POSTPONEMENTS - NONE WRITTEN COMMUNICATIONS: NONE ORAL COMMUNICATIONS: NONE PUBLIC HEARING: 1. Application HC -51,384.2 -Cal Coast Sign Company requesting approval a sign program for an office building located at the southwest corner of Stelling Road and McClellan Road. Mr. Vernon Pitroff, Cal Coast Sign Company, was present for this applica tion. Member Sallan commented that the sign was creative and that the lateral orientation was interesting. Chairperson Claudy noted the low horizonta effect of the sign and commented on its attractiveness. Member Sallan raised the only question; this regarding lighting intensity of the sign. Mr. Pitroff noted that the bulbs come in only high intensity and that spray painting the sign can reduce this intensity. Chairperson Claudy noted that, since there are no other commercial establishments in the area and no other lighting except for street lights, the sign will show up quite well even with low intensity light. Member Sallan requested that there be stipulations in the approval of the application that HC -212 Page 1 HC -212 Page 2 Approval of Application Fir -51 ,38LL2 MINUTES OF THE FEBRUARY 23, 1978 ASAC MEETING steps be taken to minimize light intensity, such as spraying the inside gray, as the applicant suggested. Mr. Pitroff noted that he isn't sure this would be the answer, but that the light source will be toned down so as not to glare. He commented that if the intensity is too bright after the sign is up, it can be modified. Mr. Caughey suggested that a light intensity control stipulation be put on to be approved at the building permit level. Members agreed this would be a good solution. Since there were no comments from the audience, Member Bond moved and Member Irvine seconded that the public hearing be closed. Motion carried, 4-0 Member Sallan moved that Application HC -51,384.2 be approved subject to the standard ASAC conditions 1-8 and Conditions 9, 10 and 11 as follows; 9. That the recommendation of approval is based upon Exhibits F and F-1 of this application except as may be amended by special conditions contained herein. 10. That the applicant is to bring to the staff a plan showing how lighting intensity is to be controlled prior to issuance of building permit. 11. The Architectural and Site Approval Committee or its staff shall retain authority to review lighting intensity of the sign approved under this application, and to require correction of off -site intrusion into adjoining properties or rights of way. The motion was seconded by Member Irvine. Motion carried, 4-0 Minutes of February 9, 1978 - Postponed from beginning of the meeting Since there were no corrections or additions to the minutes of February 9, 1978, Member Bond moved and Member Irvine seconded that they be approved as submitted. Motion carried, 3-0 Chairperson Claudy abstaining UNFINISHED BUSINESS Mr. Caughey noted that several months ago, the Committee was asked to look at various bus shelterr.designs to serve County Transit buses. The Transit District has selected a shelter design they wish to use throughout the county. It is a 5' side tempered glass enclosure with opaque wooden top and a wooden bench. The District has selected a site in Cupertino at the northwest corner of Stevens Creek Blvd. and Stelling Road as a trial site for a shelter. In order to implement their schedule they would like agreement as to the location and conceptual approval of the design they wish to use by the Committee and City Council MINUTES OF THE FEBRUARY 23, l978 -SAC MEETING Chairperson Claudy stated he has no problem with the shelter itself, but that when the DeAnza Raquet Club application was approved, a trellis` walkway and bus shelter were conditions of approval. Mr. Caughey said he met with the racquet club representatives today and they are bringing in a new landscaping plan for approval in which they will keep some of the trellis and eliminate the requirement for a bus shelter. They will also address the screening issue at that time and wish to heavy up land- scaping along Stevens Creek Blvd. Member Sallan asked about the comfort of the wooden bench, since it has a straight back. Mr. Caughey noted that this type of seat seems to be more uncomfortable, but that it may be easier for the handicapped to get up from it. Chairperson Claudy noted that the wooden bench per se would not be uncomfortable, but the contour could be modified to provide a more comfortable seat. Mr. Caughey said he will put this in his comments to the Transit District. Member Irvine asked about accessibility to the handicapped, and if part of the bench will be removed to accommodate wheelchairs. Mr. Caughey noted that part of the bench will be removed for this purpose and that arm rests will occur at intervals on the bench to help the handicapped. Member Irvine also noted that tempered glass tends to shatter into pebble - like pieces if, for example, a.rock was thrown. Mr. Caughey noted that the District considered all materials. They all have good points and bad points. He noted, however, that the glass did not shatter when kicked. Member Irvine asked if there will be lighting. Mr. Caughey said there will be. NEW BUSINESS Rewording of Standard Architecture and Site Approval Committee Condition Mr. Caughey stated that this condition is the one which references the policy document which prohibits installation of landscaping until the end of the drought unless previously approved. Previously approved landscapir could be installed if a drip emitter system were installed along with 50% drought resistant plants. In an information follow-up letter, Mr. Caughey noted that there is mixed reaction among landscape architects about the drip emitter system. He noted that a suggestion by Mr. Alex Tchalemian (Landscaping Contractor) to use conventional systems coupled with a timing device which presets the irrigation cycle to select certain increments and patterns in order to control the duration of time during which a sprinkler system is operat- ing - in other words, a landscape management approach seems to be interes Member Bond noted that Hewlett-Packard's drip system is a success because of diligent maintenance. He noted that if the water is filtered, some of the clogging problem is eliminated. Chairperson Claudy noted that he has had limited success with a drip emitter system at his home. Member Irvine asked for a definition of "drought resistent". Mr. Caughey stated that the plants must be certified as drought resistent by a landscape contractor, and thathealso references a list supplied to him by Mr. Michael Painter (who continues to be optimistic about the drip emitter system). All members agreed with a requirement for drought resistent plants. Member Sallan felt that saving water is the main issue and that she would feel uncomfortable with imposing a blanket system that everyone must use. Member Bond suggested that the condition be worded so that the applicant must submit a water management plan to the staff for approval. Chairperson Claudy suggested that it be stated that this water management plan be designed to conserve water. Member Sallan added that examples might be suggested. Chairperson Claudy noted that no certain type of system should be required. Member Bond asked that the term "drought resistent" be changed to "drought tolerant". Members agreed with this. Mr. Caughey said he will draft a condition and send it to:Committee Members for review.
