Work plan ensures that the Housing
Commission’s efforts are aligned with the
City Council’s broader goals:

Staff contacted commissioners Dec 2025 on potential
activities and policies for 2026 and received requests
throughout 2025 for additional agenda topics during

Background
●The City requires that housing
developments provide a percentage of
units to be affordable (inclusionary
housing program)
●These units are jointly administered by a
single entity to ensure compliance and
centralize the program to a single waitlist
●RISE Housing has been the City’s BMR
Administrator since 2017. Their contract
expires June 2026.

●All three applicants are highly qualified,
competent, and worthy of consideration
●RISE showed the strongest understanding of
and preparation of work expectations
considering rental unit expirations and had
complete multiyear proposal
●Housing Inc and HEART proposed several
innovative process improvements and showed
deep commitments to providing affordable
housing
●RISE is currently frontrunner but Housing Inc
and HEART should still be considered for future
procurements
