ROLL CALL: - Present Members: Chapman, Miller, Nobel, Chairwcanan Mann (Member Miller arrived at 7:05) Absent Members: Jackson Staff Present: Randy Tsuda, Planner I. CONSENT CALENDAR: ITEM 3) APPLICATION 30-U-85 - NARRIOIT CORPORATION: Requesting approval of a landscape plan for the Finch Avenue extension north of Stevens Creek Boulevard. DECISION: r • • r i •• • --• �• r •• • . . - s. • •, (Member Miller arrived at 7:05) INFORMAL REVIEW OF USE PERMIT APPLICATION• ITEM 1) APPLICATION 7-U-87 -- WILLIAM AVERY: Requesting approval of a use permit to construct a 5 -unit single-family dwelling planned development. Project is located on the west side of McClellan Road, approximately 200 feet north of Club House Drive and 200 feet south of Mira Vista Road. PRESENTATION: Bill Avery, Applicant Ron Enz, Planner Jim Van Houten, Engineer DISCUSSION: The applicant presented a drawing showing conceptual elevations for the homes. Mr. Enz stated a Criblock wall system would be used to stabilize the lower Mc Clellan Road slope. He stated that a hcarneoanzers association would be established to maintain the wall. Mr. Van Houten explained that the Criblock wall allows for landscaping along the entire face of the wall to mitigate visibility impacts. Staff presented a Criblock brochure to the Ccamaittee. Member Miller questioned the traffic safety of the project. Cars would have to back onto McClellan Road and visibility would be limited. Mr. Van Houten believed that viewlines were adequate to allow motorists sufficient reaction time. Chairwoman Mann encouraged the applicants to preserve views through the project. Mr. Avery stated that he could separate the units more towards the north end of the site if the Public Works Department would reduce their right-of-way requirement by 4 feet. The Ccamnittee questioned the applicant about the exterior materials of the units. The applicant stated that exterior material callouts were intentionally left off the drawings to allow the Committee the discretion to select the materials. Member Chapman encouraged the applicants to install a sidewalk along the western frontage to allow pedestrians access to the public stairway at the south end of the project. Member Chapman made the following co mnents regarding staff's design objectives listed in the summary report: 1. Encouraged increased separation of the second story elements, 2. Favored the use of wood exterior materials, 3. Encouraged the use of fencing along the front of the project to architecturally integrate the units, 4. Favored additional separation between units. The Committee concurred with Member Chapman's remarks. ITEM 2) APPLICTION 4-U-87 - MOBIL OIL (ROBERT H. LEE ASSOCIATES) : Requesting approval of a final landscaping plan for an existing service station at the southeast corner of Stevens Creek Boulevard and East Estates Drive. Property owners are unlikely to cooperate because many site modification are usually necessary to accalu!adate the sidewalk standards, 2. much staff time and additional funding is necessary to work with each individual property owner to implement the standards and such fun ing has not been provided by Council. The Catunittee directed staff to ask Bert Viskovich to attend an ASAC meeting to provide general information on the public improvements process. He may select a meeting to attend at his convenience. Specifically, the Committee is concerned with design c aipatibility of additions to existing structures, privacy impacts of second story additions, and overall bulk of single family structures. Staff will prepare a draft minute order for Committee review for next meeting.
