CUPERTINO PARKS AND RECREATION COMMISSION
Thursday, March 5, 2026
At 7:00 p.m. Vice Chair Bono called the Regular Parks and Recreation Commission meeting to
order in the Quinlan Community Center Conference Room, 10185 N. Stelling Rd., and via
teleconference.
ROLL CALL
Present: Vice Chair Claudio Bono, and Commissioners Gopal Kumarappan, Sheela Sreekanth and
Carol Stanek. Absent: Chair Seema Swamy.
APPROVAL OF MINUTES
1.Subject: November 6, 2025 Parks and Recreation Commission Meeting Minutes
Recommended Action: Review and approve the November 6, 2025 Parks and
Recreation Commission meeting minutes.
MOTION: Stanek moved and Sreekanth seconded to approve the November 6, 2025
Parks and Recreation Commission Meeting Minutes. The motion carried with the
following vote: Ayes: Bono, Sreekanth, Stanek. Noes: None. Abstain: Kumarappan.
Absent: Swamy.
2.Subject: December 4, 2025 Parks and Recreation Commission Meeting Minutes
Recommended Action: Review and approve the December 4, 2025 Parks and
Recreation Commission meeting minutes.
MOTION: Sreekanth moved and Stanek seconded to approve the December 4, 2025 Parks
and Recreation Commission Meeting Minutes. The motion failed with the following vote:
Ayes: Bono, Sreekanth. Noes: None. Abstain: Kumarappan, Stanek. Absent: Swamy.

3. Subject: Chair and Vice Chair Selection
Recommended Action: Conduct the selection of the Chair and Vice Chair.
MOTION: Kumarappan moved and Sreekanth seconded to postpone voting for Chair to
the next Parks and Recreation Commission Meeting. The Commission did not vote on this
motion.
SUBSTITUTE MOTION: Stanek moved and Bono seconded not to postpone voting for
Chair to the next Parks and Recreation Commission Meeting. Vice Chair Bono opened the
public comment period and, seeing no one, closed the public comment period. The motion
carried with the following vote: Ayes: Bono, Sreekanth, Stanek. Noes: Kumarappan.
Abstain: None. Absent: Swamy.
MOTION: Stanek moved and Bono seconded to nominate Vice Chair Bono for Chair. The
commission did not vote on this motion.
SUBSTITUTE MOTION: Sreekanth moved and Kumarappan seconded to nominate
Commissioner Kumarappan for Chair. Vice Chair Bono opened the public comment period
and, seeing no one, closed the public comment period. The motion failed with the
following vote: Ayes: Kumarappan, Sreekanth. Noes: Bono, Stanek. Absent: Swamy.
Abstain: None.
MOTION: Stanek moved and Bono seconded to nominate Vice Chair Bono for Chair.

MOTION: Kumarappan moved and Stanek seconded to postpone voting for Chair to the
next Parks and Recreation Commission Meeting. The motion carried with the following
vote: Ayes: Bono, Kumarappan, Sreekanth, Stanek. Noes: None. Absent: Swamy. Abstain:
None.
MOTION: Commissioner Kumarappan moved to nominate Commissioner Sreekanth for
Vice Chair. The Commission did not vote on this motion.
SUBSTITUTE MOTION: Bono moved and Stanek seconded to postpone voting for Vice
Chair to the next agenda setting. The motion carried with the following vote: Ayes: Bono,
Stanek, Kumarappan, Sreekanth. Noes: None. Absent: Swamy. Abstain: None.
4. Subject: Fiscal Year 2026-2027 Community Funding Grant Applications and Program
Evaluation Process
Recommended Action: Review Fiscal Year 2026-2027 Community Funding Grant
Parks and Recreation Commission March 5, 2026
Applications and Program Evaluation Process.
Recreation Manager Sonya Lee introduced Management Analyst Jacinta Liang, who
introduced the applicants for the Fiscal Year 2026-2027 Community Funding Grant
Applications and Program.
The applicants presented.
Commissioners asked questions which applicants responded to.
At 8:56 p.m. staff recessed the meeting. The meeting reconvened at 9:00 p.m. with Vice
Chair Claudio Bono, and Commissioners Gopal Kumarappan, Sheela Sreekanth and Carol
Stanek present.
Applicants continued their presentations.
Management Analyst Jacinta Liang continued her presentation.
Commissioners asked questions which staff responded to.
Vice Chair Bono opened the public comment period and, seeing no one, closed the public
comment period.
STAFF AND COMMISSION REPORTS –
Recreation Manager Sonya Lee gave updates on upcoming Parks and Recreation events. Assistant
Director of Parks and Recreation Carolyn McDowell was introduced as the new Parks and
Recreation Commission liaison, and it was announced that Recreation Coordinator Zoe Keeley
joined the Senior Wellness Division. Commissioners were reminded about upcoming mandatory
training, city e-notifications, reporting issues via Cupertino 311, international travel requirements,
and the spring recreation schedule was announced, starting with activities on March 30. It was
also reported that city offices will be closed March 31 for Cesar Chavez Day, though some facilities
will remain open.
Assistant Director of Parks and Recreation Carolyn McDowell introduced herself and thanked
Recreation Manager Sonya Lee, and Management Analyst Jacinta Liang for their work.
Commissioner Stanek reported on attending the Cupertino Little League Season Opener.
FUTURE AGENDA SETTING –

Assistant Director of Parks and Recreation Carolyn McDowell discussed the upcoming elections
for Chair and Vice Chair, as well as bringing the proposed calendar.
ADJOURNMENT
At 10:11 p.m. Vice Chair Bono adjourned the Regular Parks and Recreation Commission Meeting.
