The meeting was called to order at 7:00 PM by Interim Chairman Chapman who led the pledge of allegiance. ITEM 1) APPLICATION ASAC 51 696.1 -- GILBEAU-HULBERG ASSOC.: Requesting approval of a ground sign for an existing office building on the northeast corner of Stevens Creek Boulevard and Mann Drive. 21771 Stevens Creek Boulevard. ITEM 6) APPLICATION ASAC 51 699.1 — ARCO OIL (MC KINKY SERVICE ENTERPRISE: Requesting approval of a ground d sign at an existing service station located at the southeast corner of South De Anza Boulevard and Silverado Avenue. 10550 S. DECISION: ij'.' gr ASAC NUNtJILS -- REGULAR MEETING OF APRIL 13, 1987 PAGE -2- INFORMAL REVIEW ITEM 3) APPLICATION 33-U-86 -- MARRIGIT CORPORATION: Requesting informal approval of a final landscape plan for the previously approved Marriott's Courtyard Hotel located at the northwest corner of Wolfe Road and Highway 280. PRESENTATION: Michael Smith, Project Manager John Mocnik, Marriott Corp. DISCUSSION: Member Nobel abstained from discussion of this item citing possible conflict of interest. Staff reported that the applicant's plans specify eucalyptus trees along the project's western property line. The westerly property owner requested that ceders be substituted for the eucalyptus. Mr. Smith stated that he was willing to utilize ceders deodora along the western property line. He also wished to delete the shrubs along the property line since the canopy shape of the ceders would not permit shrubs. Warren Mine, the westerly property owner, stated that he had not been informed of the proposed deletion and had not given his approval. The item was continued while the applicants and Mr. Mine conferred on the shrub deletion. ITEM 4) APPLICATION ASAC 51,691.1 -- FORREST STRAIGFF1' (DAVID BANDUCCI) Requesting informal architectural and site approval for a detached house on a lot with an existing single family home. The site is located at the western end of Avenida Lane at 10366 Avenida Lane. PRESENTATION: Forrest Straight, Applicant David Banducci, Architect DISCUSSION: Staff explined that the Conunittee is granted the authority to modify height limitations in hillside areas. By consensus, the Committee approved the application as proposed. ASAC MIWTES -- REGULAR NAG OF APRIL 13, 1987 PAGE -3- • r• ■ ITEM 5) APPLICATION ASAC 51,598.1 -- KEY CHEVROLET Requesting approval of a sign program for a car dealership ocated on the north side of Stevens Creek Boulevard approximately 200 feet east of Stelling Road at 20955 Stevens Creek Boulevard. PRESENTATION: Ken Abler, Architect DISCUSSION: Staff presented a brief stmnary of the sign program proposal. Mr. Abler stated that he is willing to reduce the amount of window signage to conform to the 25% coverage requirement of the sign ordinance. Mr. Abler stated that the property owners are aware that ASAC reccsmnended denial of the ground signs at the informal review hearing. The owners have indicated that the use permit will not be activated if the City does not approve the existing ground signs. Member Miller stated that the signs cannot be seen from westbound traffic along Stevens Creek Boulevard; therefore, he didn't understand why the signs need to be so high. Mr. Abler reported that the property owners do not ]mow if they can remove the signs since they are part of the General Motors sign program. Further, the owners feel that if the sign visibility is reduced there is no reason to spend millions of dollars upgrading the dealership. Member Miller asked if the owners have proof that amount of signage corresponds to amount of business. Mr. Abler answered that they do not. He pointed out that the dealership is a major Santa Clara County business, not just a city business. Member Miller felt that there is no justification of the exceptional sign area. Member Nobel stated that there is a need to keep the retail sector healthy in the city. She believed that the sign ordinance is out -of -step with the signage needs of car dealerships. Mr abler clarified that Key Chevrolet is the second largest tax source for the City. Interim Chairman Chapman summarized that the Committee has no problems with the directional signs or with the window signs if they are reduced to conform with the 25% limitation. The question of approval focuses on the ground signs. By consensus, the Ccumnittee agreed to approve the landscape plan with the following changes: 1. Substitute Canis Deodora for the Eucalyptus Sideroxylon along the western property line 2. Remove the shrubs along the western property line ITEM 7) APPLICATION ASAC 51 703.1 -- CiIAMBER OF ONCE Requesting architectural and site approval of modifications to an existing office building located on the north side of Silverado Avenue approximately 225 feet east of De Anza Boulevard. PRESENTATION: Dick Childress, applicant's Representative DISCUSSION: Member Nobel announced she would abstain from discussion of this item because of possible conflict of interest. The applicant presented a landscape plan for the site. Staff and the Committee found it acceptable. Staff is requesting approval of the exterior colors for the existing restaurant building. DISCUSSION: Me applicant was not present. DISCUSSION: Staff presented plans of the landscape revisions. The Contnittee approved the modifications by consensus. ITEM 10) APPLICATION_ ASAC 51 704.1 -- HC ITEAD SCUARE SHOPPING CE ?I 2• Requesting informational approval of 3 parking lot lights at an existing shopping center located at the southeast corner of Homestead Road and Stelling Road. DISCUSSION: Staff presented plan of the lights. The Ccmnittee approved the modifications by consensus.
