
south-east corner of the intersection of Pruneridge Avenue and N. Wolfe Road); Vallco Shopping
District (generally bounded, on the east side of S. Wolfe Road, by 1-280 to the north, Perimeter
Road to the east; Vallco Parkway to the south and S. Wolfe Road to the west and, on the west
side cf S. Wolfe Road, by 1-2BD to the north, Perimeter Road to the west, Stevens Creek Boulevard
tothe south and S. Wolfe Road to the east); The Oaks Shopping Center (bounded by Mary Avenue
to the north and east, Stevens Creek Boulevard to the south and Highway 85to the west); Marina
Plaza (south-east corner of the intersection of Alves Drive and Bandley Drive); Barry Swenson
side (a vacant property located on the south side of Stevens Creek Boulevard, approximately 300
feet west of the intersection of Stevens Creek Boulevard and S. Tantau Avenue); Glenbrooks
Apartments (located on Mary Avenue approximately 200 feet north of the intersection of Mary
Avenue and Stevens Creek Boulevard); Homestead Lanes & Adjacency (located at the south east
corner of the intersection of N. Stelling Road and Homestead Road).
On February 26, 2015, the Housing Commission at a special meeting conducted a public hearing
on the proposed 2D14-2022 Housing Element and voted 5.0 to recommend that the City Council
approve the proposed General Plan amendments related to the Housing Element (GPA-2013-0z)
with Resolution No. 2015-01.
On April 14, 2D15, the Planning Commission conducted a public hearing on the proposed 2014-2022
Housing Element and voted 5-0to recommend thatthe City Council approve the proposed Gener-
al Plan amendments related to the Housing Element (GPA-2013.02) with Resolution No. 6777.
B. GenerAl_Plan_Amendment.. The policies being considered for the General Plan Amendment
{GPA-2013-01) are Citywide d may include tl[e following areas: Oaks Gateway, Stelling Gat
e-
way (east of Stelling Road}, North De Anza Gateway, North Vallco Gateway (west of N. Wolfe
Road), City Center Node, North Crossroads Node, and the North De Anza Special Area. Building
planes wi l be considered along the north side of Stevens Creek Boulevard between Perimeter
Road and the eastern Cupertino city limit line and along the south side of Homestead Road be-
tween Linnet/Sunnyvale city limit and Swallow Drive/eastern Cupertino city limit line. The City
will also consider options for processing of General Plan Amendments.
For the General Plan Amendment project (GPA-2D13-D1), prior to the December 4, 2014 Council
meeting, on October 14, 2014 the Planning Commission held a public hearing and continued the
Item to a public hearing on October 20, 2014, at which it voted 4.0 (Takahashi absent) to approve
the General Plan Amendment (GPA-2013.O1) to establish citywide development allocations for
commercial, office, and hotel uses, development parameters for key study areas (including the
Vallco Shopping district) and updates to address recent State Law requirements, with amend-
ments, pursuant to Resolution 6761.
Environmental Recommendation: The Final Environment Impact Report (FEIR) (SCH No.
2014032007) was certified by the City Council on December 4, 2014, The FOR analyzed the pro-
posed changes, and included the actions to betaken at this hearing.

3.STATEMENT OF QUALIFICATIONS: Each Bidder shall be required to submit a "Statement of
Qualifications" in accordance with Document 00200 (Instructions to Bidders) and Document 00450
(Statement of Qualifications for Construction Work).
4.DaCRIPTION OF THE WORK: Work generally consists of placing various roadway surfaces
treatments including micro surfacing. slurry seal, conventional chip seal and rubberized chip
seal, replacing traffic striping and pavement markets, installing a colored bike lanes, and other
miscellaneous work as shown in the plans and outlined inthese specifications.
5.PERMIT-REQUIRED CONFINED SPACES (FRCS): None required for this project
6.CONTRACT TIME Work shall be finally completed within 45 working days. Refer to Document
00800 - Special Conditions, Section 15, for further restrictions.
7.REgUIRED CONTRACTOR'S LICENSE A California Class A or Class C-12 contractor's license is
required to Bid this Contract. Joint ventures must secure ajoint venture license prior to award
of this Contract. Removal, handling, and/or disposal of hazardous materials may, by law, require
hazardous substance removal certification by the Contractor's State License Board.

12.PROCUREMENT OF BIDDING DOCUMENTS: Bidders may examine a complete hard -copy set of

To obtain a copy of the bid documents, Bidders must download a set of bid documents from the
City of Cupertino Web site at http://www.cupertino.org/indexaspx?page=119, or from a plan
room or trade journal site that carries them. The City will post all addendums to the project on
the City web site and it is the Contractor's sole responsibility to download the addendums for the
project. If a Contractor wishes to be on the plan holders list for the project the Contractor must
send an email to: pavementprojeds@cupertino.orcJ containing the following information: Con-
tractor's name, address phone and fax number, and e-mall address for future communications.
The plan holders list will he updated daily. Bidder is responsible for printing all of the bidding
documents.
13.BID PREPARATION COST: Bidders are solely responsible for the cost of plan and specification
printing and preparing their Bids.
14,RESERVATION OF RIGHTS: City specifically reserves the right, in its sole discretion, to reject

The City of Cupertino (the City) has prepared an Initial Study to evaluate
the environmental impacts of the project identified below, as required
by the California Environmental Quality Act (CEQA). The Initial Study
concludes that the project described below, with the incorporation of
mitigation measures, would not have a significant effect on the environ-
ment, and therefore, the City proposes to adopt a Mitigated Negative
Declaration (MND) for the Civic Center Master Plan. The project is not
listed as a hazardous materials site under Section 65962.5 of the Govern-
ment Code. The purpose of this notice is to inform the public of the
City's intent to adopt the MND for the project, and to provide an oppor-
tunity for public comments on the draft MND/Initial Study. The public
comment period for this document is 31 days, beginning on May 15, 2015
and ending on June L5, 2015.
SUMMARY PROJECT DESCRIPTION: The Project proposes to replace the
existing City Hall with a new 2-story City Hall of up to 40.000 square feet
in size on top of one level of below -grade parking to accommodate up to
118 vehicles. The new City Hall building would be located in the same
general location as the existing building. The City also proposes to add
approximately 2,000 square feet to the library for a new program room.
The library building would be expanded to the south into an existing
grass area.

The City Council will consider the following items at a public hearing on May 19, 2015 at 6:45 p.m.

• The Housing Element is to consider adoption of the Final 2014-2022 Housing Element
Update in the General Plan as required by State Law; and
• The General Plan Amendment is to consider changes to city-wide development allocations
for office, commercial, and hotel uses, building planes, height limits.

The California Department of Housing and Community Development (HCD) has reviewed,
recommended some minor amendments and determined that the proposed Housing Element will
comply with State housing element law when adopted and submitted to HCD. The Housing Element
(GPA-2013-02) anticipates that that the properties shown in Figure 1 will be identified as Priority
Housing Sites.
On February 26, 2015, the Housing Commission at a special meeting conducted a public hearing on the
proposed 2014-2022 Housing Element and voted 5-0 to recommend that the City Council approve the
proposed General Plan amendments related to the Housing Element (GPA-2013-02) with Resolution
No. 2015-01.
On April 14, 2015, the Planning Commission conducted a public hearing on the proposed 2014-2022
Housing Element and voted 5-0 to recommend that the City Council approve the proposed General
Plan amendments related to the Housing Element (GPA-2013-02) with Resolution No. 6777.
The policies being considered for the General Plan Amendment (GPA-2013-01) are Citywide, and may include the areas indicated in Figure 2 above. The
City will also consider options for processing of General Plan Amendments. Prior to the December 4, 2014 Council meeting, at which the City Council
considered General Plan Amendments, on October 14, 2014 the Planning Commission held a public hearing and continued the item to a public hearing
on October 20, 2014, at which it voted 4-0 (Takahashi absent) to approve the General Plan Amendment (GPA-2013-01) to establish citywide development
allocations for commercial, office, and hotel uses, development parameters for key study areas (including the Vallco Shopping district) and updates to
address recent State Law requirements, with amendments, pursuant to Resolution 6761.
The Final Environment Impact Report (FEIR) (SCH No. 2014032007) that analyzed the "
proposed changes, and the actions to be taken at this hearing, was certified by the City

3.STATEMENT OF QUALIFICATIONS: Each Bidder shall be required to submit a "Statement of
Qualifications" in accordance with Document 00200 (Instructions to Bidders) and Document 00450
'(Statement of Qualifications for Construction Work).
4.DESCRIPTION OF THE WORK: Work generally consists of placing various roadway surfaces
treatments including micro surfacing, slurry seal, conventional chip seal and rubberized chip
seal, replacing traffic striping and pavement markers, installing a colored bike lanes, and other
