HomeMy WebLinkAboutHC Resolution No. 25-01 HSG Funding IncreaseRESOLUTION NO. 25-01 A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF CUPERTINO RECOMMENDING APPROVAL OF AN ANNUAL FUNDING ALLOCATION INCREASE TO THE HUMAN SERVICES GRANT (HSG) PROGRAM WHEREAS, the Housing and Community Development Act of 1974 provides that funds be made available for the Community Development Block Grant (CDBG) program; and WHEREAS, the City of Cupertino planned for a FY 2025-2026 CDBG allocation of $354,559; and WHEREAS, federal budget proposals and administrative shutdowns have threatened the stability of the City's CDBG funded programs, and the City has not yet received its annual allocation as of November 2025; and WHEREAS, the City of Cupertino allocates an average of $152,000 to non- profit organizations serving a total of 122 low-income families through the CDBG program; and WHEREAS, any elimination or substantial reduction in funding for the CDBG programs impacts the City's program delivery and clients served for all City housing programs; and WHEREAS, the City of Cupertino currently funds the local Human Services Grant (HSG) through the General Fund to supplement housing program funding in the amount of $129,000 per year with annual Consumer Price Index (CPI) increases; and WHEREAS, on October 23, 2025, during the regular meeting of the Housing Commission, the Commission recommended that a commensurate funding increase be explored through local funding to ensure the stability of all of the City's housing programs. NOW, THEREFORE, BE IT RESOLVED that the Housing Commission of the City of Cupertino recommends that the City Council approve an annual Resolution No. 2025-01 Page 2 funding increase to the Human Services Grant in the amount of $152,000 for a grand total of $281,000 with Consumer Price Index increases; and BE IT FURTHER RESOLVED that the Housing Commission of the City of Cupertino hereby: 1. This Resolution is not a project under the requirements of the California Environmental Quality Act, together with related State CEQA Guidelines (collectively, "CEQA") because it has no potential for resulting in physical change in the environment. In the event that this Resolution is found to be a project under CEQA, it is subject to the CEQA exemption contained in CEQA Guidelines section 15061(b)(3) because it can be seen with certainty to have no possibility that the action approved may have a significant effect on the environment. CEQA applies only to actions which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. In this circumstance, the proposed action (recommendation of funding increase for the Human Services Grant program) would have no or only a de minimis effect on the environment because it has no potential for resulting in physical change in the environment. The foregoing determination is made by the Housing Commission in its independent judgment.
