MEETING HELD IN niE CONFERE CE ROOM 160 - 170 AT TEMPORARY CITY HAIL AT 10430 S. DE ANZA BLVD., XPER'IINO, CALIFORNIA. The meeting was called to order at 7:00 PM by Chain Mann who led the pledge of allegiance. CONSENT CALENDAR: TTEX 1) APPLICATION ASAC 51 743.1 — I4: TEL'S Requesting approval of a modification to an existing sign program for a shopping center generally located at the southwest corner of De Anza Boulevard and Homestead Road. 20590 Homestead Road. RESOLUTION 1321 ITEM 9) APPLICATION ASAC 511745.1 -- GREAT WESTERN BANK: Requesting approval of exterior modifications to an existing bank building located at the northeast corner of De Anza Boulevard and Rodriguez Avenue. 10520 S. De Anza Boulevard. RESOZUTION 1326 ITEM 10) APPLICATION ASAC 51,746.1 -- OAKS SHOPPING CE!'?IER (STONESON DEVELOPMENT CORPORATION) : Requesting approval to remove three specimen trees at an existing shopping center located at the northwest corner of Stevens Creek Boulevard and Mary Avenue. 21269 Stevens Creek Boulevard. INFORMAL REVIEW OF USE PERMIT APPLICATIONS: ITEM 2) APPLICATION 46-U-87 -- INS CC CIAL PROPERPIES: Requesting approval of a 13,000 square foot retail center on the Target store site including site modifications and relandscaping of the entire site. Site is located on the north side of Stevens Creek Boulevard between Bandley Drive and Saich way. De Anza Blvd. PRF5ENT TICK: David Stark, Architect Bob Serventi, Applicant's Representative DISCUSSION: The applicants described how they would canply with the three foot setback required for maintenance of the south and west building walls. They also stated that vines and shrubs could be added along those fascades for screening. In response to a question from Member Miller, the applicants answered that the building could not be sited closer to the street because of the caimercial uses of the center. Further, the applicants aimed to create and open, landscaped gateway. chairwoman Mann acknowledged that the site was difficult. Hcxaever, she believed that the proposed building should be further integrated with the existing center in terms of vehicular access, site, and architectural design. She also preferred landscape berms to help screen the parking area. Member Baca concurred with Chairwoman Mann's concerns. By consensus, the Committee requested that the final landscape plans be returned for informal review and approval. Chairwoman Mann directed that Planning O,"issioai be notified of ASAC concerns regarding building colors, siting, and lack of integration with the surrounding development. ITEM 4) APPLICATICtT ASAC 51,624.12 -- COPY MAR: Requesting approval of a ground sign for a tenant within the Arbor Professional Center located on the north side of Stevens Creek Boulevard, west of Blaney Avenue. 20065 Stevens Creek Boulevard. He confirmed that the shop will be relocated by the beginning of 1988. He requested temporary approval of the existing ground sign. DECISION: 'Yr1 ;t S4I?JV 31 1,1 q5'. Lm: Requesting approval of a sign program for an existing can rcial building located on the south side of Stevens Creek Boulevard, approximately 360 feet east of Stalling Road. 20940 Stevens Creek Boulevard. PRESENTATICN: Jim Lin, CXiner Allen Lin, Sign Representative DISCUSSION: The applicants believed that they should be allowed to retain the pole sign because it had existed for many years. Staff explained that the sign was a legal, non --conforming structure. Therefore, the change -of -face necessitates full ASAC review of the sign program to bring the sign into conformance with current standards. Member Baca stated that she supported staff's reoaamendation. The applicants stated that they would need same time to obtain money to remove the signs. ITEM 6) APPLICATION ASAC 51.741.1 -- GtEVU.S.A: Requesting approval of a sign program for an existing service station located at the northeast corner of De Anza Boulevard and Homestead Road. 11010 N. De Anza Boulevard. PRESflTATICN: Spencer Nielson, Sign Representative DISCUSSICH: Mr. Nielson presented an overview of the modification proposed under the application. Staff explained that ASAC had recently required two Chevron signs be lowered and that non -building mounted signs be removed. Member Baca agreed that ASAC should be consistent with the precedents. ITEK 7) APPLICATION ASAC 51,742.1 -- CUPERTINO INN (JOIN VIDCJVI(H) Requesting approval of a modification to an existing sign program for a hotel located at the north st corner of De Anza Boulevard and Highway 280. 10889 N. De Anza Boulevard. PRESE[aTATION: Fred Reed, Cupertino Inn Jahn Vidovich, Owner DISCUSSION: Mr. Reed explained that custaners constantly have trouble locating the inn, partially due to its exterior appearance. He stated that the sign is not offensive and will help with identification of the facility. Member Baca stated that she had no abjection to the sign and encouraged that applicants to make further exterior modifications. Member Miller believed that the sign is primarily oriented to the freeway in conflict with the Sign Ordinance. Mr. Vidovich explained that their request is consistent with the Marriott sign program which contains a freeway -visible sign. He also felt that the sign would add architectural interest to the fascade. Chairwoman Mann felt that the Canmittee should be consistent with their previous decision on the application. Staff clarified for the Committee that the center qualifies for a grrcund sign under the Sign Ordinance provisions. The tenant may also retain the existing building-mo nted signs. However, the subject center has no name. The Ccinittee supported staff's proposed modifications to the sign. Having concluded its business, the Architectural and Site Approval Cctsnittee adjourned at 9:35 PM to October 12, 1987 at 7:00 PM in the second floor Conference Room of Temporary City Hall at 10430 S.
