Incentive: Reduce or eliminate tax penalties and interest Key Dates: •March 30 – Program begins •March 30 to April 28 – 100% forgiveness of tax penalties and interest•April 29 to May 28 – 50% forgiveness of tax penalties and interest Ongoing amnesty for newly licensed businesses Program Overview Public Outreach Direct Outreach: •Postcard notices •Email campaigns Engagement: •Local businesses •Property owners •Property managers Marketing: •Social media posts •Newsletter messaging •City websites Resources: •Frequently Asked Questions (FAQs) available at cupertino.gov/businesslicense Data Snapshot: Inactive Business Licenses Number of inactive business license holders located in commercial centers: 68 Number of commercial centers with inactive business license holders: 23 Inactive business license means businesses that previously held a license but failed to renew in prior years. Approve EDC outreach to local shopping center businesses to raise awareness of the Business License Amnesty Program. Staff will provide EDC members with a list of five to seven businesses next week for outreach during the Business License Amnesty period. Example business visits: Sun Design Center, WOW! Tea, Amazon, Mirapath, House of Miracles, Target, SummerWinds Nursery and more. Number of business visits since beginning of this year: +175 Projected number of business visits by year-end: +700 Background EDC Feedback on Questionnaire? •Add more questions•Reduce the number of questions•Revise existing questions Questionnaire / Survey Approve EDC outreach to local businesses to collect feedbackusing Cupertino Business Outreach Program questionnaire. Staff will provide EDC members the CBOP questionnaire next week to begin supporting outreach efforts. Registration Deadline: May 15, 2026 Eligibility Requirements to participate?•Location: Must be a brick-and-mortar restaurant or food business. •Offer Requirement: Must provide a specials, discount, or limited-time menu items between June 13 – July 13, 2026. •Business Type: Includes dine-in, cafes, boba shops, dessert spots, quick-service eateries (i.e. fast-food chains, sandwich shops). •Compliance: Must hold a valid Cupertino business license. •To learn more, visit cupertino.gov/shoplocal Campaign Overview Approve EDC outreach to local eateries to encourage participation in the City’s upcoming Cupertino Summer of Celebrations Shop LocalCampaigns. Establish a subcommittee to develop ideas for marketing Cupertinobefore and during the campaigns, with a focus on encouraging out-of-town visitors to shop, dine, and stay at local hotels, and direct the subcommittee to provide an update at the next regular EDC meeting on April 30, 2026.
