SUBJECT: ARBORIST REPORT FOR PROPERTY AT 10475 Bandley Dr., Cupertino, CA
95014.
This arborist report includes observations and assessments of one (1) protected tree
located in a parking lot island, outside the security fence. The site was visited on Wed,
January 7, 2026. The tree has died.
Assignment: Review one (1) Quercus hypoleucoides (Silver Leaf Oak) tree growing at
10475 Bandley Dr., Cupertino, CA 95014, on the west side in the parking lot.
The assignment requires the following activities: visit the site, verify the tree, list the
tree species, diameter, crown radius, tree condition, property impacts, and mitigation
options.
Observations: The site was visited on Wed, January 7, 2026.
The tools used were a diameter tape and a screwdriver as a probe. Crown height and
radius were estimated. The one (1) tree on the map was measured for trunk diameter at
approximately 4.5 feet above grade with a diameter tape. The tree was assessed and
rated for health, structure, and overall condition, including branch structure, decay, leaf
quality, vitality, dieback, lean, and other factors affecting its condition.
The one tree’s health condition ratings were determined by observing its foliage, twig
growth, leaf density, and dead branches. The structure rating was determined by
observing branch attachment, crotch structure, trunk flare, surface roots, decay, insects
and diseases, growth habits, and physical damage. The overall condition combines the
health and the structure ratings based on the most significant conditions.
A visual inspection of the tree in the Bandley 05 parking lot was conducted. The
assessment was performed from ground level and focused on evaluating the tree’s
structural integrity, visible defects, and potential risks to public safety.
Although a complete diagnostic study was outside the scope of this assessment,
several potential contributing factors were noted. The trees are situated within narrow
landscape strips adjacent to public roadways, where nursery production methods likely
compromise root structure.

Their condition also detracts from the visual quality and intended design continuity of
the campus perimeter landscape. As protected trees within the jurisdiction, they will
require appropriate city permits and compliance with local tree protection regulations
for removal.
Discussion: The one (1) Quercus hypoleucoides (Silver Leaf Oak) is dead. There is no
way to improve the situation. It appears that the likely causal agent is Phytophthora.
The other Q. Hypoleucoides at the site are performing well. It is possible there was a
drainage issue, and the roots stayed too wet. The site will be reviewed once the
existing tree is removed, and any required mitigation at the planting site will be
completed before replanting.
Conclusion: The t one (1) Quercus hypoleucoides (Silver Leaf Oak) 10475 Bandley Dr.
Cupertino, CA 95014 is dead and needs to be replaced. The trees shall be removed in
accordance with CHAPTER 14.18: PROTECTED TREES.
Mitigation: Plant one 24” box Quercus hypoleucoides (Silver Leaf Oak) in the same
general area to mitigate the loss of one removed tree.

As with the photo above sunken area
where the phytophthora has killed the
cambium are present. It appears that the
tree was recovering but ultimately did not
survive.
