SUMMARY MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL AND SITE
APPROVAL COMMITTEE OF THE CITY OF CUPERTINO FOR APRIL 27, 1987 MEETING
HELD IN THE CONFERENCE ROOM 160 - 170 AT TEMPORARY CITY HALL AT 10430 S.
DE ANZA BLVD., CUPERTINO, CALIFORNIA.
The meeting was called to order at 7:00 PM by Chairwoman Nobel who led the
pledge of allegiance.
ROLL CALL:
Present Members: Miller, Nobel, and Interim Chairman Chapman
Absent Members: Jackson, Chairwoman Mann
Staff Present: Randy Tsuda, Planner I.
CONSENT CALENDAR
Item 1) APPLICATION ASAC 51,706.1 -- TANDEM COMPUTERS•
Requesting approval of a 2nd story deck canopy at an existing
office/industrial building located at 19333 Vallco Parkway.
APPROVED PER ASAC RESOLUTION 1271
Item 6) APPLICATION ASAC 51,709.1 -- TANDEM CON�UTERS•
Requesting approval of exterior modifications to two existing
office/industrial buildings located on the west side of Tantau
Avenue, north of Highway 280 at 10435 and 10500 North Tantau
Avenue.
APPROVED PER ASAC RESOITJTION 1274
DECISION:
THE CONSENT CALENDAR WAS APPROVED PER THE FINDINGS AND CONDITIONS
SPECIFIED WITHIN THE RESOLUTIONS LISTED ABOVE.
INFORMAL REVIEW OF USE PERMIT
Item 2) APPLICATION 13 U-87 -- EDWIN & CAROL FEDERSPIEL:
Requesting approval of removal of two existing residences and to
construct 7 new units in two phases; phase 1: Remove 1 existing
and construct 5 new units. Phase 2: Remove remaining existing
units and construct 2 new units. Property is located at 10330 &
10344 Scenic Boulevard.
PRESENTATION: Rodger Griffin, Architect
DISCUSSION:
Mr. Griffin described the project and presented a color
rendering. He stated that he had worked with the neighboring
property owners in developing this plan.

Staff stated that they were concerned with the location of the
homes over the slope area. Mr. Griffin stated that he used wider
plan with little depth in order to minimize the amount of
cantilever over the slope.
Member Nobel felt that the visibility of the structures was not
critical because they do not overlook other homes.
The consensus of the Committee was that the easterly -most home
should be moved to the west to place it on the flatter portion of
the site. -
Item 3) APPLICATION 14-U-87 -- CALI LAND ASSOCIATES:
Requesting informal review of a use permit to construct a 5200
square foot commercial/office addition to an existing commercial
building, to demolish an existing 6000 square foot co meercial
center, to construct a new 25,000 square foot cccmiercial/office
building, and to construct associated parking and landscaping
modifications.

DISCUSSION:
Messrs. Bellomo and Schmidt summarized the project for the
Committee. Mr. Schmidt stated that the project was difficult
because there are many property owners involved.
Member Miller questioned the applicant on the Building II fascade.
He felt that it may be too flat. Mr. Bellomo pointed out that the
atrium provided much contrast in the fascade. In response to
Interim Chairman Chapman's question, Mr. Bello answered that the
roof overhang on the north side was six inches. Interim Chairman
Chapman believed that more overhang is necessary. The consensus
of the Committee was that every other wall element on the north
side of Building II should step out to provide more variation in
wall plane. The Committee also felt that the applicant should
look for a more appropriate location for the trash enclosure.
Item 4) APPLICATION ASAC 51,705.1 -- MALCOLM WHITE:
Requesting informal approval of an addition to an existing
residence. Property located at 10426 Avenida Lane.

PRESENTATION: Malcolm White, Applicant
DISCUSSION:
Gerhard Schneider of 10425 Alicia Court stated that he adjoined
the property and was concerned with loss of privacy caused by the
proposed addition. Further, the addition would block his view of
the hillside. Messrs. Schneider and White discussed the project
at length.
DECISION:
BY CONSENSUS THE COMMITTEE APPROVED APPLICATION ASAC 51,705.1 PER
EXHIBITS A, B, AND B-1. THE C I IITI'EE DIRECTED THE APPLICANT TO
REACH AN ACCEPTABLE SOLUTION WITH MR. SCHNEIDER. IF THE FINAL
DESIGN IS SIMILAR TO THE APPROVED DESIGN, STAFF MAY APPROVE THE
PROJECT. IF A MUTUALLY AGREEABLE SOLUTION CANNOT BE REACHED, THE
APPLICATION SHALL BE RESUBMITTED TO THE (XTMUTIEE FOR RESOLU'T'ION.

Item 5) APPLICATION ASAC 51 701.1 -- FORTUNES CONTINENTAL CUISINE:
Requesting approval of a ground sign for an existing restaurant on
the south side of Stevens Creek Boulevard, approximately 275 feet
east of Blaney Avenue. 19930 Stevens Creek Boulevard.
PRESENTATION: Richard Yee, Applicant
DISCUSSION:
The consensus of the Ccrrnnittee was that the base of the sign
should be reduced in width to achieve proportion with the sign
face. Mr. Yee stated that he had no problem with the alteration.
DECISION:
BY UNANIMOUS VOTE, THE C'ITEE APPROVED APPLICATION ASAC
51,701.1 PER THE FINDINGS AND CONDITIONS CONTAINED WITHIN
RESOLUTION 1273.
Item 7) APPLICATION 20 U-85 -- BAS HOMES INC
Requesting approval of a modified color scheme for a office
building under construction at the southwest corner of Pasadena
Avenue and Stevens Creek Boulevard.
PRESENTATION: Steve Stern, BAS Homes, Inc.
DISCUSSION:

Mr. Stern displayed slides of the building. Member Nobel stated
that her main concern was with the green sides of the building.
Linda Randolphi of 10322 Noel Avenue felt that the colors and size
of the building make it look like a factory. She believed that
the red, blue, and green clashed and were inconsistent with the
westerly building.
Ann Anger of 10125 Empire Avenue agreed that the green was the
biggest problem. She felt that the green was like a poison and
was inconsistent with the Monta Vista concept.
Mr. Stern agreed to repaint the green to a gray that matches the
trim. The awnings will match the color of the roofing material.
DECISION:
BY UNANIMOUS VOTE THE C *'IIITTEE APPROVED APPLICATION 20-U-85 PER
THE FINDINGS AND CONDITIONS CONTAINED WITHIN RESOLUTION 1275.
NEW BUSINESS
Item 8) APPLICATION ASAC 51,708.1 -- CAL -TRANS SOUND WALLS:
Requesting selection and approval of sound wall design for the
Highway 280 widening within the City of Cupertino
Staff presented the alternative wall designs. By consensus, the
Committee selected Cal -Than sound wall #1097-23. The Committee
also strongly encouraged Cal -Trans to plant landscape materials
along the walls which will mitigate the visual impacts.

Having concluded its business, the Architectural and Site Approval
Committee adjourned at 9:00 PM to May 11, 1987 at 7:00 PM in Conference
Room 160 - 170 of Temporary City Hall at 10430 S. De Anza Boulevard.
